Dear Bajrang jee,

 

The devastation caused in northeast Bihar by recent floods in Kosi river is
unfolding slowly in gigantic proportion.Both the longterm and short-term effects
of the floods are going to be felt more acutely when the flood waters have
receded. By then, several thousand would have lost their lives and livelihood.
There would be disease, poverty and hunger all around for months if not years to
come.

It is indeed a travesty of nature to inflict this on an already impoverished
people of this unfotunate state. In this hour NOBA must not sit idle. It is not
only our moral obligation but indeed our duty to help in whatever manner we can.
So I suggest as follows:

 

PHASE 1.

(a) Formation of an action and coordination committee at the earliest

(b) Thrashing out long and short-term plans of action

(c) Both geographical and practical areas to be decided ( my own view is clean
drinking water and Oral Hydration Therapy sachet distribution, modalities can be
chalked out, other views should be discussed. I cannot say much about the
geographical area as I do not it very well)

(d) Execution of the action plan by devolving a chain of right minded
coordinators upto the grass root level) includes various aspects of resource
identification, allocation and collection of funds etc. 

(e) Careful selection of the distribution agency ( my own view is the army
personnel, we should try to keep politicians and local administration out of it
if possible)

 

PHASE 2.

Because the impact of the aftermath of the floods is mainly going to be
infectious diseases particularly gastro-intestinal, malaria, and chest ailments.
We must decide NOW when and where to arrange health camps. It is not IF, it
must be our next plan of action. How we can do this is again a matter for
discussion and chalking out the timing, the place, the personnel and the
resources etc.

 

My view is that those NOBA members or affliated NOBA members who are
either affected directly(they have their close connection on day to day basis)
or indirectly (who live away permanently from the affected areas but were born
and brought up there )or  studying in Delhi or working here should be involved
to get a better view on daily basis right from the start. I also think that even
small efforts can make big difference to peoples' lives in affected areas.

There are rare moments that Hisotry deleivers to people in comforts to respond
to people in distress!

This is to inform you all that our alumnus Shri Ramesh Chandra Mishra (1964
Batch), Secretary Vidya Vihar Residential School (Mobile No. 09431230055) &
Shriman KN Vasudevanji (Director Vidya Vihar) & our revered ex-principal 
Netarhat School have thrown all their weight in providing food and other relief
materials to the flood victims of river Kosi's anger.

Ramesh Mishra has informed me that he has closed his school on directive from
the Government,
  put all his cooks and workers, distributing thousnds packets of Poori & Achar,
which the hungry men, women and children are eating as instant gift of God to
them, spending Rs. 25000 per day to begin with. His employees have contributed
one months salry each for the releif operations.

Mahindra & Mahindra, the company whose agency Ramesh holds has sanctioned Rs. 10
lakhs for flood relief.

I have seen couple of mails on the NOBA group. You may remit your contributions

there.

2.There are lots of hatians there let us try to find out and through them we can
do something.they can guide us about the real problems and solutions

3.I am trying to be in constant touch ( though it is difficult due to breakdown
network) to my relatives,friends from that side and any news is available I

Hi All,

I was awaiting for a call from government and noticed the same in the site
http://gov.bih.nic.in/. Click press release link on this page and check PR
number 2456. Government is appealing for money and resources now and things
should be clear in a day or two. Now is the time for us to swing into action and
use our contacts in Bihar. My plan is like the following
 
1> Use our contacts to figure out few good agencies (Government or NGOs)
which does good work at disaster time.
2> Find out all contact details of those agencies including bank account,
contact person, contact address etc and history of their previous work if
possible.
3> Find out section 80 G details for those organizations.
4> I will collate all this information and try to get it published
on http://noba.org or http://biharflood.blogspot.com. This blog is created by
a Hatian only.
5> We can then ask money from whomsoever we know with this data in hand. They
can either give to us or transfer directly to those agencies, whatever may be
appropriate.
 
