Please read these sentence "The recipient organization must be registered under the Indo-U.S. Agreement.   If you or an associated organization is registered under this Agreement we may be able to support your relief efforts by providing an emergency shipment of medical goods (antibiotics, antiparasitics, gastrointestinal agents, antiseptics/disinfectants, nutritional supplements, and first aid, hospital and clinic, and personal care supplies).   We would require a copy of the Indo-U.S. Agreement as well as a needs list and distribution plan."
We could not understand after FCRA , what type of agreement needed.You can look it in U.S.Embassy  for detail.

Subject: Bihar (INDIA) Flood Relief 2004

Dear  Madam/Sir

It is the current severity with which the floods broken the 1987 heighest flood record, have affected North Bihar (INDIA) that defines the context of this letter to you.  Our operational area comprises the districts of north Bihar Madhubani, Darbhanga, Supaul and Saharsa  district which, given their proness to floods, have not escaped the ravages this year as well.  In fact they happen to be the worst off in the current spate of floods.  To provide you with an overview of the status of floods in the state, we are including herewith a basic fact-sheet which has been worked out on the basis of information culled from different dailies being published from the state capital. Near about 545 people died .

Though our major thrust has been developmental intervention, relief intervention is something we have had to necessarily deal with.  Our relief intervention initiative dates back to 1987 since when we have been involved in flood relief work with assistance from agencies like OXFAM, IGSSS, Swiss Red Cross, CASA ,  ActionAid India etc.

We are ready for relief operation with 40 project workers and 1100 Volunteers . 35 Boats are also available in our mass organisation “Lok Shakti Sangathan” contacts.

50  other Ngo of Bihar who is also under our NGO network ofBihar . Our strategy in relief intervention has been to actively involve the beneficiaries in operationalising the relief intervention and not treat them as mere recipients of dole.  The gamut of activities covered under relief intervention have included distribution of  Polythene sheets, running of free Meal centres, distribution of Medicines, provisioning of safe Drinking water and Boats,Clothes, Utensils  etc. Food for Work programme as well as post-flood rehabilitation package like construction of Roads/houses, Renovation of ponds etc. After the Flood we will continue the work of Disaster Prepareness. All activities are meticulously recorded and transparently presented to the concerned donor and state govt

Given this back ground, we solicit your kind assistance to enable us to undertake relief intervention. In the event of an affirmative response, we would be furnishing you with all the details necessary for the work and as desired by you.

We need above materials for  4 district that is Saharsa, Supaul, Darbhanga and Madhubani district Bihar. Hope you will consider and cooperate our people. We are involve in relief work at small level with local contribution..
