The ambitious tunnelling programme has finally got underway with the
government engaging Geo-Consult, a world leader in engineering
consultancy, for preparing detailed project reports for as many as
seven tunnels proposed to be constructed to improve the road
infrastructure and ease traffic congestion in the state.

The Austrian company will be working in joint venture with the RITES
(Rail India Techno Economic Services) and Banglore-based Secon
company. It has been asked to complete work for all the tunnels in
six to nine months.

Besides construction of five new tunnels, there is a proposal to
double lane the existing tunnels at Dhalli , near here, and the
famous Kangra tunnel.

New tunnels are proposed to be constructed under Swarghat on the
Chandigarh-Manali national highway and Kharapthar on the Shimla-Rohru
state highway. In addition, three tunnels are proposed within Shimla
to ease traffic congestion on the circular road.

The company has been asked to conduct a survey of the tunnels in
Shimla and Kharapathar immediately as snowfall during winter could
delay work. The longest tunnel, about 7.5 km, will be bored under the
Swarghat hill to reduce the distance between Chandigarh and Bilaspur
by about 16 km. The Kharapathar tunnel will be smaller but will
curtail the distance between Rohru and Shimla by about 20 km.

In Shimla, tunnels are proposed to be bored from the Lift to Lakkar
Bajar, Lift to Himfed Petrol Pump and the IGMC to Himfed Petrol Pump.
The tunnels, will be constructed in Shimla to ease traffic congestion
on the circular road, the lifeline of the city. The total length of
the three tunnels will be about 4 km. These tunnels will be made part
of the urban renewal mission.

According to sources, the Swarghat tunnel project was likely to be
taken up on the build, operate and transfer (BOT) basis as there was
sufficient vehicular traffic on the road to ensure economic viability
of the project. However, the Kharapathar tunnel and double laning of
Dhalli and Kngra tunnels will be taken up as social projects.

You must be aware that HP Government has recently passed a societies
registration bill which is step curb the autonomy of societies and
particularly NGOs working in Himachal. The law has been framed without
any consultation and discussion in any public forum.

Planning commission had framed a policy for Voluntary Organizations and
the new bill is no where reflecting the direction set by Government of
India. So we are seeking advice from our friends especially lawyers in
the network who can interpret the bill keeping in mind the VO policy.
Based on that we would want to launch a web campaign against the bill
which is trying to take away the basic right of association from the
citizens.

thereby would give me a chance to befriend several Himachali brethren and

I am living in Delhi with the family. Am married. Have one daughter (6+) and
a son (2+). We are a Punjabi Saraswat Brahmin family.
Earlier from Sialkot (Pakistan).

Working for an educational Institute and earlier have been in UNDP (United
Nations Development Programme) also as well been serving in the Event
Management Sector.

Jagson Airlines entered a price war Friday by fixing its airfare to
any Himachal Pradesh destination from the national capital to as low
as Rs.1,000.

The decision comes barely days after budget carrier Deccan Airways
announced trial flights before starting regular flights next month
to Kullu and Dharamsala from Delhi.

Until Deccan announced its entry in the skies of the hill state,
Jagson was the sole carrier with airfares one of the highest in
northern India.

`From the beginning of next month you can fly from New Delhi to
Shimla, Kullu or Dharamsala for only Rs.1,000,' said Koustav M.
Dhar, vice president Jagson Airlines.

But the invitation price will not apply to return tickets, which
will be higher, a Jagson official said.

`To avail this facility a ticket must be booked at least 40 days in
advance or lesser days depending on availability of tickets,' Dhar
explained.

Until now the air ticket from Delhi to Shimla was Rs.2,875 and from
Delhi to Kullu, it was priced at Rs.4,150.

Jagson does not rule out starting more flights to three centres in
the hill state from Delhi and Chandigarh.

RAILWAY BOARD BUILDING- The Railway Board building made in 1896-97 is a unique colonial style cast iron structure which was fabricated by Bombay-based Richardson and Cruddas firm. It was built at a cost of Rs 7.31 lakh. It was designed to be structurally fire resistant and was not affected during the fire, which broke out in 2001. Raffles Hotel in Singapore and the Railway Board building are the only two unique frame block buildings in the whole of South Asia. The building has four floors with height varying from 11 mts to 15.50 mts on the Mall side. The total height of the building is 25 mts, including three basements. The building was originally designated as Public Works Department secretariat office but now has various central government offices.

