Data Mining Applications for Empowering Knowledge Societies
A book edited by Dr. Hakikur Rahman, SDNP, Bangladesh

Introduction
Data Mining and Data Warehousing techniques are
increasingly becoming indispensable parts of
corporate intelligence programs and are evolving
into to a pervasive technology within activities
that range from the utilization of historical
data to predicting the success of an awareness
campaign, or a promotional operation in search of
sequence patterns used to act as a monitoring
tools or in the analysis of genome chains. In
essence, data mining is an interdisciplinary
field driven by various multi-dimensional
applications. On the one hand it involves
techniques for machine learning, pattern
recognition, statistics, algorithm, database,
linguistic and visualization. On the other hand,
one finds applications to understand human
behavior, such as that of the end user. It also
helps entrepreneurs to understand the type of
transactions involved, including those needed to
evaluate risks or detect frauds. Data mining can
yield substantial knowledge from data primarily
gathered for a wide range of applications.
Various institutions have derived considerable
benefits from its application, and many other
industries and disciplines are now applying the
methodology in increasing effect for their development.

The Overall Objective of the Book
In the global context, combination of constant
technological innovation and increasing
competitiveness makes the management of
information a huge challenge which requires
intricate decision-making processes built on
reliable and opportune information, gathered from
steady (internal and external) sources. The
objective of the book is to examine the meaning
and role of data mining in terms of development
initiatives and its outcomes in developing
economies. At the same time, it will give an
in-depth look into the management of information
in developed countries with a in similar
perspective. Furthermore, this book aims to
assist in preparing forthcoming policy
initiatives to enhance the impact of global
governance institutions, and to promote practices
of accountability, transparency, and participation.

The Target Audience
It is assumed that numerous individuals,
academics, researchers, engineers, professionals
from government and , non-government, security
and development organizations will be interested
on this increasingly important topic for national
development. This book will assist readers to
understand the key practical and research issues
related to applying data mining in development
data analysis, cyber acclamations, digital
deftness, security applications, intrinsic nature
in the context of society uplift and as a whole
and the, use of data and information for skills development.

Recommended topics may include, but are not limited to, the following:
·         Contributing to, access, and retrieve
data from various (local, national, global) data systems and networks;
·         Promoting research efforts necessary
for the development of tools required in all societal benefit areas;
·         Development and availability of shared
data, metadata, and products required across societal benefit areas;
·         Encouraging and facilitating transition
from research to operations of appropriate systems and techniques;
·         Developing recommended priorities for
new or augmented efforts in human capacity building;
·         Encouraging adoption of existing and
new standards to support broader data and information usability;
·         Data management approaches encompassing
broader perspectives on the observation of data
life cycle, from input through processing,
archiving, and dissemination, including
reprocessing, analysis and visualization of large
volumes and diverse types of data;
·         Facilitating recording and storage of
data in clearly defined formats, with metadata
and quality indications to enable search,
retrieval, and archiving as easily accessible data sets;
·         Facilitating user involvement and
conducting outreach at global, regional, national and local levels;
·         Life-cycle data management, data
integration and information fusion, data mining,
network enhancement, and design optimization studies;
·         Development of models, data
assimilation modules, and other algorithms that
are able to produce global and regional products more effectively;
·         Enhanced analysis and interpretation of
data to enable development of decision-support
tools and to advance understanding in the societal benefit areas.


SUBMISSION PROCEDURE
Researchers and practitioners are invited to
submit on or before October 01, 2006, a 2-5 page
manuscript proposal clearly explaining the
mission and concerns of the proposed chapter.
Authors of accepted proposals will be notified by
November 01, 2006 about the status of their
proposals and sent chapter organizational
guidelines. Full chapters are expected to be
submitted by January 31, 2007. All submitted
chapters will be reviewed on a double-blind
review basis. The book is scheduled to be
published by Idea Group, Inc.,

Aims and Objectives
e-GovWorld 2006 ( South Asia) is the second conference in the series
of International workshops and conferences/expositions aimed at
enhancing collaboration and exchange of learning practices among the
industry, academia, civil society organizations and the public
sector. The first conference in the series titled e-GovIndia was held
in Chandigarh, India where Indian and European e-Government
stakeholders exchanged their experiences.
Governments across the South Asian region are in the process of
charting out comprehensive e-Government strategies as per their
national priorities. However, e-Government is a resource intensive
activity and governments, particularly in developing and
underdeveloped world, having limited resources need to share their
knowledge and experiences to enhance the possibility of success of e-
Government projects.

