New Lok Sabha has younger MPs

Women Members Cross 10% Mark For First Time In India’s History

 

With 79 MPs under 40 years of age and 36 members who are at least 70 years old, the 15th Lok Sabha is a fine blend of youth and experience. Although the new Lok Sabha has a higher number of under-40 members compared with the last, the average age of the House is higher — at 53.03 years, this is the third oldest House so far.


The 13th LS was the oldest House with the average age of members being 55.5 years. By comparison, in the last LS it was 52.7 years. With members averaging just 46.5 years in age, the first LS was among the youngest. The average age has since been increasing generally, though this trend is far from uniform. For instance, the 12th Lok Sabha was the youngest House so far, with an average of just 46.42 years.


Data also shows no direct correlation between age and the number of fresh members in the House because a majority of first-time MPs typically have had legislative experience at state assemblies or the RS. And, contrary to the notion that our netas are particularly old, the average age in other parliaments of the world is about the same as in India. MPs in the current House of Commons in the UK were 50.6 years when elected in 2005, while Japanese MPs were 52.3 years old when elected.

 

Ram Sundar Das (88), the giantkilling JD(U) MP from Hajipur who defeated Ram Vilas Paswan, is the oldest member of the House while 26-year-old Muhammed Hamdulla Sayeed, the Congress MP from Lakshadweep, is the youngest.

 

Although the women’s reservation Bill proposing 33% reservation for women in Parliament was not passed despite repeated attempts to table it, the new Lok Sabha has the highest number of women MPs ever elected in to the Lok Sabha. At 58, the 15th Lok Sabha has 13 more women MPs than the last House and nine more than the previous best of 49 in the 13 Lok Sabha.

 
The representation of women members has crossed the 10% mark for the first time in Indian history. However, this is still low in comparison with parliaments of the industrialized countries. For i nstance, UK, USA, Italy, Ireland and France have 19.3%, 16.3%, 16.1%, 14.2% and 13.9% women parliamentarians, respectively. The Sweden parliament, with 47% women MPs, has the best gender ratio in the world.

 
In terms of age and gender representation, the reserved category MPs have better averages than their general counterparts. There are 12.2% women MPs elected from reserved seats while only 10.2% of the general MPs are women. Similarly, the average age of the reserved category MPs is 51.8 years which is again lower than the general MPs whose ages averaged at 53.5 years.

PRESIDENT OF INDIA CONCERNED OVER

RISING INCIDENTS OF RAGGING

IN INSITUTES OF HIGHER EDUCATION

 

New Delhi, April 14, 2009. The President of India, Smt. Pratibha Devisingh Patil has expressed grave concern over the rising incidents of ragging in certain institutions of higher education across the country.

 

The President has urged students, especially senior students in institutes of higher learning to be more responsible in their dealings with their juniors. She believes senior students have a greater responsibility to make their juniors feel at home in their new environment. Smt. Patil has observed that unfortunately there were several instances where the practice of ragging has escalated to the level of torture amounting to crime. Such irresponsible behaviour would cause serious apprehensions in the minds of new entrants and their parents. Universities and colleges are centres of learning and for developing mutual respect, friendship and understanding.

 

Their sanctity cannot be vitiated year after year at the start of an academic season by those who indulge in mindless ragging. The President has called upon the State Governments, University and College authorities to be vigilant and strict towards offenders and to take special efforts to prevent students from resorting to such acts of violence in the campuses of educational institutions. The State Governments may also consider appropriate legislation to tackle this menace in the college and University premises in order to provide credible deterrence.

If we study the society today, we can find lots of differences. We can easily find out that it is not the same society, which it used to be. There is lots of conflicts and violence in the society that was never before. As most of the countries of Asia have multi- cultural society, it is necessary to maintain unity in diversity.

  • What is this conflict?
  • What causes the violence?
  • How can peace be built in the society?
  • How youth can play an active role in peace building?

 

To find out the answers of these questions, youths got together in Chandigarh, India. It was Commonwealth Youth Programme and Rajiv Gandhi National Institute of Youth Development, who organized this workshop on YOUTH AND PEACE BUILDING from 9th to 13th February 2009. The place was the Chandigarh and the venue was Asia Centre of Commonwealth Youth Programme. The selected youth from Asian Countries attended the Workshop. Indian Committee of Youth Organizations (ICYO) nominated Ms Ms Lipi Joshi to attend the event.

 

The workshop started on 9th evening. The workshop was inaugurated Commonwealth Secretary General, Mr. Kamlesh Sharma. In inaugural function Mr. Raj K. Mishra welcomed participants. Dr. Anneth Methews from Rajiv Gandhi National Institute of Youth Development (RGNIYD) delivered her speech. The vote of thanks presented by Mr. Aminul Islam Khan. Programme Manager. Later in evening the culture programme was organized.

Dr. Pramod Kumar spoke on Meaning, Factors contributing to and Relevance of Peace building in Today’s Context. He said that PEACE IS ACTION AND IT IS NOT THE ABSENCE OF VIOLENCE. According to him three types of violence: 1) Structured violence, 2) Privileged Violence and 3) Underprivileged Violence. He said that the youth can play their role on different level Before violence, During Violence & After Violence. He also talked about cultural violence.

 

Dr. Priyankar Upadhyay from Banaras Hindu University has two presentations 1) Genesis of Conflict: An Analysis and 2) Instruments/ Methodologies of Conflict Management/Resolution.

 

Dr. S.N. Subba Rao, Director National Youth Project and Chairman Indian Committee of Youth Organizations (ICYO) delivered his speech on Role of Youth in Conflict Management/ Resolution.

 

Dr Subba Rao started with JAI JAGAT, a beautiful song. He told that there are about 1652 dialects in India and therefore it is very essential to maintain UNITY IN DIVERSITY. He called conflict, the restlessness of man. He quoted “War begins in the minds of men and hence the defense of peace must be constructed in the minds of men.”