This is one of the most well proportioned and architecturally beautiful building of Shimla

With large part of its precious heritage having already been lost in the maze of haphazard constructions, the government has come out with Draft Heritage Report, whereby residents will be motivated to incorporate British architectural features in the new buildings they construct.

Planned and developed by the British on seven hills, Shimla is known worldwide for its architectural masterpieces dotting the Mall and other parts. The issuing of the Draft Heritage Report, which will form part of the Shimla Development Plan is aimed at encouraging people to adorn their houses with sloping roofs, dormers, chimneys, porches, doors and windows, which were used by the British in the numerous buildings they constructed. Most of these features were replicated from European buildings during the days of the Raj.

Heritage Zone

Though the INTACH had identified 329 structures in and around the town to be declared as heritage buildings but the government has decided to include only 97 of these for the time being. The list of these 97 structures both private and government will be placed before the Cabinet for its approval.

In order to ensure conservation of heritage along the Mall, the stretch from Chotta Shimla to the Vice-Regal Lodge has been notified as Heritage Zone. Only reconstruction along old lines is permissible in this zone and that too in strict accordance with heritage regulations and projecting the original structures.

It is being suggested that in order to encourage people to adopt the British architectural features, prepared doors, windows and other material be supplied through some agency like the Municipal Corporation or a development agency at subsidized rates. “The new structures that come up in a particular locality should be in consonance with the prominent British time building in that particular area so that there are no eye sores in the form of ugly concrete structures,” says an official.

Names galore

Perceived and established by the British during colonial period in first half of the 19th century as their summer capital, the town had acquired global fame by the time the British left it in 1947. Known by various names like “Indian Mount Olympus” “Abode of the little tin Gods” and “British Jewel of the Orient” Shimla has a name in the international market due to its unique architectural and beautiful buildings that dot the cityscape.

The British in trying to recreate homely atmosphere used English architecture while constructing their houses. However, with time they also incorporated the indigenous style as a result of which some of the buildings display attributes of a different style coined as the Anglo Indian architecture. The Bantony, the summer palace of the Maharaj of Sirmour is a perfect example of this style.

Gothic architecture

Swiss Chalet bungalows were the most common in Shimla along with Baronial Chateaus with corrugated iron roof and Tudor Gothic, a dull but dignified style. The city possesses distinct British heritage, including institutional buildings, bungalows, churches, theatres, schools, hospitals street pattern Some of the architectural masterpieces constructed by the British include Vice Regal Lodge, Gorton Castle, Bantony, Railway Board building, Gaiety Theatre, Town Hall, Auckland House, Ellerslie, Barnes Court and Chalet Day School.

The houses were named either after the name of the owner like Kennedy House, Bentick Castel or after important features on which they were located like Mt Pleasant Lodge, Knollswood Lodge, Observatory House or on the physical characteristic around it like natural vegetation – Oak Ville Violet, Fir Cottage, Pine Lodge or North View, Snow View. Many of the names of houses were also changed as its ownership changed like Allan Bank was called Nunnery in 1840 when its was occupied by three sisters.

Like most of the other pedestrian hill stations set up by the British, Shimla too is a melancholy shadow of its past. However, with the government now keen to take some concrete steps it is being hoped that there will be thrust on heritage conservation so that it preserved for posterity.

“Shimla should be declared a heritage city and making heritage conservation as a people’s movement is the foremost necessity,” feels Mr B.S. Malhans, Convener of the Shimla Chapter of the INTACH.

Despite much promise in the early years, the Information Technology (IT) boom hasn’t taken place in Himachal Pradesh even though industries from other sectors have moved in large numbers to the hill state.

In the late 1990s, the Himachal Pradesh government took initiatives to frame an IT policy and also planned to set up an It department with much fanfare, besides taking several initiatives in the field of e-governance. But things have moved slowly since then.

Nasscom has rated Himachal as a top future destination for this sector as it possessed nine of the 13 parameters needed for an IT boom.

SHIMLA: Ten companies have shown interest in setting up an IT city in Himachal Pradesh. The expressions of interest (EOIs) were sought in May 2006 and the companies which have evinced interest include DLF Universal, Gurgaon; Parsvanath Developers, Uppal Housing, Omaxe Infotech City Developers and Negolice India, New Delhi; IVRCL Infrastructure and Projects and Maheshwari Mega Ventures, Hyderabad; Skil Infrastructure and Zoom Developers, Mumbai and Compact Disc India, Chandigarh.

