The PHD Chamber of Commerce and Industry has urged the Himachal
Pradesh Government to prepare a master plan for the development of
tourism and set up a committee to monitor ground-level implementation
of policy decisions involving all the relevant departments.

Underlining the need for an effective positioning strategy and
identification of target market segments, for the marketing of
tourism, it suggested that the state government should increase the
budgetary allocation for tourism promotion from the current Rs 5.15
crore. The monitoring committee should function in a time-bound
manner and should be empowered to take decisions.

To increase the number of international tourists to the state, the
chamber stressed that the terminal and ground support facilities
should be upgraded to international standards at Shimla, Kullu and
Dharamsala. Besides, Sundernagar be developed as a major hub for air
connectivity. The Jubbarhatti Airport of Shimla be expanded to
facilitate landing of large aircraft and the government must
encourage short landing and take-off aircraft for smaller air strips
which would help in opening up of valleys in hill regions.

The master plan for tourism should focus on the upgradation of
existing destinations and identification and development of new
destinations and care should be taken to ensure that new construction
that took place should be in tune with the natural environment of the
hills.

Apple growers of the state will be able to market their produce in
sleek, durable and attractive cartons with the launching of the
modern polymer cartons by Cello, the world's second largest
manufacturer of writing pens, from the ensuing season.

The company is in the process of setting up a manufacturing unit at
Baddi, which will have a capacity to produce one crore polymer
cartons annually. The unit being set up at Rs 40 crore through its
subsidiary Wimplast will start production in June, a month before the
commencing of the apple-harvesting season. The company already has
plants at Daman and Jodhpur.

The Sutlej Jal Vidyut Nigam (SJVN) has asked the National Remote
Sensing Agency (NRSA), Hyderabad, to keep a track of the Sutlej and
its tributaries through satellite so that there is prior warning in
case of a Parechu-like situation.

Disclosing this here today, the Chairman and Managing Director of
the SJVN, Mr Y.N. Apparao, said though regular watch was being kept
on the situation through satellite imagery but the NRSA had been
requested to monitor the situation on the Sutlej and its tributaries
for landslides or lake formation, which could be a possible threat
to the 1500 MW Nathpa Jhakri Hydro-Electric Project.

He said irrespective of the Parechu incident, the NRSA would keep
track of all possible threats like landslides or artificial lake
formation on the Sutlej, which cannot be ruled out. "If we can get
timely advance warning we can be better prepared to tackle such
situations," said Mr Apparao.

"As of now there seems to be no threat from the artificial lake
formed on the Parechu river, still efforts can be made to break the
blockade and remove the obstacle," said Mr Apparao. He added that as
per information provided by China to the Indian delegation that
visited Beijing recently, the depth of the Parechu was about 40
metres, which had also been confirmed by the digital elevation
modelling.

With the formation of an artificial lake on the Parechu last year,
there were apprehensions that in case of a flood, there could be
extensive damage to the Nathpa Jkahri project, as the entire area
would be flooded.

He said the SJVN had already started investigations in the case of
450-MW Rampur-II and 650-MW Khab projects as the Himachal Pradesh
Government had shown willingness for giving the projects to the
nigam though the agreements were yet to be signed. He said besides
this the nigam had taken up the execution of three power projects in
Uttranchal. He confirmed that it had been agreed to give Himachal
Pradesh 30 per cent equity in the 400-MW Rampur project, which the
nigam would execute.

Mr Apparao, also ruled out concern by environmentalists that the
discharge flow of water beyond Rampur would be reduced
considerably. "So many streams and nullahs join the Sutlej after the
dam site that there are no chances of adverse impact on the
ecology," he said. He added that studies undertaken by Rorkee
University in this regard too had indicated that there was no cause
for concern on this account.

Mr Apparao said the Prime Minister, Dr Manmohan Singh, was likely to
inaugurate the fully commissioned 1500-MW Nathpa Jhakri project any
time after May 10. He added that the UPA Chairperson, Ms Sonia
Gandhi, would lay the foundation stone of the 400-MW Rampur project
on the same day.

Even as the world heritage status to the Kalka-Shimla narrow-gauge
rail section is pending with UNESCO for approval, the Railway
officials are hopeful that this status will help in turning the
fortune of this track, which has remained a source of losses running
into crores of rupees for the Railways.

The world heritage status to this track would not only attract
foreign tourists but also facilitate fund inflow from UNESCO for the
better upkeep of the track, opined Railways officials.