Countries under SAARC initiative comprises of Bangladesh, Bhutan,
India, Maldives, Nepal, Pakistan and Srilanka. e-GovWorld 2006 (South
Asia) and e-SAARC awards for innovation in government is an
initiative to promote the cooperation among the South Asian countries
and create awareness about successful projects in South Asian region
besides providing recognition to the innovative e-government
projects . The conference program is aimed at building a strong
communication among the community of  e-Government practitioners,
government officers , researchers and academia for sharing of
learning practices on the international level.

e-SAARC awards for innovation in e-Government will help the
practitioners in South Asian region know about each others' projects,
build up a strong knowledge repository of the initiatives in the
region and enhance the opportunities of replication of good
practices. The SAARC region comprises a mix of developing and
underdeveloped countries. The experiences of the developing countries
(some of whom are leading IT hubs for the world) will help
underdeveloped countries effectively plan their strategies and e-
Government action plans.
One of the key features of the program will be workshops and
experience sharing meeting among the e-Government practitioners from
the SSARC region and from various parts of world including  from
leading countries in e-Government and e-democracy implementation.
This will help the practitioners and stakeholders from SAARC region
learn about the global trends and practices. Danish Technological
Institute, Denmark, one of the leading agencies engaged in e-
Government research and policy making in e-Government for many
government agencies in European Union has accepted to be the co
organizer of the event  and facilitate the sharing of learning
practices between SAARC nations and the developed countries.
The program for e-Gov World SAARC 2006 along with the e-SAARC awards
is being prepared and executed by a group of eminent e-Government
practitioners, academicians, industry representatives, government
officers, representatives of civil society organizations and
multilateral agencies from around the globe.


Call for papers
e GovWorld 2006 (South Asia) offers an opportunity for e-Government
stakeholders  and practitioners interested in the issues related to
the themes of the tracks of the conference and the regional
meetings.  This Conference provides a forum for discussion,
collaboration and intellectual exchange for all those interested in
any of these fields of research or practice. The conference committee
welcomes both academic and practitioner papers on a wide range of

Selected papers from the conference will be considered for
publication in "Government@24/7", a global online monthly publication
on ICT enabled public sector.

Submission details:
Abstract details: The Abstract should be a minimum of 700 and no more
than 1000 words including keywords. Abstracts have to include the
proposed title for the paper, the full names, addresses and email
addresses of all authors and a telephone number for at least one
contact author.

Full paper: Only required after acceptance of abstract and not to be
more than 5,000 words including abstract, keywords and references.

Important information:
The selection panel of the conference committee will consider all
abstracts received by the submission deadline to ensure that the
proposed paper is relevant to the Conference.  The authors of
abstracts that describe a relevant paper will receive a notification
of abstract acceptance. All full papers will be double-blind reviewed
by members of the conference committee to ensure an adequate
standard, that the proposed subject of their abstract has been
followed, that the paper is of a suitable length, the standard of
English is adequate and the paper is appropriately referenced. Papers
that are accepted will be published in the conference proceedings Due
to the large number of papers expected for this conference, the
committee only allows an author to present one paper.

Delhi government in association with Centre for Science, Development
and Media Studies is hosting the international e-Government Summit
titled Conflux 2005 in the month of October 2005. During this three

The OntoGov is an e-government research and development project,
funded by the European Union, that "aims to develop and validate
a platform that will facilitate the consistent composition,
reconfiguration and evolution of e-government services."

The overall objective of the project is "to develop, test and
validate a semantically-enriched (ontology-enabled) platform that
will facilitate the consistent composition, re-configuration and
evolution of e-government services.  The aim of this platform is to
provide the public administrations with a means that enables them to
have an overview of their current service configuration model and
easily reconfigure it, whenever required; and to provide all actors
involved in the e-government service lifecycle with enhanced
knowledge related to the composition, re-configuration and evolution
of the e-government service."

The project is expected to reduce the lag between the changing
requirements of policy makers and the response of technical personnel

Deliberation is a form of communication that is essential to
democratic societies. The main focus of communication on the
Internet thus far, however, has been chat and other
non-deliberative forms. This conference will help focus on
the act (and art) of online deliberation and will help
build an ongoing community interested in this form.

The Internet opens up vast new opportunities for civil society and
international collaborations. Come to DIAC 2005 and help explore
these opportunities!

The conference will bring together software developers, social
science researchers, activists, and practitioners of online
deliberation for three days of presentations and workshops. In
addition, we plan to discuss the possibility of a new society for
online deliberation with an international membership, to support
cross-disciplinary scholarship, principled design, and informed
practice in the use of online environments for group deliberation
and democratic participation.

This conference is the latest in a series of conferences on
Directions and Implications of Advanced Computing (DIAC),
presented in association with the Public Sphere Project (a CPSR
Initiative). First launched by CPSR/Seattle in 1987, the DIAC
symposia is one of the oldest conference series devoted to the
social implications of computer technology. DIAC 2006 is
tentatively scheduled for Brighton, England in the fall of next year.

A two-day National Conference of District Collectors is being held on
19th and 20th of this month in New Delhi. The conference, the first
of its kind, will discuss how the delivery system at the district
level can be improved to make the administration more responsive and
efficient. The Conference is being organized by the Ministry of
Personnel, Public Grievances and Pensions and will be addressed by
the Prime Minister, Dr. Manmohan Singh on the 20th. On the 19th it
will be attended by Union Ministers of Home, Finance, HRD, Rural
Development, Panchayati Raj and Health and Family Welfare,
Agriculture and Cooperation, besides Minister for Personnel, Shri
Suresh Pachouri.

