Now thats a very good question try asking the HP Govt., its a safegaurd to protect it from inter state investors, its not just Shimla a lot of States have this provision in place; nothing new, what Mr Saraswat did not mention was that not only you need to be a Himachali you need to be an "Agricultarist" to buy "Land" a house is different case.
What does that mean.... that you can buy a 2br apartment but you need to apply for permission and you usually get it in about 2-3 months so not to worry. Check with the land and revenue office for more details, worst case scenario you wont' get the permission and the way around is to lease it for 100 years its as good as buying a lot of people who cannot buy a house do lease it.
