The Indian Computing Olympiad, according to the website "is a nationwide
competition organized annually" by Indian Association for Research in
Computing Sciences (IARCS), in coordination with Central Board of
Secondary Education (CBSE). "The goal of the competition is to identify
school students with outstanding skills in algorithms and computer
programming.
The Indian Computing Olympiad is used to select the team of four
students to represent India at the International Olympiad for
Informatics (IOI). IOI is one of the six prominent Science Olympiads
held annually. The other five Science Olympiads are held in Mathematics,
Physics, Chemistry, Biology and Astronomy. IOI-2007 will be held in
Zagreb, Croatia in August, 2007."
The Computing Olympiad is "open to all school students across the
country, from any school board."

Considered the biggest robotics event for undergraduates in the Asia-
pacific region, Robocon International will see the institute vying
with 35 teams

New Delhi, March 15: Come August, a bunch of 20 students from IIT-
Delhi will swing robots in Hanoi, Vietnam to win an international
Robotics competition. In the five years of the event, this is the
first time that IIT-Delhi is going to represent India at the event.
The Robotics team this week registered a win over more than 25
competing colleges from across the country, including three IITs to
emerge as national champion. Financially supported by IIT-Delhi
administration, the team has developed three robots — one manual and
two automated — over the last 12 months for the competition with a
budget of around Rs 2 lakh.
Robocon International, organised every year by Asia Pacific
Broadcasting Union of which Doordarshan is a member, is considered
the biggest robotics event for under-graduate students in the Asia-
pacific region. While Vietnam has been a winner for the first three
years of the event, India has never gone beyond quarterfinals.
"Our country's performance at the event has so far been dismal. We
are analysing videos of previous years' events and are in the process
of identifying our weak points," said Dr SK Saha, project coordinator
for the event.
This year's Robocon theme is based on an old Vietnam legend wherein
dragons engage in a contest to capture the Vietnamese islands. In the
game, robots will signify the dragons and try to accomplish the task
of putting cylindrical "pearls" into pole-shaped "islands".
While Dr Saha terms it a "difficult" game, the students are in high
spirits after becoming national champions and feel that the
competition as well as the fabrication of the robots was a thrilling
adventure. Shailesh Jain, mechanical coordinator of the participating
team, said: "We not only need good robots, but strategy and mind
games to win the game. We hope to display our technological skills
and emerge winners."
And, to ensure a smooth run at the event, the team also is in need of
sponsors. "Our institute has already extended a financial support of
Rs 2 lakhs for our endeavour. We are looking for sponsors to help us
further," said Jain.

Saakshi Trust of Bangalore has done a very good job by drafting RTI
Applications in the field of education. Guide prepared by them has
been added as one of the files in rti4ngo.
RTI can be used to demand better performance. This can be elaborated
by raising issues of persistent failures, despite the existing
systems of checks and balances. In fact, it is quite common to bury
adverse findings in the files instead of taking the required
corrective measures. Public pressures on grass-root authorities can be
more effective than administrative controls.
Following steps are needed for making the applications under RTI more
sophisticated, that forces the grass-root level authorities to improve
governance processes, by taking corrective measures.
· Budget of Education Department of Karnataka provides details
of expenditure under Plan / Non-Plan schemes. Issues can be raised
under RTI regarding the suo moto public disclosure of benefits
expected from these schemes by the Grass-root authorities. Such
disclosures should enable the "potential beneficiaries" to evaluate
whether the intended benefits of the public expenditure is reaching them.
· Qualitative aspect of education provided by Government
funded educational institutions is a major issue. There may be
internal checks like annual inspection of schools. The findings of
such inspection can be obtained under RTI. Public pressure may lead to
qualitative improvements, based on the internal procedures of the
education department.
· Administrative and financial controls are reflected in the
regular reports submitted to the superior authorities. Findings of
Internal Audit and C&AG reflect failures in administration and
management of finance. Despite these checks and balances, there can be
rampant waste/misuse of public funds. RTI can enable a citizen to
obtain copy of such reports.
· Corruption related findings are available in the reports
prepared by the vigilance Department and RTI enables any citizen to
ask for copy of reports where investigation is complete.
Next issue is how to motivate persons at District /Block /Village
level to file such applications. District level NGOs may be requested
for using RTI to demand better services from the public authorities.
Education is a State subject and each state would have its own system
of checks and balances. RTI Application can be standardized for each
State, taking these variations into account.

important subsets of all inclusive e-Government. There is a strong
need of dialogue among the telecom service providers, government
agencies , industry and citizens as the stakeholders for evolving
innovative solutions in the domain.
I am currently conducting a study on various applications , global
case studies, the technologies available and the future potential of
the mobile government services. The results f the research will be
published in the form of a book that can act as a atsrtup manuel for
the practitioners from the public sector agencies for implemening
24/7 electronic public services.

