If it had not breached at Kusaha, it would have anyway breached at this point,
points a villager towards the probable location on the eastern bank in village
Rajabaas near Prakashpur in Sunsari district of Nepal, located 14 km upstream of
Kusaha where the Eastern Afflux embankment of the Kosi had breached on the
August 18, 2008.

The river has indeed come close to the embankment at the site and with the spurs
that protect the embankment in no good condition, a potential danger lurks. The
setting is seemingly perfect for another breach! The state has just woken up,
collecting stones for the protection work in case the river decides to gnaw the
embankment. Should that happen, what course the river would adopt before it
joins that Ganga is not known just as it was not known the course last year
following the breach at Kusaha?

So, thats what the Water Resources Department leaves it during this year to be
reaped (faced) by the Disaster (mis)Management Department of the state. Since
there is no dialogue between the two, the vicious cycle gets perpetuated year
after year.

That is the inference of a team of 15 professionals and social workers that
visited the area hit by last years devastating floods of the Kosi during March
21-27, 2009. The team noted that the repair works at Kusaha are far from
complete although the engineers at site claim that they will complete the work
to their entire satisfaction by April 20, 2009, eight months after the last
years disaster, before fresh water reaches the site following snow-melt in
upper catchment. This claim will have to be verified in days to come.

Everyone hopes that they are not caught on the wrong foot again! The Kosi flood
disaster of 2008 was spread over 5 districts,  35 blocks, 993 villages affecting
33.29 lakh people and spread over an area of 3.68 lakh hectares in India alone
which resulted in loss of nearly 600 persons and destruction of 2.37 lakh
houses. But for the colour of the sand, a vast area of the Kosi basin now
resembles Jaisalmer (Rajasthan) and may need the help of the experts of Central
Arid Zone Research Institute CAZRI, Jodhpur for revival of agriculture in the
region.

That is only one half the story. The other half about which no concern is shown
by anybody (Government and NGOs included) comprises of nearly 1.5 million people
spread over 414 villages trapped between the two embankments of the Kosi which
is the route of the normal river flow in a normal year. We literally have our
houses on our shoulders and despite using weed or wood fired chulha for cooking,
no cobwebs are seen on our thatched roofs. We have to shift our houses much
before spiders start developing the webs, says a resident of village Nirmali,
trapped between the two embankments of the Kosi in Supaul district. Their
problem is perennial just as the flow of the river.

The team visited the Bhutahi Balan and the Kamla Balan basins and finally landed
up in the Bagmati where mammoth embankments are being built or repaired. These
are being raised and strengthened to provide a greater degree of protection to
the people living outside them. But from Dheng to Runni Saidpur there is hardly
any reach of the embankment that has not faced the wrath of the river and the
breaches and yet the people and the Government believe that these structures
would protect them from floods.

That silt contained in the river waters is equally responsible for the
devastation that is caused by rising bed level of the rivers and subsequent
failure of the embankments can be seen in the villages of Raksia and Ibrahimpur
of Runnisaidpur block of Sitamarhi district. A 27 feet high mosque in Raksia is
submerged in sand and only top 5 feet is visible above the ground while a temple
of Lord Shiva has to be dug out every year from the sand to offer puja in the
latter. Will the engineers and the politicians ever recognize the secular
behaviour of our rivers?

The team was shocked by the joke that is played in the name of the development
in Kaala Pani area of Runnisaidpur. Nearly 75 squire kilometers of land has been
submerged because the embankments on the Bagmati blocked the entry of the
Manusmara into it and as if that were not sufficient, the unprocessed effluents
from a sugar mill were dumped into the Manusmara to make the submergence black
and stinking. No agriculture is possible with such waters and there has been
no crops in the area for the past ten years now. The farmers of Kaala Pani
remain engaged in agriculture, but in Punjab and Haryana.

SINGAPORE: The Nalanda University in India's Bihar state is part
of a larger Asian renaissance, says Singapore's Foreign Minister George
Yeo. And its emphasis on the free exchange of ideas has implications on
today's globalised world.




Some paintings by Singapore artist Tan Swie Hian are inspired by
India's Nalanda University, a centre of intellectual open-mindedness in
the ancient world.





Its modern-day revival is driven by the desire to bring back that spirit of
enlightenment.




The Nalanda University of the fifth century was, for many years,
the seat of Buddhist learning, attracting scholars from all over Asia.




And in a nod to this ancient heritage, the Nalanda of the 21st century
hopes to be a centre for inter-faith dialogue, and a bridge between
South and East Asia.





The secular varsity will have six faculties, offering post-graduate studies in
philosophy, tourism and Asian history.




Singapore's foreign minister - who is a member of a multi-national
steering group behind the project, called the Nalanda Mentor Group -
said it is part of a larger Asian renaissance. But it will take some
years to bear fruit.




Mr Yeo said: "There'll be many practical problems, because Nalanda
will be established in the state of Bihar, which is one of the more
backward states in India. Infrastructure is woeful. But the plans are
there, it will take time, the important thing is support from the
highest levels in India."




The steering group's first meeting was in Singapore two years ago.
Since then, discussions have been held in Tokyo, New York and New
Delhi.




