In this brief but an important write-up* journalist Jasmine has
raised several important issues and elicited the opinions of several
prominent figures in e-government and governance. An important issue
raised is: Why the central and state governments do not share
databases and software to reduce cost and improve efficiency?
Secretary (IT), Delhi rightly suggests sharing of software among the
states so long as the concerned state governments have the
intellectual property rights (IPRs). Jasmine also gives the latest
status of much talked about Multi-Purpose National Identity Card
(MNIC) project, which is, she reports, still in pilot stage and is
expected to be completed by end of 2005.
