SAN FRANCISCO, August 29: Even if you could say Abazab or Eefoof without
snickering, would you want to do business with them? Would you feel OK
owning Wakoopa shares? Telling potential in-laws you met on Frengo?
Relying on Ooma to call Grandma?
Silicon Valley is in the midst of a great corporate baby boom. Venture
capitalists have pumped $2.5 billion into 400 young Internet companies
since the beginning of 2006, compared with $1.3 billion into 236
companies during the previous two years, according to research firm Dow
Jones VentureOne.
These entrepreneurial brain children have short life expectancies,
destined to fight for revenue with the likes of Google, Yahoo and EBay.
But still they are being born — and they need names. Naming a
company is far more difficult than naming a child. The name needs to
sound snappy, separate its young company from the pack and provide a
unique Web address.
You won't find a name among the horde that conjures up traditional
companies such as Dress Barn, Best Buy and Burger King. Most Internet
company names make little sense, and they roll around the mouth like a
marble.
"Old-school ideas about sounding trustworthy or sounding big are not
as important as they used to be," said Burt Alper, co-founder of
Catchword Branding in Oakland, which has helped companies pick such
names as Vudu (makes a device for watching videos) and Promptu (creates
voice-recognition products). "Now it's about sounding different
and standing out from the crowd."
Like naming a new baby, the process involves late-night brainstorming,
some expert help and a dose of frank feedback from friends. And like the
grandparents-to-be, a company's financial backers can kill a loved
name with a raised eyebrow. Picking the wrong name can kill a
multimillion-dollar investment.
Entrepreneurs today pick names they think will help their companies
stand out, as do parents of little Zander and Arlo, Eliza and Matilda.
"Naming a company is like naming a celebrity," said serial
entrepreneur Jared Kopf, who has helped christen companies including
Adroll.com, his online advertising firm, and Slide, a Web photo service.
"Made-up words don't come with psychological baggage."
Call it the Google effect. Thanks to the successful Internet search
company with the goofy name, entrepreneurs feel no shame telling people
they work for ItzBig (career networking) or asking venture capitalists
to invest millions of dollars in Picaboo (a website for ordering custom
photo books). Who needs the gravitas of an International Business
Machines or a General Electric?

College of Engineering (DCE) approached the Department of Ocean
Technology under the Union Ministry of Earth Sciences in 2005 with a
project, they were told it was a bold proposal.
What the nine students wanted to build was a robot that could operate
underwater without human intervention, carrying out repairs, exploring
for oil, tracking pipelines, even locating treasures.
After some hesitation, they got the sponsorship and technical guidance
they sought. Their creation — the product of 18 months of work that
went beyond their regular engineering studies — is a saucer-shaped
craft called Varun, after the Indian sea god and as also an acronym for
Vehicle for Autonomous Research & Underwater Navigation.
The crowning glory for all that work, often done at night, and hours of
testing in swimming pools, came last month when Varun won the `Best
Mechanical Design' and `Longest Travel Award' at the annual
autonomous underwater vehicle competition held by the Association for
Unnamed Vehicle Systems International in association with US Office of
Naval Research.
The event was held in San Diego, California. Theirs was the only Indian
entry among 28 participating teams from institutes like the
Massachusetts Institute of Technology and University of Florida. They
were the only undergrads in the competition.
Says Anshuman Nath Kar, who took part in the project, "The
college's Autonomous Underwater Vehicle (AUV) Lab was open all day
throughout the week, even during the vacations. We, with the guidance of
teachers, studied new technologies, conducted several tests for cutting
costs and applied several hardware and software solutions."
Periodic reports were sent to requisite bodies and a system of internal
checks and mutual supervision was carried out.
"Checks happened to make sure that everybody gave their 100 per cent
effort to the project. The vehicle can go underwater and take
photographs. It can be used for various underwater purposes like oil
exploration. But our purpose was to see if students could design such a
vehicle or not," says Prof S Majhi, who supervised the work with Dr
R K Sinha and Dr D Goldar.
The team is already thinking of newer technologies, better programming
and faster computing. "It is all about perfecting what we have
developed this year. We are optimistic about beating the heavyweights
who have been coming to the competition for the last ten years,"
says Kar.

Sibal will visit DCE campus to see the vehicle on September 7.

