Dear friends and NGOs in Bihar,
We are writing to let you know about an interesting project that you
can be involved with called Women Aloud: Videoblogging for Empowerment
(WAVE). The project involves training young women around India (one
per state) to become citizen journalists telling video stories about
positive change in their communities to an international audience
online. The WAVE project is funded by the *MacArthur Foundation in the
U.S. and managed by filmmakers Sapna Shahani, Angana Jhaveri and
Mumbai-based NGO, Point of View.

We are looking for help to recruit the best possible female candidate
in your area who fulfils the following criteria:
18-25 years of age
Basic fluency in English
Proficient with computers and internet use
Strong interest in video production
Strong interest in community development
Potential to become a leader in her area
Candidates from low-income or disadvantaged backgrounds encouraged
More Information:
A video camera will be provided at no charge for the duration of
participation in the study, after which it would need to be returned.
The candidate would be paid a stipend of about 3000 rupees per month
to compensate for time spent participating in the project (estimated
to be up to one week per month).
The duration of the candidates involvement in this project is nine
months between December 2009 and August 2010, post a two-week training
period in Goa in November 2009. All expenses will be covered for the
candidate to attend the training in Goa.
She will be required to research, script and shoot video clips for a
2-5 minute video per month about her perspective on community
development issues, such as health, the environment and the local
economy. These video clips would need to be sent to us via the
internet and we would then edit and publish the video clips on the
WAVE website.

We request your organization to collaborate with the WAVE project in
these ways:

Post the attached flyer in your office and any other public areas.
Direct any questions about the WAVE project to our team (see contact
info below).
Allow computer and internet use for the winning candidate during the
nine month program.
We feel that the high standards of video training and the nine-month
experience while participating in this project will empower the
candidate to successfully assist with any communication, documentation
or other media needs of your organization in the future. We hope that
your organization will also serve as caretakers of the video camera
provided to the candidate, which may be used for your organizations
needs when not in use by the candidate. We would also like to extend
an invitation to the media training workshop in Goa in November,
taught by Indias leading documentary filmmakers, to one staff person
from your organization to attend for no charge (We will provide
accommodation in Goa if your organization can bear travel expenses to
and from Goa).

PATNA: Rescuers picked up 35 bodies found floating in a river
Wednesday, raising the death toll to 64 in the capsizing of two boats
during a major Hindu festival in Bihar, an official said.

The bodies were spotted as rescuers resumed search operations on the
Kosi river near Alauli, a village nearly 125 miles (200 kilometers)
north of Patna, said district magistrate Abhay Kumar Singh.

The overcrowded boats capsized after participating in festivities
during the Dussehra festival Monday. Thirty people are still missing
from both boats and are feared dead, Singh told The Associated Press.

The 35 bodies found Wednesday were from the first capsized boat, Singh
said. Rescuers found 21 bodies from the boat Tuesday, including those
of 16 children.

A second boat capsized hours after the first on a river in Darbhanga
district with 17 on board. Police recovered eight bodies and rescued
eight people near Kuseshwar Sthan, a village nearly 90 miles (140
kilometers) north of Patna, said Neelmani, a top state police
official, who uses only one name.

Those on board were returning to their village after immersing an idol
of a Hindu goddess in midstream as part of the religious festivities.

Boat accidents are common in India, where many vessels are unsafe and
overloaded. Monsoon rains flood rivers between June and September
every year.

10-member state medical council formed

PATNA: Bihar government has reconstituted Bihar Council of Medical
Registration after a lapse of five years. Ten doctors have been
nominated to
the council for which the health department has already issued a notification.
Three of them - noted eye surgeon and convenor (community services) of
Bihar Ophthalmological Society Dr Sunil Kumar Singh, PMCH's retired
professor of medicine Dr Ramesh Chandra Sharma and cardio thorasic
surgeon Gyasuddin Rayee, are the government nominees in the 10-member
council.

Others, including Dr Amar Kant Jha `Amar', Dr Sohan Prasad Chowdhary,
Dr Kiran Kumari, Dr Narendra Prasad, Dr D K Chowdhary, Dr Basant Singh
and Dr Sahajanand Prasad Singh, have been selected under different
quotas.

Dr Sunil Kumar Singh said the ten members of the council would soon
elect a president and a registrar from among themselves.

