Concerned over the leakage and rotting woodwork at the Indian
Institute of Advanced Study (IIAS) here, the Indian National Trust
for Art and Cultural Heritage (INTACH) has raised the matter with the
Archaeological Survey of India (ASI), which is entrusted with the
responsibility of maintenance of the erstwhile summer residence of
the Viceroy of India during British rule.

The convener of the Shimla Chapter of INTACH B.S. Malhans in his
report has pointed out that leakage at several places is damaging
woodwork. In fact, it is on the basis of his report that the national
head of INTACH has raised the matter with the ASI.

He has written a letter to the ASI director-general S.K. Mishra in
this connection. INTACH has expressed concern over the failure of the
ASI to take steps to plug the leakages so that the monument can be
protected and saved from further dilapidation.

"The situation in the study rooms allotted to research scholars in
the annex adjacent to the main building complex is rather bad as
there is a lot of leakage," said Malhans.

He also felt that the ASI staff deputed here was probably not
competent enough to take care of the building which has been a part
of national history and many historic events took place here.

INTACH is also of the opinion that no guests should be allowed to
stay in the rooms on the first floor of the main building, as is
being done. "Only dry use of such monuments should be allowed as
being more than century old these cannot afford to take wet use which
would be very damaging for the structure in the long run," points out
Malhans.

Despite the fact that the IIAS has a guest house in which all
research scholars and guests are put up, even the rooms in the main
complex are opened for guests. "It is a well- established fact that
the ASI takes better care of monuments which are not in use rather
than a living monument like the IIAS," he stresses.

It is probably for this reason that the IIAS was not given to the ITC
which was keen to convert it into an international-level convention
centre in the early nineties.

Being under the Human Resource Development Ministry the IIAS is now
only used for academic and research-oriented work.

Sarika Katoch, a young social worker, anchor and theatre personality
from Dharamsala, has been nominated by the Union Government to
represent the country in the Commonwealth Youth Caucus till 2010.

Besides, chalking out the nation's youth development programme with
funding and guidance from the Commonwealth Secretariat, she will also
play a key role in organising the Commonwealth Games in New Delhi in
2010.

She was among the four youths shortlisted from India for the final
selection. She has been called for five-day training at the
Commonwealth Youth Development Centre, Chandigarh, beginning from
coming Monday.

Kamal Pathania, a resident of Rohvain Patta under Bhoranj block of
the district, has done wonders in agriculture by adopting scientific
farming. has grown a fine quality of capsicum crop in a greenhouse
which is not only fetching him a price of Rs 100 per kg in the Delhi
market but he hopes to get in return the expenses of about Rs 3 lakh
in a single year.

Pathania, who after graduating from Hamirpur was running a taxi till
he came to know about the incentives given to farmers by the
Horticulture Department under the Horticulture Technical Mission. The
young farmer has already sold about 9 quintal of seegenta variety of
capsicum, of which single fruit weighs up to 400 gm in attractive and
different red and yellow colours.

To start with, Pathania established a greenhouse over 500 sq m of
unutilised piece of land in his village to leave the profession of a
taxi driver. He later set up a water tank with filter for drip
irrigation and linked it with a device for putting fertilisers and
pesticides, besides using vermi-compost.

Pathania said, "I initially invested Rs 52,000 and sought a loan of
Rs 4.50 lakh from a bank and the government provided me subsidies of
Rs 1.62 lakh and officials of the Horticulture Department provided me
with all technical help."

For marketing his produce, he has made arrangement through the HRTC
buses to send the crop daily to the Delhi market. He hopes to sell 30
quintal of capsicum by the end of the year and would return the loan
of Rs 2.50 lakh in one year.

As a world of inspiration to the youths Pathania said "Instead of
hankering after petty jobs, the youths should avail the government
incentives and earn an honourable living."

Hamirpur horticulture deputy director Dr. R.N. Sharma said "Many
youths are coming forward after witnessing the success of Pathania
and several green houses have already been setup in Bijahadi, Moharal
and other places."

Kullu, July 19
Five women members of the Indian Mountaineering foundation women
expedition have successfully scaled the 6,517 meter high MULKILA-4,
the highest peak in the mountains of Lahaul, on July 14.

This was stated by Deepu Sharma, leader of the expedition. She said
the names of the team-members were Rinchen, Parineeta Chauhan, Kusum,
Aiyingbi, Pushpa, Nabneeta, Neeta and Bidya, and among them the
climbers who made it to the top are Rinchen, Parineeta Chauhan,
Neeta, Kusum and Bidya.

