Kullu, December 30
Revelers and honeymooners are making a beeline for the Kullu-Manali
tourist corridor, hoping to welcome a "white New Year".

Hoteliers here offer night-long discos, folk dance-and-dine parties
and campfires to welcome their New Year guests in a traditional way.

Tourists can get the feel of the Kullu culture, craft and cuisine at
the New Year extravaganzas organised at Club House, Manali, and a
private hotel near Naggar.

Though snow has eluded the tourist town till today, yet the Rohtang
range located just 50 km uphill from Manali has experienced a light
spell of snowfall, adding to the chilling attraction for the
tourists from South India, Punjab, Delhi, Maharashtra, Gujarat, and
West Bengal.

The hoteliers expect a good inflow of tourists as they have reported
an increase of over 80 per cent tourists for New Year.

The tourists now prefer the left bank countryside than the touristy
and the chock-block Manali town. "This time we have 100 per cent
booking till January 2. We are offering bonfires, folk dance-and-
dine parties and ethnic cuisine for the guests," said Mrs Sonia
Thakur who runs a heritage resort popularised by former Prime
Minister Atal Bihari Vajpayee when he was on holiday at his summer
house at Prini. "We have New Year guests from Chennai, Gurgaon and
even Bangalore," she added.

The hoteliers and resort owners are offering special packages for
the revelers, honeymooners and other tourists.

The Himachal Pradesh Tourism Development Corporation (HPTDC) has
decked up Club House to welcome the dancing couples, boys and girls
and the family tourists where they can enjoy eat and dance parties
from 8 p.m. to 1 a.m. on New Year's Eve. The HPTDC has invited Kullu
folk dancers to entertain tourists.

"The occupancy is 60 per cent, but we expect the walk-in tourists
who come here from North India, including Chandigarh, Delhi and
Ludhiana," said Mr Arun Sharma, a hotelier in Kullu town.

Dharamsala, December 30
The Himachal Government would raise a territorial battalion, using
the services of mostly ex-servicemen in the state. This was stated
by Chief Minister Virbhadra Singh while replying to a resolution
moved by BJP MLA Mahinder Singh, seeking that the House recommended
constitution of a Himachal regiment to the Centre in the Vidhan
Sabha here today.

Mr Mahinder Singh said the youth from the state had always shown
keenness on joining the armed forces and a regiment should thus be
created for them on the lines of Punjab Regiment and Jat Regiment.
He said the fact that as many as 52 soldiers from Himachal laid down
their lives during Operation Vijay in Kargil was an indicator of the
state's contribution to the Army. The Chief Minister, however, said
the Centre had now stopped constitutions of regiments on the basis
of region and caste and, therefore, creation of a Himachal regiment
would not be possible and the state could have a territorial
regiment instead.

Former Chief Minister Prem Kumar Dhumal said the demand could still
be taken up with the Ministry of Defence by the state government. Mr
Ravinder Singh also moved a resolution seeking an increase in the
relief prescribed in the relief manual of the state as it was too
meagre. Replying to this, Revenue Minister Sat Mahajan said the
issue was already being considered.

Chandigarh: High altitude areas in Himachal Pradesh received another
spell of snowfall while the sky remained overcast at many places in
the north-west region on Tuesday, renewing the cold conditions.

The temperature stayed one degree below normal in Punjab but rose
slightly in Haryana. Several areas, including Chandigarh, Ambala,
Hissar, Amritsar and Patiala reported mist in the morning. Low
clouds hung over the plains and the sun played hide and seek during
the day, affording little warmth to the people in the region.

Higher reaches in tribal districts of Lahaul Spiti and Kinnaur and
Pangi valley and Bharmour area in Chamba district of Himachal
Pradesh had a fresh snowfall on Tuesday morning, plummeting the
temperature. A piercing cold wave lashed the tribal districts
following snowfall. The 13050-foot high Rohtang Pass, gateway to
Lahaul Spiti district, also experienced snowfall, intensifying cold
weather conditions in Kullu valley. However, the Pass was reported
to be open for light vehicular traffic.