OPEN LETTER TO SHRI WAJAHAT HABIBULLAH
Dear Shri Habibullah,
1.Your patience and tact in dealing with the campaign by RTI
Activists aimed at "sacking" you was quite admirable. Same group of
activists had initiated an on-line campaign to the President of
India against you. They believe that you are personally responsible
for non-implementation of RTI. Campaign was aimed at getting maximum
media exposure. In my opinion, a clearer understanding of the
complexities in implementation of RTI Act in the public
administration system in India is required, to fix responsibility
for its non-implementation.
2. Implementation is the primary responsibility of public
authorities under the Central and State Governments. CIC /SICs are
the Appellate Authorities and oversee the implementation of RTI Act
by the executive authorities, to submit their report to Parliament /
State Legislatures. Monitoring and reporting duties of CIC / SICs
are identical to the Audit Report of C&AG. Traditionally, C&AG does
not undertake executive responsibilities, as it would interfere with
his independence as an auditor.
3. Your critics are putting the entire blame for non-implementation
on you, ignoring the provisions of RTI Act, which define your role.
This aspect was also overlooked in the national convention. It may
be your personal decency that you did not emphasize upon the failure
of executive, to ward off the personal criticism levied on you.
4. Main issues relating implementation pertain to Appropriate
Government and Public Authority. CIC and SICs have peripheral role
of monitoring and reporting to Parliament / State Legislature. If
RTI Act is implemented in letter and spirit, it constitutes a major
administrative reform, leading to higher degree of public
accountability, transparency and quicker response to the aspiration
of the people. Only the public authorities can carry out such
administrative changes. In our administrative set-up, CIC / SICs
will not be able to make any significant contribution in following
aspects of implementation, except making recommendations to
Government and highlighting the non-implementation in their
reports:
q Changes in record keeping by public authorities u/s 4(1)(a),
to make information readily accessible to the citizens.
q Suo moto disclosure of information needed by citizens, to
avoid resort to applications under RTI Act.
q Appointment of CPIO/SPIO and publicity regarding their
appointment.
q Departmental instructions by each public authority to
facilitate the work of CPIO/SPIO, so that each official understands
his responsibilities under the RTI Act.
q Educational programs under section 25 are the responsibility
of the Central and State Government. This is a huge task, which
cannot be performed without using entire administrative machinery
available with the Government, including the educational
institutions. This also requires well-planned schemes and funding by
the Government.
q Major stumbling block is the negative attitude of the
officials towards the RTI Act, who are likely to resist enhanced
pubic accountability and transparency.
4. During the first year of implementation, Central and State
Governments have not been able to fulfill all these legal
obligations. Proposed amendments to Section 18 of RTI Act seems to
be an attempt to pass on the entire responsibility of implementation
to Central Information Commission / State Information Commissions.
They do not have the requisite administrative and financial
resources, at there command. If this amendment to TI Act were
approved by the Parliament, public authorities would continue to
ignore their duties regarding implementation.
5. Whereas the RTI Activists are very vociferous about "file
notings" aspect of the amendments, they have not made adequate noise
about the far-reaching consequences of amending section 18. These
are complex administrative issues, which were not considered in
the "National Convention on One Year of RTI".
6. In my opinion CIC and SICs should bring their administrative
limitations to the notice of Central and State Governments. It is
essential to emphasize that implementation responsibility of the
Appropriate Government/ Public Authorities, cannot be imposed on
them. On the other hand, there is a need for an effective audit
mechanism to enable CIC / SICs to conduct an independent review and
evaluate the implementation of RTI Act by the Public Authorities.
Report by CIC / SICs to Parliament / State Legislature should not
totally rely upon the information given by the Government, without
independent audit scrutiny.
7. RTI Activists have raised the issue of the "soft approach" of
CIC / SICs. Every administrator knows that there are stages where
soft approach is much better than the "hard approach." At he
initial stages of the learning curve, it is desirable to be soft,
one can get harder after a certain stage of learning. Although CIC/
SICs do not have the executive responsibility for implementing the
RTI Act, their reports to Parliament / State Legislature would
reflect that every one is at the initial stages of learning curve.
In view of the Citizen's demand for punishment to CPIO / SPIO in
every case of default, there can be a cut-off date for such
mechanical imposition of penalty.
8. In the national convention most of the speakers talked about the
negative attitude of bureaucracy towards RTI Act, but no worthwhile
practical suggestions have emerged. I would suggest that from the
year 2007-08 onwards, the Annual Confidential Report of every
officer should reflect how he / she has contributed towards
implementation of RTI Act, to motivate them to be more responsive
towards the citizens.
9. Attitude of an officer towards the public is a realistic
indicator of his /her capabilities. Good Officers would (a) Make
every possible effort to improve record keeping, (b) Make suo-moto
disclose information of public interest to avoid public resort to
RTI Act, (c) Use increased public accountability as a tool for
administrative reforms, (d) Use disclosure of information under RTI
Act as an effective tool of preventive vigilance, (e) Use RTI Act to
ward off undue political pressures, (g) Use the implementation of
RTI Act as an opportunity for administrative reforms to make their
organisations more attuned to the requirements of the citizens.
10. On the other hand Officers of poor administrative ability would
deny information to hide their inefficiencies. Corrupt officers
would be very reluctant to disclose information, which would expose
them. Attitude of an officer towards RTI Act, which imposes greater
transparency and public accountability, shows his competence as a
public servant. Suitable instructions for adding these aspects in
the Annual Confidential Report of Officers may be considered by the
Central and State Governments.
11. This open letter to you is a public document. It is being placed
on various Internet groups, including the yahoo group "rti4ngo"
initiated by me, where several administrative aspects of
implementing RTI Act have also been posted. Many RTI Activists may
disagree with me, as hey have publicly held you personally
responsible for non–implementation of RTI Act. I hope to initiate a
public debate regarding these practical administrative issues.