The final meeting will take place in Bihar, India, on Thursday, and
a proposal will be presented at the East Asian Summit in Thailand at
the end of the month.




The university was initially set to admit its first students this
year, but Mr Yeo said that would not be likely now because of

               Minister
for Foreign Affairs George Yeo will visit India from 19 to 21 February
2009 to participate in the fifth and final Nalanda Mentor Group (please
see Annex for a complete list of members of the Group) Meeting in Bodh
Gaya, Bihar, India. He will be accompanied by Professor Wang Gungwu,
Chairman of East Asia Institute and Alternate Member of the Nalanda
Mentor Group, officials from the Ministry of Foreign Affairs and
representatives from the Singapore Buddhist Federation and Singapore
Buddhist Lodge.





Chaired by Nobel Laureate Professor Amartya Sen (Economics Department,
Harvard University), the Nalanda Mentor Group aims to conceptualise the
revival of the proposed Nalanda University in Bihar, India. The ancient
Nalanda University, established in about 5th century AD or earlier, was
pre-eminent for over seven centuries, with about 10,000 international
students and 1,500 teachers at its prime. Indian Prime Minister
Manmohan Singh announced at the East Asia Summit in Cebu in January
2007 that India intended to redevelop Nalanda University as a centre
for learning and inter-faith dialogue, and that India welcomed
cooperation from member countries of the East Asia Summit. Singapore
hosted the inaugural meeting of the Nalanda Mentor Group in July 2007
and three further meetings were held in Tokyo, New York and New Delhi.
To help raise public awareness of the project, an exhibition "On the
Nalanda Trail: Buddhism in India, China and Southeast Asia" was held by
the Asian Civilisation Museum in Singapore from November 2007 to March
2008. The Institute of Southeast Asian Studies has also organised an
international conference on "Buddhism Across Asia: Networks of
Material, Intellectual and Cultural Exchange" in Singapore from 16 to
18 February 2009. Professor Amartya Sen gave a special keynote address
on Nalanda at this conference earlier today. He departs Singapore for
Bihar to attend the Nalanda Mentor Group meeting tomorrow.



The 5th Nalanda Mentor Group Meeting in Bodh Gaya, Bihar, seeks to
complete the discussion on the establishment of the Nalanda University.
After the meeting in Bodh Gaya is concluded, India is expected to
present its proposal to the East Asia Summit (EAS) for endorsement at
the next meeting in Thailand.



Professor Amartya Sen, Minister Yeo and other members of the Nalanda
Mentor Group will also visit the site of the new Nalanda University in
Bihar and meet Chief Minister of Bihar Nitish Kumar to discuss the
establishment of the new University.

My mother Mrs. Krishna Singh's job at various government schools in
Bihar, where even basic amenities did not exist, involved standing
for long hours and dealing with a defiant and rude society. Thanks to
her dedication and strong will power, not only did she complete an
eventful career with lan, she was never found faulting on any
occasion.

Unsurprisingly, she has been a role model for many in her community,
among colleagues, students and parents. For her family, she has at
all times served as the strongest role model. She means everything to
us and a lot to all those who have met her.

It was really great to see her waking up at her own time, doing her
own things, reading newspaper, cooking, not stressing, travelling to
her school, managing money, keeping records, planning insurance,
saving taxes, and keeping an excellent health. It has been great so
far. She's been able to be very active; and sort of her own boss,
always.

Every child considers his mom as the best. But for me, my mother has
been a very very special person. In all the world, there is no other
to take the place of my dear mother. We've laughed together, cried
together. Through this blog, I want the world to know how much I love
her. She is my heroine. Maa tujhe salaam

Dr. Jayakanta Mishra passes away on 3rd february 2009 at 7 pm .He was 87,

Dr. Mishra was born in 1922 and besides two volumes of Maithili English
dictionary wrote history of maithili literature, folk literature of mithila and
brought critical editions of Kirtaniya Dramas.
The two volumes of Dictionary by Jayakanta Mishra included maithili words in
mithilakshara and in phonetic english- and had been a source of inspiration for
future generation lexicographers.Based on Videha database 16 volume
Maithili-English dictionary by Gajendra Thakur, Nagendra Kumar Jha and Panjikar
Vidyanand Jha includes Words and meanings both in International phonetic roman
and mithilakshara, the ist volume is being brought out this month. The series
would be dedicated to Deenbandhu Jha, Jaykanta Mishra and Govind Jha.
 
Dr. Jayakanta mishra would always remain in our hearts.

     Many of India’s cities have become bustling
centers for high technology and heavy industry, but hundreds of
millions of people in the countryside remain off the grid. Growing up
in rural Bihar State, Manoj Sinha knew what it was like to sit in the
dark. So after earning an electrical engineering degree at the University of
Massachusetts,
Amherst, and working for the Intel Corporation, he began exploring ways
to turn farm waste into electricity, with the dream of building
village-scale generators.