PATNA: Bihar Chief Minister Nitish Kumar on Saturday announced a
compensation package of Rs. 1 lakh for the families of 17 workers, hailing
from the State, who were killed when a chimney at an under-construction
thermal power plant of the Bharat Aluminium Company Limited caved in at
Korba, 220 km north-east of Raipur on Wednesday.

According to reports, the death toll has mounted to more than 40 as
Chhattisgarh authorities continued rescue operations and search for bodies
under the debris.

Of the 17 workers, 11 were from Chhapra and 6 from Siwan district,
authorities said. The bodies of the workers are yet to be sent to Bihar.
  Official sent to Chhattisgarh

The Bihar administration has also dispatched a senior official from the
Labour Department to Chhattisgarh to probe the accident.

Coimbatore: Nineteen persons from Bihar and three from Jharkhand, who were
working in a textile mill here, were sent back to their hometowns on Friday
following a skirmish with workers who hailed from Tamil Nadu. The incident
is said to have happened at their place of residence.

Superintendent of Police, Coimbatore Rural, N. Kannan, said a top government
official in Bihar told him over the phone that mill workers from his State
had been injured in a clash with fellow workers here.

Based on the information, the police checked all the textile mills in the
district. The Madukkarai police found that 22 workers of a private textile
mill at Athipalayam in Madukkarai wanted to go back home.

Inquiries revealed that these workers had quarrelled over watching the
channels of their choice on television. The police said no worker was
injured; there had been no violence but only a skirmish.

However, since these workers wanted to leave, the police put them on a train
to their hometowns on Friday. No case was registered as the workers did not
lodge a complaint.

PTI reports from Patna:

Earlier in the day, Bihar Chief Minister Nitish Kumar had asked authorities
to look into reports that around 20 youths from the State were assaulted in
Coimbatore.

After coming to know about the incident, news of which appeared in a section
of the press here, Mr. Kumar called Principal Secretary (Home) Amir Subhani
and asked him to take it up with his Tamil Nadu counterpart, an official
spokesman said.

Mr. Kumar also asked the Tamil Nadu government to protect the people from
Bihar and take immediate steps to free the youths and arrange for their
transport. According to the Chief Minister, the Bihar government would
provide compensation to the victims, the spokesman said.

New Delhi:
Considered a child prodigy, Tathagat Avatar Tulsi is now India's
youngest Ph.D. holder at 21, from the Indian Institute of Science
(IISc) in Bangalore. He has a long list of achievements behind. Never
keen on toys and naughty pranks, he was always amidst books and loved
discussing mathematics and physics, which people found quite intriguing
from an average boy of his age.
His parents understood
him and neither imposed their will on him nor forced him to play or do
anything beyond his wishes. Tathagat knew his priorities in life and
spurred by records, was at one time in a hurry to complete his Ph.D.
and turn professor by 17. But today, after years of hard work, Tathagat
is a relaxed person.

















The youngster is not
just about new theories and records. In his leisure time he plays chess
and loves going for walks. Although keen on watching off-beat Hindi
movies, he does not have any favourites. His ideal is Albert Einstein.
In an exclusive
interview with Gulf News, Tulsi spoke about his life's achievements and
how he overcame the obstacles that came his way.

Thanks for sharing this.

This is a fantastic idea which is quite timely.

A couple of thoughts:

1. Should the school be affiliated to CBSE or to the Bihar board? To my
knowledge (I am not from Neterhat and hence cant say for sure), Neterhat
Vidyalaya was affiliated to Bihar Board. I can recall from The Indian Nation
Newspaper of '70's that the toppers of Bihar board were dominated by Neterhat
boys with some from St John's Ranchi.

This aspect is very important since affiliation with Bihar board will ensure a
certain connection / alignment with the state which will have a rub off impact
on the education of the rest of the state.

2. Computer literacy: These days, computers are an essential part of the
education. The top schools have class room learnings thru computer based
teaching. One of the experts in this field is Sandeep Srivastava of Ranchi who,
after MBA from INSEAD France (arguably the best management institute in the
world) and a successful stint with multinational corproations, has a computer
based learning company at Delhi for the last 10 odd years with several
implementations across the globe. You can involve such people who have their
roots in Bihar and are quite willing to associate themselves with initiatives in
Bihar.