 

The project will involve an investment of nearly Rs 200 crore assuming that one lakh sq metre of built up area and construction of other common facilities such as internal roads, streetlights, ETP and green patches are taken into account and an IT habitat is also proposed to be part of the IT park.

 

The park is proposed to be built over 126 acres of land and the areas identified include Waknaghat in Solan, Nalagarh near Baddi, Raja-Ka-Bagh in Kangra, Nagri in Kantra and Dalhousie in Chamba.

 

The project is to be operated on commercial format of build, own, operate basis(BOO). Indications are that the IT park may be set up in two locations. The whole or part of the IT park may even be run as a special economic zone (SEZ) for which the state government shall provide all facilitation including requisite government clearances.

 

When asked what will be the next step, IT and LEP secretary Sanjeev Gupta, said, “Now it will be request for proposal (RFP). This will take 4-6 weeks’ time.”

 

What is noteworthy is that Nasscom has rated Himachal very high on 9 out of 13 parameters in its countrywide survey. It has projected annual turnover of Rs 20,000 crore by March 31, 2010, from software and services. Should this happen then Himachal has much to cheer.

 

The state’s USP is its almost nil job attrition rate unlike high attrition rates in IT cities like Bangalore and Hyderabad. Besides, says Mr Gupta, “We have uninterrupted, cheap and good quality power supply coupled with nearly 8,000 km out of 13,000 km of metalled road with nX2 mpbs optical fibre cable(OFC) network making it the highest density in the country.”

 

Added to this is central excise duty exemption for 10 years, nil sales tax on IT products, income tax holiday for five years and 30% rebate thereafter, even for domestic operations and DGFT registered units.

 

Moreover, the government will give all software and service units including training institutes an industry status. However, what lacks in Himachal is proper air connectivity. The state has only three airports at Shimla, Bhuntar and Gaggal, which are in need of upgradation to land bigger aircraft.

Shimla, Oct 05: The Himachal Cabinet on Thursday decided to transfer
ownership rights of government land to those persons presently in
possession in bazaar wards of Bara and Chhota Shimla, Krishna Nagar,
Lakkar Bazaar and Boileauganj.

The move will benefit 2,354 persons and involve about 11.56 hectares
of land within Shimla Municipal Corporation limits.

In the cabinet meeting, held under the chairmanship of Chief
Minister Virbhadra Singh, it was decided that the beneficiaries
would have to pay 20 per cent of market value of the land -- which
is owned by the government as per revenue entries of 1907 -- or Rs
2,000 per square metre, whichever is higher.

Or else, they would surrender their right of possession to the
government or Shimla MC on payment of equivalent charge by the state
government or the local civic body.

An official spokesman told mediapersons after the meeting that it
was decided to substitute words 'ad hoc' in instructions issued by
personnel department on October 24, 2002 with word 'regular' for
filling up promotional posts on regular basis, especially where
procedure followed for making ad hoc promotions was similar to that
for regular promotions.

The cabinet further approved an amendment to a town and country
planning department notification of August 7, 2006, constituting
Special Area Development Authority (SADA) for Baddi, Barotiwala and
Nalagarh areas.

SADA would now be known as Baddi-Barotiwala-Nalagarh Development
Authority. The Chief Minister would be its chairman while ministers
holding the charge of town and country planning, urban development
and industries departments would be its members along with general
administration department secretary.

The cabinet sanctioned 89 posts, including 82 posts of teaching and
non-teaching categories in newly upgraded schools, three posts of
excise and taxation officers to be filled by direct recruitment
through HP Public Services Commission and four posts of different
categories for physically challenged persons in information and
public relations department.

Private universities flock to Himachal Pradesh


Shimla, Oct 5: With the state government allowing private
universities to set up shops in Himachal Pradesh, the hill state is
fast becoming a destination for academic enterprises.

Over 20 educational institutions have already approached the state
government in this regard, an official said.

Some of the notable names include Amity group, Apeejay Satya, ICFAI,
Chitkara Education Trust, Ind-Swift Ltd, The Bells Education and
Research Society, Indian Institute of Ecology and the PCPI Education
Society, said the official.

While Apeejay has identified a plot of land near the industrial town
of Parwanoo, 90 km from here, Amity is keen to set up a university
in the hill town of Dharamsala, some 280 km from the state capital.

Soon after the state government passed the private universities act
earlier this year, Chief Minister Virbhadra Singh said the
government would be very selective about opening only quality
universities so that the hill state can be made a true 'knowledge
hub' in the years to come.