The expedition was sponsored by the Indian Mountaineering Foundation,
Delhi, an apex body in the field of adventure sports. It was earlier
flagged off by Rita Gombu, a veteran woman mountaineer from the
premises of the Indian Mountaineering Foundation on June 28.

Briefing details she said, the team reached Manali on June 29 and
they were flagged off on June 30 by Col. H.S. Chauhan, director,
Directorate of Mountaineering and Allied Sports, Manali, and vice-
president, Indian Mountaineering Foundation.

Shimla heritage buildings to be restored: CM
(THE HINDU)

SHIMLA: Considering the historical importance of a large number of
buildings here built during British rule, the Himachal Pradesh
government has initiated work to restore their original structure,
Chief Minister Virbhadra Singh said on Friday.

Services of world renowned restoration architects, experts and planners
have been requisitioned to advise the state government about the
possibility of restoration of such monuments in Shimla which was the
summer capital of British rulers, he said after inspecting the
restoration work under progress in Gaiety Theatre.

The effort started from the Gaiety Theatre where restoration work
started almost four years ago and was nearing completion. The Chief
Minister said Gaiety Theatre would be restored to its original
architecture.- PTI

Jammu and Kashmir will soon get connected by another road through
Chamba district of Himachal Pradesh. The union government has cleared
a Rs 67-crore project to construct a road from Chamba to Bhadarwah in
Doda district of Jammu and Kashmir.

At present, the Pathankot-Samba road is the country's only road link
to Jammu and Kashmir. There is one more road link from near the
Chakki bridge in Kangra district to Udhampur in Jammu and Kashmir via
Memon but that is commonly used for defence purposes only.

This new project will provide Jammu and Kashmir with its first direct
road access to Himachal Pradesh.

The union minister of tourism Ambika Soni told The Tribune on the
telephone that the Chamba- Bhadarwah road would help attract tourists
visiting Himachal Pradesh to Bhadarwah via Chamba district.

Political observers feel that the construction of this road would
also go a long way in improving the economic condition of the people
in both north-eastern Jammu and Kashmir and Chamba district.

It may be mentioned that the `rajmash' growers of the Doda belt are
presently deprived of the Himachal and Punjab markets that actually
are close to the Doda area but due to the absence of any direct road
link one has to go via Pathankot travelling a long distance.

The total distance between Chamba and Bhadarwah is just 50 km but the
road almost stops at Thanalla village, which is about 28 km from
Chamba.

The landlocked Bara-Bhangal in Kangra, Saach in Chamba and Rupi in
Kinnaur will be connected with a motorable road at a cost of Rs 58
crore, to be under operation within a month.

This was stated by Chief Minister Virbhadra Singh while reviewing the
progress of road connectivity to Dodra-Kwar area of Shimla district
here today.

He said the work on the Dodra-Kwar road had suffered due to prolonged
winter season and would re-start immediately after the season closes.

The testing of the road would be complete within the current month.
He said the inspection team would ensure fitness of the road for
heavy vehicles.

The section of the Dodra-Kwar road upto bridge point in the valley
was likely to be passed for heavy vehicles by the end of July, where
people would get connected to the rest of the world with road
communication.

He said immediately after the opening of the road, essential
commodities would be transported for the winter months into the
valley, since the snow bound Chanshal heights would suspend the
movement of vehicles to the valley during winter months. He said the
road would promote tourism activities in the valley.

Close on the heels of model colleges, the Himachal government today
announced a scheme to develop at least one senior secondary school in
each district as a model school. Admissions will be carried out in
these schools on the basis of cut-off marks against limited seats,
and best teachers would be posted there.

Chief Minister Virbhadra Singh declared the local Portmore Government
Girls Senior Secondary School as the first model school keeping in a
view its outstanding academic and extra-curricular achievements.

Addressing teachers and students after dedicating the new multi-
storeyed complex of the school, the Chief Minister said the school
had maintained its excellent academic, sports, extra-curricular
activities track record. He said his government would identifyone or
two senior secondary schools in every district to be developed as
model schools.

The government had launched a number of specific schemes aimed at the
promotion of girl education. The government was also providing
scholarships and other incentives to girl students of vulnerable
sections of society. Himachal happened to be the first state where
girl education up to the highest standard was free.

