Foundation (NIF) has been doing. Thank you Anil.

Let the collector, the State Administration, and the Ministry of
Information and Broadcasting be approached to find out ways to encourage
this innovations. There will be enough sympathisers in the Ministry who
can help finding out solution.

One possibility is to form a society and apply for grant of FM Community
Radio station. Alternatively, a local university may adopt this station as
an outreach programme and run it. Of course, revenue generation and its
accountability will be problem. Total cost will be calculated based on the
what Mr. Mahato's technical configuration would be. To my understanding,
the Ministry of I&B should not insist on a particular technology.

'Bihar Chintan' and 'NIF' jointly can take a lead.
