Shimla, January 12 While Mr Virbhadra Singh , Chief Minister, is camping at Dharamsala with his team of ministers to woo people of merged areas, the issue of shifting the state capital from Shimla has created a turmoil in the BJP.
The repeated statements by Mr P.K.Dhumal that the state capital be shifted out from Shimla has evoked a strong reaction in the party cadres with the Shimla district unit coming out openly against the former Chief Minister on the issue.
The issue generated much heat at the meeting of the district unit held at Theog two days ago under the chairmanship of its president, Mr Sandeepany Bhardwaj, with the members urging the state high command to clear its stand of the party on the issue. They asserted that if the party had not taken any such policy decision why were such misleading statements being issued.
The matter was not on the agenda for the meeting but the agitated partymen forced a discussion on it. Mr Dhumal came under fire for making unauthorised statements. The members urged the party leadership to restrain the former Chief Minster from issuing such statements. Mr Ram Swaroop, state vice -president and in charge of the Shimla district, was also present at the meeting.
Insiders revealed that similar sentiments were expressed by party cadres in other districts too as a result of which Mr Suresh Bharadwaj ,the state party chief, was compelled to publicly state that the party had not taken any such stand and the statements of Mr Dhumal reflected his personal views.
Mr Bhardwaj, when contacted, asserted that the BJP was a responsible political party and it would take a "realistic" stand. Given the precarious financial health of the government , the state could not afford the luxury of having another capital which would require several hundred crores of rupees to develop. Even states like Haryana, which were financially better off, and Uttaranchal, created recently, had not been able to develop new capitals because of the resource crunch.
Obviously, the views of Mr Dhumal are not in conformity with the party's stand. The controversy, if not settled amicably, could put the party in an awkward position. Some BJP leaders feel that Mr Virbhadra Singh's "winter move" has trapped the party. The Congress was forced to embark on such a move as all its Chief Ministers came from the old Himachal areas and it faced the charge of discriminating against the Kangra region. However, the BJP had no such compulsion as all its Chief Ministers hailed from the merged areas and the absolute political power was vested in the new Himachal areas during its regime.

Kangra, January 4 The work of an unemployed diploma engineer, Mr A.B. Rajbansh (44), of writing the US constitution in a very small booklet has been included in the Limca Book of Records. The booklet has 124 pages, weighs 2.170 gm and page size is 2x1.5 cm.
A communication from Ms Vijaya Ghose, Editor, Limca Book of Records to Mr Rajbansh, said, “We will be happy to use your claim of the smallest constitution of the USA in our 2005 edition.”
Mr Rajbansh said today that the Limca Book of World Records authorities told him that he would be honoured with a citation.
He said that the thickness of the book was 0.9 cm. He also said that earlier his name was included in the Limca Book of World Records in October last for writing Bhagwadgeeta in Sanskrit, in a smallest size in the world comprising 169 pages, 1.3 cm thickness and 2 cm length and 1.7 cm width.
Mr Rajbansh said he was told that he would be honoured with a certificate to this effect from the Limca Book of Records by March this year.
Mr Rajbansh had also written constitution of the UK comprising 111 pages with 0.6 cm thickness, with 2 cm length and 1.5 cm in width. It weighs 1.780 gm. He claimed it was also a world record.

today as a relief to the families of the victims of the tsunami
tragedy.
The HASOA in its meeting held on December 31 expressed heartfelt

Decks have been cleared for setting up the first ski centre and
ropeway at Solang, near Manali, as the Union Ministry of Forests and
Environment has given clearance to the project aimed at making
Himachal Pradesh an international destination for winter sport
enthusiasts.
The project, first of its kind in the country, is to be set up at an
estimated cost of Rs 14.20 crore by Ski Himalayas Ltd. Work on the
project will begin soon as clearance has been granted for use of 1.87
hectare forest land falling under the project area. An agreement has
been signed between the Tourism Department and Ski Himalayan Ltd for
a period of 40 years.
The Chief Minister, Mr Virbhadra Singh, will lay the foundation stone
of the project on January 2 at Solang. The tentative completion
period of the project is 14 months. Interestingly, only four trees
will have to face the axe for the coming up of the ski lift and the
remaining forest area would be untouched.
The project will not only enable holding of international ski events
on the Phatru slopes but also likely to give a place to Himachal on
the international tourist map. Barring China, there is no other
country in South East Asia which has ski centre of this level.
"With a French company, Poma, undertaking the development of the ski
slopes as per international standards the skiable run will extend
from the present 300 m to 2.5 km," said Mr Amitabh Sharma, Managing
Director, Ski Himalayas.
The state government will get Rs 30 lakh as a licence fee from this
project. Though Solang has emerged as a favourite destination for
winter sports' lovers but there was no major attraction for tourists
here except for skiing. The ski centre will have a gondola lift and a
full-fledged resort. There will be two restaurants both at the top
terminal at a height of 3,000 m and at the base located at about
2,600 m.
Local sports enthusiasts, including some skiers, who have made a mark
at the international level are very upbeat about the project. They
feel that not only will they now get an opportunity to practice as
per international standards but major events can now be held at
Solang. In fact, on completion the ski centre will get certification
from the Federation of International Skiers, currently having its
headquarter in Norway.
As the state government is making all possible efforts to rope in
private investment in promoting tourism, the coming up of the ski
centre is likely to give a major fillip to the tourism industry in
the state.