  Last year at the University of Virginia,
where he is studying for a master’s at the Darden School of Business,
he and a fellow student, Charles Ransler, teamed up with another
engineer from Bihar, Gyanesh Pandey, and Husk Power Systems was born.The
Indian engineers, both 31, had initially planned on raising money to
build small generators for simply a few villages. But the company now
has a proprietary generator that runs on a methane-like gas released by
heating rice husks a certain way. A waste product of rice milling,
husks are plentiful in villages. While agricultural waste is common for
generating heat, it is not often used for generating electricity, and
there is nothing remotely like this system in the villages of
developing countries. The system produces enough electricity to supply
300 to 500 households for 8 to 10 hours a day. A byproduct is silica, a
valuable ingredient in making cement. The long-term plan is to
profit from the global market in credits — earned by avoiding
greenhouse-gas emissions, which result from burning fossil fuels like
coal — and to sell the benefit. Husk Power Systems won first
place in 2008 in the University of Virginia business plan competition
and the social innovation competition at the University of Texas, Austin. The
students are headquartered at the Darden School of Business incubator, where
they get space and advice.There
are generators in five villages now, with the hope of expanding to 100
within a few years, Mr. Ransler says. Eventually, these communities
could shift to other electricity sources as the Indian economy matures.
But Mr. Ransler, 30, predicts there will be a market for many years to
come for small-scale power systems burning renewable farm waste.Business
leaders must realize that the world’s poor need investments more than
handouts, he says, adding, “These are customers, not victims.”

Drainage Crisis of Kosi

Abstract: Kosi is an
international river and all interventions must show utmost sensitivity
that does not bring a bad name to our country. The onus is the central
government to avoid a situation, which makes North Bihar a case study
for mismanagement of rivers. It has emerged from the field study
undertaken by a Fact Finding Team that a list of "what not to do in
Kosi basin" must be prepared before relying on the suggestions of
retired or serving officials. Why Kosi has been flowing at a level
higher than its adjoining mainland is a statement on the poverty of
common sense. The reduced cross-section of the river due to embankments
was expected to facilitate the dredging of its bed. Instead, the Kosi
offloaded silt into the river and raised the level of its bed. That the
Kosi is among one of the highest silt-laden rivers in the country makes
matters worse. Had the river been free to meander, it would have
deposited fertile silt, collected from the slopes of Mount Everest and
Kanchenjunga, across the plains of north Bihar. But that was not to be,
as most of the silt carried over the years lies trapped between river
banks, reducing the stream flow on the one hand and making the
embankments vulnerable to breach on the other. People of Kosi basin are
victims of development and the arrogance of governmental knowledge that
are used to scare common people into silence and submission by their
declarations such as "I Know the facts". All proponents of "solution"
must be made to solve the drainage crisis and adopt Ganga basin
approach before undertaking any further intervention.

Introduction
Kosi
is one of the major tributaries of Ganga synonymous with the history,
culture of not only Mithila but whole of the Indian sub-continent. One
cannot think of the Indian sub-continent without thinking about
Ramayana (Sita) and Mahabharata (Karna). Ramayana and Mahabharata
cannot be even imagined in the absence of Mithila.. The structural
solutions have already distorted the landscape of the Kosi-Mithila
region, structural solutions like Kosi High Dam would turn out to be a
monument of foolishness for generations to come. Like the villains of
embankment proposal, all the kosi high dam proponents must be
identified and dealt with by something like a Kosi Parliament.

Nearly
33.55 lakh people in five districts of north Bihar were affected by the
devastation caused by the Kosi deluge due to the breach in the
embankment at Kusaha in Nepal on August 18.

After Tamil Nadu,
Madhya Pradesh and Uttar Pradesh, Bihar too is initiating the misplaced
project of linking rivers even as it is being predicted that "Ganga
would soon become a seasonal river-flooded in monsoons and dry in the
summers." Out of the 30 links in the controversial National
Interlinking of Rivers project that includes 14 links in the Himalayan
component, 6 river-link canals are directly related to Bihar. It is
noteworthy that quite like Tamil Nadu, Bihar too is proposing its
linking of rivers projects as independent of the national project.
Unmindful of the global ecological changes and river basin approach
Uttar Pradesh has already launched Ganga Expressway Project in 2007 to
construct a 1047 km access controlled eight-laned expressway running
along the Ganga river to provide connectivity and as a flood control
measure although the catastrophe brought about by such measures is
quite evident.

Continuing the same trend, Bijendra Prasad Yadav,
Bihar's Water Resources Development Minister informed the Bihar
Legislative Council on 4, December, 2008 that inter-linking of rivers
could rid the state of perennial problems of flood and drought.
Replying to a special debate on drought like situation prevailing in
many districts of south Bihar, Yadav said "unless and until rivers are
inter-linked the twin problems can not be solved." Yadav said the
inter-linking of Bihar rivers would cost more than Rs 4,000 crore.
Stating that 26 percent area of the state are drought-hit, Yadav
informed the Vidhan Parishad that the state did not have any reservoir
which was crucial for irrigation. It was either in Nepal or in Uttar
Pradesh. Replying to a debate on perennial problem of flood in the
state he referred to the devastation caused by the Kosi deluge and the
probe by judicial commission underway.

The Centre has
constituted a high level committee, consisting of three representatives
of the Centre, two from Nepal and five from Bihar government, for the
repair and maintenance of the embankment.