And do let me know If you have better first-hand information from the place of
disaster and feel like that that this much activism is not required. I will
surely step back then, since I do not want to spend my effort for something
which is already taken care of by other guys.

made some rather unprovoked and disparaging remarks about Biharis
while intervening in a debate on beggars in Goa.

What is more, when pointed out that his comment is in bad taste, he
has refused to apologise for his highly provocative statement.

Funnily, he admits that he talked of the train from Patna to Goa when
intervening on the debate in Goa assembly on beggars, but says he
should not apologise because he never called Biharis as beggars. We
know that politicians specialise in taking people for a ride, but does
he take us all for complete nincompoops? What was he attempting if not
making a disparaging statement about Biharis?

It pains to say that this minister belongs to a party which once had
Gandhi, Nehru and Patel as its leaders.

The unfortunate thing is that this minister is not the only one of his
ilk. Some time back, the CM of Delhi Sheila Dixit had made a statement
that problems of Delhi are due to the influx of Biharis. At least she
had the good sense to clarify her stand and for the hurt sentiments of
people. But the Union Minister Anbumani Ramdoss who made the rather
provocative statement that UK derecognized Indian medical degrees due
to inept Bihari doctors did not deem it necessary to apologise.

What to talk of politicians, journalists and academics show similarly
biased attitude. Rajdeep Sardesai, editor of a national level TV
channel chose to denigrate Bihar when he wanted to draw attention to
the shortcomings of Maharashtra. Dr Ashish Bose, a retired govt
servant who all his life has drawn his income from the consolidated
funds of the Govt of India proudly declares that he coined the epithet
BIMARU. Even official planning commission records use this derogatory
term. In the last 25 odd years that this term has been in use, Bihar
has slipped lower and lower in all economic indices as such thinking
took away the dignity (Asmita) of the people of Bihar who could not
muster the courage to demand what is rightfully theirs. Even high
court judges have publicly made statements derogatory to Bihar and
Biharis when the case they were hearing had nothing at all whatsoever
to do with Bihar.

It is truly sad that even people holding such responsible positions
think nothing while making such objectionable statements.

One reason why people make such statements and get away with it is
because we as Biharis have never protested it. In fact, some among us
even justify these. (The other reason is of course the lack of
economic development in Bihar, but that is a separate topic in itself
requiring another post). Ravi Naik and others of his ilk have no sense
of the damage they cause by their utterly irresponsible statements.
They have no understanding of the impact of their statement. Not
having a liberal outlook, they just go by their ethnocentric
instincts. They also have no fear of a reaction, much less, a
reprisal. They are smug in their belief that what they are doing is
right, howsoever reprehensible their behaviour may be.

If we do not wish to see our youth and our poorest of the poor, the
two most vulnerable sections of our society stigmatized any more, we
as a civil society will have to take proactive steps to correct the
situation. This constant barrage of insults will only stop if it
becomes expensive for people making them.

As a first step, I would strongly urge that we make an appeal to the
national leadership of the congress party: the PM Dr Manmohan Singh,
the party president Mrs. Sonia Gandhi and its General Secretary Mr
Rahul Gandhi to rein in their ill mannered minister. I am sure if an
appeal with thousands of signatures is put up in front of them, they
are bound to notice it and some action will be taken.

I would like to make a request to all to examine the feasibility of
putting up a petition of this nature where patrons can put in their
names.

If we do not protest such blatantly abusive statements, we will have
no one but ourselves to blame for the continued insults heaped on us.

