Heavy snowfall hits life in Himachal

Shimla, October 4
Hundreds of vehicles were stranded on the Manali-Leh highway for the
second day today, as the tribal valleys of Lahaul and Pangi remained
cut off from rest of the state due to heavy snowfall on Rohtang Pass.

A large number of pedestrians were also struck up at the Pangi valley
due to heavy snowfall. Plucking of apple has been abandoned.

Normal activity in the tribal valleys had been hampered due to fresh
snowfall on Rohtang, Baralacha, Lachalang, Tanglang and Kunzam passes.

The mid and higher hills of the state were lashed by intermittent
heavy rains for the third day today but weather cleared in the lower
areas as the day advanced. Shimla and its surrounding areas had
intermittent rain in the morning and the sky remained overcast with
thick fog engulfing the region for most part of the day. — PTI

The airport here is being upgraded for the landing of bigger aircraft
and the lake is set to undergo transformation to attract more
tourists.

Following a go-ahead by the Airport Authority of India to a proposal
by the Tourism Department, the local airport is being expanded for
the landing of 40-seater planes from Delhi. Presently, services of
only 18-seater planes are available thrice a week.

Divisional Tourism Development Officer G.S. Thakur said the runway
was being improved, besides expanding the area of the airport. "We
are also in the process of adding road links to the airport so that
its distance from the city is reduced. The drainage system is also
being improved," he said.

"A sum of around Rs 60 lakh has been sanctioned for this. The idea is
to increase the number of tourists, especially foreigners, who come
straight to McLeodganj from Delhi and hardly visit any other place in
the region," he said.

The lake is also being given a new look to attract tourists at night.
Besides expansion and illuminating the place, provision for pedal
boats is also being made and the local panchayat has been given
contract for boating. The lake would also be cleaned up and rain
shelters and parking area for taxis would come up.

Two key roads in McLeodganj are also being carpeted considering the
start of tourist season next month.

"Funds for this have also been sanctioned and a plan has been chalked
out to make McLeodganj the hub of tourism in Dharamsala. Some more
road links are on the cards in the periphery of the city. A diversion
has been planned from the Majhi khud to the crusher," he said.

Hamirpur Utsav, a two-day district level festival to observe the
annual day of the district, will be held on October 5 and 6. Chief
Minister Virbhadra Singh has given his consent for taking part in the
inaugural function.

Meanwhile, the district administration has banned the carrying of all
types of lethal weapons and ammunition within the periphery of
Hamirpur town from October 3 to 7 to keep the law and order situation
under control.

However, this order will not be applicable to those doing duties
during the mela period.

hill state with the launching of a direct-to-home (DTH) service.

Mr Divya Gautam, Director of the local Doordarshan, said that the
government had decided to distribute 300 DTH receiving systems to
spread the reach of television to the uncovered areas. About 20 per
cent of the area had not been receiving television because of weak
Doordarshan signals and lack of a cable network.

He said that the DTH ensured excellent picture quality for all the
30 channels, including 13 private ones, in the bouquet. There was no
intermediary and one received the signals directly from the
broadcasters.

New markets have started emerging for apple, reducing the dependence
of the state on the Delhi market, much to the relief of growers who
have been at the mercy of "arhtiyas" all these years.

Until recently, almost 85 per cent of the state's total produce was
disposed of at the Azadpur market in Delhi. The growers were
exploited as the "arhtiyas" ruled the roost.

All sorts of malpractices were committed, but the growers had no
alternative. All efforts of the government to promote markets at
Parwanoo, Solan and other peripheral areas failed as buyers showed no
interest.

However, things have started changing over the past two years.
Markets at Chandigarh, Solan, Dhalli and even interior areas like
Rohru are attracting buyers and a substantial quantity of fruit is
being sold at these markets.

This year the truckers' strike also helped as growers were forced to
divert Delhi-bound consignments to various markets in Punjab and
Haryana.

While a large quantity of fruit was disposed at Chandigarh, which is
emerging as an alternative to the Delhi market, even smaller markets
like Dhalli flourished. About seven lakh boxes of apple were sold at
Dhalli as against four lakh last year.

The most remarkable development was that a large number of buyers
from Lucknow, Varanasi and other parts of Uttar Pradesh descended on
Rohru and virtually purchased fruit direct from the orchards.

During the peak harvesting season, up to 8,000 boxes of apple were
sold daily, which is significant, given the remoteness of the area.
The growers were not only saved the trouble of transporting their
produce to Delhi, but also got better net returns.

What has pleased the growers is the fact that the buyers were all new
and they preferred lower grades for selling fruit in new markets in
Uttar Pradesh, Bihar and West Bengal.

As a result, the prices remained stable at a significantly higher
level than last year even at the Delhi market despite a bumper crop.

In all, 1.81 crore boxes of apple have been exported so far and about
650 trucks carrying over two lakh boxes are moving out of the state
everyday.