The 100-year-old rail track, connecting Kalka and Shimla, takes the
travellers through lush green meadows, dense pine forest and
breathtaking scenic beauty. The track has enough potential to be
declared as a world heritage site, pointed the officials.

The track was a rare specimen of engineers' skill. The complete line
had been constructed without disturbing the beauty, serenity and the
grandeur of the mountains. On the way one encounters countless
tunnels, viaducts, multi-arched gallery bridges, beautiful stations
and buildings.

The tunnels are fully lined. The Barog tunnel, the longest tunnel,
was a marvellous example of engineering feet. The tunnel and the
place were named after Colonel Baorg, who killed himself after
failing to meet both ends of the tunnel. The Saint Bhalkhoo from a
village, near Chail, was the man who engineered the construction of
the tunnel. This tunnel is 3752 feet long. Other important tunnels
are; Koti tunnel (2276 feet), Tara Devi (1615 feet), and Inverarm
tunnel (1135 feet).

There are a total number of 864 bridges, which include historically
important ones like the Arch Gallery Bridge between Kandaghat and
Kanoh. The panoramic view of deep valley from the bridges leaves one
spell bound.

There are rest houses and institutes that catch one's attention.

Like Northern Railways Safety Institute was built in rich taste at
Dharampur, the Crow-Brough officers' rest house at Shimla was
constructed with ornamental stone with wonderful workmanship. The
Wood Bank rest house at Shimla was made of wooden panels with mud
plaster behind it.

Fresh snow in the higher reaches and on Rohtang Pass, the gateway to
the Lahaul valley, has further delayed opening of the pass by about
a week.

Commander of the Border Roads Organisation (BRO) K.B. Raju said that
25 to 30 feet of snow had accumulated on Rohtang Pass and a fresh
snowfall was recorded today. He said the 13,050-foot-high pass,
which was to be opened by the end of April, would now be opened for
the light vehicles in the first week of May.

He said jawans of the BRO engaged in snow clearing operations were
working hard to clear the snow from the road leading to Rohtang Pass
but inclement weather had hampered the operation.

Meanwhile, lower areas of the state experienced heavy showers last
night and continued till this afternoon. There have been reports of
fresh snow from Dodra Kawar in Shimla, The Dhauladhar ranges in
Kangra and Bharmour in Chamba district.

Shimla recorded more than 35 mm of rainfall during the past 24 hours.

According to the weather office, rain and snow may occur at some

SHIMLA, APR 25 (PTI)

Impressed with the performance of 12-year-old Akrit Jaswal, who
cleared his Higher Secondary exam this year, Himachal Pradesh
Government will now write to Medical Council of India requesting it
to grant him special permission to sit in pre-medical tests. The
child prodigy from Raja-ka-talab in Kangra district passed his
higher secondary examination from Himachal Pradesh School Education
Board with Science subjects after the results were declared
yesterday. Chief Minister Virbhadra Singh today presented a
certificate to the little genius. The state government will now
write to Medical Council of India requesting that Akrit be granted
special permission to sit in the PMT exam, the Chief Minister said.
Akrit, who studied in school upto fifth standard, had shown signs of
a high IQ which prompted his mother Raksha to write to Board
Chairman B R Rahi to accord him special permission to appear in the
10+2 examination of the Board. The Chairman set up a panel of
experts to examine his capability which recommended that a boy
should be given permission to sit the examination. Akrit today told
PTI that he would now sit in Pre-medical test and after becoming a
doctor he will enter Cancer research.

Shimla, April 25 (IANS) Housing is set to witness a boom in Himachal
Pradesh with the government opening up the sector to private players
to build townships, shopping malls and residential colonies.
"The new policy called the 'Apartment Act' will be presented to the
state cabinet Tuesday and will pave the way for allowing the housing
sector to be opened to private builders in the state," Harsh
Mahajan, state housing minister, told IANS.
"With top private builders coming in to build industrial townships,
shopping malls and residential colonies, the housing sector is
expected to boom," he said.
"Though the state has attracted over Rs.92 billion ($2 billion) in
investment due to a tax holiday by the central government in the
past two years, housing infrastructure needs to grow at an equal
pace," Mahajan said.
"The need for creating adequate infrastructure was felt in the new
industrial policy released by the state government last month," the
minister said.
Mahajan said the Himachal housing and urban development authority
(HIMUDA) would give clearances to proposals and regulate the housing
sector, which would be open only to private players.
The need for housing is particularly acute in the state's industrial
cluster of Baddi, Barotiwala, Nalagarh and Parwanoo, one of the
fastest growing industrial regions in northern India.
Lack of adequate housing forces people to travel from Chandigarh and
Panchkula in Haryana to this industrial belt each day, causing
inconvenience and loss of time.