In the aftermath of
Kosi deluge, such ecologically disastrous engineering projects have
been dismissed as a "solution". Most recently, even 'development'
advocates like Suman K Bery, Director General of New Delhi-based
National Council of Applied Economic Research advised the governments
to forgo its mega public private partnership projects and concentrate
on strengthening the existing infrastructures in the light of the crash
of US and the European markets as a response to the upheavals in the
world economy.

Sterile Discourses
At a talk and a day
long Panel Discussion in Patna on "Kusaha Breach and Thereafter",
heated exchanges between pro-"Kosi high dam" engineers and proponents
of "living with floods" ended with an apparent conclusion that high
dams & embankments are less of an engineering interventions and
more of a political intervention. On 17 October, on the eve of two
months of the Kosi breach, the talk was delivered by Dr Dinesh Kumar
Mishra, a well known voice of sanity with regard to Kosi crisis.
Failure of dams as flood control structures has been demonstrated in
Orissa, Gujarat, Maharasthra and Jharkhand.

A white paper was
demanded, while sharing the Hindi version of the Fact Finding Report on
Kosi "Kosi "Pralay": Bhayaavah Aapada Abhi Baaki Hai" sought
accountability of Kosi High Level Committee (KHLC) and provide a remedy
for the drainage crisis in North Bihar as was promised by the UPA
government's Common Minimum Programme. All the activities of KHLC
should be put in suspension till the time their liability is fixed and
Justice Rajesh Balia Judicial Commission of inquiry set up on September
9, 2008 is completed. The commission's recommendations must not meet
the fate of several dozens of committees and it must recommend criminal
charges against acts of omission and commission.

It is
noteworthy that Union Water Resources Department Secretary, in a letter
to the Bihar Irrigation Secretary on September 24, 2008 has questioned
the locus standi of the judicial commission. The letter read: "The Kosi
agreement is a bilateral agreement between two sovereign states, India
and Nepal, and Bihar is not a party to either 1954 or the 1966
agreement. "Water and Power Consultation Services, a central
government's public sector undertaking has provided technical inputs to
the Bihar government on possible ways to plug the breach at Kusaha in
Nepal.

Participants included victims of embankments who
expressed their anguish at the Delhi, Kathmandu and Patna centric
deliberations and decision making. They called for a movement against
Kosi High Dam, embankments and changing the current course of Kosi.

Amid
news reports that Kosi's course will be restored by December 15 and the
breach would be plugged by March 31, 2009 citing Kosi Breach Closure
Advisory Technical Committee chairman Nilendu Sanyal and Ganga Flood
Control Commission chairman R C Jha on 14 October, 2008 to finalise
modalities on plugging the breach, some participants were opposed to
the repair of the breach in Kusaha. Government must hear the views of
these people before undertaking repair works.

Meanwhile, central
government has sanctioned Rs 40 crore for the project and Bihar Cabinet
has sanctioned Rs 197 crore. Bihar Water Resources Minister Bijendra
Yadav has said tenders for the breach closure have been invited and
bidding will take place after October 21.

Proposed "Sapta Kosi
Multi Purpose Project" claims to irrigate 68,450 hectares in Nepal and
provide remedy for drought-prone areas measuring 1,520,000 hectares in
India. It is claimed that alongwith irrigation and flood control, about
3,500 MW of electrical power would also be generated from water stored
in the 269-meter-high reservoir. According to a preliminary impact
study, the proposed high dam will displace 75,000 people from about 79
Village Development Committees (VDCs) in nine districts of Nepal alone.
About 111 settlements in the 79 VDCs, sprawling over the banks of the
Sun Kosi, Tamor, and Arun rivers, will be totally submerged, while 47
settlements will face partial submergence, and 138 will become
fractionally submerged.

Opinions available in public domain say,
"If the dam is going to cause such upheaval, can the crops produced
from the 68,450 hectares of irrigated land in Nepal compensate for this
huge loss?" argued the bimonthly magazine, Pro Public/Good Governance,
in its report. Estimated losses in the North Bihar are yet to be
ascertained. Earlier, the meeting of the Indo-Nepal Joint Committee on
Water Resources in Kathmandu on October 2, 2008 agreed to expedite work
on preparation of the Detailed Project Report (DPR) on Saptkosi High
Dam on the Kosi. Both sides reiterated their commitment to expediting
the work on preparation of the DPR of Saptkosi High Dam project during
the meeting which concluded on Wednesday in Kathmandu. Nepal assured
full administrative support and security to Indian engineers.

After
the breach, on August 18-19, 2008 Nepal government had said that Kosi
treaty is a "historic blunder" but Nepal government's inconsistent and
ambiguous position now on the Kosi High Dam proposal based on the same
treaty must be exposed in the Nepali parliament and media.

The Worst is Still to Come
In
order to save Kosi region from an ecological and human disaster, Nepali
and Indian legislators must take a categorical position based on a
referendum on Kosi.

On August 19, 2008, the chairman of the
Expert Committee on the Implementation of recommendations of Rashtriya
Barh Ayog, R Rangachari said, "It is my impression that not much has
been done to implement the suggestions made by the committee's report."
Rangachari was on the Prime Minister's Task Force on Flood Control in
2004.