However, even at the fag-end of the season, the prices have been
maintained at Rs 410 per box for Royal Delicious, Rs 405 per box for
Rich-a-Red and Rs 280 per box for the golden variety which were Rs 90
to 110 per box higher than last year.

Officers of the Horticulture Department feel that market crash at the
peak season will become a thing of the past once the percentage of
fruit sold at the Delhi market come down to under 70 per cent. This
could happen over the next couple of years if the new trend continues.

"The facility, the first of its kind by any tourism department in
the country, will come into operation within a year," said Tourism

He said about 90 people from all over the world had registered for
the pre-world cup paragliding tournament at Billing, 240 km from
here, from Nov 6-9.

"We are also holding a tourism conclave in Shimla from Dec 10 to 12
where people from the tourist trade, including private parties, will
take part," Bali told IANS.

The minister who is just back from Britain said non-resident Indians
based in the country were very keen to invest in the hill state.

The Himachal Professional Forum has urged the government to ensure
that Himachalis were given at least 70 per cent quota in the jobs to
be filled through direct recruitment by the Sutlej Jal Vidyut Nigam.

Mr R.L. Justa, convener of the forum, said handing over the three
major projects with the aggregate capacity of over 1200 MW,
including the 400 MW Rampur project, to the nigam just to retain 776
employees of the state electricity board, who were on deputation,
was not a good bargain. He said there was an urgent need to create
avenues for the jobless whose number had crossed 12 lakh.

He said the hydroelectric projects were the only hope for the
educated unemployed and if the government failed to safeguard the
interests of the state while assigning projects, their future would
be jeopardised.

the place for hang-gliding. 3rd Paragliding Pre-World Cup (November
4th to 9th 2004) is being organised there.

No, November is not a summer month. November, December and January
are the coldest months in Himachal Pradesh. I don't think that you
are going to feel that much cold, as you belong to Northern
Hemisphere, which nothing but the land of snow very cold
temperatures.

I like to know...

1. Where is the nearest wholesale cut-flower market? How far is it
from Bir?

2. Is November a summer month? I heard that Himachal is a good
source for cut-flowers in summer. Is it true?

3. Is there any on-line wholesale flower auction in India? I read it
on a news cliping of 1998! It claimed a website "classicflora.com"

A Canadian journal is publishing a research paper by a scientist in Himachal
Pradesh that claims to have found shortcomings in Einstein's theory of
relativity.

"I have suggested in a 40-page paper a new alternative for changes in
Einstein's theory," Ajay Sharma, the scientist, said.

He produced a letter sent by "Physics Essays, an international journal
dedicated to fundamental questions in physics", which is publishing his
paper.

"I have seriously analysed Einstein's 1905 research paper and have found
conceptual mistake, while deriving E=mc2," Sharma said.

"This theory is valid for nuclear reactions only, but hasn't been confirmed
in the burning of fuels. I have suggested a new equation," he said.

"I am currently writing a book E=mc2 After 100 years,"  Sharma, said.

"Even though I have so far been invited to 30 international conferences to
present papers, I feel neither Indian scientists nor foreign scientists give
due consideration to scientific work published in Indian journals," he
lamented.

PALAMPUR: In the absence of any treatment plant, liquid waste from
hospitals here finds its way to drains while solid waste is thrown
into municipal dumps. This is becoming a major health hazard in the
town.

The extensive use of plastic in health institutions is resulting in a
sharp increase of waste which needs special treatment plants.

In fact, plastic has replaced glass in most medical institutions.
Despite Kangra being the biggest district with a large number of
private and public health institutions, including Government Medical
College, Tanda, no efforts have been made in the past 10 years for
the scientific handling of biomedical waste.

Most of hazardous and non-hazardous waste is being thrown into local
khuds and streams the water of which is tapped for public drinking
water supply schemes.

In Palampur, medical waste is being dumped into the Bhiral khud. This
stream is the major source of drinking water supply in lower areas.

It is surprising that the Irrigation and Public Health has no
treatment plants to purify water tapped from these khuds, forcing
people to consume contaminated water.

Hospital waste is a potential source of dreaded diseases like HIV,
hepatitis, jaundice, typhoid and other epidemics that spread through
contamination of water. Official sources reveal that water-borne
diseases have become quite common here with every fifth person
suffering from one ailment or the other.

The bio-medical waste management and handling rules, 1998, provide
for check on the generation and handling of all biological and
medical waste.

But it is a sad state of affairs that neither the Himachal Pradesh
Government nor the HP State Pollution Control Board has gone through
these important notifications and rules framed by the Government of
India. Therefore, various nursing homes and health institutions are
openly flouting these rules not only in Palampur but also elsewhere
in the absence of any check from the government.

The Municipal Council of Palampur is also openly flouting these rules
by dumping the entire medical waste near the town. Despite opposition
from the public and a local social organisation, the Palampur Welfare
and Environment Protection Forum, the entire medical waste is being
dumped into streams and khuds that are a major source of drinking
water.

Most municipal dumps are situated on the national highways at
Palampur, emitting a foul smell all the time. Senior officers who
pass through these roads daily have not bothered to initiate action
against the defaulters.

