Action plan to control crime in Bihar

Patna, December 1: In its first step to make Bihar crime-free, the NDA government-led by Nitish Kumar has formulated an action plan under which it would seek from the Centre 50 more companies of central forces and other assistance to effectively check naxal activities and other crimes in the state.
“We have formulated an action plan to present during our meeting with Union Home Ministry officials in New Delhi on Friday,” state home secretary H.C. Sirohi said on Thursday.
Sirohi said under the action plan, the state would request the Centre to spare 50 companies of central forces in addition to the 24 companies already deployed in the naxal-infested areas in Bihar to carry out combing operations.
“The central forces will be deployed in crime-infested belts to assist the police force to effectively control the criminal activities,” he said.
Sirohi said the action plan would also cover various components required for effective policing, including complete modernisation of the police establishment.
IG (Provision) S.K. Bhardwaj said an estimated Rs 100 crore meant for police modernisation was lying unspent with the state Home (Police) Department since 2000.
He said under the police modernisation scheme, steps would be taken to increase the mobility of police force by purchasing vehicles, latest arms and ammunition the quotas for which would be decided by the Centre, besides undertaking total computerisation of the police department, construction of buildings and arranging necessary equipments for strengthening the communication network.
Official sources said Union Home Minister Shivraj Patil during his telephonic talks with Chief Minister Nitish Kumar on Tuesday, had assured that the Centre would extend ‘all possible’ help to effectively control crime and naxalite activities.
Effective steps were also being taken to raise two additional battalions of the Bihar Military Police (BMP) and filling of around 10,000 vacancies in the police force, the sources said.
Chief Minister had said a team of state officials, including home secretary Sirohi and Director General of Police Ashish Ranjan Sinha, would go to New Delhi on December 2 to attend a meeting with the Union Home secretary called at the instance of Patil.
Kumar during a review meeting had directed the police to gear up to meet its law and order responsibilities on its own.
“The state will not rely on the crutches of the central forces and strive to effectively deal with the naxalites and criminals on its own,” Kumar was learnt to have bluntly told the top police officials during the meeting he had on Tuesday.
Efforts would also be made to raise the India reserve battalions and fill up the vacancies in the BMP ‘through transparent recruitment process’, Kumar had said.