The Chief Minister said that every senior secondary school was being
provided a science block in a phased manner and 71 schools would be
covered during the current financial year at a cost of about Rs 43
crore. Every new degree college was being provided Rs 5 crore for
infrastructure development.

Its efforts had been lauded not only at the national but also at the
international level. He directed the authorities to prepare a
detailed project report for the construction of a separate block for
the elementary section of the Portmore school to accommodate at least
1,000 students. He also announced Rs 5000 each to the senior
secondary, elementary, NCC and scouts and guide members for promotion
of their activities.

He also awarded students for excellence in the academics, sports and
extra-curricular activities.

Successful implementation of the innovative "Quality in delivery of
public services" e-governance initiative has prompted the Himachal
government to adopt it as a state policy for carrying out
administrative reforms.

The project enabled Himachal to become the first state in north India
to acquire ISO:9001:2000 certification for e-governance services in
issuance of driving and conductor licenses and registration
certificates (RCs) for motor vehicles.

These documents are now being automatically issued to public within
three working days after submission of complete application forms on
a first come, first serve basis. This has not only led to increased
efficiency in service delivery mechanism but also imparted greater
transparency to the whole process much to the satisfaction of the
public. It has also eliminated the role of middlemen as documents are
automatically delivered.

The initiative was taken in Hamirpur and Mandi districts for getting
the e-governance centres quality-certified. Accordingly, in all three
subdivisions of Hamirpur, Barsar, Nadaun and Sundernagar subdivision
of Mandi, the e-governance centres were restructured to make them ISO
compliant. Procedural changes were also carried out to eliminate
discretion and cutting bureaucratic red tape.

The process of restructuring at e-governance centres was done in
consultation with Det Norske Veritas (DNV) by involving the staff and
officers. It involved rigorous training on the Central Motor Vehicles
Act and rules to ensure that its provisions were uniformly understood
and implemented. The ADM was appointed as the management
representative to coordinate and ensure implementation of decisions.
A citizen charter was also formulated in consultation with the stake-
holders, including taxi unions and prominent citizens to create
awareness. Performance monitoring sheets were introduced which
captured processing delays at the branch and the regional licensing
authority levels, separately.

Minimum maintenance of inventory and consumables were assessed and a
system was put in place to ensure a basic critical level of
inventory. Document requirements along with relevant forms that are
required to be filled and attached with the application have been
worked out and a comprehensive booklet has been designed to guide the
public. Record keeping was structured scientifically for proper
upkeep and trackable registers have been opened. It has reduced the
tracking time from 5-6 hours to five minutes. Further, the quality
policy statement led to e-governance centres on a defined path for
efficient delivery of public services.

Since the performance of these e-governance centres is being
monitored on a daily basis, the system has an inherent synergy to
comply with objectives. It has promoted good governance and has
received tremendous positive response from the local public. It is
expected that the project ambit would be expanded to other areas of
administration like issuance of copy of revenue records.

The Rs 800 crore assistance from the World Bank will not only help
improve the financial position of the debt-ridden hill state but also
provide some respite to the employees as putting a cap on transfers
is one of the conditions agreed to by the government.

The "policy matrix" approved by the Cabinet for availing assistance
in the form of "development policy loan" lays down that the total
number of transfers in a year will not exceed six per cent of the
total strength of the staff. The total number of employees in the
state is about two lakh and as such only about 12,000 transfers could
be effected annually. This must come as a relief to the employees who
are harassed by transfers round the year.

The bank is giving 90 per cent of the "development policy assistance"
as outright grant and the remaining 10 per cent as loan. The bank
wanted to limit the number of transfers with the twin objective to
bring down the annual financial burden on the exchequer on this
account and, more importantly, to ensure security of tenure for
officials. It firmly believes that short and uncertain tenure is not
conducive to good governance.

The guarantees which the government furnishes for raising loans,
particularly in respect of public sector undertakings, has also been
capped. The amount of government guarantees, depending on the risk
factor will not exceed 40 per cent of the total receipts of the
preceding. At the present level of receipts which the government
guarantees will have to limited to about Rs 2,000 crore. However, the
cap will apply to risk-weighted guarantees.

Another important clause in the matrix lays down that the level of
subsidy on electricity to various categories of consumers will be
maintained at the existing level. The quantum of subsidy will not
exceed Rs 132 crore, the amount being paid during the current
financial year. As such, if the cost of supply goes up, the consumer
would have to pay more for power.