A car rally sponsored by mobile giant Airtel Monday entered this
resort town ahead of a countrywide event to be held later this week.

"This is the first of its kind car rally and a tribute to the spirit
of 'One India, One Network, One Airtel'. We are inviting 200 drivers
to take part in the rally and win prizes worth Rs 10 million," an
Airtel official said.

The 7,000-km rally is being described as "the longest car rally in
India, offering the biggest prize money ever in motor sports".
Rallyists will form their respective state teams, company officials
said.

Announcing the rally's entry to Himachal Pradesh on Monday, Vinod
Sood, chief operating officer of Bharti Cellular's local circle,
said: "The rally is aimed at bringing the people of this hill state
the excitement of driving across India and representing the state.

"This is a once in a lifetime opportunity to win prizes of Rs.10
million, the largest ever to be given for motor sport in India,"
Sood said.

A panel consisting of FMSCI and Ernest & Young will decide the
winners. The first three winners will get prizes of Rs.3 million,

Airtel and Sony Ericsson will provide free phones to all 200
selected participants.

With the objective of providing better connectivity, to scenic
tourist spots in tribal and other far-flung areas, the state
government will start a helicopter service linking 60 helipads all
over the state.

The Tourism and Civil Aviation Department has drawn up an extensive
plan where round-the-clock helicopter service would be available to
places like Tabo monastery in Lahaul Spiti, Sangla Valley in Kinnaur,
Bharmour in Chamba and to the interiors parts of Sirmaur district.
Efforts are being made to start the helicopter service from this
season itself.

With only three airports located in Himachal at Bhuntar in Kulu,
Jubbar-Hatti in Shimla and Gaggal in Kangra district, tourists find
it very inconvenient to travel by road to most of the places.
Moreover, a very long holiday has to be planned as a considerable
amount of time is spent on reaching these destinations by road. The
state does have a good network of 60 helipads, where a helicopter
service can be the most effective way of reaching.

The Tourism Department along with the state government is likely to
hire two helicopters on lease basis. As per the proposal one will be
a big chopper with a capacity of 25 seats and the other a smaller six
seater. The helicopter service will be made available after chalking
out different circuits, connecting a few places of tourist interest
in one region.

"The Chief Minister, too, is very supportive of the idea and we are
trying to work this out as a joint venture so that certain amount of
flying hours can be utilised even by the state government and not
just the Tourism Department," said Mr G.S. Bali, Tourism Minister.

The Tourism Department is also working on the idea of using the
helicopters for giving rides to tourists at popular destinations like
Shimla, Kulu and Dharamsala so that they can get a bird's eye view of
the place during the peak season.

The Tourism Department has also speeded up efforts to finalise a site
for setting up a Film City, as the state has beautiful locations,
ideally suited for film shooting. During the recent road shows
organised at Mumbai, Kolkata and Ahmedabad to attract industrial
investment and promote tourism, the issue was discussed with film
producers.aA site would be shortlisted either in the vicinity of
Manali or Dharamsala as the film producers made the request for
setting up of a film city in Himachal as this would make things
easier for them apart from the state earning good money. During the
summer, places like Shimla, Kinnaur and Manali are thronged by film
units. Hence the setting up of a film city is being considered a
financially viable idea.

The state government is committed to electrifying all left-out
habitations in the state under the "Rajiv Gandhi Rural
Electrification Scheme" by the end of the year 2007.

Stating this here today, Mr Harsh Mahajan, Housing and Animal
Husbandry Minister, said the government had given priority to
harnessing water of rivers and rivulets to generate power, thereby
lighting up local areas as well as generating employment.

The work on a 5-MW hydroelectric project at Palyur in the district
had been undertaken by a private enterprise las week, which would
cost Rs 30 crore.

The minister said Rs 1.20 crore had been earmarked for the
development and rearing of fisheries in the district, adding that a
Rs 15-lakh angling hut had been constructed and made ready for the
use of tourists and general public.

Rs 5 crore was being spent under the "food-for-work" scheme in the
district.

The minister said that a Rs 50-lakh rest house and a marriage bureau
had been constructed by the Chamba Municipal Council under
the "Integrated Development of Small and Medium Towns" and dedicated
to the people of Chamba.