 

He also encouraged participants by giving some examples from his camps. He advised the participants for betterment saying “Be the change you want to see in the world.”

 

He suggested three remedies for peace building 1) Faith in the goodness of human being, 2) Service to mankind and 3) Prayer. He asked all the participants to close the eyes for five minutes and be relaxed. All did it and all found it very refreshing. It was really a nice session.

 

The groups discussed various issues including 1) what do you mean by conflict and how you do define conflict fro political, social, economic and ethnic point of view. 2) Is conflict intrinsic in human society? 3) How to manage/ resolve conflict- your role as a young person. 4) What strategies for peace building do you wish to propose?  The discussion was very thought provoking and various innovative ideas came-up during the discussion.

 

The each country made the presentation on Day three. One behalf of Indian participants Paridhi David and Parag made the presentation. 

 

Dr. Ronky Ram spoke on Youth Engagement in Dialogue, Mediation and Negotiation while Dr. Renuka Dagar presented her view on Post Conflict Peace Building: Role of Youth in Rehabilitation and Reintegration. Her presentation followed by group exercise.

 

Day four started with the talk of Mr. Rajasekeran, Director RGNIYD. He shared his experience as an IAS officer when he was District Magistrate and how he settled a dispute. Because it was a real example, it gave great inspiration to all.

 

Prof. S. L. Sharma spoke about Rights Based Approaches to Peace Building. He spoke about the value of democracy and social development and how they are inter-linked. He related the Peace with Human Rights and Democracy. According to him Peace is the state of social harmony. He added that justice is a primary condition for Peace.

 

Dr. Manjeet Singh spoke on Social Justice and Inclusion. He included peace and suppression and social system and the condition of marginalized people.

 

Mr. Aminul Islam Khan made the presentation on Respect and Understanding- the Mandate, Context and Rationale – on the Commission’s Report “Civil Paths to Peace”. The panel discussion on Inequality, grievance and history and Participation, Media and Education and Young People was held and panelists included Prof. Akhtarul Wassey, Mr. Raj K. Mishra and Lucy from CHRI.

 

Then was the time for the Valedictory Function. The Chief Guest of valedictory function was Mr. Preedip Mehra, Advisor to Administrator, Chandigarh. In his valedictory address he praise the youth power by saying “Youth are the agents of change. History is witness to the fact that they have always played an important role in any revolution that has come about in society”.

 

Speaking on the occasion, Raj K Mishra, Regional Director, CYP Asia Centre said: “Judging by the level of enthusiasm of the participants, the objective with which the workshop was organized seems to have been fulfilled. We feel confident that these young men and women will go back and work effectively towards peace building in their respective countries.”

Asia-Pacific Countries Set Out Course of Action for Disaster Management


The three day meeting, which ended 27th March 2009 in Bangkok organized at UN ESCAP, brought together more than 200 delegates from governments, international organizations, non-governmental organizations and the private sector from Asia and the Pacific countries. This was the first meeting of the Committee on Disaster Risk Reduction (CDRR) which was established by the 62 member governments of the United Nations ESCAP last year.

 

The committee agreed to take a series of measures to improve their cooperation in sharing information and experiences in disaster risk reduction – a key issue to be tackled in this most disaster-prone region in the world.

 

Participants pointed out that while the Asia-Pacific region accounts for 42 per cent of the world’s natural disasters and a disproportionate 65 per cent of their victims, knowledge on disaster risk reduction is usually dispersed and out of reach of those who need to make decisions and take action.

SAYEN: Consultation for preparatory UN CSD Policy Session

 

The 17th Policy session of Commission on Sustainable Development (CSD) will focus on Agriculture, Rural development, Land, Drought, Desertification and Africa in this year meeting.

 

To give the inputs of the CBOs and NGOs for finalizing the country position on the above, in partnership with Ministry of Environment and Forests (MoEF), a consultation workshop is being organized on 7th April 2009 at CEE, Ahmedabad.

International Study Programme: Global Challenges for

Youth with Disabilities - In Pursuing Rights

 

 The Korean Society for Rehabilitation of Persons with Disabilities KSRPD) will conduct an international study programme to empower young persons with disabilities.

 

The objective of the study is to provide youth with disabilities with opportunities to build their capacity, so that they can full-fill their lives, and contribute to the national and global community in the future; bridge the gab between disability experts and persons with disability, and the gab between people with disabilities and without, through working together as a team, and raise public awareness of ‘Ability’ of young persons with disabilities.

 

This 10 day programme will be held mid August in Seoul, Korea.

 

The Young people with disabilities, aged between 18~30 years, those having skill of English both for speaking and writing an article for the programme will be invited for this study. UN Trust Fund to End Violence against Women Issues Annual Call for Proposals


The United Nations Trust Fund to End Violence against Women (UN Trust Fund) has launched a global annual call for proposals to support country-level efforts to end violence against women and girls. Civil society organizations, governments, and UN Country Teams in partnership with governments and civil society are invited to submit applications for a minimum of US$100,000 to a maximum of US$1 million for a duration of up to three years. The UN Department of Public Information will be organizing the first annual Global Model UN Conference in Geneva, Switzerland from 5-7 August 2009. UNESCO - Goi Peace Foundation Int. Essay Contest 2009

Through the annual essay competitions, UNESCO and the Goi Peace Foundation encourage young people to share their vision for the future. The theme for this year's contest is "The role of science in building a better world". Scientific progress has brought many benefits to humanity, while some applications of science have had adverse impacts. Through the competition young people will answer questions such as "What kind of science and technology do you think is needed for realizing a more equitable, prosperous and sustainable world for all?

National Youth Camp held in Port Blair, Andaman

 

The National Youth Project (NYP) had conducted another National Integration Youth Camp, which was held in Andaman from February 21 to 28, 2998. The camp attended by 426 youth from 30 states of India.