The National Common Minimum Programme (CMP) of the
Government of India made a solemn pledge to the people of the country
in 2004 to undertake "Long-pending schemes in specific states that have
national significance, like flood control and drainage in North Bihar."
Despite acknowledging the problem, it is shocking that neither the
Central nor Bihar Government conducts any survey to assess the effect
of flood control measures on the socio-economic conditions of society.

On
August 20, 2008, after the breach in the embankment at Kusaha in the
Kosi region, Nepalese Prime Minister Pushpa Kamal Dahal `Prachanda',
took stock of the post-calamity situation in the Kosi region and said
"Kosi agreement was a historic blunder. The people are suffering due to
this". The agreement had led to the construction of embankments and
proposals for a high dam.

Following an aerial survey of the
flood affected areas of Bihar, the Indian Prime Minister on August 28,
2008, termed the flood crisis as "a national calamity". More than four
years have passed since the Indian Prime Minister made the promise in
the CMP. Now, in August 2008 he declared, "A high-level team would be
set up to coordinate matters with the Government of Nepal." He also
promised protective structures and technical assistance to state
government to prevent further deterioration in the embankments. Such
dangling of carrots and
providing band-aid remedies are horribly insincere and it has been going on for
over 60 years.

Bihar's
floods in August 2008 caused the eighth breach in the embankments.
According to the Bihar Government's own reports, last year 48 lakh
people in 22 districts were in need of assistance due to floods.
Clearly, it is not the extent, but the unpredictable intensity of the
crisis that makes it a catastrophe. The primary function of floodwater
is to drain out excess water. It has not been allowed to perform its
functions due to engineering interventions.

Hundreds of reports
prepared by Commissions of all ilks are gathering dust. At most, they
become election campaign tools. The Commission should recommend fixing
charges of criminal neglect against the members of the Kosi High-Level
Committee, who waited for the calamity despite having information that
could have led to timely evacuation of the people.

The drainage
problem has failed to alter the policy regime of the country that
favours structural solutions regardless of the natural drainage it may
impede. Proposals like a high dam on the Kosi are as good as jumping
from the frying pan into the fire, if the experience with embankments
is anything to go by. Even when one chooses to ignore the changing
morphology of the river, the estimated lifespan of a dam and embankment
being 25 and 37 years respectively, underlines
the transitory nature
of the technocentric interventions. The Union Ministry of Water
Resources misled the Rajya Sabha on March 11, 2008 claiming,
"Government has taken various steps in the direction of water
management to stop the flood in north Bihar coming from the rivers of
Nepal." There has been no significant shift in the way the Kosi issue
was perceived in the 1950s and in 2008.

The issue of the Kosi
High Dam, first raised in 1948, has been sold to the victims as one of
the 'permanent' solutions to recurring floods. Ironically, embankments
as temporary solutions have become reasonably permanent whereas the
'permanent' solution has remained elusive. What is 'permanent' and how
permanent is 'permanence'? It must be acknowledged now that there is a
condemnable insincerity in proposing multi-purpose high dams for flood
control, because the dams are proposed to tap the hydropower potential.
Is it not clear that when the multipurpose — flood control, irrigation
and power — dam is talked about, the real motive of the proposal in
question is ignored? Clearly, political parties hold a stake in such
power projects that make them little concernend with the masses
struggling to remain afloat. A few days ago, Nepalese Prime Minister,
Prachanda, conveyed his affirmation for the hydel power project in a
meeting with Bihar Chief Minister Nitish Kumar.

Conclusion
There
is a compelling logic behind seeking immediate review of the Indo-
Nepal Kosi Treaty that created the rationale for embankments and dams.
Continuing with it would amount to flogging a dead horse. The
congestion in North Bihar and Nepal is a problem of permanent
water-logging that has remained overlooked for several decades. Floods,
earthquakes, hurricanes or tsunamis cannot be controlled. But the
catastrophe they cause can be predicted, anticipated and
prevented.
Drainage of the river must remain sacrosanct, besides timely evacuation
of human and animal population and the establishment of robust public
health systems.

Given its distinct geo-morphological features
and complicated hydrological characters, the Kosi is one of the
Himalayan rivers that is yet to be understood in its entirety. It is
high time that policy makers gave up their outdated 'conquest over
nature' paradigm. We have to learn to live with the floods, only this
time, in far more readiness.

Ecological and futuristic vision
based state interventions must treat natural flow of rivers as
sacrosanct and natural habitats must not be tampered with, which we
must maintain if we want life to exist on Earth. Instead of a gigantic
dam, what is needed is a gigantic network of very small scale water
management schemes, including a vast network of small dams in Himalayas.