Although State capital Shimla reported rise in the temperature to
7.6 degrees, icy-cold winds blew across the town and tourist places
of Wildflower Hall, Kufri, Naldehra and Narkanda, forcing the
tourists to stay indoors.

Pathankot at 2.4 degree Celsius remained the coldest place in
Punjab, followed by Amritsar recording 2.8 degrees, one degree below
normal. In Haryana, Ambala reported one degree above normal
temperature at 7.7 degrees while Hissar recorded 9.8 degrees, five
degrees above normal. Chandigarh and its adjoining areas, reeling
under severe cold, also recorded slight increase in the temperature.
The city registered 7.4 degrees Celsius. The temperature also rose
in Srinagar to 1.5 degrees which was three degrees above normal
while Jammu showed 6.5 degrees, one degree below normal. Light to
moderate rain or snow is likely to occur at few places in Himachal
Pradesh and light to moderate rain or thundershowers was predicted
at Punjab and Haryana during the next 48 hours. UNI

The eighth batch of the National Himalayan Winter Trekking Expedition
was flagged off by Mr M.K. Raina, Executive Director of the NHPC,
from Youth Hostel, Dalhousie, today. This expedition is being
organised by the Youth Hostels Association of India.

Mr Parvinder Singh Chauhan, field director of this expedition,
remarked that this was an environment-friendly trek and the
participants would trek from Dalhousie to Kalatop and then to Khajiar
and Chamba.

SHIMLA: Himachal Pradesh chief minister Virbhadra Singh is Mohammad
Bin Tuglaq.

But he is behaving like Tuglaq as his government decides to move the
entire state secretariat to hold a four-day Vidhan Sabha session in
Dharamshala, about 300 kms away from the state capital.

The first-ever Vidhan Sabha session, outside the capital, would be
held in an auditorium of the government college where infrastructure
has been built within the last ten days to accommodate 68 members of
the House.

Besides the cabinet ministers and all the financial secretaries, more
than 500 officials would be moving from here to Dharamshala ferrying
official records. A helicopter would be kept in service to fly between
Shimla and Dharamshala for any official exigency arising during the
course of the session.

In the absence of official accommodation, the state government has
hired about 250 rooms in private hotels in Dharamshala and nearby
Mecleodganj and Bhagsu towns, leaving no chance for tourists to find a
place in the region.

The Public Health department officials have been asked to make
arrangements to store 20,000 litres of potable water during the
session, whereas special lines are being laid for uninterrupted supply
of power when the winter is at its peak.

While officials are tight-lipped about the financial implications of
the entire exercise, sources said it would cost the state exchequer
atleast Rs five crores.

But to what gain? "The entire exercise is being done for a poilitical
gain," said Ram Kumar, professor in the Himachal Pradesh University,
here. He said the chief minister endeavours to silence the dissenting
voice of regionalism and parochialism that emanates from the Kangra
valley from time to time. He said political parties in the state had
been vying with each other to placate people in the Kangra valley that
includes Dharamshala, Hamirpur, Una and Mandi districts, who have felt
discriminated against because of the power concentration in Shimla.

In 1996, during his last term as chief minister, Virbhadra had
announced to make Dharamshala a winter capital. Trying to score a
point over the Congress, later, BJP chief minister Prem Kumar Dhumal
promised to hold the winter session of the Vidhan Sabha there. 
"Taking a cue from him, Virbhadra has obviously tried to hijack the
BJP's political agenda," said Rudra Narain, a senior Congress leader.

SHIMLA: Himachal Pradesh chief minister Virbhadra Singh is Mohammad
Bin Tuglaq.

But he is behaving like Tuglaq as his government decides to move the
entire state secretariat to hold a four-day Vidhan Sabha session in
Dharamshala, about 300 kms away from the state capital.

The first-ever Vidhan Sabha session, outside the capital, would be
held in an auditorium of the government college where infrastructure
has been built within the last ten days to accommodate 68 members of
the House.

Besides the cabinet ministers and all the financial secretaries, more
than 500 officials would be moving from here to Dharamshala ferrying
official records. A helicopter would be kept in service to fly between
Shimla and Dharamshala for any official exigency arising during the
course of the session.