Himachal govt scholarships for RIMC students

Shimla, Oct 5 (PTI) Himachal Pradesh government has approved Rs 20,000
scholarships per annum each for bonafide students of the state,
training at the Rashtriya Indian Military College in Dehradun.

Effective from October first this year, the scholarship would be given
without considering income limit of the parents or guardians of the
students, an official spokesman said today.

My question is this why not our MP's not pur resolution infront central
govt. for conversionig of our narrow gauge rail line from pathankot to
jogindernagar.We have got freedom since 1947 nerabaout 60 years past
but still the it narrow gauge.is our Mp are not able to put some
pressure or resolution to change this rail line to meter gauge. ithink
if this rail line changes to meter than definitly this will effectthe
strength of visitors/tourist to this DEV Bhumi ,which is known as "DEV
BHUMI".i think so

The second edition of the MTB Himachal, country's only mountain cycle
racing event, got off to a flying start with 60 bikers ,including 19
foreigners, leaving for the nine-day odyssey.

It will be tougher, longer and pass through higher hill ranges to put
the endurance of men and machines to a severe test.

The event called "Hercules Trans Himalayan Challenge",will pass
through the 25 km Jalori pass -Jhanjheli stretch with an altitude of
over 10,500-foot providing a panoramic view of Shimla, Kulu and Mandi
districts. It is a mule track which will be used for biking for the
first time. The participants will cover a total of 656 km compared to
434 km last year. On average the daily coverage will be 85 km
compared to 62 km last year.

The daredevils will pass through a varied course ranging from simple
footpaths, mule trails and dirt tracks to fast-paced gravel roads.
They will encounter winding steep down-hills and gruelling up-hills
which will test the skills of the best in the business. During the
event they will achieve an aggregate gain of 12,000 m and the highest
point on the course will be the 3,600 m Chhatru top.

The number of participants has also shot up from last year's 36 to
60, which includes 19 foreigners from 13 countries. Last year's
champion Norbert from Hungary is in the fray again. The Indian Army
has two teams, representing the adventure cell and the seventh
command, while Firefox Bikes, which had introduced state-of-the-art
alloy cycles in the country, has also entered a five-member team. The
event is being organised by the Himalayan Adventure Sports and
Tourism Promotion Association and co-sponsored by the state tourism
department and the TI cycles. There are 12 women participants against
seven last year.

It is an effort on the lines of citizen journalism, where citizens

journalism because our initiative heavily has a social aspect, where the

Jagson Airlines entered a price war Friday by fixing its airfare to
any Himachal Pradesh destination from the national capital to as low
as Rs.1,000.

The decision comes barely days after budget carrier Deccan Airways
announced trial flights before starting regular flights next month
to Kullu and Dharamsala from Delhi.

Until Deccan announced its entry in the skies of the hill state,
Jagson was the sole carrier with airfares one of the highest in
northern India.

`From the beginning of next month you can fly from New Delhi to
Shimla, Kullu or Dharamsala for only Rs.1,000,' said Koustav M.
Dhar, vice president Jagson Airlines.

But the invitation price will not apply to return tickets, which
will be higher, a Jagson official said.

`To avail this facility a ticket must be booked at least 40 days in
advance or lesser days depending on availability of tickets,' Dhar
explained.

Until now the air ticket from Delhi to Shimla was Rs.2,875 and from
Delhi to Kullu, it was priced at Rs.4,150.

Jagson does not rule out starting more flights to three centres in
the hill state from Delhi and Chandigarh.

Shimla, October 3: THE Bharat Sanchar Nigam limited (BSNL) today
rolled out fresh plans for Himachal Pradesh to upgrade telecom
services — in both mobile and fixed lines categories — and offered
to extend "closed group dialer" facility to other categories of
professionals and government servants.
At a ceremony to launch its pre-paid facility for the fixed lines
category, Shri Kant Sharma, chief general manager of the Himachal
circle, said here that BSNL had created a world record by having
31,000 mobile subscribers benefiting under the "closed group dialer"
facility. Initially, the package was proposed only for 20,000
subscribers.
The facility is currently available only to the state government
servants and would soon be extended to other categories of
professionals. "Moved by its success, we are going to create a new
group for the government servants and employees of PSUs," the CGM
told a press conference here today.
Sharma said the BSNL would shortly go for two new services for
mobile phone users. These include location-based applications (LBA)
and missed-call alerts. Under LBA, private companies will be allowed
to communicate with subscribers to inform them about the facilities
available with them.