A sum of Rs 2.50 crore would be spent on the landscaping and
beautification of Chamba town under an 8-crore "tourism development
scheme", which was in the pipeline of the Union Government and was
expected to be cleared soon, the minister stated, adding that under
this scheme, Rs 75 lakh had been earmarked for the development and
beautification of famous Khajjiar Lake and its environs.

Efforts being made to sell Himachal as an all -year destination seem
to have borne fruit as tourist inflow to the state has increased
considerably with unexplored areas like Kinnaur and Lahaul Spiti
becoming more popular.

As compared to 2003 when a total of 57.11 lakh tourists visited
Himachal, the number of arrivals in 2004 has gone up to 65.49 lakh.
Even though the world famous hill stations of Shimla and Kulu-Manali
attracted the highest number of tourists, the tribal belt of Kinnaur
and Lahaul Spiti are emerging as the new favourite destinations.

"Holding of events at various places in the state to attract tourists
even during the lean season has brought about the desired results and
this would continue to be one of the focus areas of the tourism
policy, which is being formulated," informed an official. Once the
tourism policy is finalised, there would be special thrust on rural
tourism as there is a clear shift in the choice of destination by
people who prefer quieter and less commercialised areas than the
crowded bustling hill stations, he added.

A number of events like First India Rafting Cup, Shimla-Lahore Golf
Tournament at Nadler, Pakistani Food Festival, Paragliding Pre-World
Cup and Tourism Conclave have been organised through the year, as a
result of which the tourist inflow during the lean season was a
little better. A record number of 10.16 lakh tourists visited the
state in June last year, out of which 3.62 preferred Shimla,
the "Queen of Hills" over other places. Apart from good business
during the winter months, there was heavy inflow of tourists in April
last year when 7.55 lakh tourists visited the state.

With frequent spells of snow during the winters the arrivals during
the winter months has also shot up considerably. As compared to 2.78
lakh tourists who visited the state during January in 2004, the
arrivals this year crossed 3.48 lakh in one month's time. Similarly
as compared to 3.35 lakh tourists visiting the state in December
2003, the arrivals went up to 3.87 lakh during the same period in
2004.

The Sangla valley in Kinnaur district and Tabo in Lahaul Spiti are no
longer the favourite haunts of only foreigners as large number of
domestic tourists, especially from Gujarat, Maharashtra and West
Bengal are making a beeline to these virgin tribal belts.

Tourism officials point out that once the tourism policy is
finalised, thrust would be on developing new destinations, which are
relatively less known and would be preferred by people who are more
into adventure tourism. Picturesque places like Shoja in Kulu and
Jhatingri in Mandi district have already been identified as the new
destinations.

The agreement between India and China on exchange of information
regarding the Parechu dam in Tibet and setting up of a hydrological
station on the Chinese side has come as a big relief to the state
government, who in the absence of exact information about the
impending disaster had a tough time during the previous monsoon.

With China agreeing to provide information to India about the water
level and discharge from the Parechu dam, which had caused panic
amongst the villagers living along the Sutlej last year, officials in
the state government are a relieved lot. "Even though the
hydrological station at Langquen Zangbo will be ready before the
monsoons next year, exchange of authentic information will make the
situation better," commented an official. As a disaster management
exercise the state government had been forced to shift more than
3,500 people in 56 villages in the districts of Kinnaur, Shimla, Kulu
and Bilaspur, last year. With China refusing to grant permission to
Indian experts to inspect the site of the formation of the natural
dam over Parechu river, there was utter confusion amidst conflicting
information pouring in from various sources. Villagers spent
sleepless nights out of their homes as there were unconfirmed reports
about controlled blasting to drain out the water.

A team of experts from the USA had visited the entire Sutlej basin
last month to gain first hand information about the terrain so that a
flood control model could be developed for the area.

Shimla, Apr 11 (UNI) The National Remote Sensing Agency (NRS) at
Hydrabad has been entrusted with the job of preparing and
digitilisation of Hydro-geomorphological maps for the state of
Himachal Pradesh, Jharkhand, Gujarat and Orissa.

According to an official press release here today the Union Ministry
of Rural Development has been collecting data of underground water
available in states where drinking water is a problem.

Rajiv Gandhi National Drinking water mission has released an amount
of Rs 2.11 crore to the Hyderabad based Agency for praparing these
maps. The agency will survey and collect information which will be
passed on to the respective states for meeting the demand of the
drinking water.