Patna, Dec 4 (IANS) It’s a savings account that has
a balance of just Rs.1,508. It has not been operated for over decades.
Yet, a bank here takes pride in the account holder - for it belonged to
the country’s first president, Rajendra Prasad.
The account at the Exhibition Road branch of the
Punjab National Bank (PNB) has not been closed by the authorities even
four decades after Rajendra Prasad’s death as a mark of respect to him.
‘For the PNB, Rajendra Prasad’s savings account is a national
heritage, we are proud to preserve it for future generations,’ Sailesh
Ranjan Singh, chief manager of the bank, told IANS.
Singh said the bank branch was directed by its head office in New
Delhi to keep the account active as a national heritage and in view of
its importance.
‘The bank will keep the account active as long as possible,’ he said.
In 2007, the balance in the savings account held by late Rajendra
Prasad, the Bharat Ratna awardee, was Rs.1,432. The bank added interest
to the amount, so it is now Rs.1,508.
‘At a time when the present-day politicians declare assets worth
billions, the balance in Rajendra Prasad’s account signifies his
honesty and integrity in public life. It is a lesson for the young,’
another bank official said.
According to bank officials, no one has come forward till date to
withdraw the amount as there was no nominee for the account. Rajendra
Prasad’s descendants have already migrated out of Bihar. Bank officials
said that the account was an asset for the bank.
Rajendra Prasad was born Dec 3, 1884, at Zeradei in Bihar’s Siwan
district and died Feb 28, 1963, in Patna. After 12 years as president -
from 1950 to 1962 - he retired and was subsequently awarded the Bharat
Ratna, the nation’s highest civilian honour.
He spent the last months of his life at the Sadaqat Ashram in Patna.

It is now one full week since terrorists attacked the landmarks of
Mumbai. Amidst the 24 hour media coverage, for me, the haunting
image of the attack has been our ill equipped policemen fighting the
armed to the teeth cowards from hell. Think of the lone RPF
constable at CST throwing a chair to distract attention of a
terrorist so that he can fire from his obsolete .303 rifle. Think of
ATS Chief Karkare trying to fit a useless bullet proof vest. Think
of armed with lathi Mumbai police personnel trying to stop the Skoda
of the terrorist at Girgaum Chowpatty. Think of the army man getting
down from the army truck with a 5 kg battery and equally heavy
communication equipment. Think of the NSG commandos reaching Taj in
the morning of 27th in BEST buses. What would have happened if
another terrorist had laid siege on the tin bus of BEST and deflated
its tyre?

Most of our policemen bravely fought the cowards, but did they have
a chance to succeed? We are a brave country but we have let
ourselves down by failing to look after those who are responsible
for our security. We have seen any number of talk shows on our TVs
about how spectacularly the government has failed. We have lampooned
our politicians. But after all this, what?

I propose that the Government of India immediately set up a Civil
Defence fund of India where all of us can contribute according to
our capacity. Let this fund be created under an act of Parliament
with water tight regulations to ensure that the Achutanandans of
this country cannot fiddle with this fund for their own agenda.
Further, utilization of this fund can be linked to the police
reforms which have been resisted by our ruling classes for the last
several decades making policing a hand maiden of their nefarious
designs.

The contribution to the fund can be made exempt from income tax. Its
management can be done by a highly empowered and autonomous board
consisting of eminent men and women who will oversee its
utilization. The utilization should be restricted to policing
infrastructure of the country: central para military forces such as
NSG, CRPF, CISF, RPF, BSF and so on and the state police. A broad
outline is given below:

Discretion of the board (for other items related to related to

Exclusions: Luxury transportation such as expensive cars for senior
officers, luxury aircraft.

Security Specialists viz. Retired IPS, Retired Armed Force Officers,
Retired Intelligence Officers 30%
Specialist in strategic affairs 20%

(Shadow home minister) 2 in number
Other eminent persons like scientists, academics and the like
	 Remaining percentage
Exclusions: All serving officers of the government, Retired civil
officers like IAS, revenue service etc (Police Service and
Intelligence service being the only exception)

This has been done in the past. Our IITs and IIMs are a result of
such farsighted legislation which the Arjun Singhs of this world
have not been able to destroy in spite of their best efforts. Hence
I am confident this can be done. Let us put pressure on the central
government to enact such legislation in the coming session of the
parliament itself. Once this is passed, let us contribute whole
heartedly to this fund to make it a grand success.

When the terrorist strikes again, let this be a battle by well armed
men. Let not another constable be seen firing from a first world war
vintage .303 to combat the next cowardly terrorist. A few of us will
recall the fearlessness in the eyes of the young CRPF constables who
defeated the nefarious designs of the terrorists during the
parliament attack. Well armed and well trained, our brave men can
show how the terrorists can be tamed.

       place. Dawood was the main conspirator. Till today he is not caught. All
       our bolywood actors, our builders, our Gutka king meets him but your
       Government can not catch him. Reason is simple; all your ministers are
       hand in glove with him. If any attempt is made to catch him everybody will
       be exposed. Your statement 'NOBODY WOULD BE SPARED' is nothing but a cruel
       joke on this unfortunate people of

Ah!

I have been reading this for quiet some time now...Advice,
suggestion and counter suggestion...and true to its name,
Biharchintan has been able to make us a good chintak (Thinkers), who
does not hold any stature  in current world of Doers. We think

able to fulfill our roles in the real world.

     Is there such a thing as 'Hindu terrorism', as the
       arrest of Sadhvi Pragya Singh Thakur for the recent Malegaon blasts may
       tend to prove? Well, I guess I was asked to write this column because I am
       one of that rare breed of foreign correspondents— a lover of Hindus! A
       born Frenchman, Catholic-educated and non-Hindu, I do hope I'll be given
       some credit for my opinions, which are not the product of my parents'
       ideas, my education or my atavism, but garnered from 25 years of reporting
       in South Asia (for Le Journal de Geneve and Le Figaro)..

