Shimla, February 12
The Himachal Pradesh Government has decided to construct modern bus
stands in all important towns of the state in a phased manner.
Consultants have been engaged to help these on build, operate and
transport (BOT) basis. Construction of bus stands at Bhattakuffar
(Shimla), Chamunda, Chintpurni multi-storey parking, Chamba,
Hamirpur, Rampur and Una will be taken up on BOT basis.

Bus stand with shopping complexes have already been constructed at
Palampur, Nagrota Bhagwan, Joginderngar and Chintpurni at a cost of
Rs 4.09 crore. Bus stands at Banjar, Palampur, and Rajgarh are under
construction. The ISBT at Tutikandi here and bus stands at Kangra,
Mcleodganj and Mandi are being constructed at a cost of Rs 35 crore
under BOT schemes.

The functioning of the state road transport corporation is also
being improved. The strength of bus fleet has increased from 733 in
1974 to 1,733 in 2004-05. The total mileage has increased from 3.09
crore km to 14.51-crore km annually over the period.

The corporation plies buses on 1,824 routes.

To provide better services to tourists as well as the local people
hi-tech Volvo AC buses have been introduced on the Shimla-Delhi,
Dharamsala-Delhi, Manali-Delhi and Shimla-Jaipur routes.

Non-stop express bus services have been introduced to connect the
state capital with district headquarters.

Moreover, its accident rate of 0.17 was the lowest in the country.

Telecom majors, BSNL and MTNL on Friday announced the One India
tariff on Friday, a move to offer uniform rates anywhere in India.

Under the plan, the two public sector companies will reduce long-
distance (STD) call rates to Rs 1 per minute for their fixed line
users. The new rates will be effective from March 1, 2006.

The STD charges will be slashed by up to 58 per cent, while the
rentals will be hiked. According to the new plans, the monthly
rental is likely to be hiked to Rs 300-500 per month from the
present Rs 180 per month.

Currently, STD rates are Rs 2.40 a minute for landlines and about Rs
3 for mobile phones. The local call rates are also expected to be
reduced to Re 1, from Rs 1.20 for three minutes.

Minister of communications Dayanidhi Maran had been pushing for the
OneIndia tariff scheme for over two months now. The OneIndia plan
was slated to be launched on Republic Day.

It got delayed as the telecom majors feared a dent in their revenues
to the tune of Rs 3000- 5000 crore (Rs 30-50 billion), besides huge
costs of network upgradation.

"The private sector GSM companies would also have to bring down
their prices to survive the competition," a senior MTNL official
said.

SHIMLA: A Rs 14-crore project for cultivation of medicinal herbs and
aromatic plants by farmers of "poorest of poor" families would be
launched in Himachal Pradesh shortly.
The project submitted by the state government in 2005 had been
approved by Union government in a meeting held on February 3 last
and work would begin as soon as sanctions was received here, Srikant
Baldi, Secretary (Bio-Technology) said.
A multipronged strategy would be adopted to implement the project,
to meet requirements of plants, training and package to the farmers
in the target group and tie-up with pharma firms for assured
marketing.

The two farm universities in the state would be asked to gear up to
prepare for mass-plant generation to facilitate distribution among
the farmers within shortest possible time.
Simultaneously, Krish Vigyan centres had been identified to impart
training to 15,000 odd farmers to undertake cultivation of medicinal
and aromatic plants in a scientific manner under the parameters laid
down by the bio-technology department.
The Below Poverty Line farmers covered under the project would be
entitled to incentive of Rs 4,000 per family for improved package
and their training would continue with scientists visiting their
fields.

Processing units would also be set up under the project and Rs 20-
lakh had been earmarked for these units to ensure that extraction of
oils and distillation could be undertaken without any loss of time.
The project would be implemented in 20 developmental blocks in
eleven districts, identified as suitable for growing medicinal and
aromatic plants.

SHIMLA: Health tourism in Himachal Pradesh has proved to be a non-
starter. Plans for wooing tourists to the sylvan settings of the
hill state by starting a popular ayurvedic cure system
called 'panchkarma' and creating a healthcare hub on the lines of
Kerala have come a cropper.

Four years ago, the central health ministry sanctioned around
Rs.12.5 million to the state to start the ayurvedic health
rejuvenating therapy in the state-run chain of Himachal Pradesh
Tourism Development Corp (HPTDC) hotels.

But the state government spent less than half this amount in three
of the four HPTDC hotels in the last four years.

New Delhi has now asked the state government to return the unspent
Rs.7.3 million.

Despite widespread publicity, the 'panchkarma' therapy has failed to
draw tourists. The ayurveda department blames shortage of experts
for the failure.

hi,

Last year in November , me and my friends tried to make a small
documentary on gender issues in governance in Himachal Pradesh. This we
shot with a small camcorder using tape as the medium of storage.

As we were new to the art , we later realised that there are lot of
noises in the background such as clock or telephone ringing. so i wanted
to know if there is way in which we can edit this video and filter out
all these background noise.

Also if you you suggest a software which can be used to edit the film
and to put the subtitles.