Nalanda University to open by 2010, says Amartya Sen

NEW DELHI: Academic sessions at the reborn Nalanda University, on the lines of
the pioneering institution set up in Bihar in the fifth century, will begin by
2010, Nobel laureate Amartya Sen said.
“Yes, 2010 is very likely,” Sen said when asked when students would start
getting enrolled at the university.
Sen chairs a panel of high-profile people from India and abroad appointed as
mentors of the proposed university.
“The government of India is preparing and we have been preparing a proposal
for the East Asia Summit to adopt. That will happen at a meeting in December,”
he said in an interview to All India Radio.
“After that, the bill based on that will go to parliament and when the bill is
enacted, then we will start appointing and have different schools. The building
construction can’t begin until there is a bill,” he said.
“The land has already been given by the Bihar government. They are also making
an initial investment. There would be some initial funding also coming both from
Bihar and from the government of India. Then there have been various
proposals.”
Sen said the initiative for the university came from the 16 founding members of
the East Asia Summit, adding that some of them - including Thailand, Singapore,
South Korea and Japan, besides China - will be approached for funding.
“It will probably be an international rather than national university to be
located at the site of the old university,” said Sen, who with the panel of
mentors met Prime Minister Manmohan Singh last week on the issue.
“Nalanda is a landmark in our civilisational journey and a revival of Nalanda
signifies an Asian renaissance,” Singh remarked at the meeting, while
referring to the institution that was destroyed in the 12th century.
The mentors include Lord Meghnad Desai, deputy chairman of Bihar’s Planning
Commission N K Singh, Sugata Bose of Harvard University and Wang Banwei of
Beijing University.
According to Sen, Nalanda University was started with the patronage of the kings
of Patliputra in the fifth century, when there was no similar institution or
university in existence anywhere in the world.
“The first university that came up thereafter was in Balonia. That was much
later - more than 500 years later. When Nalanda University was destroyed in the
12th century that was just about the time when Oxford University was getting

The police are trying their hands at different methods to improve their image
the world over. These experiments have seen policemen taking to dancing and
singing while on duty in some countries. (A wag says, in this country, too, we
have singing and dancing cops, the only difference being that our guys are
dancing to the tune of politicians and singing hosannas for them!)


Yesterday, we carried a dispatch from the Statesman News Service about an
exemplary police officer in Bihar by the name of Pandey, who has taken a leaf
out of Mughal Emperor Jehangir`s book for the benefit of the public. A Deputy
Inspector General of Police, he has, it is said, hung a bell outside his house.
Anyone who seeks his assistance can ring it and rest assured that the good cop
will rush to their help instantly or, in case of his absence, an audience will
be scheduled urgently. Some 500 people are said to have benefited within the
first ten days of the installation of the bell.


One is reminded of King Elara, who ruled a part of this country from
Anuradhapura between 205 BC and 161 BC. It is said that he had a bell hanging
outside his palace for his subjects seeking justice to sound and bring their
grievances to his notice. Legend has it that the pious king even did not
hesitate to sacrifice his son, when a cow brought to his notice by pulling the
bell that her calf had perished at the hands of that prince! (In the modern-day
Sri Lanka no cows would dare go near kings or queens, even if such bells were
available and all their calves killed by young princes, lest they, too, should
be dispatched to the slaughter house straight away!) There are many lessons that
cardboard Dutugemunus of today and their progeny smashing night clubs and TV
cameras could draw from Elara, as regards justice and fairplay.


Our police are second to none, where communication facilities are concerned!
They may not have cumbersome antediluvian devices like bells hanging outside
their residences or offices. This is Sri Lanka with 19 million people, of whom
over 7 million are proud owners of mobile phones! They may not have a grain of
rice in their stomachs but they have mobile phones in their pockets! So, why
should there be any bells in public places? The police have much more
sophisticated methods to help the public reach them. They have announced
emergency telephone numbers. Dial one of them and, hey presto, a policeman will
appear before you, the people are told. Emergency numbers are also displayed
prominently by the roadside as part of a much advertised grandiose programme to
combat crime.


But, this is how the system really works: Last Thursday, we had an urgent call
from a Colombo suburb that four suspicious looking persons were sighted on a
byroad. The foursome had been hanging around for some time and the caller
suspected them of loitering with intent, claymore mine blasts and robberies
being the order of the day. We, for our part, immediately relayed that tip-off
to the police on an emergency number, having failed to get through to the police
station concerned as its telephone was eternally busy. And, true to form, the
police did nothing. A day or two later, we were informed that a house in the
vicinity had been burgled!