It has been clarified by Prof. K.K.Nigam, Legal Advisor to the Central
Information Commission that there is no decision of CIC to bar
Government Servants from using RTI. Exchange of emails from Shri Nigam
to Colonel Kurup are placed below,along with the email posted by me.
Clarification from the Legal Advisor resolves the doubts created by
reports regarding decision of Shri Tewari, Information Commissioner.
In my humble opinion, matter does not end here. It is a fact that CIC
/SICs have are burdened by application from Government Servants and
they have data base of last two years. Appellate processes prescribed
under RTI Act are facing the burden of large number of RTI
applications from Government Servants and some practical solutions
should be found. Section 4 (2) of RTI Act makes it obligatory for all
Public Authorities to suo-moto disclose such information and records,
so that resort to RTI Act is minimized.
CIC/SICs can look into the requests for public records by Government
Servants, where the decision of CIC / SICs was against the concerned
CPIO /SPIO of the Public Authority. Such review may lead to "general
instructions", necessary for transparent and fair dealing in personnel
management.
Section 18 and 19 of RTI Act does not empower CIC /SICs to issue
instructions to Public Authorities. They can only advise Central
/State Governments on systemic reforms essential for implementing
section 4(2) of the RTI Act. Number of second appeals received from
Government Servants indicates that personal grievances of RTI
Applicants are not getting resolved by the existing administrative
practices. Resort to RTI Act by aggrieved employees can reduce, only
if transparency in personnel management emerges from innovative use of
section 4(2) of RTI Act.

Since Aug.17 morning when I received his e-mail from Col. Kurup
captioned, "Govt. servants are not allowed to use RTI Act from
to-day....", I have frantically made several enquiries if any such
decision has been delivered by the Commission, but finally on
20.8.2007 I w as told that no such decision has been issued from the
Office of the Central Information Commission. With this the ghost of
the decision and the consequent scare should be laid to rest.

Friends,
Government servants are resorting to RTI, as the personnel policies
and practises do not provide for effective redressal of their
grievance. It is in public interest to protect their morale, by
encouraging transparency and rationality in the personnel management.
Civil servants, even at the highest level, are manipulated and
harassed. Frequent transfers, inconvenient postings, unfair promotion
to "boot-lickers", etc. are a ground reality. Undue political
pressures on the Government servants and political interference in
posting, transfers and promotions is also a reality. Unfortunately,
the steel frame of public administration has rusted and crumbled, due
to such aberrations. If use of RTI Act by the victims of the "system"
can curb such unfair treatment and lead to some improvements,
WHY NOT ?
In my humble opinion, the views of CIC, totally ignore the facts of
life, apart from exceeding his powers under the RTI Act as explained
by Colonel Kurup in his email placed below..

*Microsoft Research India Announces Ph.D. Fellowship Awards for 2007
Ph.D. Fellowship Program offers funding, travel grant and internship at
Microsoft Research India; aims to encourage students to pursue careers
in research.
BANGALORE, India — July 17, 2007 — Microsoft Research India
today announced its Ph.D. Fellowship Program awards for 2007. The Ph.D.
Fellowship Program aims to encourage students to take up doctoral
education in computer science and help the growth of the research
community in India. The Ph.D. fellowships, instituted by Microsoft
Research's External Research & Programs group, are awarded to
students after a rigorous selection process that includes nomination by
their faculty and selection by a panel of leading researchers. Through
the Ph.D. Fellowship Program, Microsoft Research India offers the
recipients funding of $20,000 (U.S.) over four years and a travel
allowance of $5,000 (U.S.) to attend international conferences and
seminars. As part of the Ph.D. Fellowship Program, the selected students
will also be given a laptop computer and an internship opportunity of
three to six months at Microsoft Research India during the first two
years of their fellowship.
Ph.D. fellowships for this year have been awarded to Shanmuganathan R.
(Indian Institute of Technology [IIT] Bombay), B.V.N. Silpa (IIT Delhi),
Arnab Sarkar (IIT Kharagpur), Arpita Patra (IIT Madras) and Rama Suri
Narayanam ( Indian Institute of Science).
"Research is critical to innovation, which leads to technological
leadership," said P. Anandan, managing director of Microsoft
Research India. "India has a large pool of bright young students who
would make great researchers, but unfortunately very few of them go on
to pursue advanced studies. These Ph.D. fellowships are meant to
encourage talented students to pursue a doctorate degree and go on to a
career in research."
"Microsoft Research India is committed to increasing the Ph.D.
pipeline and advancing the growth of research in India," said Vidya
Natampally, director of strategy at Microsoft Research India. "The
Ph.D. Fellowship Program identifies and provides support to some of the
best research talent in the country. The Ph.D. fellowships also enable
these students to travel to the most important conferences around the
world and meet and learn from the top researchers in the field as well
as their peers."
The fellowships are granted to candidates studying in a department
oriented toward research in electrical engineering, computer science and
engineering from renowned Indian technical institutes.
Microsoft has been in India since 1990 and employs over 4,000 people
across its offices in New Delhi, Mumbai, Bangalore, Calcutta, Chennai,
Hyderabad and Pune.

