(B)"that" should not refer to a non-defining clause.

A) B) and E) are incorrect. "violates the New York Consumer" should be preceded by the action in passive, hence only the sentences with "failure" can be considered
C) identified the correct object of the activity "failure" with the "highest price"

D) incorrectly places "prominently " before the object "higher price" causing an incorrect conclusion

Not clear on OA.
Pls discuss this further
As per my understanding
the correct answer should be E)

A) a pronoun will cause ambiguity on whether the merit of the proposal or the merit of the analysts is being called in question
B) same as A
C) the ambiguity is removed but the sentence structure is incomplete, the sentence should be "as a proposal are"
D) passive, and also the correct usage would be taxing

As mentioned by Jharia "the pattern of changes" is singular and should be support by "indicates"
Therefore
A), B) and C) are out
E) is incorrect. Us of "might" is unsuitable here, "may" clinches it for the sentence and also "descendant from " is incorrect usage