 

Shri Shailesh, IAS, Joint Secretary of the Ministry of youth Affair’s and sports, Government of India, inaugurated the camp on February 21, 2009, who come all the way from Delhi to Port Blair for this camp. Shri S. N. Jha, Secretary Sports Arts and Culture of Andaman Nicobar Administration was the Chief guest. At the inauguration the national integration nature of Andaman profile was emphasized not only is there communal harmony have one can even find families is which more then one religion co-exist. The inaugural program concluded with the linguistic integration tableau

 

Camper interact with Mrs Sonia Gandhi and Lt Governor of Andaman

All the 426 youths from 31 States gathered at the Raj Nivas on the 27th evening and Smt. Sonia Gandhi was happy to meet them and listen to their patriotic song. Morning in frost of them, the met them all and they were happy. Lt. governor Lt. gen Bhupender Singh also joined the campers.

 

The schedule kept the youth all day busy, this includes the morning warm-up exercise, games, flag salutation, talent exchange classes, Groups discussion of burning issues for youth and in evening peace march in nearby areas which concluded with all Religions Prayers followed by cultural programme

 

Interestingly, the youths had programmes in the ship also on they had to travel 3 days on ship each way


 


 

National Integration Youth Camp held in Itanagar

 

National Youth Project organized the National Integration Youth Camp in Itangar, Arunachal Pradesh that was held from November 24 to December 1, 2008. The camp was attended by 357 youth 23 state of India.

 

There is need to build the spirit of peace, harmony and goodwill among the people of the northeast and strengthen the bonds of relationship between the people of northeast and mainland. YOUTH CAMPS and YOUTH EXCHANGE Programmes are the best media for achieving this objective. The camp was the good example of youth initiative to create the bond by local youth those took all the responsibility to make the success of the camp by all means.

 

The schedule kept the youth all day busy, this includes the morning warm-up exercise, sharm dan (project work by work donation), games, flag salutation, talent exchange classes, Groups discussion of burning issues for youth and in evening peace march in nearby areas which concluded with all Religions Prayers followed by cultural programme.

 

Maharashtra: Deliver at a Govt. hospital and get Rs 800 

 

The Maharastra state government has decided to give Rs 800 as cash incentive to pregnant women who deliver at a civic or government hospital. The idea, said government officials, is to not only reduce maternal mortality rate, but also to increase the number of safe deliveries at hospitals.

 

The 'Matrutva Anudan Yojana', which is being implemented under the National Rural Health Misson, is already applicable. "All pregnant women, irrespective of caste, creed and income groups, will be given Rs 800 (Rs 400 for medicines, calcium and multi-vitamin pills and another Rs 400 for the institutional delivery).

 

National Policy on Prevention of Alcoholism and
Drug Abuse to be Formulated - Meira Kumar 

 

The Government is proposing to formulate a comprehensive National Policy on issues related to prevention of alcoholism and drug abuse. Addressing the 1st meeting of the National Consultative Committee on Drug De-addiction and rehabilitation recently held, Smt. Meira Kumar, Minister for Social Justice & Empowerment announced that soon a sub-committee would be made to make the first draft proposal of the National Policy.

 

Youth Climate Change Web page on FAO web

 

The Food and Agriculture Organization (FAO) has created a new Climate Change Web Portal which includes a section dedicated to Children and Youth. Information on current activities, resources and other initiatives can be accessed, including information on the International Drawing Competition "Our World, Our Climate, Our Food", a joint initiative of FAO and World Association of Girl Guides and Girl Scouts that was launched to raise awareness on climate change and food security issues, as well as promote active involvement of children and youth. Fact File on Adolescent Health

 

The World Health Organization (WHO) has published a new "Fact File on Adolescent Health" that explores topics of concern to adolescents and provides strategies to improve their health across the globe.

 

The ‘fact file’ explains that adolescents have specific health and development needs, and that many face challenges that hinder their well-being, including poverty, a lack of access to health information and services, and unsafe environments. It shows how necessary interventions can save lives and foster a new generation of productive adults who better serve their communities. For more information log on:

United Nations: Guidelines on Improving Juvenile Justice

 

The document entitled "Guidance Note of the Secretary General - UN Approach to Justice for Children" was published by the United Nations in September 2008. The Note provides guiding principles and a framework for UN activities on justice for children at the national level within conflict and development contexts. It also aims to ensure that children, defined by the Convention on the Rights of the Child as all persons under the age of eighteen, are better served and protected by justice systems, including the security and social welfare sectors. Bihar's Month Long March to Promote Sanitation

 

To promote health through good hygiene practices the Public Health Engineering Department (PHED) of the Government of Bihar, WaterAid and UNICEF took up a month long Gram Gaurav Yatra to promote sanitation in Bihar recently.

 

A Gram Gaurav Yatra is a 'solidarity march', where people march peacefully, gathering support as they go, not stopping until action is taken by those in power.

 

The Bihar march started on 28 January and finished on 28 February 2009.

Global Youth Forum

The UN Department of Public Information will be organizing the first annual Global Model UN Conference in Geneva, Switzerland from 5-7 August 2009. Scientific progress has brought many benefits to humanity, while some applications of science have had adverse impacts. Through the competition young people will answer questions such as "What kind of science and technology do you think is needed for realizing a more equitable, prosperous and sustainable world for all?

Join Youth4Change Summer Programme.

 

This seven day training aims to equip the participants with communication skills, relationship skills, gender sensitization, realizing issues like identity, sexuality and reproductive health requirements of adolescents and young people. This training provides an opportunity to look into the very core and essence of individual, social/community issues and at the same time creates space to voice one’s opinion, share one’s perspective in groups. It is a participatory, adult learning program rather than lectures. It is full of group activities rather than seminars.