The government will formulate a comprehensive plan for protecting the
fragile hill environment and carry out skill mapping to bridge the
gap between demand and availability of manpower. For this the bank
has already sanctioned Rs 2 crore.

The entire exercise will as per the projections help contain the
fiscal deficit which will marginally increase from Rs 1,126 crore in
2007-08 to Rs 1,293 crore in 2011-12, while the ratio deficit to the
state gross domestic product will improve from minus 3.4(-3.4)
percent to minus 2.2 (-2.2) percent over the period. aSenior officers
maintain that there was nothing unusual about the conditions as steps
to contain fiscal deficit were already been taken under the budget
management and fiscal responsibility act and the government already
had a transfer policy as per which only three percent of the
employees could be transferred in a year. However, the policy is
observed more in breach and it remains to be seen if the involvement
of World Bank will ensure better compliance.

Village Project in Manali) would be completed at all costs.

Describing the project as beneficial for the hill state, the CM told
reporters it would be completed at all cost.

The scheduled SAARC car rally that will cross by this area on the
Dehra Dun-Paonta-Nahan road on March 27 has been acclaimed as
landmark step towards achieving meaningful integration of seven
member nations. The rally would cover a distance of 8,000 km in
Bangladesh, Pakistan, Sri Lanka, Maldives, Bhutan, Nepal and India in
31 days.

Sirmour unit chief of the BJP Baldev Bhandari said the rally would
strengthen relations among member constituents which was also the
need of the hour. He underlined the need of re-carpeting the road
from Kala-Amb to Naraingarh as it was full of potholes. The
participants would face a nightmarish experience, if road was not re-
carpeted, he added.

V.R. Chouhan, advocate, said it was an applaudable step taken by the
SAARC community. The rally would reflect solidarity and goodwill
gesture of the SAARC countries. It would help in strengthening
international ties. He emphasised the need for reinventing cross-
border routes that were lying closed, including the Hindustan-Tibetan
road and the Indo-Sikkim border routes.

Thanks to political bickerings and bureaucratic red tape, 20-bedded
trekkers' hostel in this hitherto lesser-known tourist destination
await inauguration even after their completion last year.

There are other four projects that await inauguration in the Chachiot
constituency.

The HP Tourism and Development Corporation (HPTDC) built the 20-
bedded trekkers' hostel at a cost of Rs 38 lakh here last year but
the neither the Tourism Department nor the corporation has bothered
to inaugurate it in the interest of tourists, rued Lawan Thakur, a
local resident, who has been organising workshops on folk arts for
local youth in Gohar subdivision.

Residents rued that apart from the trekkers' hostel, four other
projects await a VIP to inaugurate them. The girl students from the
remote Seraj valley have no hostel to stay as the one at the Bassa
college awaits formal inauguration.

Similarly, patients in the valley continue to suffer as the building
of the community health centre at Thunag, awaits inauguration.

The senior secondary school building at Janjheli and the Gohar-Kandah
road have also not been dedicated to the public just because
of "bickerings among local politicians", pointed out residents.

Despite good treks and ancient temples like Shikari Devi and Mahunag,
Janjheli presents a picture of neglect as its tourism potential has
not been fully exploited by the Tourism Department, rued a local
hotelier.

Palampur, July 8
The major source of drinking water supply to Palampur town and the
adjoining areas today suffered an extensive damage because of heavy
rain and debris thrown by a company executing a power project.
Landslides at different points between Bundla village and the water
source have hit the water supply pipes disrupting supply of water to
its main water reservoir feeding the town and other 20 villages.

According to reports, the supply to the water works has been
suspended which would result in a serious water crisis in the town
and the adjoining villages for two days. Executive engineer Naresh
Sharma said over 10 lakh litres of water was available in storage
tanks which could suffice for 12 hours. He said efforts to solve the
problem were under way.

He said the IPH Department had repaired all water supply lines
getting water from the Neugal river only last week but the dumping of
soil and debris by the power company had damaged pipelines again,
disrupting the supply of water.

Despite repeated requests, the IPH Department was not getting any
cooperation from the company which was cutting the hills to construct
a road and throwing debris into the Neugal, a major source of water.
The request to lay a new cement pipeline had not been conceded. It
would be difficult to restore the water supply lines soon as it would
take time to lay new pipelines.