Given the high incidence of crime, police excesses and human rights violations,
what would happen if our IGP and DIGs had bells outside their houses? They may
go deaf in no time due to the resounding clangs of bells day and night! Nay,
they may not be disturbed at all, as they are already stone-deaf and impervious
to public complaints. They are jolted into action only when they are given a
bell by a politician!


Our hero, DIG Pandey is quoted as having said that policemen should not only be
available for the masses but also be easily accessible. He is reported to have
made public even his private telephone numbers so that people could reach him
anytime of the day. Another novel method he has invented to tackle disputes in
his range is `music therapy`, as opposed to the infamous `baton-therapy`
synonymous with the police forces in the developing world. Under this programme,
we are told, musical groups have fanned out with the objective of dissuading
people in rural backwaters from getting entangled in disputes. These moves are,
indeed, commendable and worthy of emulation. But, the problem is that wherever
musical groups perform in this country, there occur serious violations of the
law such as stabbing incidents, fisticuffs and even bomb blasts.


One cannot but agree with Pandey, when he says, giving reasons for his decision
to adopt an unorthodox method to bring the police closer to people, that time is
a key factor and his initiative could save precious lives. `Some persons, though
being innocent, had to land in jail just for want of timely help,` he has said,
`and I don`t want to repeat mistakes of the past.`


The plight of Machang Lalung, an Indian peasant who had to languish behind bars
for 54 years awaiting trial is a case in point. He was only 23 years old when he
was arrested by the police in 1951. Here in this country a villager called Jamis
was kept in remand prison for 50 years! There must be many more people like
Machang and Jamis who have wasted the best years of their lives in pens due to
lapses on the part of the police and others.


Good Samaritans in khaki like Pandey are, therefore, a blessing for the
voiceless people. They deserve honour and praise for their altruism.

Arvind Pandey takes Jehangir's justice to Bihar

  Patna: A police officer in Bihar has taken a leaf out of Mughal emperor
Jehangir's book. He has hung a bell outside his official residence. A supplicant
seeking justice can ring the bell any time of the day or night, and the officer
promises to make himself available to help. More than 500 people have already
sought the officer's intervention in the 10 days since the bell was hung.

Legend has it that Jehangir, who reigned from 1605 to 1627, hung a bell between
Agra Fort and the bank of the Yamuna river, to allow his subjects direct access
to his justice. The Deputy Inspector-General of Police, Tirhut range, Mr Arvind
Pandey, has hung the bell outside his residence in Muzzafarpur town and calls it
the "Jehangiri Ghanti" (Jehangir's bell).

The moment a citizen rings the bell, constables on duty open the huge iron gates
of the officer's bungalow. If the officer is available, an audience is granted
instantly. If not, one is scheduled.

"I feel time is a key factor and this instant initiative can save precious
lives. Some persons though being innocent had to land in jail just for want of
timely help and I don't want to repeat mistakes of the past", Mr Pandey said in
an exclusive chat with The Statesman over phone today.

"I don't meet people only when I'm out of my residence", Mr Pandey asserted. He
said scores of people were rushing to him to get instant justice. A majority of
the petitioners are those against whom warrants of arrest have been issued.

Giving an example of one such case, Mr Pandey said: "One day a villager rang the
bell at an unusual hour. He complained that the police wanted to arrest him in a
case involving a dispute with another villager. But the parties had already
settled their dispute in court. I forwarded a copy of the court's order
accepting the compromise to the police station and was able to stop his arrest."
Policemen, he said, should not only be available for the masses but also be
easily accessible. Unusually for Bihar, the DIG has made public even his cell
phone and private numbers.

Only last month, Mr Pandey had made headlines when he launched a "Music Therapy"
programme for the "turnaround of Bihar". Under this programme, musical troupes
have been travelling to remote areas and appealing to masses to not get involved
in disputes.

 brand new IIT is all set to take off in Bihar this week. Teaching at IIT-Patna
will however commence on a makeshift campus until it gets its own campus and
infrastructure in place.

A few faculty members from IIT-Guwahati, its mentor institution, are already
here -- and are impressed.

We have got very good support from the Bihar government. They have built up this
temporary infrastructure in two and a half months time," says Professor
Samrendra Dandapat, Dean, IIT-Patna.

