Hello every one.
Schemes of Chinese designs are being finally discussed
and coming up bit by bit. Is it a psychological
warfare? A defense preparedness by the chinese govt?
or just a plain fury of the nature?

So many questions and yet one answer. The agony of 5
districts of himachal pradesh. The govt should in
additon to sending normal paramedics, send some
psychologists/therapists(whicever is applicable) to
attend to people and help adjust with this impending
flooding trauma.

You people would like to read this article which
suggests the chinese are afterall not so innocent as
they claim like i always thought.

Hi everyone.
I would like to continue upon my earlier version of
how a man made(Made in People`s Republic of China-PRC)
  chaos is impending in Himachal Pradesh. While this
issue of flash flood is surely not a tabloid cover
story,it is getting its due importance where it should
matter, the Indian security establisment.Indian
Defense Ministry has taken notice

Fact 1: A helpless hill state, Himachal Pradesh.
  Strategic to the Indo China border equation.
Geographical constraints weighs heavy on whatsoever
little infrastructure is there. Small and vulnerable
state machinery whose ability to respond to any
disaster of this magnitude is questionable.

Fact 2: Our experimental closesly guarded neighbour
China, who has some nack of inventiveness in defence
perparedness  keeps us Indians on toes with one or the
other troubles. Their inconsistent  ping pong foreign
policy is not helpful either.

Fact 3: A muted India viz a viz China. Some how, we
find one or the other reason to find fault with
ourselve when it come to issues related to Indo-
china. The babus in New Delhi has an excellent
reasoning for issues it considers trivial. They dont
want to upset the "excellent equation" they have with
the PRC, if New Delhi`s foerign policy babus has to be
  believed.

Let us come back to the issue of flash flood at hand.

Natural blockage of river along the himalyas is not a
new feature. But since 2000 this has taken a new
meaning with these flash floods. The magnitude of this
lake ranges from  180-250 hectares. Six km wide and
1.5 km wide. Water up to 100-120 cubic meteres. Simply
said this translates to 70-80 feet of water running
down the satluj. It could have  been all right if only
it was perfectly natural. But is it?

In the after math of June 2000 flash flooding in
Arunachal Pradesh, Indian army was abuzz with
theories. Army officials suspect that the Peoples
Liberation Army of China may have blasted the dam to
experiment the impact of flash floods in the sensitive
north-east and to study the damage such a flood may
cause on the Indian side. For detailed

Two months later kinnaur flash flood happened. No rain
on indian side. No precedent of ever such happening
from the Tibetan side for ages. And bam a water wall
of 50 feet hit himachal in 2000. Hundreds of lives
were lost. 50+ bridges washed awayand road
connectivity was closed for months.

1 years later ISRO pin pointed chinese hand in that
flash flood too. So why is China deliberatley
witholding information? Do they know something
that we dont know?

Whatever the case may be. Panic is set in upper
himcahal. Afterall people have to use the roads
everyday to get on with their lives. And it sure isnt
easy to travel on those roads when 70 feet of water is
ready to chase you out of the road at hundres of
km/hr. Thousands have been moved from the low lying
houses in variious villages and towns.  So in a way
psychological drubbing of people is already in place.

The chinese govt has still not allowed Indian
Officials to visit the site(barely half an hour
helicopter ride from the indian side. They claim the
terrain is so difficult, they havent been able to
reach the site themselves. Well, its not
their roads bridges dams and lives at stake. So
Indians should come out of the "I wont antagonise
chinese shell" and do some tough talking. The
chinese ambassador in new delhi was not asked  upon to
brief indian govt(demarche) about day today reports
because as one indian foreign monistry offical put it,
we dont interact with the chinese this way(the
impolite way). So technically that means, unless india
asks them, china is not bound to share any
information. Thats classic Indian  diplomacy at play.
Seems like 10,000 crore NJPC project, upcoming Rampur
project, 200-250 km of NH-22, hundreds of bridges,
hundreds of lives, the cost of  reconstruction in the
range of 500-600 crore. And top of that the hardship
to the local populace is an easy choice for the indian
govt.
The Chinese have a good alibi this time. We said you
so, it was coming. Well i just wish we dont learn it
the hard way.

The professor of a university challenged his students with this
question.
"Did God create everything that exists?"
A student answered bravely, "Yes, he did".
The professor then asked, "If God created everything, then he
created evil. Since evil exists (as noticed by our own actions), so
God is evil."
The student couldn't respond to that statement causing the professor
to >conclude that he had "proved" that "belief in God" was a fairy
tale, and therefore worthless.
Another student raised his hand and asked the professor, "May I pose
a question? ",
"Of course" answered the professor.
The young student stood up and asked :
"Professor does Cold exists?"
The professor answered, "What kind of question is that?...Of course
the cold exists... haven't you ever been cold?"
The young student answered, "In fact sir, Cold does not exist.
According to the laws of Physics, what we consider cold, in fact is
the absence of heat. Anything is able to be studied as long as it
transmits energy (heat). Absolute Zero is the total absence of heat,
but cold does not exist. What we have done is create a term to
describe how we feel if we don't have body heat or we are not hot."
"And, does Dark exist?", he continued.
The professor answered "Of course".
This time the student responded,
"Again you're wrong,Sir. Darkness does not exist either. Darkness is
in fact simply the absence of light. Light can be studied, darkness
can not. Darkness cannot be broken down. A simple ray of light tears
the darkness and illuminates the surface where the light beam
finishes. Dark is a term that we humans have created to describe
what happens when there's lack of light."
Finally, the student asked the professor, "Sir, does evil exist?"
The professor replied, "Of course it exists, as I mentioned at the
beginning, we see violations, crimes and violence anywhere in the
world, and those things are evil."
The student responded, "Sir, Evil does not exist. Just as in the
previous cases, Evil is a term which man has created to describe the
result of the absence of God's presence in the hearts of man.  After
this, the professor bowed down his head, and didn't answer back.
The young man's name was ALBERT EINSTEIN.