Mukti Sangharsh Samiti (Supaul) is organizing a meeting at Muradpur-Chandrayan
High School, (Navhatta), Saharsa on the 5th September 2009 (10.00 hrs) and at
Vivah Bhawan (Saharsa) on the 6th September 2009 (10.00 hrs) to observe 25th
anniversary of the breach near Kedli village (Navhatta) in the eastern Kosi
embankment on the night of 5th-6th September 1984. This breach had engulfed 196
villages and had submerged 70,000 hectares of land in 7 blocks of Saharsa and
Supaul district and uprooted 4.58 lakh people. If the lessons were taken right
that time, the Kusaha Tragedy could have been averted.

                                               Shimultala – a land of softly
rolling hills, tranquil landscapes and old-fashioned houses.

Located
in the Jamui district of Bihar, Shimultala is a health resort known for
its inviting climate and good water. No shopping malls, no multiplex
movie theaters, no fine-dine restaurants – this is a place where one
lets go of one's worries to enjoy life matching the drunken pace of the
sluggish river flowing aside.

Standing on the pedestrian
bridge of the railway station one can get a panoramic view of the place
– puffs of white cloud floating against a background of azure
firmament, the uneven land dotted with archaic mansions, cattle grazing
in the velvety green valleys, a river flowing by at a distance, the
intoxicating sunlight washing the landscape in gold. Time goes by as
one listens to birds chirping away, trekking the countryside, savoring
the hush of silence as night falls while counting the stars that
illuminate the backdrop of night sky. The happiness of day-to-day life
can be discovered here. Vacationing in Shimultala means peace and
tranquility, long refreshing walks, campfires, spending time with
family and friends, reading books and of course sumptuous meals.

Talking
about food, while visiting Shimultala one should not forget to gulp in
a handful of “Chhanar-Murki”, a traditional sweet dish of the place!

Getting there:
Shimultala
has a small rail station that lies on the Howrah-Delhi mainline route
of Eastern Railway at a distance of 348 km from Howrah.

Site Seeing:
As
far as site seeing is concerned, there are many picturesque spots
across the hamlet. Two of the famous sites are “Haldi Jharna”, an
extremely narrow water fall at a distance of 3 km from the station and
“Lattu Pahar”, the highest of all the neighboring hillocks, situated at
a distance of 2 km from the station. Auto rickshaws, cycle rickshaws
and hired cars are easily available for touring around the place.

Where to stay:
There
are numerous hotels and holiday homes most of which are old
cottages/bungalows renovated for commercial purpose. Accommodation
charges range from cheap to fairly affordable hotels, however because
of its remote location deluxe facilities are not available.

The proposal drafted by Naveen (94)  & Sanjay (76) as decided in the NOBA
meeting at VVIT Purnia on August 12, 2009 is as attached  herewith for your
comments please.

The words of the CM was "SHUBHASHYA SHEEGHRAM" in the matter of opening two
school at Simultala & Dehri which was originally proposed in 2005.He wants to
meet Nobaites around August 20, 2009. Please do let me know your consiudered
views.

The matter has picked up due attention at the time of inauguration of VVIT
Purnia. The news item that was published on April 08, 2005 is reproduced below:

																						 In
order to compete with Jharkhand's Netarhat and provide a healthy
educational environment for the young students of Bihar, the state
government has resolved to open a school in Simultala on the pattern of
Netarhat while also opening a girls school in Dehri on the pattern of
Hazaribagh's Indira Gandhi Girls School, officials in Patna said.



The Center has already released Rs. 2.5 crore each for both projects,
Intermediate and Higher Education secretary Navin Verma said.



Simultala, that falls under Jamui district in Bihar and is on
Patna-Howrah line, provides similar geographical locale as Netarhat
with plenty of greenery and mountainous terrain making it an ideal site
for learning institution.



The new boys and girls schools are to be named Gautam Boys High School
and Maitriye Girls High School respectively highlighting the historical
importance of the state that boasts to be the home of Lord Buddha.



Verma said that the school had the option ot rent buildings for both
school or build them from scratch. The state opted for the latter, he
said.. It would also employ the most qualified and best teachers from
the state and if needed, new teachers would be hired from other states
as well.



The schools will have in-campus boarding facilities and admissions
would be based on entrance tests, Verma said.



																						 The construction works on both sites are expected to begin
soon.

the damage. It is like converting cats into tigers, says he.