109 students, including 7 girls, from all over the country will be part of the
first batch here. A few of them have already arrived and are excited.

C V N Chaitanya from Kunoor, Andhra Pradesh, says, "I am satisfied with the
temporary campus. And I'm very excited about the campus."

Mohit Ahuja, who's from Delhi, feels "IIT-Patna has turned out to be better than
what I had
Imagined."

On the threshold of a humble beginning, IIT-Patna promises a new dawn for Bihar.
The state seems set to regain its rightful place as a hub of academic
excellence.

नंदन गौतम प्रदेश के नये पुलिस
महानिदेशक (डीजीपी)बनाये गए
हैं, लेकिन प्रदेश की जनता
उन्हें डीएन गौतम के नाम से
बेहतर पहचानती है। उनकी
नियुक्ति के साथ ही बिहार पुलिस
के शिखर पद को लेकर जारी अटकलों
को विराम लग गया है। बुधवार को
अवकाश ग्रहण करने वाले डीजीपी
शिवचंद्र झा से उन्होंने
विधिवत पदभार भी ग्रहण कर लिया।
अपनी कड़क और ईमानदार छवि को
लेकर
  बहुचर्चित गौतम कतिपय कारणों
से कई साल तक पुलिस प्रशासन के
हाशिये पर रखे गये थे। वे एडीजी
मुख्यालय का काम देख रहे थे।
उन्हें प्रोन्नति देकर डीजीपी
बनाया गया है। वे अगले साल
जुलाई महीने में अवकाश ग्रहण
करेंगे। डीजी रैंक में पहले से
आशीष रंजन,आनंद शंकर और मनोज
नाथ हैं। चुनावी साल में गौतम
जैसे अधिकारी को प्रोन्नति
देकर वरीयता लांघते हुए डीजीपी
बनाया गया है। इस फैसले से
  राज्य सरकार ने बड़ा सकारात्मक
संदेश देने का प्रयास किया है।
संदेश यह भी है कि एडीजी
मुख्यालय के रूप में चार माह
पूर्व पोस्टिंग और मिली हुई
जिम्मेदारी प्रकारांतर से
इनका ट्रायल था, जिसमें ये सफल
साबित हुए। इन्हें डीजी बनाने
के बाद एडीजी विधि-व्यवस्था
अनिल कुमार सिन्हा को एडीजी
मुख्यालय का अतिरिक्त प्रभार
सौंप दिया गया है। पद संभालने
के बाद गौतम ने कहा- युधिष्ठिर
से
  यक्ष ने पूछा था कि सबसे बड़ा
दान क्या होता है, उत्तर
मिला-अभय दान। यही मिशन मेरा भी
है। मैं जनता के लिए सुरक्षा का
काम करूंगा। हर स्तर की पुलिस
से सहयोग की अपेक्षा है। एक
सवाल पर उन्होंने कहा कि उनकी
पहली प्राथमिकता है कि थाने में
कोई शिकायत लेकर जाए तो उसका
दर्द सुना जाए। उसकी शिकायत दूर
हो। मुख्यमंत्री ने जो गुरुतर
दायित्व सौंपा है, उसका निर्वहन
करने का पूरा प्रयास
  करूंगा। जनता की सेवा के लिए
मेरे कैरियर का यह अंतिम सोपान
है। कोशिश होगी कि अच्छी पुलिस
व्यवस्था प्रदान करूं। उभरती
हुई चुनौतियों को स्वीकार कर
उसका मुकाबला करना है। नये
डीजीपी ने बड़े बेबाक अंदाज में
कहा कि हमसे अगर कोई गलती, चूक हो
जाए तो सहयोगी इंगित करें यह
अपेक्षा होगी। वह सकारात्मक
आलोचना सहर्ष स्वीकार करेंगे।
गौतम को डीजीपी बनाने की खबर
दोपहर से ही प्रशासनिक
  हलकों में तैरने लगी थी। मगर
देर शाम अधिसूचना और शिवचन्द्र
झा की विदाई के साथ पूरा मामला
साफ हो गया। प्रभार का लेनदेन
हुआ। उसके बाद मुख्य सचिवालय
में अधिकारियों ने श्री झा के
योगदान की चर्चा की। बाद में
पुलिस मुख्यालय से अधिकारियों
ने शिवचन्द्र झा को उनकी गाड़ी
ठेलकर ससम्मान विदाई दी। गाड़ी
में नये डीजी गौतम भी सवार हुए।
ठेलने वालों में आईजी सीआईडी
राजेश रंजन सहित
  अन्य अधिकारी थे। सचिवालय सभा
कक्ष में आयोजित विदाई समारोह
में प्रधान गृह सचिव अफजल
अमानुल्लाह, डीजी सिविल डिफेंस
मनोज नाथ, एडीजी विधि व्यवस्था
अनिल सिन्हा, एडीजी सीआईडी
यशवंत मल्होत्रा, एडीजी
निगरानी नीलमणि, आईजी विशेष
शाखा पीके ठाकुर, आईजी आपरेशन
एसके भारद्वाज, पीएन राय सहित
बड़ी संख्या में अधिकारी मौजूद