In the absence of official accommodation, the state government has
hired about 250 rooms in private hotels in Dharamshala and nearby
Mecleodganj and Bhagsu towns, leaving no chance for tourists to find a
place in the region.

The Public Health department officials have been asked to make
arrangements to store 20,000 litres of potable water during the
session, whereas special lines are being laid for uninterrupted supply
of power when the winter is at its peak.

While officials are tight-lipped about the financial implications of
the entire exercise, sources said it would cost the state exchequer
atleast Rs five crores.

But to what gain? "The entire exercise is being done for a poilitical
gain," said Ram Kumar, professor in the Himachal Pradesh University,
here. He said the chief minister endeavours to silence the dissenting
voice of regionalism and parochialism that emanates from the Kangra
valley from time to time. He said political parties in the state had
been vying with each other to placate people in the Kangra valley that
includes Dharamshala, Hamirpur, Una and Mandi districts, who have felt
discriminated against because of the power concentration in Shimla.

In 1996, during his last term as chief minister, Virbhadra had
announced to make Dharamshala a winter capital. Trying to score a
point over the Congress, later, BJP chief minister Prem Kumar Dhumal
promised to hold the winter session of the Vidhan Sabha there.
"Taking a cue from him, Virbhadra has obviously tried to hijack the
BJP's political agenda," said Rudra Narain, a senior Congress leader.

PNB to promote ''anytime banking'' in Himachal

Punjab National Bank has launched Centralised Banking Solution (CBS)
facility, which facilitates anywhere anytime banking for customers, in
Himachal Pradesh. The facility would be available in 29 branches or
extension counters of the bank in the state, PNB Zonal Manager K I
Singh said on Saturday. The facility would be extended to nearly 1,500
branches of PNB across the country. Talking about the bank's
performance, Singh said the Credit Desposit Ratio (CDR) of the bank
was 37.5 Per cent and advances of the bank for the year were Rs 57
crore. The Non Performing Assets (NPA) of the bank have come down from
77 crores to 12 crores in three years and loans recovery percentage
was over 97 per cent, he added. Loans are also being extended for
various hydel project he said, adding that Rs 45 crores had been
disbursed for Karchham-Wangtoo Hydel Project.

Keeping alive a rare medieval tradition, a man risked his life by
precariously sliding down a rope placed over a yawning gorge in a
remote village of Himachal Pradesh Sunday.
Thousands gathered to witness the centuries-old tradition at the
edge of a village in the scenic snow-covered Rohru valley, 125 km
from here.

The hill folk say a similar rope-sliding "bhoonda" festival took
place some 70 years ago in Bachchunch village, which is overlooked
by a thousand-year-old temple of the local presiding deity.

First, a 200-metre rope was tied across the gorge, and then Kanwar
Singh, 35, draped in a shroud, was placed over a saddle with sand
bags tied to his feet to balance him while his hands remained
dangerously untied.

Then Singh went sliding down fast on the rope, as thousands stared
with bated breath.

Singh's wife had readied herself for widowhood, already loose
haired, wailing, breast-beating as death was certain if he fell, but
to her joy he survived.

Minutes before the event, Singh had said: "I have no fear, the deity
will protect me from harm."

Cheering sword-wielding men raised the bearded Singh like a deity on
their shoulders and led their new hero to the village deity to be
blessed late Sunday.

Singh went home with Rs.35,000 while his wife got a jewellery set
from the villagers after the event, for which he had been preparing
for the past couple of years.

Singh had himself made the long rope of mountain grass used for the
slide.

After the ceremony, villagers were seen carrying pieces of the rope -
  five inches in diameter and 200 metres long - as souvenirs, just
like their ancestors had done after a similar "bhoonda" ceremony.

The intriguing "bhoonda" festival has its roots in human sacrifice.
Some say the rope slide was started to replace the throwing of a
victim (or a criminal) down a gorge. It meant certain death, but the
rope slide gave the victim a chance for survival.

Though a giant net had been placed Sunday below the sliding man,
most say if Singh had fallen, death would have been inevitable.