 

Over the years, CYDA has been providing this training program to national and international NGOs.  This time CYDA is organizing this summer program for youth between 18 to 30 years from 10th to 16th May 2009 in Pune. There are limited seats as each language group will be accommodated 30 persons only (15 girls/15 boys). This training will be conducted in English, Hindi and Marathi at the same time in different groups.

 

The registration fee is Rs.2750 for students below 25yrs of age and not sponsored by anybody, while Rs. 3750 (for those youth who are employed/sponsored by NGOs as well as support organizations. This cost is per person for 8 days inclusive of facilitation, food and accommodation during the program. If any queries regarding fee kindly revert back to us.

 

The participants need to arrive on 9th May 2009 evening and shall leave on 17th Morning after breakfast.   Those who require more information as well as registration form kindly write back to us. This program is limited to youth from India only.

World Bank invites proposals for Development Marketplace

 

The Development Marketplace (This regional competition is part of the Development Marketplace, a competitive grant programme that identifies and funds innovative, early stage development projects with high potential for development impact and replication) invites proposals from all South Asian countries (Afghanistan, Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan and Sri Lanka) under the theme: “Family and Community Approaches to Improve Infant and Young Child Nutrition”.

 

An open call for proposals was launched for NGOs, civil society organizations and others to submit their proposals by, March 31, 2009.

 

Proposals will then undergo a thorough assessment process involving development experts from the World Bank and the greater nutrition and development community, from which about 70 short listed candidates will be invited to present their ideas at the South Asia Regional Marketplace event to be held in Dhaka, Bangladesh in August 4-6, 2009.

 

Up to 25 winners, selected by a jury of distinguished nutrition and development experts, will receive award grants of up to US$ 40,000 to implement their project during an 18-month period.  For more details log on

Dear Comrades and Friends,

 

Mass organizations and left parties have decided to March jointly at Ahmedabad on 17th March, to highlight the people’s agenda for advancing long-term struggle and also opposing the persisting policy of corporate led development in the state on the name of making Gujarat ‘vibrant’. 20 thousand Adivasis, Peasants & Workers along with Dalits & Minorities are expected to come Ahmedabad exploring the new possibilities for making third alternative in the polity of Gujarat based on mass movements instead of building opportunist alliances. As you all know the fact that Gujarat has now become an experimental place for practicing neo-liberal economic policies along with its communal and autocratic agenda of state. That is why industrialist Ratan tata has chosen Gujarat for Naino and easily succeeded to receive a huge subsidy of 30 thousand carores from state government. The state government of Gujarat is now busy to attract other industrialists too, at the cost of heavy prices, which has to pay by people of Gujarat. Modi Govt. is providing free land along with cultivated lands under SEZ, infrastrural facilities and other huge subsidies to the corporate houses at one hand, while the other hand people of Gujarat are being dispossessed from basic amenities like education, health, employment opportunities and other livelihood resources. Unbearable agricultural crisis including formers suicide and debt, increasing hunger & poverty, low wages for workers, job cut of diamond workers (recently about 15 lakhs workers lost their jobs), declining public distribution system (PDS), failure of NREGA in the state, huge migration from rural areas, cast discrimination and human rights violation could be seen everywhere in the state, which is enough to expose the pitiable situation of Gujarat. Adivasis are not getting legal rights yet over possessed forest lands, despite after one year of the enactment of "Scheduled tribe and other forest dwellers (recognition of forest rights) act, 2006. Implementation of the act is being not only delayed but also ignorant by Govt. officials. Forest and revenue departments are not getting ready to approve genuine claims of tribal, while displacement of tribal are continued from their cultivated lands. Along with several incidents of repression continuing in other part of state, twenty-seven activists of lok sangharsh morcha are asked for externment from four districts through notice issued by sub-divisional collector in Tapi. The displaced Adivasis of Ukai and Sardar Sarovar Dam are still waiting for justiciable rehabilitation, while they have no access for minimal facilities of living.

 

 

Due to similar economic policies and common repressive measures following by Congress at the center and in its ruling states, Congress is unable to take initiative as strong opposition party in Gujarat. We have never seen a fighting congress in Gujarat, which now they are falsely claiming, against the misrule of BJP government rather they always looking like opportunist outfit compromising with the Govt. all times for fulfilling their wasted interests. In the name of fighting terrorism both BJP and congress have fabricated warmonger against Pakistan and now, advocating to make India as an autocratic police state.

 

Rally will ask people of Gujarat to build a real opposition in the state, so that fight for pro-people development could be intensified. State level campaign, known as 'Gujarat Jan Abhiyan', would be also launched by participants for raising people's issues and for the emergence of real political alternative in Gujarat. Rally will make an appeal to all left and democratic forces working in Gujarat for coming together and join the campaign.

 

Lok Sangharsh Morcha, New Socialist Movement, CPI (ML) liberation, Socialist Unity Center, JSM are participating in this rally. CPI is also expected to join.

Training for trainers on Life Skills

Rajiv Gandhi National Institute of Youth Development (RGNIYD) is implementing Adolescent Health and Development Project. In this project one of the major agenda is training a cadre of trainers on Life Skills. RGNIYD is planning to develop trainers on Life Skills by conducting five days training of trainers programme.

In this regard, we invite applications from trainers to participate in the programme “Training of trainers on Life Skills” at its campus in Sriperumbudur,  Tamilnadu. The trained trainers will have to support RGNIYD as and when required in the area of training.

The registration fee for participating in the programme is Rs. 500/-. The selected participants will be provided the 3rd A/C train fare, Boarding and Lodging during the training programme by organzier

Commonwealth Day

Commonwealth must safeguard and promote its young people

 

The association’s task is to look straight ahead and ask how it can continue serving a new generation in 2009 and beyond

Surrounded by layers of dust and paint in his workshop, 21-year-old Franky Phillip routinely works 18-hour days making arts and crafts, which he then sells to vendors based around Grand Fond village in the south-east of the Caribbean small island state of Dominica.