It may be recalled that the Palampur SDM last week directed the
company to suspend the entire construction activities in the
catchments areas of the Neugal as debris thrown by it was damaging
the water supply pipelines to the town and other 20 villages. As the
company continued with the construction of the road disregarding the
SDM's directions, it again resulted in a water crisis in the town.

Meanwhile, R.K. Sood, president of the Palampur Welfare and
Environment Protection Forum today urged the Himachal Pradesh High
Court to intervene and restrain the power company from throwing soil
and debris into the Neugal, a major source of drinking water to
5,00,000 residents of the Palampur region.

A control room has been set up at the district headquarters here with
phone numbers 01892-224967 (police lines), 01892-229278 (district
magistrate's office) and a national toll-free number 1077. Similar
control rooms have been set up at all subdivisional headquarters.

Snowfall

The higher mountain peaks in Manali and Kangra experienced snowfall
today. The seven sister peak, Shikhar Beh and Mukher beh in Manali
wore caps of snow, while the Dhauladhar ranges were also snow-clad.


Dharamsala, July 8
On Sunday morning, the people of Dharamsala town woke up to face one
of the heaviest rainfalls ever witnessed during the past many years.

Although the town is known for heavy rainfall next only to
Cheranpunji in the country, today's heavy downpour, followed by
cloudbursts on the Dhauladhar ranges, resulted in flash floods in
many rivulets flowing through the hill town.

The nature's fury caused damage to the National Highway-88 near
Kangra, washing away a portion of the Dharamsala-Sheela-Kangra road,
causing damage to many bridges and buildings in and around Dharamsala.

When The Tribune correspondent visited Sheela chowk in the town, the
Manjhi rivulet was flowing above the danger mark. A portion of the
Dharamsala-Sheela-Kangra road near the Batehr village was washed away
in the flash flood, blocking the traffic completely.

A portion of the temple comprising bathing ghat on the rivulet was
also washed away. The main temple building was almost on the verge of
collapse as a portion of the rock on which it was standing had been
washed away. The administration has got the temple building vacated
and imposed a ban on entry of priests and the common people into it.

Eight flats in the housing board colony were damaged due to flash
flood in the Manooni rivulet. A small bridge across the rivulet
adjoining the housing board colony and another over the Manjhi
rivulet near Khaniara village were also partially damaged.

Reports from Kangra revealed that the National Highway-88 was blocked
by a heavy landslide near Brijeshwari ghat. A portion of the highway
was reportedly washed away near Kangra. However, traffic was restored
for light and medium vehicles via old Kangra when the report last
came in.

A bridge situated on the Kangra-Jamanabad road was partially damaged.
There were also reports of loss to private and public property in the
Nurpur and Jawali areas. Six families had been shifted to a safer
place at Rajauli village after rainwater entered their houses.

Machinery of the Subash Power Project at Palampur was also damaged in
the rain, said Bharat Khera, district magistrate of Kangra.

Shimla: Normal life was affected in some parts of the state following
widespread rain over the past 24 hours. Strong winds that accompanied
the incessant rain brought down a steep fall in the maximum
temperature across the state.

The maximum precipitation of 100 mm was recorded at Bhuntar, followed
by Sundernagar (72 mm), Shimla (35 mm) and Una (8.8 mm). The tribal
area of Kinnaur also had moderate rain that caused the maximum
temperature at Kalpa to plummet from 30°C to 17.1°C.

Bhuntar recorded a maximum of 20°C, down 16°C from yesterday's 36°C.
Sundernagar saw the maximum temperature fall from 34°C on Saturday to
23.8°C. Shimla had a maximum of 18.3°C, down 8.6°C from 24.9 °C
recorded yesterday.

The rain triggered numerous landslips that blocked link roads in
interior areas. Shimla also witnessed some landslides one of which
blocked the road leading to the Himalayan Forestry Research
Institute. It also posed danger to the stability of six houses
located uphill.

The foundation of a house was shaken by landslip in Dhalli. It posed
a threat to the adjoining houses, too. Minor slides were reported
from lower Kahlini and Vikas Nagar areas.

KULLU: Torrential and incessant rain during the past 12 hours
affected the normal life in the district. The water level in the Beas
crossed the danger mark and its tributaries were also flooded. The
water level suddenly went high in the Sarwari River and Mohal Nullah
due to flash floods.

Twenty residential kiosks in the Lanka Baker Colony were washed away
while 40 huts have been evacuated. However, no loss of life was
reported. A pedestrian bridge at Bhootnath across the Sarwari was
washed away.