Kolkata: Harshvardhan Chamria was always known as a special talent at La
Martinere for Boys (LMB). Though he had consistently set higher academic
standards for himself, no one expected him to achieve what he has now
made possible. Not only is Harsh, possibly, the highest scorer in SAT
— the mandatory entrance test that candidates have to take for entry
to US universities — from Kolkata this year, he is perhaps the only
plus-two passout ever who has been invited by at least seven of the Ivy
League universities in the US to join their undergraduate degree
programmes.
Harsh has just passed his ISC exams with a score of 96%, which, his
teachers say, was expected. After completing ICSE from Doon School, he
joined LMB in 2005. Since then, all eyes were trained on him, who
combined academic brilliance with athleticism. A good student, a tennis
champion, an award winning quizzer, a debater, a dancer and a member of
the computer science core team who led the school up to the national
level in the international computer Olympiads — Harsh has done it
all.
Harsh has scored a staggering 2,370 out of 2,400 in SAT, in physics and
two papers in maths, for entry to computer engineering in US
universities. He had applied to seven US universities — Cornell
University, Carnegie Mellon University, University of Pennsylvania,
University of California, Berkeley, Northwestern University, University
of Michigan, Ann Arbor, and Georgia Institute of Technology — and
has received invitations from each of them. The Northwestern University
has even identified Harsh as its dean's scholar among the students,
who have been offered admission this year.
``It was indeed a difficult choice with so many universities
offering me admission. But I have finally zeroed in on Cornell
University,'' says Harsh. His four-year engineering degree course
starts from the fall session in August. ``It's expensive to
study in the US and though I might eventually land a part-time job that
will help me support myself, for the time being, I have to shell out Rs
20 lakh annually to cover my expenses,'' he said.
LMB principal Sunirmal Chakraborty was ecstatic. ``Harsh is not a
typical bookworm that one expects toppers to be. He is a well-rounded
person who, during his time at Doon School, had helped clean the Ganges
near Dehra Dun, gone on difficult treks and became the state tennis
champion from Uttaranchal. He is the school tennis champion in the city.
To add to his credit, Harsh has taken LMB to the national-level in
computer Olympiad and has even worked for corporate houses during summer
vacations.''
Harsh wants to come back after finishing study in the US and start his
own IT firm that will help to spread network in rural areas.

*Innovative ideas: Look to college kids
From `Recog', which finds meaning in content, to
`Aabha', which prepares an automatic summary, Indian innovators
are making their presence felt in the world