 

There is a big demand on the island for the cups, key chains, piggy banks and model helicopters, all made using coconuts and designed by Franky, who has seen his business grow markedly since it was set up in 2005.

 

Franky is a beneficiary of the Commonwealth Youth Credit Initiative, a programme that offers loans, training, education and business support to entrepreneurs. This training includes advice on formulating business plans and how to effectively manage a company.

 

This initiative was piloted in Guyana, India, Solomon Islands and Zambia, and has since been replicated in a further 12 countries.

 

“Through training the Commonwealth helped me recognize the potential for establishing my own business,” said Franky. “They helped me lay the necessary foundations, which have stimulated me to spend more and more time working on my designs.”

 

Franky was one of the special guests invited to the Commonwealth’s headquarters at Marlborough House in London on 9 March 2009 for Commonwealth Day. 2009 marks the 60th anniversary of the modern Commonwealth, where the group left behind its colonial past, becoming a free and equal association, which has grown from 8 countries to 53 members.

Another young person present at the Commonwealth Day celebrations was Sarika Katoch, 26, a youth development worker from Dharamshala in India. She is also a regional Youth Caucus Representative for India and the Chair for Asia, a position which has seen her become heavily involved in Commonwealth activities. One such activity she works on is taking part in plays organised in local communities, where actors perform anywhere from on the streets to in schools, educating people about HIV/AIDS.

 

Sarika was also part of the Commonwealth Observer Group present in Ghana for the December 2008 elections, where she was the Youth representative on the team that was led by Baroness Valerie Amos.

 

On being asked whether the Commonwealth is relevant today, she responded with another question: “How can national and international policies be made which affect young people without even consulting us? That is where the Commonwealth comes in.”

 

“The Commonwealth is an organization which treats young people as the solution by giving us a platform to speak out and make our voices heard,” added Sarika, who was part of a planning team looking ahead to the Commonwealth Youth Forum, which takes place just before the biennial Commonwealth Heads of Government Meeting in Trinidad and Tobago this November. This Forum will offer young people an opportunity to engage on a high level and provide an input into the youth agenda in countries across the Commonwealth.

 

Out of more than 2 billion citizens in the Commonwealth, around half are under 25 years old. It is these young people who the Commonwealth must continue to serve, HM Queen Elizabeth II said in her message for Commonwealth Day.

 

To help them make the best of their opportunities, our young men and women therefore need the opportunity to become active and responsible members of the communities in which they live, said the Queen, who is Head of the Commonwealth. “I am pleased that the Commonwealth recognizes this, and is determined to continue to put young people at its centre.”

 

She added: “Together, we should continue to work hard to deal with today’s challenges so that the young people of today’s Commonwealth can realize their aspirations. In that way, we can look to the future with confidence.”

 

Commonwealth Secretary-General Kamalesh Sharma asked what sort of twenty-first century today’s young will inherit.

 

“The Commonwealth has always had an eye on the people and the tasks of tomorrow,” he said. “Now, it must be prescient again in safeguarding and promoting the guarantors of the best hopes for its future: its young people.”

Winners of ’Bal Bharati Essay Competition-2008’ felicitated

 

The young winners of 'Bal Bharati Essay Competition –2008', were felicitated at the hands of Chief Guest Smt. Stuti Kacker, Additional Secretary, Ministry of Information & Broadcasting in a function organised by Publications Division here today. Instituted by the Publications Division's popular children's monthly Bal Bharati, the awards were presented to 13 school children for their best essays on the given topic ‘Rajneta Desh Ki Tasweer Badal Sakte Hain’. Delhi’s Deepak Bisht’s essay was adjudged to be the best to win the first prize of Rs. 3000. The second prize of Rs. 2000 went to Deepali Aggrawal of Jaipur and the third to Akriti Singh of Delhi.

 

Ten other children won consolation prizes. All the children were given a citation along with the prize. For the first time the competition was organized at all India level in which 450 school children of upto class X participated. These children come from all over India from places like Mumbai, Patna, Dumka, Dhanbad, Nagpur, Devghar etc. A book for children in Hindi titled ‘Vigyan Barahmasa’ written by well known science writer Devendra Mewari was also released in the function by the Chief Guest Smt Kacker. The book tries to answer whys and hows about the nature around us through interesting stories.

 

On the occasion, the Chief Guest Smt. Kacker wished the children greater success in life. Bal Bharati has been making efforts to encourage children to speak up their minds and develop in them the spirit of nationalism. Being published since last 61 years ‘Bal Bharati’ is among the most popular children’s magazines. Priced at just Rs. 8, the magazine has crossed 1.5 lakh mark in circulation. It provides a forum to children and encourages them to express themselves through essays, poems and paintings.

National Youth Parliament Competition 2007-2008 for Jawahar Navodaya Vidyalayas: Awards Presented to Winners

 

Shri V. Narayanasamy, the Minister of State for Parliamentary Affairs and Planning gave away the prizes to winning students/schools of Jawahar Navodaya Vidyalayas for their meritorious performances in the National Youth Parliament Competition for 2007-08 on 16th January in New Delhi.

 

The Running Parliamentary Shield and Trophy for standing first in the Competition was awarded to Jawahar Navodaya Vidyalaya, Periya, Distt. Kasaragod, Kerala.

 

Merit trophies were awarded to eight Vidyalayas for standing first in their respective regions.

 

On this occasion, the students of Jawahar Navodaya Vidyalaya, Periya, Distt. Kasaragod, which stood first in the competition, also presented a repeat performance on the occasion.