Similar concerns were aired by the Chief Minister while talking to media persons
on Monday. He said while the Bagmati itself was subdued, it was the problem of
draining out the excess floodwater that led to the breach. The Chief Minister
has accordingly sent out officials from the State Irrigation Department to
rectify the drainage problem apart from constituting a high-power committee to
probe the quality of the embankments.

Materials used in building the embankments are usually sand walls and other
locally available stuff, which are not very cohesive at all. As a result, water
seeps through them, says Mr. Mishra. This reflects glaring loopholes in the
embankment work, which was undertaken at a cost of Rs. 792 crores.

While NDRF relief teams are carrying on with distribution of relief material,
the fate of people near the embankments hangs in balance. While more than 20,000
people have taken to open roads, many more are afraid of returning to their
homes fearing a recurrence of events.

People who chose to live inside the embankments are incessantly mauled by the
river, while those outside live in continual dread of being swept away, says
Mr. Mishra. He says the main problem lies in rooting out the silt.

Dinesh Kumar Mishra looks back at the history of floods in North Bihar and
wonders what this year has in store

Had the Kosi river not breached its eastern embankment at Kusaha last year, 2008
would have gone down as a drought year in North Bihar.

The rains were scanty and there was virtual drought after the breach occurred.
That is why the Kosi hit only 3.3 million people across five districts, 35
blocks, 993 villages and an area of 368,000 hectares (ha) and 527 people were
killed.

Among Bihars rivers, the Kosis sediment load is high and it meanders. It was
embanked in late 1950s and made to flow in a channel so that 214,000 ha outside
the embankments could be spared the seasonal flood. These embankments are nearly
125 km long on either side and are spaced at an average width of 10 km apart. A
barrage was constructed to regulate water for irrigation and the embankment was
extended upstream. It is in these extensions, called afflux bundhs, that the
breach happened last year.

  The embankments were to stop spilling of floodwater, but they also prevent the
sediments from escaping. This has raised the riverbed, forcing the embankments
to be raised accordingly. But there is a limit to raising and maintaining
embankments. The riverbed rises an average of 10 cm each year, where the breach
took place. It was flowing five metres higher than the level at the time the
river was embankedthis makes for an unstable river that can easily breach
embankments, which also prevent rainwater from draining into the river, causing
water logging outside. On August 18, 2008, thats what happened for the eighth
time (see list on map).

And this was when the amount of water in the river was less than a sixth15 per
centof the flow that the embankments were designed to endure. After the breach,
nearly 90 per cent of the water flowed through a new course the river had carved
for itself outside where it had been engineered to flow.

Nothing short of immediate plugging of the breach was acceptable to the people
hit by the floods who were living in the new floodplain of the river, said
Gautam Chaudhary, a resident of Birpur on the protected countryside of the
eastern embankment. They were not used to such floods after the embankments
were built. The boats are not there because they were not needed; people have
forgotten how to swim.


Between Kosis embankments

Had the Kosi not breached its sides and run through its designated course, it
would have inundated 414 villages (34 of them in Nepal) that live within the
embankments. When the river was engineered, it was assumed these villages would
get rehabilitated in the land freed from the Kosis seasonal floods, but they
would be able to cultivate their lands within the embankments during the lean
season. This did not prove very practical; most residents returned to their
ancestral homes.

Punarwas to banwas hai (Rehabilitation is exile), said Manoj Chaudhary of
Saharsa districts Murali village, located within the Kosi embankments. People
choose to stay where they can earn a living. Most migrate seasonally for
supplementary income.


The suddenly matured Bagmati

The river has three distinct reaches. The lower reaches were embanked in the
1950s and the upper reaches in the 1970s. The middle was left untouched because
the river was said to be unstable here. In 2006, out of the blue, the current
government criticized its predecessor and talked of providing succour to the
people of the middle Bagmati basin. It decided the river had matured here, and
started building embankments.

It is well known that rivers which carry such high sediments take centuries to
stabilize in a channel. Governments figures show the Bagmati has breached its
embankments 20 times in the past 20 years; on an equal number of occasions, the
embankments were breached by people within or just outside them to drain flood
waters or logged waters.

