All Himachal comes under chandigarh region. Go for REGIONAL PASSPORT OFFICE CHANDIGARH, enter ur application id number to find out the status. I thing I must tell you is that "the information provided on net is NOT updated, may be once in a month or so, so its better to enquire personally or call them on telephone. DO NOT RELY only on the information provided on internet.

I have been badly harassed because of this.

SHIMLA: The Himachal Pradesh Government has claimed that the literacy
rate of the State has gone up to 85 per cent if the survey conducted
by a popular Delhi based weekly is to be believed. The magazine in
its annual national survey has rated Himachal at the top in education
sector. "It has overtaken Kerala's score in a significant shift",
said the weekly.

But according to the census report of 2001 the literacy rate in the
State is just 76.48 percent. In a magazine "Literacy at a Glance-
2005" published by the Ministry of Human Resource Development,
Directorate of Education the literacy rate of the State is also given
at 76.5 percent.

Concerted efforts


A spokesman of the Government claimed on Sunday that due to the
concerted efforts of the present State Government, the access,
enrolment and retention in schools has improved considerably and the
literacy percentage has gone up to 85 percent.

The State Government is laying stress on improving the quality of
education system in the State. Various programmes are being
implemented to achieve the target of universalisation of elementary
education. An ambitious Rs.532 crore Sarv Shiksha Abhiyan is being
implemented in the State for improving the performance of school
system and provide community owned quality elementary education to
the people of the State, he said.

The spokesman categorically claimed that in Himachal it is the State
Government which at present is the sole facilitator in providing
education and health services to the people of the State. Whereas in
states like Kerala various missionaries and non-governmental
organisations are also supplementing the endeavours of the State
Government.

He said the girl students in the State are being provided free
education at all levels, including professional courses. A number of
scholarships and other incentives have been introduced to attract
children to school and achieve gender equality. All the students from
first to fifth class in Government run schools are being served hot
cooked midday meals. Under the Sarv Shiksha Abhiyan, free text books
are being distributed to children of SC, ST, OBC categories and girl
students.

Gender gap


On the other hand the HRD Ministry journal says that there is a big
gender gap in literacy rate and nearly half the rural women in
Chamba, Sirmaur and Kullu districts are totally illiterate. Out of
total illiterates in the age group of 9-45 years 71 per cent are
women. It says that in the hill State 40 per cent of SC women and 47
per cent of ST women are illiterates.

In the State 12,43,142 people above 7 years are still illiterate
which constitutes 20.45 per cent of total population.

Surprisingly Himachal is the only State where the Continuing
Education Programme is not being run in any of the districts whereas
it is being run in 314 districts of 24 other states in the country.

The week-long Kulu Dasehra would start on October 2 and the
precedence of its inaugural by the Governor of Himachal Pradesh and
closing by the Chief Minister of Himachal Pradesh would be
maintained. This was decided in the Dasehra Committee meeting here
yesterday.

Mr Raj Krishan Gaur, Agriculture Minister and chairman of the Dasehra
Committee, told that the festival had attained the status of an
international folk dance festival and become a major tourist
attraction.

Mr Satya Prakash Thakur, Chairman, HP State Marketing Board, said
that the Nazrana given to the Devtas during the Dasehra would be
delivered at the camp temples of all the participating deities.

The arrangements of the cleanliness and provision of additional
toilets in the Dhalpur Maidan and around Lal Chand Prarthi Kala
Kendra would be looked after by the Municipal Council.

Mr Gopal Krishan Mahant, President, Municipal Council, told that the
distribution of plots in the Dasehra ground to the traders and
exhibitions would start from September 26.

The Chief Minister, Mr Virbhadra Singh, said today that the
government would soon grant permission for the opening of two more
medical colleges in the state to private sector.

The Chief Minister was speaking at the inaugural session of the two-
day annual conference of the Indian Society of Anaesthesiologists
here today. "The two new medical colleges will be opened in Mandi,
Kullu or Hamirpur districts and efforts will be made to make them
centres of excellence," he remarked.

Mr Virbhadra Singh said the government was keen to encourage private
participation of competent, experienced and financially sound
partners so as to make the state the educational hub of the country.

He said under the National Rural Health Mission the government would
provide anaesthetists at the first referral units.

He stressed the need for adopting appropriate modes to check
population explosion in the state.

Mr Virbhadra Singh released the souvenir brought out by the
organisers to mark the occasion. Kumarhatti: "As many as 57,000 new
employment avenues will be created in the government sector during
the current fiscal. This includes recruitment of 22,000 anganwari
workers and helpers for 11,000 new anganwari kendras in the rural
areas of the state."

This was stated by the Chief Minister, Mr Virbhadra Singh, while
addressing the gathering after inaugurating the two-day Sair fair at
Arki today.

He said the government had adopted a balanced approach to carry out
accelerated development with ecological safeguards.

Speaking on the recent awards got by the state following a weekly
magazine's survey, the CM said it was not a minor achievement.

The state that has been adjudged best in health, education, consumer
market and potential exploitation.