Gujarat's loss appears to be Himachal's gain. Around 182 small,
medium and large pharmaceutical companies have shifted base to
Himachal Pradesh over the past two years from Gujarat.
The extent of this migration is magnified by the fact that over 50
per cent of all the pharmaceutical companies that have shifted to HP
are from Gujarat.

Clearly, pharmaceutical companies see a huge cost advantage in
shifting base to HP, where there is a tax holiday till March 2007. In
contrast, only Kutch in Gujarat offers tax holiday. But the too will
end on December 31, 2005.

HP is becoming a hub for pharmaceuticals manufacturing companies,
with over 300 pharma firms setting up units there.

Pharmaceuticals companies waiting in the wings to set up units in HP
includes majors such as Ranbaxy, Cipla, Dr Reddy's, Nicolos Piramal
and Dabur, among others.

Even the Gujarat-based Alembic, Zydus Cadila, Cadila Pharmaceuticals,
Intas Pharmaceuticals, Torrent Pharmaceuticals and Paras
Pharmaceuticals are also planing to set up units in HP.

"Himachal Predesh is emerging as the pharmaceutical manufacturing hub
of the country. Almost all the leading pharma majors has set up their
units in our state or is in process of setting of units. Most of the
pharma companies setting up unit in our state are from Gujarat."
Vibhadra Singh, chief minister of Himachal Pradesh told Business
Standard on Monday.

The pharma majors' are moving into HP to cash in on the special
incentive package announced by the Centre, which include income tax
holiday and excise duty concessions for specified periods, and
investment subsidy on plant and machinery.

Central transport subsidy is already being provided for five years to
the industrial units. Singh said that giving tax holidays is not to
make other states uncompetitive. "We are not forcing these companies
to set up shops in our state, we are just inviting them because of
our competitive advantage."

The central government incentive package has been supplemented by the
state government's special package announced in the state's
industrial policy.

"We are sure no other states provide these facilities, which HP does
and these packages are effective enough to help create congenial
investment climate in our state and attractive enough in motivating
the companies to invest in HP," said Singh.

Himachal Pradesh has virtually emerged as a polio-free state in the
country with no polio case reported in the state over the last six
years.

Stating this while launching the state-wide pulse polio immunisation
campaign, Mr Virbhadra Singh, Chief Minister, said the state had
maintained a consistently high coverage level of administration of
oral polio vaccine and pulse polio immunization campaigns since 1995.
As a result no polio virus case had been detected in the state and
the Acute Flaccid Paralysis had confirmed the zero case target. He
said the state's effective and efficient immunisation system
alongwith well organised National Polio Surveillance Programme had
supplemented the efforts of the state government in combating the
disease in the state.

He said the state Health and Family Welfare Department was vigorously
pursuing the pulse polio immunisation campaigns to ensure that polio
did not resurface in the state. Strict vigil was being kept over the
migrant families and pulse polio drops being administered to their
children. Besides parents were also being educated.

Mr Virbhadra Singh said 5,823 booths manned by 24,402 volunteers had
been set up and 7,28,830 children in the age group of zero to five
were being administered anti-polio drops today.

The Chief Minister also flagged off a fully equipped mobile pulse
polio van which would go to different places and administer pulse
polio drops to the children who had not got the anti-polio drops.

Even as the State Youth Services and Sports Department is in the
process of finalising the design of the proposed all-weather ice-
skating rink, a Delhi-based private company has offered to prepare
the local ice-skating rink for ice-skating during the ensuing summer
for two or three months.

Polo Amusement Park, which has the largest snow park spread over
60,000 sq ft in Delhi, will make the local ice-skating rink
functional from May 1, 2005. The Ice-Skating Club has agreed to rent
out the rink at Rs 2,400 per day. The company plans to cover the
entire area (about 1,700 sqm) of the club.

The company will use Japanese technology to freeze water. It has
collaborated with Tatini, a Japanese company that specialises in the
technology. Experts of the company will arrive here with the entire
required equipment next week.

Hangers of black canvas will be put up at the rink so that
temperature there does not exceed 22 degrees Celsius. The
refrigeration plant will require only 100 KW of power.

Mr Bhuvanesh Banga, secretary of the club, said the project for
setting up an all-weather rink was at the design stage.

The State Sports Department had assigned the task of designing the
all-weather rink to the State Urban Development Authority.

He said until a permanent rink was set up, the temporary ice-skating
rink would not only an added attraction to the tourists but also
enable the local enthusiasts to enjoy the thrill of ice-skating.

There was hardly any ice-skating activity during the winter because
of persistent bad weather and the temporary facility would make for
the lost season, Mr Banga added.
