Would like ot bring to your attention the mischievous manner your article in TOI
is being used.

It is really sad to see that though the body of your article says that Bihar and
UP have a better track record as far as the educational qualification of the
teachers are concerned, the way the headline is worded gives a different twist
to it. I was recently quoted the this article to mean only 21% of Bihar teachers
are class X pass and rest are worse, while the fact is quite the opposite if one
were to go by the body of your own article. Funny why the headline never said UP
has only 12.8% Class X pass teachers !!!
Fact of the matter is that Gujarat is the worst followed by Karnataka as the
second worst in the qualification of the primary teachers.
I do hope you understand our pain at the continous wrong denigration of Bihar.
May I request your care in future headlines to avoid misinterpretation.