The CM said the state had earlier also been given an award for
outstanding performance in education and social welfare sectors.

The Chief Minister announced upgradation of government middle schools
at Batal, Kotli, Bakhalag, Sanari and Mord to high schools.

Earlier, the CM laid the foundation stones of a student hostel of the
Government Degree College, Arki, estimated to be constructed at a
cost of Rs 165 lakh and a primary health centre to be constructed at
a cost of Rs 53.21 lakh.

Mr Dharam Pal Thakur, Deputy Speaker of the HP Vidhan Sabha, thanked
the CM for declaring Sair fair as a district-level fair.

The state Environment Protection and Pollution Control Board has come
up with an innovative idea to check contamination of water by
polluting industries in the Baddi area which has been repeatedly
causing largescale mortality of fish in the Sirsa river flowing
through the area.

It has decided to make it mandatory for all such units to maintain
fish ponds within the premises and pass treated waste water through
it before releasing it into a nullah or river. In case the waste
water is not properly treated and has a high level of toxicants, the
fish will die. Thus, all treated effluents will have to pass the fish-
pond test before being released.

Mr S.P.Vasudev, Secretary of the board, said it would provide a
foolproof method for preventing contamination of water as the
industrial units could themselves effectively monitor the water
quality.

All units have installed effluent treatment plants, but still fresh
cases of death of fish in the river have been taking place
repeatedly.

Every time such an incident takes place, the department had to carry
out an elaborate exercise to identify errant units and take action
against them. However, that did not help in saving aquatic life. Now,
with the new mandatory provision, treated waste water will have to go
through the fish-pond test and this will guarantee that toxic
contents are not released.

Meanwhile, the board has disconnected the power supply to nine units
in Baddi and Paonta Sahib for releasing contaminated water. The water
quality was tested after mortality of fish in the Sirsa early last
month.

With an increase in population, the use of water has increased manifold
and Chamba town has started facing water problem. It is high time for
another water supply scheme for the town to meet the present
requirement of water.

The existing water supply scheme was commissioned in 1993 which was
constructed at a cost of Rs 1.40 crore. Under the scheme, the water had
been tapped from the Chameenu nullah near Jadera village by a 13-km
long gravity line. At that time, a water treatment unit with a capacity
of 7.28 lakh gallons was constructed which was the first of its kind in
any drinking water supply scheme at that time in a hilly tract.

Meanwhile, officials agree that before the town faces a water problem
in the days to come, the state government should take up a new water
supply scheme for the town.

Civic body has made a provision of Rs.2.5 crore for current year

SHIMLA: The Urban Development Minister of Himachal Pradesh, Kaul
Singh Thakur, said on Wednesday that Shimla is one of 63 cities in
India that have been included in the Jawaharlal Nehru National Urban
Renewal Mission project for developing the basic infrastructure. He
said an amount of Rs. 50,000 crores had been earmarked for the
mission by the Union Government to be spent during the next seven
years.

Speaking at a Stakeholders' Consultation Workshop on city
development plans here, he said the Shimla Municipal Corporation had
already submitted a vision document to the Central Government. In
this reform-driven mission the municipalities and the State
Governments would have to go for a complete reformation process, he
added. "The eligible cities under the project will have to formulate
a medium term City Development Plan."

Mr. Thakur said the Himachal Government was committed to making
Shimla a beautiful modern town and at the same time retaining its
old heritage under this mission. He said it was a matter of great
satisfaction that the State Government and the Municipal Corporation
of Shimla had already initiated many mandatory reforms that were the
basic requirements of this mission.

The significant reforms that the Shimla Municipal Corporation has
already initiated are e-governance and switching over to Accrual
Based Double Entry System of accounting.

Mr. Thakur said that bringing about a permanent solution to the
drinking water shortage in the hill station and solving the problem
of traffic congestion are the top priorities. In addition, shifting
the solid waste management plant and making the arrangements of
houses for poor people of the town were also on the priority list of
the Government and the Shimla Municipal Corporation, he added.

Mr. Thakur said that for implementation of the schemes under the
project, the Municipal Corporation of Shimla had made a provision of
Rs.2.5 crore in its budget for the year 2006-07 and it was expected
that by December this year the first instalment of funds under the
mission would be received from the Central Government.

The Minister asked for constructive suggestions for a sustainable
infrastructure development and for formulation of city development
plans from the stakeholders, Government organisations, NGOs, elected
representatives of the citizens, town planners and prominent
citizens of the town.

Speaking on the occasion, Harbhajan Singh Bhajji, the local MLA,
observed that it was a progressive scheme under which the Union
Government had decided to give financial assistance to urban local
bodies for strengthening the urban services by improving the
existing infrastructure and urban poverty alleviation including
housing for the poor sections of society.

SHIMLA: The biggest mobile service provider in Himachal Pradesh,
Bharti Airtel, on Tuesday announced the launch of its services in
the tribal areas of the remote Kinnaur district.