What is the real reason behind Himachal`s devastating flash floods?

Todays(August 01-2004) Tribune gave the following fash flood warning.

A flood alert was sounded late this evening along the banks of the Sutlej from Kinnaur to Bilaspur districts following the formation of a huge artificial lake in Tibet close to the Indo-Tibetan border. According to information reaching here a 350-m-long, 800-m-wide and 15-m-deep lake had been formed which, if breached, could cause devastating floods in the villages along the banks of the Sutlej. The lake has already started |overflowing as a result of which the water level in Pirchu, a tributary of the Sutlej, has started rising rapidly. The river enters Kinnaur from Tibet at Kaurik. The reason for formation could not be known, as Tibet is a rain-shadowed area and the monsoon does not reach the region. Sutlej Jal Vidyut Nigam has immediately shut down the 1500-MW Nathpa Jhakri project, the generation in which was resumed only this afternoon. The project had been closed down to protect the expensive electro-mechanical machinery from being damaged by the silt-laden water of the Sutlej. "

If we go back not so far behind in August 2000, we can recall of the flash floods that wreaked havoc in terms of life and property in himachal. Some of the news articles can be recalled.

A hydroelectric power plant which is under construction in the area has also been damaged. Mr Dhumal said the floods were caused by a cloudburst in southern Tibet. "

The Himachal region has seen growing commercialization resulting in unplanned and haphazard development of real estate in the name of tourism. Consequently, the extensive selling of trees has gradually changed the ecological balance of the picturesque state. The flood covers a 300 kilometer (186 mile) stretch from Namgya in the Kinnaur district to Tatapani in the Mandi district of Himachal Pradesh state For four hours the Sutlej rose about 45 feet above normal and washed away everything in its path, changing the face of the riverbanks permanently. "

Or was it deforestration that caused the flash floods? The following is the Indian Space Research Organisation (ISRO)`s version as reported in India today by "Shishir Gupta" on June 25th 2001.

A detailed study carried out by ISRO scientists says the release of excess water accumulated in man-made and natural water bodies in the Sutlej and the Siang river basins in Tibet had led to the flooding. The Sutlej is part of the Indus river system and enters India from Tibet in the Kinnaur district of Himachal Pradesh. The Siang is part of the mighty Brahmaputra system and enters India in the Upper Siang district of Arunachal Pradesh. At 1.30 a.m. on August 1, 2000 a 50-ft high wall of water tore into the mountain gorges of Kinnaur, Shimla and Mandi districts in Himachal Pradesh washing away everything that came in its path. More than 100 persons lost their lives, 120 km of the strategic Old Hindustan-Tibet highway was washed away and 98 bridges of various sizes and shapes were completely destroyed. Official estimate of the loss: Rs 200 crore."

The flash floods in the two states were initially dismissed by the Centre as freak natural phenomena caused by cloudbursts. In fact, they would have become nondescript files in the National Disaster Management Cell of the Ministry of Agriculture but for ISRO's stunning revelation that the flash floods had been caused by the release of excess water that had collected in water bodies in the Sutlej and the Siang river basins in Tibet. However, China has denied this and says that there were no floods or incessant rain in Tibet at the time. The Chinese have attributed the floods to "natural" causes on the Indian side. But according to the Kinnaur district authorities, some bridges in China were also destroyed by the gushing Sutlej waters. This perhaps is not backed by facts. When the disasters struck, it was also not raining in either Himachal Pradesh or Arunachal Pradesh. This is precisely why there were no flood warnings issued by the two state governments at the time.

Will there be another flash flood again? We certainly don`t know for sure but its time to ask the chinese some tough questions. The blood line of indo-china border, the strategic national highway NH-22 , the 12,000 crores 1500 MW NJPC the upcoming 400+ MW Rampur hydel project and innumerable lives lying on the direct path of the unforgiving satluj river. I see truth in your point that Shimla is way ahead in refreshing body
and soul as compaired to other parts of India leave aside commercial
and uninspiring Delhi.
 
Nothing could be more enthralling as compaired to implementing improvement
projects in Himachal. Developments, comprehensive community improvement
projects to generate employment, economic improvements for all sections of
society including those in remote or resource prone areas and much more.
 
So friends why not post to this groups your vision as- " My VISION for HIMACHAL"
and write as much as you would what you want to aspire for this lovely state. Better
if this is written in pointwise manner so that content is not lost in the continued
strings of words. It is " your dreams " and  " your vision " that will make a difference.
 
 
I would love to see some one willing to come up and take the initiatives. Much support
in form of information and later other resources to manage large work could be made possible.
 
But beginning has to be made from somewhere. Much better it would be to see that
CLUBINFONET group deciding to get involved in some kind of Himachal Development Projects
and let this group evolve from mere discussion group to next stage where some visible
changes do take shape to astonishment of all.
