If Md. Saidullah a honey seller of Motihari can make an ambhibian bicycle
without licence, economic rural transportation in Rajasthan, Punjab, Haryana and
western UP could be innovative with pumping set engines fitted on old chasis
without licence, why must there be a restriction on innovation due to absence of
licence?
The welfare state must not hesitate to encourage rural innovations.
Let us look for running computers on pedal power, where conventional supplies
are not available and electric supply is erratic. Prof. Anil K Gupta may please
help.

National Innovation
Foundation (NIF) has been doing. Thank you Anil.
Let the collector, the State Administration, and the Ministry of
Information and Broadcasting be approached to find out ways to encourage
this innovations. There will be enough sympathisers in the Ministry who
can help finding out solution.
One possibility is to form a society and apply for grant of FM Community
Radio station. Alternatively, a local university may adopt this station as
an outreach programme and run it. Of course, revenue generation and its
accountability will be problem. Total cost will be calculated based on the
what Mr. Mahato's technical configuration would be. To my understanding,
the Ministry of I&B should not insist on a particular technology.
'Bihar Chintan' and 'NIF' jointly can take a lead.
Prof. Shaibal Gupta! if you are in know of these correspondence, we
expext you to come forward. Take this matter to Nitish ji.
We are with you.