The CEO of Airtel in Himachal, Sharlin Thayil, announced that the
company had expanded its services to Sangla town and Kamru, Raksham,
Batsari, Chansu, Shoung, Brua and Sapni villages in one of the
remotest terrains of the State.

He said the launch would benefit tourists and apple growers besides
the locals. A large number of para-military and armed forces
personnel stationed in and around the area would also benefit, he
added. "The company is providing a state-of-the-art network in over
55 towns and 7,000 villages. Overall there are 500 cell sites
created in the State and developed in most difficult conditions
after using mules and ponies since there were no motorable roads."

The company, which is also launching a concessional scheme for
professionals, has a customer base of 4.5 lakhs and controls more
than 50 per cent of the mobile service market in the State

Air Deccan has finally announced its operations to Kulu from October
17. Earlier, the airlines kept on announcing dates to start its
flights to Kulu after the test flight done on February 25, 2006, but
none of the dates announced witnessed the actual operation.

Now, the airlines has announced the schedule and tariff and started
accepting bookings which confirmed that the no-frill airline has
finally decided to start its flights to Himachal Pradesh.

Mr John Kurville, Commercial Manager of the airlines, confirmed on
the telephone that the Delhi-Kullu-Delhi flight would operate on
everyday basis with the 48 seat ATR aircraft. The airlines has
offered special one way basic fare of Rs 74 plus taxes for first 100
tickets and the onwards slabs will also be available. The maximum
fare on the flight will be about Rs 2,600 per passenger.

I would be visiting shimla for 4 days from 28th to 31st October. This is my first visit to any northern part of India and i am really excited and looking forward to it. I need some guidance with my hotel reservations during my period of stay. I would be staying there for 4 Days/4Nights and am looking for Budget/Economic Hotels/Hostels. There are six of us in all. Any kind of assistance would be highly appreciated.

Airtel service now in remote Himachal valley

Shimla, Sep 5 (IANS) Mobile major Bharti Airtel launched its mobile
services Tuesday in one of the remotest and most inaccessible
mountain areas of Himachal Pradesh near the border with Tibet.

The service was launched in the scenic tribal Sangla valley in
Kinnaur district, some 250 km from here bordering Tibet. The region
is home to the country's apple and chilgoza pine orchards besides
being a destination for foreign and domestic adventure-seeking
travellers.


'The launch of the Airtel service will benefit locals, tourists and
even the paramilitary and armed forces in this border area,' said
Sharlin Thayil, Bharti Airtel chief, Himachal Pradesh, here.


'With this launch, Airtel has spread its network to over 55 towns
and locations and some 7,000 villages across the hill state,' Thayil
said.


'For ensuring a congestion-free network, the company has now over
500 cell sites all over the state, including those in some of the
most inhospitable terrains of the country,' he said.


'For our towers in Sangla valley we've had to transport material on
mules and ponies as there are no motor-able roads,' said Thayil.


The company would provide mobile services in the adjoining and
equally remote Lahaul and Spiti region with the help of satellite
technology and not by towers, he said.


'We've also just started our high-speed Internet service in Shimla,
Baddi, Dharamsala and Mandi towns,' he said.


In view of poor Internet services in the industrial town of Baddi,
the company has started an ambitious 'Wiring up Baddi' project.


'For the benefit of our customers we have started bundle handset
schemes to make available Nokia and Motorola handsets for the
economy customers,' he said.


With a customer base of 450,000 in the state, Airtel claims it has
over half the mobile customers in the state, while Bharat Sanchar
Nigam Ltd (BSNL) follows close behind. Tata and Reliance are making
quick inroads into this fast-growing sector.

Sugar free honey project for Himachal
Shimla, Aug 28: In an effort to motivate beekeepers to produce sugar-
free herbal honey, the government has introduced a new eco-friendly
beekeeping system in Himachal Pradesh.

The National Horticulture Board (NHB) has sent 5,000 beekeeping
boxes along with the bees to the state, to be distributed in 10 of
12 districts in the next year, an official said.

These bees will be fed on the stevia herbal plant leaves that are
said to produce sugar free honey. The plant is also considered a
natural sweetener and attracts bees.

These leaves will come in handy both during the dry winter
countryside and the rainy season when the bees are unable to fly out
in search of food.

In the lean season, the hungry bees are normally fed sugar by
beekeepers, resulting in production of poor quality honey. Stevia
will change this practice.

Sugar free honey is much in demand by diabetics and those who do not
wish to gain weight but at the same time want to enjoy the taste of
honey.

It is also said to reduce cravings for sugar and fat besides being
helpful in controlling blood sugar and high blood pressure.

An official said the project was sent to NHB by the Himachal Organic
Association (HOA) to popularise healthy sugar-free honey.

"Eventually the state government plans to procure some 100,000
beekeeping boxes to produce herbal honey," said a government
official.

The HOA has signed a deal with a company that will manufacture these
boxes.

"Farmers wishing to get into beekeeping can submit projects up to
Rs.1 million. The NHB will bear a fifth of this sum. The rest will
have to be paid by the beekeeper," said the official. "A box of bees
will be sold for Rs.3,000."  --- IANS
