C) is correct

"by several billion dollars," should be followed by the result of activity referred to in "A large rise in the number of housing ".
Therefore "making " correctly follows "billion dollars" eliminating B), D) and E)
A)"making the construction industry’s economic health much more robust than five years ago" -->incorrect comparison. construction industry's economic health is being compared to "five years ago"
Leaving C) as the right choice "it was .." refers correctly to "construction industry's health"