As many as 50 children of a Government Primary School, Palhori, in
Paonta tehsil of Sirmour district started vomiting after taking their
mid-day meal yesterday. As per the information received here today,
the water for the preparation of the meal was collected from a stream
of the natural water spring which was contaminated.

A student, Ashiq Ali, became so serious that he was admitted to Civil
Hospital, Paonta Sahib. Others were discharged after first aid on the
spot, Paonta Sahib SDM C.P. Verma said.

He said he had sent the team of doctors to the school and the area to
look into the matter. The samples of water and food have been
collected by the Health Department authorities. The laboratory report

Kamlesh is a Hindu lady who was a Vice -president of Law Society of UK and has encounter a very strong racism against her. She was also a President of Equal Opportunities Council in UK and as women and as an Indian woman it is a matter of pride for us that she was at the top for two of the most reputable posts!!  She was forced to step down from her post at the Law Society on  wrongly accused bullying case! What I am asking from each of you is not money at this stage but, ONLY your signatures on her petition that you support her.

She is not fighting this for her self but, against the system it self which will benefit all ethnic minorities (So they call us in west-world)!! which will be beneficial to us all.

I want to raise this case at an international level specially, when some of the countries which were ruled by the British, their judiciary system is based on the British Justice system!! if this is what the Justice is then I dread the future of us all in the west -world and if you have any media contacts in US or India or anywhere please let me know.

Various awareness events to save the ozone layer were organised.

competitions.

A technical discussion among representatives of the Industries
Associations of Parwanoo, Baddi, Barotiwala and Nalagarh was also
held. Mr Bharat Khera, member secretary of the HPSCST&E and the
chief guest, stressed on the need to take care of the environment.

Later, he inaugurated a mass awareness campaign organised by the
NRTC.

[India News] Shimla, Sep 14 : Himachal Pradesh will organise a major
para-gliding tournament in November as part of efforts to make the
state a major centre for aero-sports in South Asia to boost adventure
tourism.

The hill state is already a major centre for travellers keen on
sports like skiing, mountain trekking and river rafting, but aero-
sports like para-gliding are still in their infancy despite Himachal
Pradesh having some of the finest venues for the sport.

"Some of the finest para-gliders from around the globe have
registered for the competition to be held Nov 6-9," Upma Chaudhary,
director of the state tourism department, told IANS.

"Over 70 participants have decided to take part and they will come
from the US, Germany, Australia, Spain, New Zealand, Bulgaria, Russia
and Indonesia. There will also be a few competitors from India," said
Manoj Sharma, deputy director of the tourism department.

"Holding the event will have a positive impact on tourism activities
in the region and help the state become an adventure tourism
destination," Chaudhary said.

Officials said the event, to be held at Billing in the Kangra Valley,
some 240 km from here, is being conducted under the aegis of the Para
Gliding World Cup Association. The meet has been granted category II
status by the Federation Aeronautique Internationale (FAI), the
sport's governing body.

The event is being organised by the Himachal Pradesh tourism
department along with the Para Gliding World Cup Association, France,
Aero Club of India and the Himalayan Mountaineering Institute at
Manali.

Besides attracting travellers from India and overseas in search of
adventure sports, the event is expected to draw other tourists to
witness the para-gliders in action during November, which is the off
season for tourists in picturesque Kangra Valley.

Discovered almost two decades ago by para-gliders, the Billing and
Bir venues in Kangra Valley are described by experts as among the
world's best para-gliding sites as they some of the best thermal
effects for gliders.

The successful holding of this event could qualify India to take part
in the prestigious world cup later, officials said.

HAMIRPUR: The Dhar Sidh forest area adjacent to the world famous
Baba Balak Nath temple at Deotsidh in Hamirpur district is fast
turning into a jungle of concrete.

This temple is visited by about 50 lakh followers of Babaji every
year from within the country and without. Baba Balak Nath is the
incarnation of Lord Kartikeya, a son of Lord Shiva. There is a holy
cave at Dhar Sidh, where people offer their respects and "roats" to
Babaji, seeking his blessings.

A lot of new buildings have come up in the Dhar Sidh forest after
the Baba Balak Nath temple was taken over by a government-owned
trust in 1987. However, the increased construction activity atop the
hill by the temple trust and in the lower part of Deotsidh by local
people has endangered the temple.

The temple complex has seen many landslides atop the Babaji's cave
from the Bharat Hari temple side. Patchwork was immediately
undertaken and retaining walls were also built just adjacent to the
cave to save it from further landslides. If the construction
activity was not controlled, even a minor earthquake may play havoc
here. A huge stone recently gave way and fell into a nearby ditch
from under the foundation of a building owned by the Mahant of the
temple. Sensing danger to the building, immediate repair work was
undertaken to control the damage.

A visit to the temple complex and Deotsidh revealed that
construction atop the Dhar Sidh area had been going on unabated
these days. A five-storeyed inn is nearing completion. A huge tower
