Registration of marriages made mandatory

The Himachal Pradesh Government has made registration of all
marriages in the state mandatory.
According to a recent notification, registration officers have been
nominated for the purpose.
Authoritative sources say the decision has been taken with a view to
safeguarding the interests of women. There have been instances of
husbands deserting their wives to get re-married.
Following implementation of the new rules, women would now be armed
with a marriage certificate to seek a legal remedy in case of any
desertion.
Mr Ravinder Bhardwaj, Joint Director, Social Welfare Department,
Shimla, said that the marriage might have been solemnised in
whichever traditional way, it would now be compulsory for the couples
to get it registered.
The Deputy Commissioner, Kangra, Mr Shrikant Baldi, said till now it
had not been notified who would be the Registrar of marriages as the
terms and conditions of the Registration of Marriages Act, 1996, had
not been laid down. "But now, it has been specified that panchayat
secretaries and executive officers of nagar panchayats will have the
authority to issue marriage certificates," he said.
Besides avoiding legal disputes by keeping records of all marriages,
the provisions of the notification also aim at simplifying the
process of issuance of marriage certificates, especially to those
planning to go abroad.
While the subdivisional magistrates (SDMs) will act as additional
registrars, the Deputy Commissioner of the district will be the
District Registrar, he said.
Till now, he said, marriage certificates were issued to interested
parties under the Special Marriages Act. "But it involved a very
cumbersome procedure, including a fixed period for inviting
objections after a public notice. The new notification would make the
process of issuance of certificates much easier," he said.
The new rule is applicable from the date of notification and newly-
wed couples need to apply on a format specified by the Social Welfare
Department to the registrar of their area. "We are in the process of
putting the system in place by getting the certificates printed and
ensuring that proper registers are maintained in all subdivisions,"
said the Deputy Commissioner.
Asked if any penalty had been fixed for those not getting their
marriage registered, Mr Baldi said that just like registration of
birth, it was in the interest of the couples to secure the
certificate. "The applications should come in within a month without
late fee and within 90 days with a late fee of Rs 5," he said.
Mr Bhardwaj said that although his department had issued the draft
notifications, the final gazette notification by the government would
be issued shortly.

from there earlier. There were some folk songs that I cudnt find like...(if i remember correct from my childhood)

SHIMLA: Despite 2004 being one of its driest years, Himachal Pradesh has reported a record production of apple at over half a million tonnes, say officials.
The three-month-long harvest comes to an official halt on Sunday. This is also a hat-trick of three bumper crops in a row.
"The state has so far recorded the highest apple production of 520,000 tonnes during the current harvest," said an official compiling the data.
The final figures are expected later
next month. Apple is sold in cardboard boxes and gunny bags.
"The state horticulture department expected a lower yield than last year's production of 452,000. This year's figure has in fact far exceeded that by some 70,000 tonnes," he said.
In 2002, the state produced 349,000 tonnes of apple. Himachal Pradesh is one of the big producers of apple, a major cash crop of the hill state.
"In fact the production could be much higher than 520,000 tonnes, as the horticulture department estimates the weight of each apple box at 20 kg, while the farmers' trend this year was to pack more apples in each box at around 24 kg," said Devinder Shaym, chairman of the state agricultural produce marketing committee.
Asked about the reason for a record production despite a drought, he told IANS: "The crop production has been rising fast in recent years due to apple orchards coming of age in several parts of the state."
Another interesting feature this year is that despite a record production, farmers have been able to get reasonably good returns.
The average return of a 20-kg box to the farmer has been estimated at Rs.290 as compared to Rs.270 last year.
"A major reason for this has been that unlike previous years when Delhi alone attracted around 80 percent of the entire apple from Himachal, this time several markets in other cities like Chandigarh, Ahmedabad, Agra, Jaipur, Meerut and Lucknow among others sold a lot of the crop," Shaym said.
"Also, this year witnessed a new trend as commission merchants from smaller towns in Uttar Pradesh, Bihar and West Bengal came to markets in Himachal, including Shimla, Rohru and Kullu to purchase the produce," he said.
"Despite a 10-day truckers' strike across the country, not much damage took place as apples have a long shelf life," said Lekh Raj Chauhan, president of the state
apple growers' association.
Asked about the bumper harvest, Chauhan said: "The summer and the first half of the monsoon were dry but the monsoon revived; also last winter the snowfall was reasonably good which helped water retention through the dry season."