 

The Youth Parliament Scheme aims at inculcating among the younger generations the spirit of self-discipline, tolerance of diverse opinion, righteous expression of views and other virtues of a democratic way of life. Besides, the scheme also acquaints the students with the practices and procedures of Parliament, techniques of discussion and debate and develops in them the self-confidence, quality of leadership and the art and skill of effective oratory

 

Addressing the gathering, Shri Narayanasamy said that the young parliamentarians had made an excellent effort to make themselves familiar with the parliamentary procedures and practices. The level of the debates and discussions, the deep insight of the subjects selected for deliberations demonstrated that they had really tried to learn about the country’s democracy very sincerely. Shri Narayanasamy mentioned that it was equally heartening to know that these students belong to the semi-urban and rural areas where they had much less exposure to facilities in comparison to their counterparts in the cities.

 

An enlightened citizenry, trained in the art of mutual accommodation and understanding, disciplined and prepared to tolerate other’s point of view is the hallmark of parliamentary democracy. It is vital to inculcate these qualities, virtues and habits in the youth and to familiarize them with the working of parliamentary institutions, to ensure that parliamentary democracy flourishes and is strengthened, the Minister said

 

Highlighting the objectives of the scheme, Shri P. Mohandas, the Secretary, Ministry of Parliamentary Affairs said that the Youth Parliament Scheme strived to achieve the aforesaid objectives by educating the younger generation about their rights and responsibilities. Navodaya Vidyalaya Samiti adopted this scheme in 1997 for its schools spread throughout the country. Ever since, the teachers and students have shown great interest and enthusiasm towards the scheme.

Vice President to inaugurate National Youth Festival on 12 January in Amritsar

 

New Delhi: The Fourteenth National Youth Festival will be inaugurated by the Vice President of India, Mr. M. Hamid Ansari on Monday at Amritsar. It is the first time that National Youth Festival would be held in Punjab from 12th - 16th January. Mr.  Parkash Singh Badal, Chief Minister of Punjab will be presiding over the function. Dr. M.S. Gill, Union Minister of State for Youth Affairs & Sports and Mr. Gulzar Singh Ranike, Sports Minister, Punjab , will be the ‘Guests of Honour’ at the function.

 

About 4000 young persons from all States and UTs are expected to participate in the Youth Festival. National Youth Festival is organized every year from January 12th to 16th. January 12th being the birth anniversary of Swami Vivekananda is observed as National Youth Day.

 

On the occasion, the Vice President of India will also give away National Youth Awards and Awards to the National Youth Outstanding Clubs. Department of Youth Affairs, Ministry of Youth Affairs and Sports presents National Youth awards every year to motivate young persons to achieve excellence in the field of national service and to encourage them to develop a sense of responsibility to their community and to improve their own potential as good citizens and young leaders. The Award consists of a silver medal, a certificate and a cash prize. The Government has also doubled award money for individual awardees from Rs. 20,000 to Rs. 40,000 and for voluntary organizations from Rs. 1 lakh to Rs. 2 lakhs.

 

During the five day festival, there will be competitive events in 16 individual items and two group items. In addition to this the Nehru Yuva Kendra Sangathan that functions under the aegis of the Department of Youth Affairs, Govt. of India, will organize a young Artists Camp, Yuva Kriti and an Adventure Festival. The National Service Scheme will also organize a National Youth Convention and a lecture series ‘Suvichar’.

Mr Hamid Ansari, Vice President of India Inaugurates NCC Republic Day Camp- 2009

 

The Vice-President of India, Shri Hamid Ansari inaugurated the NCC Republic Day Camp-2009 organized by Directorate General, National Cadet Corps in Delhi on 8 January 2009. The Vice President visited the various plaques put up by the state NCC units. He got himself photographed with the group of cadets of all state units. He congratulated Director General, NCC, his officers and the cadets for the impressive parade and display of NCC activities. The following is the text of Vice President’s address to the cadets on the occasion:

 

 “It is my pleasure to be here at the Republic Day Camp of the National Cadet Corps. At the outset, I extend my best wishes for a prosperous and bright New Year to all of you. I am happy to see the bright and young faces of our youth, smartly turned out and beaming with confidence.

 

The National Cadet Corps is the largest uniformed youth organization in the world, bringing together youth hailing from different parts of our country, and moulding them into responsible, disciplined and united citizens of our great nation. The three-fold objectives of the Corps must at all times be kept in mind by the cadets and by all those in its command structure.

 

The very ambience of this camp fosters the feeling of camaraderie and patriotism. This Camp will be a memorable motivating and learning experience for each one of you. It will give you an opportunity to interact with cadets not only from other parts of the country, but also from friendly foreign countries who will be arriving during the course of this camp. This will be a unique opportunity not only to understand your country better but also to widen your horizon and foster lasting friendship with fellow cadets from other nations. This camp will highlight the essence of universal brotherhood transcending national and international boundaries.

 

Everyday there are few challenges in our society, which we have to tackle as a mature democracy. Your contribution in times of crisis and natural disasters like earthquakes, cyclone, floods etc has been commended by the nation. Your efforts in contributing to society in educating the public about AIDS awareness, adult education, anti-dowry, anti-leprosy, anti-drugs, vigilance awareness and anti-corruption have been appreciated by one and all. Your efforts will positively improve the social fabric. It is very encouraging to learn that the initiative that was started by NCC, in collaboration with the UNICEF, in the field of Literacy of Youth, especially the girl child, in the rural and backward areas of the country, is being implemented effectively. I have full faith that your efforts will bear fruits in the near future.

 

The National Cadet Corps is a shining example of National Integration and Secularism and you are the pillars of the National Cadet Corps. It was heartening to learn that all the NCC cadets took the pledge of upholding the spirit of Communal Harmony, on NCC Day 2008.

 

It is a matter of deep satisfaction that you have excelled in all walks of life. The encouraging performance of NCC cadets in the field of sports, especially Shooting, is a sure sign of the bright future of our sports in the years ahead. I am sure NCC will continue to groom ever better sports persons who will do our country proud.

 

Today, I urge you to continue with this hard work and discharge your duties with dedication and distinction in the times to come.

 

I am deeply impressed by your turnout and smart drill and I would like to congratulate you for it.