The subject matters to be discussed at the District Collectors'
Conference, that were identified at the four regional level workshops
held this year, are as follows-

Right to Information and Transparency in Government
Public Private Partnership in Governance at District level
Delivery of Services in Education and Health Sectors
Modernisation of District Administration and Capacity Building
Development of Infrastructure, Urban Renewal and Habitat Issues
Integrated Implementation of Rural Development Programmes
Delivery of Services and role of Local Institutions, and
Natural Resource Management and Environmental concerns.
On the 20th, the Prime Minister will see presentations by 16 district
collectors on the above mentioned themes. The Department of
Administrative Reforms, Ministry of Personnel will also launch a
portal of Digital Repository of Best Practices in Governance. The
portal will have case studies on good governance practices in India
and abroad. The portal will also have online discussion forums, and
will act as a resource for the administrators.

The Department of Administrative Reforms will also release a DVD
containing Reports on Reforms by various committees/ commissions. Of
the 73 Reports contained in the DVD, the oldest is "Report of
House
Commons on the Affairs of The East India Company, 1812" and the
latest is the "Hota Committee Report on Civil Service Reforms,
2004".

A Draft Model Code of Governance having fundamental principles and
benchmarks of good governance has been drawn up by a Committee of
Secretaries and will also be presented to the Prime Minister.

If you are a serious blogger the Indian government may just open its
doors to you!

India is in the process of framing rules for granting accreditation
to internet journalists and bloggers for the first time, taking a
reality check on an evolving world of net writers who could shape
opinion and who have already been granted access to official
corridors in countries such as the US.

"We are framing the rules for giving accreditation to dotcom
journalists, including bloggers," Principle Information Officer
Shakuntala Mahawal said.

The first meeting on this was held a fortnight ago, and more are
scheduled in the coming days. "We want an inclusive policy and we
want to complete the process as early as possible," Mahawal said.

This augurs well for independent bloggers, or web loggers, who are
increasingly being recognised the world over as cyber journalists. A
blog, short for web log, is a personal journal published on a
website. Blogs can be musings, opinions and news, and a blogger can
have a dedicated daily audience through his postings.

'Blogosphere', as the world of bloggers is popularly known, got a big
boost in March when American blogger Garrett M Graff, 23, was given a
pass to attend the daily White House briefing.

In India, blogging became popular during the December 26 tsunami
disaster with countless blogspots soliciting aid, as well as
reporting from tragedy-struck areas to give eyewitness accounts.

There are approximately eight million bloggers across the world, some
of them professional journalists but quite a few just freelancers.

According to the top press officer, the government acknowledges that
the role of dotcoms is becoming increasingly crucial in opinion
making with net surfing becoming a way of life with virtually all of
urban India.

For the past few years, internet journalists and writers in India
have fought a tough battle with the official machinery to gain access
to government offices and conferences through the mandatory Press
Information Bureau (PIB) accreditation.

The battle turned grimmer after the expose by scam-busting website
tehelka.com revealing corruption in defence deals and showing top
politicians and officials accepting kickbacks, causing immense
embarrassment to the government.

    ALL state governments have been directed by the Centre to set up a
nodal agency, a programme steering council headed by the chief
minister and an e-governance apex committee headed by the chief
secretary to pursue state mission mode e-governance projects. The
projects are to be taken up through publicprivate partnerships.
    The mission mode projects relate to land records, road transport,
property registration, agriculture, treasuries, municipalities, gram
panchayats, commercial taxes, police and employment exchanges. These
state mission mode projects are part of the Rs 12,000-crore national
e-governance plan which is to be completed by 2007. So far, the focus
was on central mission mode projects — DCA 21, income tax,
passport
visa, immigration, central excise, pensions and so on. Now the
institutional framework and norms are being put in place to launch
and synchronise e-programmes at the state level.
    "Many governments do not even have an IT department to deal
with
the complexities of the e-governance project. So this is the first
gap that needs to be filled," sources said.
    Due to lack of suitable personnel, inadequate skill within the
government and lack of institutional framework to handle the
programme, state governments have been given freedom to source
personnel from the private sector to drive e-governance initiatives
through a public-private-partnership mode. Hyderabad-based National
Institute of Smart Governance, a Section 25 company under the DIT and
the IIMs may be roped in for outsourcing and training activities.
    Detailed guidelines for capacity building from the Planning
Commission and department of information technology stress that the
Rs 300 crore budgetary provision made under additional Central
assistance to states should primarily be employed for capacity
building. The ACA should be released to the state level nodal agency.
Apart from the nodal agency, the programme steering council, to be
headed by the chief minister of each state with industry veterans as
members, would provide overall vision and broad policy directives.
The state apex committee, headed by the chief secretary, would in
turn give strategy direction and programme a plan of action which
would be in line with the vision. State governments may either
designate an existing agency or set up a new one, which would be
registered as a company or society.
    The guidelines also stipulate a state e-governance mission team
(SeMT) to be set up to act as a secretariat to the council and apex
committee.