"It was amazing - Kanwar Singh was so calm when he slid down the
rope. He is truly a hero," said a spectator.

The Himachal Pradesh government tried to ban the "bhoonda" festival
in 1962. It withdrew the ban 10 years later due to pressure from the
people, but the government managed to convince the organisers to
shorten the rope, to lower its height and to place a net.

With the year-end celebrations just round the corner the hotels in
the region are gearing up to counter the rush of tourists. While most
people prepare to indulge in the binge of partying and revelry to
mark Christmas and New Year, an inordinate number of mostly domestic
tourists have chosen to spend the year-end in the hilly height, far
from blaring music and dance.

Tourism officials say the places endowed with breathtaking natural
beauty like Shimla, Kufri and Naldehra are the hot spots this time.
For those wanting to spend the last days of the year in splendid
isolation, Barog, Kasauli, Chail and Fagu are the much-favoured
destinations. The attraction of potential snowfall is the main
attraction for the revellers.

According to the officials, most of the tourists preferring to be in
hills during the year-end are from Delhi, Kolkatta, Gujarat and
Maharashtra. Foreign tourists will start pouring in only in February,
pointed the officials, adding that most of the government-run rest
houses and forest rest houses in and around tourist resorts have
already been sold out to its full capacity. The occupancy in hotels
has too begin to rise.

To attract the tourists most of the hotels have already announced
attractive packages. The hotel workers can be seen offering the
tariff cards of to the tourists visiting hills at local multi-purpose
barrier. Huge rush is also expected as by this time hotels charge off-
season tariff. The trouble in Kashmir has proved a blessing in
disguise for the tourism potential in the state.

The domestic tourist inflow in the state has recorded an increase of
22 per cent in the past five years, while the foreign tourist inflow
figure has gone up by around 30 per cent in the same period.

STD calls made to any part of the country could be priced at a flat
rate of less than Re 1 a minute with the introduction of the India
One tariff from January 1, 2006.
According to the draft New Telecom Policy, the Department of Telecom
(DoT) is considering a single uniform rate based on the weighted
average cost involved in carriage of telephone calls.
Currently, the maximum STD rate is Rs 2.80 a minute, which
incorporates the carriage cost and the Access Deficit Charge (ADC).
The carriage cost varies between 20 paise and Rs 1.10 a minute
depending on the distance of the call. The carriage charge is the
amount paid to the long distance carrier by the cellular and fixed
telephone operator.
According to the DoT's draft New Telecom Policy, the India One tariff
concept would apply to STD calls to anywhere in India.
"The rate could be a single uniform rate irrespective of the distance
slab and without `zero dialling.' The determination of this rate
could be on the basis of weighted average costs involved in
carriage," the draft policy said.
The DoT paper said that the current procedure of terminating the
calls would be reviewed and licences may be amended. "The concept of
India One would play a significant role in market expansion. Each
service area is characterised by presence of six to eight players
resulting in intense competition.
DoT has permitted inter-service area connectivity within the four
States of Maharashtra, Tamil Nadu, West Bengal and UP. To enable
rapid spread of affordable services, it may be appropriate to extend
this arrangement to the entire country," the draft policy paper said.
Telecom service providers, however, said the Government must address
issues such as ADC (which private telecom companies pay to state-
owned BSNL) and lowering the carriage charge further before
introducing India One tariffs.
"If the tariffs have to come below Re 1, then the ADC needs to be
charged as a percentage of the revenue and not loaded on a per minute
basis. Also the carriage charges, paid to the long distance operator,
need to be brought down drastically if the new tariffs have to be
viable for the access provider," said a cellular industry
representative.
Long distance operators, on the other hand, pointed out that the
Government must ensure that the access operators pass on the
reduction in carriage charges to the consumer.
"There are cases where access providers give only 50 paise a minute
for STD calls higher than the 500 km slab. The consumer, however, is
still charged more than Rs 2 a minute by the operator. This needs to
be checked by the regulator if India One tariff has to succeed," said
a national long distance operator.
Some operators pointed out that the telecom regulator must be
involved in the process, since it is a matter pertaining to tariff
fixation.