Data Mining Applications for Empowering Knowledge Societies

Introduction
Data Mining and Data Warehousing techniques are
increasingly becoming indispensable parts of
corporate intelligence programs and are evolving
into to a pervasive technology within activities
that range from the utilization of historical
data to predicting the success of an awareness
campaign, or a promotional operation in search of
sequence patterns used to act as a monitoring
tools or in the analysis of genome chains. In
essence, data mining is an interdisciplinary
field driven by various multi-dimensional
applications. On the one hand it involves
techniques for machine learning, pattern
recognition, statistics, algorithm, database,
linguistic and visualization. On the other hand,
one finds applications to understand human
behavior, such as that of the end user. It also
helps entrepreneurs to understand the type of
transactions involved, including those needed to
evaluate risks or detect frauds. Data mining can
yield substantial knowledge from data primarily
gathered for a wide range of applications.
Various institutions have derived considerable
benefits from its application, and many other
industries and disciplines are now applying the
methodology in increasing effect for their development.
The Overall Objective of the Book
In the global context, combination of constant
technological innovation and increasing
competitiveness makes the management of
information a huge challenge which requires
intricate decision-making processes built on
reliable and opportune information, gathered from
steady (internal and external) sources. The
objective of the book is to examine the meaning
and role of data mining in terms of development
initiatives and its outcomes in developing
economies. At the same time, it will give an
in-depth look into the management of information
in developed countries with a in similar
perspective. Furthermore, this book aims to
assist in preparing forthcoming policy
initiatives to enhance the impact of global
governance institutions, and to promote practices
of accountability, transparency, and participation.
The Target Audience
It is assumed that numerous individuals,
academics, researchers, engineers, professionals
from government and , non-government, security
and development organizations will be interested
on this increasingly important topic for national
development. This book will assist readers to
understand the key practical and research issues
related to applying data mining in development
data analysis, cyber acclamations, digital
deftness, security applications, intrinsic nature
in the context of society uplift and as a whole
and the, use of data and information for skills development.
Recommended topics may include, but are not limited to, the following:
· Contributing to, access, and retrieve
data from various (local, national, global) data systems and networks;
· Promoting research efforts necessary
for the development of tools required in all societal benefit areas;
· Development and availability of shared
data, metadata, and products required across societal benefit areas;
· Encouraging and facilitating transition
from research to operations of appropriate systems and techniques;
· Developing recommended priorities for
new or augmented efforts in human capacity building;
· Encouraging adoption of existing and
new standards to support broader data and information usability;
· Data management approaches encompassing
broader perspectives on the observation of data
life cycle, from input through processing,
archiving, and dissemination, including
reprocessing, analysis and visualization of large
volumes and diverse types of data;
· Facilitating recording and storage of
data in clearly defined formats, with metadata
and quality indications to enable search,
retrieval, and archiving as easily accessible data sets;
· Facilitating user involvement and
conducting outreach at global, regional, national and local levels;
· Life-cycle data management, data
integration and information fusion, data mining,
network enhancement, and design optimization studies;
· Development of models, data
assimilation modules, and other algorithms that
are able to produce global and regional products more effectively;
· Enhanced analysis and interpretation of
data to enable development of decision-support
tools and to advance understanding in the societal benefit areas.
SUBMISSION PROCEDURE
Researchers and practitioners are invited to
submit on or before October 01, 2006, a 2-5 page
manuscript proposal clearly explaining the
mission and concerns of the proposed chapter.
Authors of accepted proposals will be notified by
November 01, 2006 about the status of their
proposals and sent chapter organizational
guidelines. Full chapters are expected to be
submitted by January 31, 2007. All submitted
chapters will be reviewed on a double-blind
review basis. The book is scheduled to be
published by Idea Group, Inc.,