Himachal farmers to grow Peruvian flower: [India News]: Shimla, Oct 28 : A flower from far off South America is all set to be cultivated by farmers in Himachal Pradesh.
Trial runs of cultivation of the beautiful Peruvian lily, native of Peru's highland country, have encouraged scientists
at the Parmar University of Horticulture and Forestry at Solan, 48 km from here, to distribute the flowers to farmers of this hill state for commercial cultivation.
The Peruvian lily is in the top 10 list of flower varieties in the world due to its diverse bright colours, low energy consumption, round-the-year flowering and long vase life.
Dwarf varieties of the flower offer premium potential as an indoor plant, say experts.
"The Peruvian (Alstroemeria) has a very good chance to do well in the mountains of Himachal Pradesh," said Y.D. Sharma, professor of the floriculture faculty at the Parmar University.
"We are selling a Peruvian lily plant for Rs.45 to farmers in the state. This is far cheaper than the international price where each plant costs Rs.400 to Rs.600," Sharma said.
"We are growing the lily in Mahog village and other places," R.G. Sood, development officer, floriculture, told
IANS.
Mahog, 40 km from here, is the state's model floriculture village.
"Trial runs were conducted by the univeristy scientists at research stations at Solan, Shimla, Mandi, Kullu and Rajgarh to cultivate five varieties of the cut flower (Peruvian lily)," said Sharma.
"Since seed production is uncommon due to variability factors and long germination periods, the lily is propagated by rhizome division instead of tissue culture, which is expensive and prone to bacterial infection."
Although still in its infancy, the plant's cultivation has excited the farmers.
"It is possible to get returns of up to Rs.150,000 per bigha (a measure of land) by growing this flower," said Uma Dutt, a farmer in Rajgarh region.
Floriculture is fast growing across Himachal Pradesh.
"We market all kinds of flowers (not necessarily Peruvian lily only) in the nearby cities of Chandigarh and (New) Delhi and are not able to
meet the rapidly growing demand," said Sood.

Sesquicentennial celebrations from October 28

In order to give the much-needed fillip to the tourism industry and
allied activities in this popular hill station, the district
administration is all set for three-day celebrations to mark the
150the anniversary of Dalhousie from October 28.
According to Mr Rahul Anand, Deputy Commissioner of Chamba, who is
also the chairman of the Dalhousie Sesquicentennial Celebration
Committee, various sub-committees have been constituted for the
smooth conduct of the celebrations.
Food festival, exhibition and military band, etc would be special
attractions of the event.
The main cultural nights are scheduled to be held on October 29 and
30 when a "hasya kavi sammelan" and Punjabi folk singer Mika Mehandi
would give their performance.
Chief Minister Virbhadra Singh is expected to be the chief guest on
the concluding day

Himachal second most literate state

"The Himachal Pradesh state having 77.13 per cent literacy rate
holds the second position in the country while Kerala state holds
the first position in literacy rate. Himachal is on number one
position in North India", an official information revealed this here
today.
The information said Himachal Pradesh was the first state in the
country to make primary education "compulsory". Having achieved the
target of universalisation of primary education, efforts were being
made to achieve the target of universalisation of elementary
education by implementing `sarv shiksha abhiyan' vigorously.
Rs 532 crore were being spent under this abhiyan. Creation of
infrastructure and other facilities at elementary-education level,
over 10,500 rooms were proposed to be constructed for about 2,000
new and existing middle schools under this programme, out of which
4,000 would be constructed during the current financial year, the
information said.
It stated that under the programme, Rs 10.6 crore were being
utilised for the construction and renovation of school buildings and
other allied activities to raise the standard of education in Chamba
district. A special programme of universalisation of girls'
elementary education had been started in the seven most
educationally backward blocks of the state.
Emphasis was being laid on qualitative improvement of education for
which training to teachers was being imparted. As many as 713 senior
secondary, high and middle schools had been opened in this state so
far, the information further said.