  PATNA: It is a success story, and
Bihar generates success stories rarely.



  The Bihar Rajya Pul Nirman
Nigam Ltd (BRPNNL) has virtually risen from ashes. In just three years this
corporation, lying comatose for 30 years, has risen like a phoenix. It is now
building bridges of confidence.



  Established on June 11, 1975, the
corporation celebrated its 33rd, but for all practical purposes only 3rd,
foundation day on Thursday evening at a gala function with gleeful employees, a
well-satisfied looking chairman Pratyaya Amrit and happy chief minister Nitish
Kumar, his ministers and bureaucrats present on the occasion.



  This
was first such occasion in the lives of hundreds of its staff right from
engineers down to peons and guards, all wearing newly-stitched uniforms and
broad smile and also a sense of commitment and readiness to shoulder greater
responsibilities.



  This was also an occasion to celebrate freedom from
debt and loss and ushering in a new dawn of prosperity and profit, from Rs 17
crore loss to Rs 35 crore profit. "We have come out of debt to a condition of
abundance due to sheer diligence of the team and support from the government,"
said Amrit.



  Not long back, its employees were going without salary
and their families were on the verge of starvation and the government had almost
decided to liquidate the giant corporation.



  The dying corporation was
given a new lease of life in 2005-06 and since then its turnaround started. As
Nitish said it was a simple funda, the corporation was given work opportunity
and it started thriving. Until then it was going without work.



  "It is
only a matter of time before they will be executing projects in other states and
may be out of country," said Nitish, lauding the efforts of the employees.
Deputy chief minister Sushil Kumar Modi hoped the corporation will become a
model for other government organisations. Apart from employees, engineers and
consultants, the corporation also awarded Advantage Media for its work and event
management and its CEO Khurshid Ahmad was given the trophy by
Modi.



  At present, the corporation is engaged in construction of
various bridges, roads and river over bridges, besides work on hundreds of
bridges under Mukhya Mantri Pul and Sarak Nirman Yojna worth Rs 2,700
crore.



  And now the corporation has been entrusted with the task of
bridging the distance in the society just as it made bridge between two ends of
a river. Nitish said, "bridging the gaps in the society will make Bihar stronger
and prosperous."

Today is - in a way - a historic day for Maithili
literature as the first literary book to have been
translated and published in Tamil has been done with
great style. I am quite pleased that one of the
biggest Tamil publishers have come up with translation
of 'Madhyampurush ekvachan'writer-Prof. Udaya Narayana Singh Nachiketa, and the
production is
even better than the English version. In attached pdf
files, we send you the Tamil translation book cover
and print-line etc. Hope this news will be passed on
to those who care for the spread of Maithili
literature in speech communities in other parts of
India and abroad.

You will also be happy to know that the German
translation of the book should soon be brought out by
a major publisher in Germany, with whom a contract has
been signed.