In the early 1980s, when I started
       freelancing in south India, doing photo features on kalaripayattu, the
       Ayyappa festival, or the Ayyanars, I slowly realised that the genius of
       this country lies in its Hindu ethos, in the true spirituality behind
       Hinduism. The average Hindu you meet in a million villages possesses this
       simple, innate spirituality and accepts your diversity, whether you are
       Christian or Muslim, Jain or Arab, French or Chinese. It is this Hinduness
       that makes the Indian Christian different from, say, a French Christian,
       or the Indian Muslim unlike a Saudi Muslim. I also learnt that Hindus not
       only believed that the divine could manifest itself at different times,
       under different names, using different scriptures (not to mention the
       wonderful avatar concept, the perfect answer to 21st century religious
       strife) but that they had also given refuge to persecuted minorities from
       across the world—Syrian Christians, Parsis, Jews, Armenians, and today,
       Tibetans. In 3,500 years of existence, Hindus have never militarily
       invaded another country, never tried to impose their religion on others by
       force or induced conversions.

You cannot find anybody
       less fundamentalist than a Hindu in the world and it saddens me when I see
       the Indian and western press equating terrorist groups like simi, which
       blow up innocent civilians, with ordinary, angry Hindus who burn churches
       without killing anybody. We know also that most of these communal
       incidents often involve persons from the same groups—often Dalits and
       tribals—some of who have converted to Christianity and others
       not.

However reprehensible the destruction of Babri Masjid, no
       Muslim was killed in the process; compare this to the 'vengeance' bombings
       of 1993 in Bombay, which wiped out hundreds of innocents, mostly Hindus.
       Yet the Babri Masjid destruction is often described by journalists as the
       more horrible act of the two. We also remember how Sharad Pawar, when he
       was chief minister of Maharashtra in 1993, lied about a bomb that was
       supposed to have gone off in a Muslim locality of Bombay.

I have
       never been politically correct, but have always written what I have
       discovered while reporting. Let me then be straightforward about this
       so-called Hindu terror. Hindus, since the first Arab invasions, have been
       at the receiving end of terrorism, whether it was by Timur, who killed
       1,00,000 Hindus in a single day in 1399, or by the Portuguese Inquisition
       which crucified Brahmins in Goa. Today, Hindus are still being targeted:
       there were one million Hindus in the Kashmir valley in 1900; only a few
       hundred remain, the rest having fled in terror. Blasts after blasts have
       killed hundreds of innocent Hindus all over India in the last four years.
       Hindus, the overwhelming majority community of this country, are being
       made fun of, are despised, are deprived of the most basic facilities for
       one of their most sacred pilgrimages in Amarnath while their government
       heavily sponsors the Haj. They see their brothers and sisters converted to
       Christianity through inducements and financial traps, see a harmless
       84-year-old swami and a sadhvi brutally murdered. Their gods are
       blasphemed.

So sometimes, enough is enough.At some
       point, after years or even centuries of submitting like sheep to
       slaughter, Hindus—whom the Mahatma once gently called cowards—erupt in
       uncontrolled fury. And it hurts badly. It happened in Gujarat. It happened
       in Jammu, then in Kandhamal, Mangalore, and Malegaon. It may happen again
       elsewhere. What should be understood is that this is a spontaneous
       revolution on the ground, by ordinary Hindus, without any planning from
       the political leadership. Therefore, the BJP, instead of acting
       embarrassed, should not disown those who choose other means to let their
       anguished voices be heard.

There are about a billion Hindus, one in
       every six persons on this planet. They form one of the most successful,
       law-abiding and integrated communities in the world today. Can you call
them
       terrorists?

A French woman performed Chhath puja, a Hindu festival in which prayers are
offered to the sun god, in Bihar s Bodh Gaya town for the long life of her
Belgian husband.

Axlle, a French woman in her late 20s, offered prayers to the rising sun early
Wednesday on the bank of Niranjana river at Bodh Gaya, about 110 km from Patna.

Her husband Vianney, a resident of Belgium, joined her to offer prayers along
with his two friends from Belgium near the river in Bodh Gaya, which is
considered the birthplace of Buddhism. It was here that Buddha attained
enlightenment over 2,550 years ago.

Clad in a bright violet sari and with vermillion in the parting of her hair,
carrying the traditional bamboo tray known as 'soop', Axlle followed the prayer
rituals strictly.

I was impressed by the spiritual concept behind offering prayers to the sun god
and decided to perform Chhath, a new experience for me and my husband, said
Axlle, a nurse.

She said that she offered prayers to the setting and the rising Sun god for the
long life of her husband. "It was all I wish and seek blessing of the sun god,
she said.

My husband was happy that I offered prayers to the sun god for his long life,
she added.

Axlle and Vianney were visiting Bodh Gaya during their trip to India.

The family members of Shankar Yadav, a local resident, helped her and provided
fruits, home-made sweets and milk for the rituals.

Yadav's family members said that a few years ago, a woman from Denmark offered
prayers to the sun god in Bodh Gaya to mark Chhath.