Youth against Terrorism and Violence: Govt of India Launched Campaign

 
Dr. M.S. Gill, Minister for Youth Affairs & Sports has launched a Nationwide campaign of youth against terrorism and violence “Together For Peaceâ€, here today.

This nationwide campaign has been planned by Nehru Yuva Kendra Sangathan, Ministry of Youth Affairs and Sports, to reaffirm their commitment to peace and harmony. Starting from the National Youth Day, January 12, 2009 upto Mahatma Gandhi’s Martyrdom Day, January 30, 2009, a nationwide campaign would strive to strengthen democratic, secular and pluralist character of our country. The rural youth from 500 districts would organize seminars, debates, street plays, walks and contact programme promoting plurality and togetherness.

On the occasion, Dr. Gill also released the Logo for the campaign. While addressing the youth delegates from the neighbouring states, Dr. Gill exhorted the youth to strive for strengthening democratic, secular and pluralist character of our country.

Ms. Sindhushree Khullar, Secretary, Department of Youth Affairs administered the pledge on the National Unity and Integrity to all youth delegates present at the function.

Vice President meets children in connection with International Children Broadcasting Day 2008

The Vice President of India, Shri Mohd. Hamid Ansari interacting with the children at the meeting on the occasion of ‘International Children Broadcasting Day’ in New Delhi on December 04, 2008.
The Vice President of India Shri M. Hamid Ansari met a group of children in connection with International Children Broadcasting Day 2008 here today. He recorded an interactive session with them which will broadcast on 14th December. The children asked him questions ranging from his school days,food habits, hobbies, childhood memories to serious national problems such as low girl literacy and terrorism. They enjoyed every moment spent with the Vice President and were impressed with his humility and friendly behaviour with children. The Vice President stressed on the need for unity and integration in our society and wished the children bright future, success and happiness in life.

 

International Children Broadcasting Day is celebrated every year on the 2nd Sunday of the December month. The concept of celebrating this day was introduced by the UNICEF. The concept of having this day for the children is to let them have an opportunity to express themselves in the media. All India Radio celebrates this occasion by letting children interact with eminent personalities and organizes special programmes for them.

Vice President Presented with Communal Harmony Flag

A Group of orphaned and destitute children from different parts of the country presented the Communal Harmony Flag to the Vice President of India, Shri M. Hamid Ansari to observe the ‘Communal Harmony Campaign and Fund Raising Week’ here today. They were accompanied by the officials of the National Foundation for Communal Harmony. The Vice President called for maintaining communal harmony and national integration and wished them good success in life.

 

The Communal Harmony Campaign and Fund Raising Week is being celebrated from November 19-25, 2008 to raise funds for the rehabilitation of child victims of communal, caste, ethnic or terrorists violence and promotion of communal harmony, national integration and fraternity.

National Children’s Assembly & Integration Camp Concludes at National Bal Bhavan

 

The weeklong National Children’s Assembly & Integration Camp concluded here today at the National Bal Bhavan. On this occasion a valedictory programme was organized wherein participating children were felicitated and prizes, mementoes and certificates distributed.The theme of this year’s National Children’s Assembly & Integrationwas: “Promoting Gandhian Values of Bonding for Truth, Peace & Non-violence”. The theme was chosen so that the values which are being progressively eroded may be revived and the children may be motivated to create a world which is not torn by differences of border, region and religion. An International Conference of Children on the same theme was also organized from 14-16 November, 2008 at the same venue.

Children from different parts of the country as well as other countries: Russia, Vietnam, Mongolia, Kyrghyztan and Vietnam participated in both these programmes. Children took part in varied workshops of Dance, Drama, Music, Mime, Puppetry, Science, Toy Making and Creative Writing. A Mass Painting Competition - which revolved around various aspects of human rights and also on Gandhian Values – was also organized during the weeklong Assembly & Camp. This programme was organized in collaboration with Human Rights Commission. Around 500 children participated in this programme. Children made beautiful paintings showing multifarious dimensions of human values and rights. The topics given were ‘Pollution Free Diwali’ for age group 10+ to 13 and ‘Hygiene, Sanitation & Health’ for 13+ to 16.

 

Shri Arjun Singh, Minister of Human Resource Development, had inaugurated the National Children’s Assembly & Integration on Children’s Day i.e., 14th November.

 

The National Children’s Assembly and Integration Camp is an annual feature of Bal Bhavan in which children from all parts of the country and abroad participate. This camp not only promotes national but international integration, amity, brotherhood and goodwill amongst children of our country and children from our friendly countries who wish to know about the culture of India. This year’s Children’s Assembly has been special as it is having the participation of over three dozen new Bal Bhavans which have been opened recently in different states.

 

National Bal Bhavan is a creativity resource center for children within the age group of 5-16 years. It has been catering to their creative needs for over fifty years. Founded by Pandit Jawahar Lal Nehru in 1956 it is a realization of his dream of an out of school activity center for children. Throughout the year Bal Bhavan organizes numerous creative and innovative programmes at local, state, zonal, national and sometimes even at international level.

India will be most populous by 2050: UN report 

NEW DELHI: India is projected to be the most populous country by 2050, overtaking China, the United Nations Population Fund (UNFPA) said in a report released on Wednesday.

Its population, now 118.6 crore, is projected to be 165.8 crore in 2050 as against 140.8 crore projected for China.

India’s population growth rate is projected at 1.5 per cent during 2005-10 compared to 0.6 per cent for China.

India’s current fertility rate is 2.78 compared to 1.73 in China.

Pakistan’s population of 16.7 crore will become 29.2 crore in 2050.

Sri Lanka would witness a negative growth, from 1.94 crore to 1.87 crore.

The theme of the report is ‘Reaching Common Ground: Culture, Gender and Human Rights.’