Rising riverbed and water logging outside is the natural outcome of embanking
rivers, said Ram Swarth Rai, ex- mla of Belsand in Sitamarhi. If the river is
prevented from spilling, it will either breach the embankment or the people will
cut it. He reminded this is what happened in 2001 in Surgahi village on the
western embankment of the Bagmati. The river obliged the villagers before they
could cut it. Embankment busters had approached me to save them from any police
harassment, he said.


The Mahananda and Kamla

The Mahananda is a boundary between Bihar and West Bengal. In 1998, irate
villagers of Shibganj, located within the embankments in Katihar district, cut
the embankment after the rising flood waters became intolerable. The floodwater
that gushed out of the gap spelled doom on Barahiya Parti and Koch Khali
villages, where the water tried to re-enter the river, smashing the embankment.
Such incidents are par for the course. Villagers on both sides sat together and
reached a consensusfor varying reasonsto oppose the government if it tried to
plug the breach.

They might have sorted out their problems but the water through these gaps is
destined to submerge the blocks of Pranpur, Azamnagar, Amdabad, Manihari and
Dhankhora. The embankment is not in good shape of repairs.

The embankments on the Kamla are restricted to Madhubani district. They are
notorious for the large number of breaches any given year, right since their
completion in 1962. The people here have acquired an expertise in breaching the
embankments in a way that the villages do not get destroyed and the fertile silt
deposits on their fields. Has the government ever bothered to assess the cost
of the earth that the river puts free of cost on the countryside after a breach?
asked Rameshwar Sah of Gunakarpur village.


Breaches, past and future

There was an unprecedented flood in the Burhi Gandak in 2007. There were seven
breaches in the Bagmati embankments, 14 in the Kamla-Balan embankments, five in
the Burhi Gandak, three in the Masan embankments, and one each in the Bhutahi
Balan, Khiroi and the Kosi.

The government response was a proposal to raise and strengthen the embankments.
Its quixotic approach is illustrated in the handling of the Bhutahi Balan, a
small river in Madhubani district. Flash floods occur in this river without
warning and disappear equally quickly before any remedial action is takenhence
the name Bhutahi, meaning ghost. Its western side is embanked, so flood waters
push to 52 villages east of the river. People here have demanded an embankment
on their side for a long time. The government obliged, but railways authorities
objected. For, if the embankment is completed, the waters would threaten a
railway bridge. On June 18, 2009, the district administration went to a village
on the bank of the Bhutahi Balan for a mock drill in disaster management. Not
prepared for what they thought was a theatre of the absurd, the people chased
away officials, who returned after completing the formality of driving a
motorboat through whatever water was there in the river.

Government engineering actually keeps disaster in place.

to VVIT is scheduled to begin from July 15, 2009. Prospectus is being drafted
accordingly. Formal inuguration hopefully by CM Bihar for opening of VVIT is

Trust (VVET) have entrusted upon us the mandate of togetherness and faith to
identify if we can join in helping, guiding and supporting them with our
forthright expertise in furtherance of the objectives of making the institute a
real centre of  excellence.
	 * This endeavour is in continuance of the Netarhat Experiment since being
carried forth on the platform of VIDYA VIHAR RESIDENTIAL SCHOOL PARORA (VVRS)
for the last 15 years of its establishment in consequence of the pledge to
recreate more institutions on lines of our alma mater, given to Dr. AR Kidwai,
Ex-Governor of the United Bihar in All India NOBA Meet at Ranchi  in 1995.
We have travelled many more miles ahead and we shall keep moving on before we go
to sleep.


	 * Some elder brothers and friends have already assembled twice at Delhi after
issuance iof the Letter of Intent (LOI) on April 02, 2009 to co-ordinate and
identify the Director and other faculty members. On May 22, 2009 Letters of
Offer were issued to the members of faculty for teaching the the three core
disciplines - Electronics & Communication Engg., Computer Science & Technology &
Information Technology. The members were  selected with the help of experts
mostly from National Institute of Technology Patna and with esteemed help of
Dr.Sangeeta Kumar, wife of Dr. Sanjay Kumar (1976) - the solar energy torch
bearers, who are serving in Chandragupta Institute of Management Patna.

Hello,
I am looking for a middle level electrical engineer, based in Bihar, to
work as local consultant to a team conducting an evaluation of a
hydroelectric project in the state. This will be about 20 man-days
assignment starting from the third week of July. Those interested may
send the cv, with two references. Retired senior engineers could also be
considered.