The festival, once limited to Bihar, is fast becoming popular across India due
to the large-scale migration of workers from Bihar.

The festival was widely celebrated this year in metros like Kolkata, New Delhi,
Mumbai, Bangalore and Hyderabad and states like Assam, Punjab, Maharashtra,
Andhra Pradesh and even Tamil Nadu.

The four-day-long celebrations started Sunday with shopping and preparation of
traditional sweets. A large number of people thronged the river banks to bathe
before preparing simple vegetarian food on handmade earthen hearths..

The devotees Monday prepared sweet dishes as part of the festival, celebrated by
Hindus six days after Diwali, the festival of light
..

I was going through the transcript of the interview of Shobaa De taken
by you.

In the interview, you ask Ms De "Mumbai ............is now more and
more like Patna ?"

Who has given you the right to denigrate a city like this? Have you
been to Patna recently? Have you looked at its crime statistics? Have
you had any reports of regional hate?

Do try to recall. Did Patna have a communal riot in decades? This
decade? In the nineties? In the eighties? Seventies? Let me tell you,
Patna has never had a communal riot. Regional feelings? Patna has a
fairly large Bengali population which competes fiercely for the few
jobs that are available. In fact, during the early British period,
they had a virtual monopoly on the government jobs. But have you ever
heard of a hate campaign against them? Marwaris control a large part
of the trade in the city. Punjabis are in large number. The second
holiest place of the Sikhs is at Patna: the birthplace of Guru Gobind
Singhji. South Indians are a thriving community here, numbering about
30,000. Anglo Indians are another  thriving community at Patna and
nearby Danapur. Two seats in the Bihar assembly is reserved for the
Anglo Indian community. The author William Dalrymple has himself
written to me that his family has strong Bhagalpur connections. But
for a few minor incidents of Sikh owned shops looted in the aftermath
of Indira Gandhi's murder (mind you, no murders of Sikhs at Patna at
that time), can you give a single incident of hate crime or campaign
based on ethnicity? The closest you will come to a riotous situation
in Patna is during the 1942 Quit India movement and the JP movement of
1970's: both for a national cause.

Then how on earth does it occur to you to put Patna as the worst
example of provincialism? Is it media hype about Bihar and Biharis? Is
it because the elite of India like you have been trained to always
denigrate something to make you feel good? Is it plain ignorance? Or
is it that since Bihar is poor, hence elites feel that they can get
away by criticizing Bihar without a fear of reprisal or offending any
section of your audience which has very few Biharis in any case?

(It is another matter that the response of Shobaa De ( I could almost
feel her nose contracting in horror) is an even worse example of
'elitist' thinking, but then this letter is about you and the media,
not other categories of elites)

For god's sake, this type of typecasting has led to a very explosive
situation in the country. You people never tire of criticizing a Raj
Thackeray. Let me share a shocking statistic with you. Out of the new
migrants in Mumbai, the percent of Biharis is between 2.3 and 3.5%.
Yes I am talking of new migrants, not the percent of Biharis in the
total population, which has to be lower since the number has increased
from just 0.2% in the sixties to a 'High" 3.5%. This is based on
studies conducted by two Mumbai based organizations: TISS and IPSS. (I
would be happy to forward the publicly available extract of the study
and the link if you find this statistic too difficult to digest). Now
surely, you would also agree, this percent cannot be called excessive
by any stretch of imagination if there is any truth in Mumbai being
the commercial capital of India rather than just the administrative
capital of Maharashtra?

Then pray what makes Raj Thackeray demonize Bihar and Biharis? If you
think a little about it, you will perhaps agree with my theory that
this is so because of the "image" of Bihar, created by powerful
mediamen like you. Let me add, your colleague, another Raj from
Maharashtra, Rajdeep Sardesai, wrote an article on the ills of
Maharashtra last year where he had no compunction in using
'biharisation' as synonymous to criminalization. Not just in the body
of his article but in the headline itself. In fact, the whole article
was based on Rajdeep's view that Bihar is a living hell on earth. Is
it any surprise then that men like Raj Thackeray, desperate to carve a
political space for himself, think first of Bihar when they are
looking for a villain?

I am well aware of the bias of the Indian English press towards Bihar.
I don't expect it to remember the sacrifice of Bihar and Biharis for
the nation: the Champaran movement or the  1942 quit India movement or
the agitation against dictatorship in mid seventies. I don't expect
the media to highlight the extreme injustice done to Bihar due to
freight equalization or inequitable distribution of development funds
in each of the five years plans since independence. But this continued
bias is now striking at the very root of India. This anti Bihari
feeling is now creating a feeling of alienation in every town and
village of Bihar. Politicians of Bihar, though accused of playing
politics by the media, are trying their best to douse this flame which
they had no role to create. If you folks believe in the idea of India,
you have to play a role here.

Repeated biased coverage of Bihar in the Indian English press should
have convinced me by now that it is futile to expect any semblance of
evenness in the coverage. But what to do, I am a Bihari. I cant give
up on my Indianess. And giving up on hope is just not in my gene:
whether the centre gives me an ill treatment or the nature tests my
tenacity every year through floods, you would not hear a Bihari
committing suicide. Hence I still approach you with hope, that things
can change and will change.