Teen pregnancies higher in India than even UK, US

 

New Delhi: The phenomenon of teenage pregnancy seems to be a worldwide trend with countries like the US and UK reporting high rates along with India and others in South Asia. Latest data suggests that teen pregnancy in India is high with 62 pregnant teens out of every 1,000 women. In comparison, 24 British teens get pregnant before their 19th birthday while the figure is 42 in the US.

   Data collected by the UNFPA’s State of the World Population 2008 suggests that the chastity vows taken by teens in the US and UK are obviously not working. Incidentally, the number of pregnant teens in the US is much higher than countries considered less developed like Armenia, Bulgaria and Iraq.

 

   In comparison, western Europe is better off with merely 7 pregnant teens out of every 1,000 in France and 9 in Germany.


   In India, the problems are very different. Grappling with issues like early marriage, illiteracy and high infant mortality could be possible causes for the high number of young girls getting pregnant between the ages of 15-19. India’s neighbours Afghanistan (113), Bangladesh (125) and Nepal (115) are also plagued by similar problems with younger women getting pregnant. Interestingly, the number of pregnant teens in Pakistan is much lower at 36.


   The report points out that the number of women dying as a consequence of pregnancy and childbirth are unchanged since the 1980s, at about 5,36,000. Many times that number, between 10-15 million, suffer injury or illness. Lower maternal mortality, and avoiding injuries such as obstetric fistula, depends on better care in pregnancy and childbirth, emergency services in cases of complications and access to family planning. It adds that while some poor women do want fewer children, cultural constraints hold them back.


   The report suggests accepting cultural constraints of each country and working in tandem with it. “The key to reproductive health is making motherhood safer through access to family planning to reduce unintended pregnancies and to space intended pregnancies and provide skilled care for all pregnancies and births,” it says. State of the World Population 2008 released by UNFPA

Youth gets space in Supplement

The United Nations Population Fund called in an annual report published Wednesday for women's rights to be advanced and steps to be taken to eliminate gender inequality around the world.

 

Sixty percent of the world's one billion poorest people are women and girls; two-thirds of the 960 million adults around the world who cannot read are women, and 70 percent of children who do not go to school are girls, the State of World Population 2008 report says.

 

Because cultures help to mold the way people live with each other and influence their understanding of development, building women's rights will be easier if agents of change remain sensitive to the local culture, the report says.

 

"Agencies ignore culture at their peril. Advancing human rights requires an appreciation of the complexity, fluidity and centrality of culture by intentionally identifying and partnering with local agents of change," it says.

"Culturally sensitive approaches understand and work with a community's views: for example, about what it signifies when a woman or a couple does not reproduce; the effect of contraception on a woman's ability to conceive; or on a man's view of what makes up his 'manhood'," the report says in the section focusing on reproductive rights and birth control.

India: Cricket Legend Sachin Tendulkar Goes to Bat for UNICEF

 

International cricket sensation Sachin Tendulkar has joined forces with UNICEF to get Indian children to wash their hands for better health and hygiene as part of the first ever Global Handwashing Day 15 October.

 

Tendulkar is featured in a public service announcement that will broadcast this month in 14 languages on television channels across the country to drum up support for the campaign targeting students in more than six million schools across India.

 

“Having a celebrity of this magnitude, who is instantly recognizable to cricket fans not only in India but around the world, will help us mobilize millions of young people,” said Karin Hulshof, UNICEF Representative in India. “Lending free-of-charge his image to promote handwashing with soap will undoubtedly save many children’s lives.”  

 

Known as the “Master Blaster,” Tendulkar is widely acknowledged as one of the greatest batsmen in the history of the game. He is the first player to score 10,000 runs in one-day internationals, and is among only three batsmen, and the first Indian, to surpass 11,000 runs in test cricket. UNICEF India has a longstanding relationship with BCCI, the Board of Control for Cricket in India, dating back to 1986 when players came out to support and promote polio prevention.

 

“Having two young children, I constantly have to remind them to wash their hands before and after meals,” Tendulkar said. “I wanted to be a part of this campaign, because washing hands with soap can keep children safe and healthy and protect them against deadly disease.”

 

The Indian campaign is part of a global movement uniting millions of children in 52 countries across five continents as part of the International Year of Sanitation 2008. Nearly half of the world’s population, or 2.6 billion people, to not have access to adequate sanitation. This dire situation has widespread implications on human health, child survival, economic productivity and pollution of living spaces and water resources.

 

Washing hands with soap is one of the most cost-effective health measures to prevent diarrhoea, the second biggest killer of children in India. Proper handwashing can reduce diarrhoeal cases by 47 per cent and acute respiratory illnesses by 30 per cent.

 

This campaign highlights the need to wash hands with soap before meals and after defecation. Human excreta is the essence of the sanitation challenge. One gram of faeces can contain 10 million viruses, 1 million bacteria, 1,000 parasite cysts and 100 parasite eggs.

 

Washing hands and using toilets properly impacts not only health, but also education. The sanitation coverage in Indian schools is estimated to be about 58 per cent. However, providing private and separate sanitary latrines in school can increase girls’ enrolment by 11 per cent.  Proper sanitation facilities in schools can drastically improve the chances of a girl finishing her education. Currently, only 34 per cent of India’s girls are completing their schooling.

 

World Governments, including the Government of India, have agreed to eight Millennium Development Goals (MDGs) to reach targets addressing extreme poverty. Goal seven aims to reduce by half the number of people without access to sanitation by 2015. About 54 per cent of India’s rural population has access to toilets, according to Government of India data. More than half a billion people practice open defecation.

 

To meet this challenge, the Government of India has launched major efforts to promote household and school sanitation through its Total Sanitation Campaign.

 

“UNICEF is an essential partner in our efforts to meet the Millennium Development Goals,” said Dr. Raghuvansh Prasad Singh, Minister of Rural Development. “We know that improved sanitation is an essential element to improve the health and welfare of our nation’s children.”