Bus services were affected due to landslides at Luggar Bhatti on the
Kullu-Manali left bank road, Chharor Nullah on the Bhuntar-Manikaran
road and at many places in the Lug Valley. Sources in the HRTC
confirmed that the buses on these routes were not plying.

MANDI: Daylong spell of heavy rain in the central region today sent
several nullahs surging and triggered landslides that disrupted
traffic on the Pathankot-Mandi national highway at Guma, near
Jogindernagar, on the Mandi-Dharampur highway near Dharampur and on
the Mandi-Manali highway near Bhuntar for two to three hours today. A
couple of link roads in the district were also blocked due to
landslides.

The traffic on the Pathankot-Mandi highway remained blocked for three
hours near Gumma where the surging Khani Nullah brought huge mass on
the highway.

The Mandi-Dharampur highway also remained blocked near Dharampur for
around an hour. A couple of link roads in the district were blocked
due to landslides.

Chamba: Rain accompanied by a thunderstorm has damaged the kharif
crops in certain parts of the district. A house collapsed at Mai-Ka-
Bagh in the outskirts of Chamba town but no loss of life was reported.

The Chamba-Nayagran and Chamba-Satrundi highways have been blocked by
landslides at different points, disrupting traffic. Efforts were on
to restore traffic.

New Delhi, July 8
The hill railways have completed a century of operations.In this
context, Northern Railways is very keen that the Kalka-Shimla railway
should be put up for UNESCO recognition.

The hill railways have unique features and when they were initially
laid, their conception, design and construction were feats of
engineering marvels, a character which they still retain.

With a view to giving more pace to the efforts, two films,
namely "Kalka-Shimla railway" and "Shimla Odyssey" have been produced
on the Kalka-Shimla railway. The films tell the saga of the Kalka-
Shimla railways, right from the discovery of Shimla to the rolling of
trains in the hill section.

The screening of the films was jointly organised by the Institute of
Rolling Stock Engineers and the Indian Steam Railway Society here
yesterday.

In a length of 96.6 km, the Kalka to Shimla line required 869 small
and 33 large bridges to criss cross the valley and ravines. The
bridges are stone brick masonary, with a few multi-arch gallery
bridges built like Roman acquaducts, some of which have been declared
heritage structures and a sight to behold, a lasting tribute to the
engineers.

From Kalka to Shimla, out of 107 tunnels that were bored there are
102 tunnels in operation, with 20 stations en route.

At one time before the advent of the Railways, only a few and
resourceful could manage to reach Shimla. Once a resort of the rich,
the Railways brought Shimla within the reach of the common man. — UNI

Grazing, herb collection may be allowed

Shimla, July 8
With the situation along the 216-km Chamba border with Jammu and
Kashmir being normal, the police is considering allowing the Gujjars
to take their cattle for grazing to the higher reaches and allow herb
collection by local people.

In consultation with the ITBP and the Forest Department the police
will let the Gujjars and local people to venture up to the higher
reaches along the J & K territory. However the Gujjars and locals
will be allowed to go up to the higher reaches in the company of
special protection officers (SPOs), village defence committee members
or police personnel.

The police and other security agencies had imposed a complete ban on
cattle grazing and herb collection from the high mountain passes
following the massacre of 35 labourers in Kalaban-Satrundi on the
night of August 2, 1998. There have been several instances in the
past when terrorists from J & K have crossed over to Himachal
territory and killed or taken the locals from the Chamba border
villages as hostages.

Despite the fact that locals in the area are economically dependent
on herb collection and, the authorities had to impose a complete ban
on their venturing up to the higher reaches from the security point
of view. The Gujjar community had approached the police and the
administration to let them go up with the cattle as the situation was
under control with no threat perception.

"Since there is complete normalcy in Chamba and no intelligence
reports of any threat or infiltration we are considering opening up
the border area for the locals and the Gujjars," said Ashwani Kumar,
DGP. He, however, added that the final decision would be taken after
consultation with the ITBP, forest officials, locals and the Gujjars.

In order to ensure surveillance and safety of the locals, the
government has constituted 159 village defence committees (VDC),
which have over 1,400 members. There are 476 SPOs who have been given
arms licences to ensure the safety of locals and keep surveillance in
the area along with police and ITBP personnel.

Himachal police and ITBP personnel are manning the 216-km border
Chamba shares
with J & K.