Himachal to introduce heli-taxis
Shimla: The Himachal Pradesh government is all set to introduce
helicopter taxi services to ferry people between tourist
destinations and also to and from Delhi and Chandigarh.

HP Tourism had invited bids from prospective operators and the "heli-
taxi fares" were expected to be fairly nominal as the the Central
government had agreed to provide 50 per cent subsidy for the
project, an official spokesman said here.

He said the heli-taxis would ferry tourists from one tourist
destination to the other and also fly them to and from Chandigarh
and Delhi.

Operators were required to meet "stringent maintenance and safety
norms and the pilots must be specially qualified to fly helicipters
in hilly terrains".

The Tourism Department would run the heli-taxi services, which would
also benefit the patients in case of emergency, on a "no-profit, no-
loss" basis.

There were three airports and 56 helipads in Himachal Pradesh and
the heli-taxis would open several lesser known areas to the people,
the spokesman added.

2 e-governance awards for HP

Shimla, February 2
Himachal Pradesh, for the second consecutive year, has won two major
Golden Icon Awards for initiatives in e-governance in the country.

The state won the premier awards for the best IT (Information
Technology)-related initiatives for providing efficient,
transparent, cost-effective and speedy government to government,
government to citizen and business services in 2005. Himachal topped
in two out of a total eight categories, including process re-
engineering, innovative operations and service delivery.

While the state's HimRis (Registration Information System) software,
which is linked with the Land Records Computerisation, won the
Golden Icon Award for professional excellence in the process re-
engineering category, the e-Pension software (disbursement system)
won the Golden Icon Award under the innovative operations and best
practices (professional) category.

Himachal farmers in a cold sweat



FEBRUARY 2 Abnormally high temperatures in Himachal Pradesh may be
making the state capital perspire, but farmers in the hill state are
breaking into a sweat. Besides pushing up the mercury, the prolonged
dry spell is ruining the Rabi season for deciduous fruit-growers in
the rain-fed areas.
According to experts, around 50-70 per cent of farmers in Solan,
Una, Bilaspur, Mandi, Kangra, Hamirpur, Sirmour and Shimla—
accounting for 80 per cent of the total area of the state—have been
unable to carry out even normal farming operations because of
inadequate soil moisture. January saw only 24 mm rainfall in
Himachal Pradesh.

``Farmers need immediate financial assistance,'' said O P Panwar,
general secretary of the Himachal Kisan Vikas Sangathan. Losses are
being predicted in crores.

``Though the recent light showers across the state the and moderate
snowfall in upper parts has brought a little respite for the apple-
growers, it will not benefit the farmers in the sub-tropical zones.
The time for sowing various Rabi crops is already over,'' said
scientists of the Dr Y S Parmar University of Horticulture and
Forestry at Nauni, Solan.

The downturn began in September, when the state received only 40 mm
rain, barely enough to prepare the soil for sowing wheat, barley,
gram, pulses, potatoes and oilseeds. There was no rain in October
and November, and only 11.4 mm in December. Farmers who were
depending on the January rains—for the last few years, the month had
seen generous precipitation—are now devastated.

The decreased average relative humidity factor (recorded at 40 per
cent in the night and 60 per cent in the morning) and the drop in
soil moisture now make for perfect breeding ground for disease in
the various orchards.

Moreover, the paucity of pasture has led to herbivore animal attacks
on wheat seedlings, especially in the lower and middle zones.

Coming after a below-par Kharif season—farmers suffered from adverse
weather conditions, poor quality maize seeds, rhizome rot disease in
the ginger crop and pest attacks—the Rabi season gives the Himachal
farmer little cause for cheer.

NEW YORK - If you have computer files you'd rather not lose, now is a good time to make sure your anti-virus software is up to date. A worm set to activate Friday will corrupt documents using the most common file types, including ".doc," ".pdf," and ".zip."
Hundreds of thousands of machines are believed to be infected, mostly in India, Peru, Turkey and Italy, said Mikko Hypponen, chief research officer for Finnish security company F-Secure Corp.
The worm, known as "CME-24," "BlackWorm," "Mywife.E" or a number of other monikers, even tries to disable anti-virus software that is out of date, he said.
Thus, users should make sure their software is turned on and has the latest definitions, generally available for free from the software vendor's Web site. F-Secure also has created a free removal tool.
"If you are infected, and you find out about it today, you still have time to get rid of the virus," Hypponen said.
As worms go, the spread of BlackWorm is relatively low. But worms these days are generally designed t o help spammers and hackers carry out attacks, not to destroy files as this one does. So the impact this time may be more severe.
Microsoft Corp. issued an advisory Tuesday warning customers about the worm, which affects most versions of its Windows operating system.
Users should be safe if they have the latest anti-virus software or if their computers are set with limited privileges, a common setting in larger organizations. They are vulnerable if they, like many small business and home users, leave their computers set with full administrative rights.
And users should check the date on the computer. The worm hits the third of every month, so if the computer's local calendar settings are off, Hypponen said, files may be destroyed sooner or later, even if the computer is never turned on Friday.