Their names may not ring a bell today. But a few years from now, the
world could be toasting this trio for creating another search engine
like google or maybe something even better that could touch people's
lives. Batchmates Deepak Jagdish, Vasundhara Kantroo, and Avi Mehta are making
waves for `Recog', their unique innovation which has won
them first prize at a nationallevel competition recently. The trio
competed against hundreds of other college-students, innovators in their own
right, from all across India and emerged victorious.
Recog is a software platform that integrates handwritten notes,
textbook pages, newspaper cuttings and other printed media. It
identifies the context of the content and tries to find meaning in it.
The trio which calls itself Team Blue Leaf are final-year BTech
students at Dhirubhai Ambani Institute for Information and Communication
Technology, Ahmedabad. The threesome are now packing their bags to go to Seoul
and take on innovators from around the globe at the Imagine Cup,world's premier
student technology competition, where more than 1,00,000 students from nearly
every country in the world will compete with their innovations.
Interestingly, Jagdish, Kantroo and Avi are not alone. Academic
institutions across India are full of young innovators who are
incubating ideas, creating new technology platforms and coming up with
real-world solutions. Just like Google cofounders Larry Page and Sergey Bin who
had met at Stanford University and created history by creating the most popular
search-engine on the Net today, our home-grown college-going innovators too are
doing their bit for the world.
Most often, these young innovators are a bunch of enthusiastic and
motivated batchmates, who share a common passion for creating
cutting-edge software platforms that can make a difference to mankind.
Dedicated and focused, many of them have been researching their ideas
for months before coming up. Many of them eventually manage to make a
mark and win accolades for their bright ideas, some are even lucky to
have their ideas picked up by companies. But the rest are simply
forgotten with time.... their innovation gathering dust, while team
members move on to nurture their individual career goals.
Yet, every year a new bunch makes their mark and their numbers are
growing each year. For example, this year approximately 12,000 students from
over a 1,000 colleges participated for the India leg of the Imagine Cup, a huge
leap from the average 2,000 participants they had in the first two years of the
competition.
Take Vaibhav Rastogi, Anand Mohan, Shailendra Sason and Patel Alkesh
Maganbhai for example. The four BTech batchmates from IIIT Allahabad,
have created `Aabha' a multilingual document summariser.
It's a software which when given a document, automatically prepares
its summary. ``Our system can summarise documents in English,
Hindi, Urdu, Gujarati and Telugu. Moreover, the design is so modular and generic
that given a few linguistic modules, it will work for most
languages,'' says Rastogi. That's not all, the foursome have
quite a few innovations to their credit. For example, they have created a
multilingual chat and conferencing module which facilities
multilingual chatting, conferencing, PowerPoint presentation sharing et al.
Similarly, Pranav and Shivanand Thakur from the Army Institute of
Technology, Pune and IGNOU Lucknow have created `Educational Content
Identification and Grabbing System' (ECIGS). A software that
minimises search options on the Net and increases efficiency in finding relevant
and useful content.
Roshan Sumbaly and his friends from BITS Pilani, Goa created,
`eduGRID'. It's aimed at solving the problem of `low
student:teacher ratio' in educational institutions. "Gone are
the days when a teacher used to give personal attention to every
student. Students can use our software to learn themselves. It answers
queries in an interactive and conversational fashion (speech as well as text).
Indeed it can't be a `replacement' for a teacher, but
yes, it can be a `substitute' when a teacher is not around,"
explains Sumbaly.
The good news is that many of these youngsters from India are also
making a mark globally now. As Tarun Gulati, GM, developer and platform
evangelism, Microsoft India says, ``Indian teams have featured twice in the
global top three in the last five years of Imagine Cup and once in the top 12.''
In fact, in 2003, students from the Vivekanand Education Society's Institute of
Technology, Mumbai, won the second prize globally for their solution Sanjeevani
aimed at the healthcare industry.So are Indian educational institutions becoming
nurturing grounds for innovators then? No, says Rajdeep Sahrawat,
vice-president, Nasscom. He feels there's a lot more that needs to be done.
``There is a romantic notion about garage start-ups, but for every success
story,there are many more failures. Indeed, there is a need for creating an
innovation ecosystem in India. And these young innovators are our innovation
evangelists — they are role-models for their peers,'' says Sahrawat. However,
unlike the US and Israel where they nurture innovation, India lacks the
ecosystem to nurture innovators. ``There is an urgent need for VC firms who
could provide seed capital for them. Of course, it's happening gradually with
some universities and IITs providing early-stage funds for students, but there
is a long way to go,'' Sahrawat says.
No wonder, very few innovations become mainline products. As Sumbaly
says, ``What's needed is a place where these innovations can be
nurtured and allowed to grow. Ideas come fast and fade off faster.
Hence, to nourish these ideas we need to set up incubation centres
across the country.''In fact, some companies are already taking the initiative.
Microsoft for example provides additional support to students on business
development of their innovations and further software development guidance to
students who are interested in commercialising their solutions. Many projects in
India have already gone into incubation stages. A few youngsters have also been
given an opportunity to work with some companies because of their ideas.
Perhaps, these innovation evangelists will show the way to India Inc one day.

Considered the biggest robotics event for undergraduates in the Asia-
pacific region, Robocon International will see the institute vying
with 35 teams

New Delhi, March 15: Come August, a bunch of 20 students from IIT-
Delhi will swing robots in Hanoi, Vietnam to win an international
Robotics competition. In the five years of the event, this is the
first time that IIT-Delhi is going to represent India at the event.
The Robotics team this week registered a win over more than 25
competing colleges from across the country, including three IITs to
emerge as national champion. Financially supported by IIT-Delhi
administration, the team has developed three robots — one manual and
two automated — over the last 12 months for the competition with a
budget of around Rs 2 lakh.
Robocon International, organised every year by Asia Pacific
Broadcasting Union of which Doordarshan is a member, is considered
the biggest robotics event for under-graduate students in the Asia-
pacific region. While Vietnam has been a winner for the first three
years of the event, India has never gone beyond quarterfinals.
"Our country's performance at the event has so far been dismal. We
are analysing videos of previous years' events and are in the process
of identifying our weak points," said Dr SK Saha, project coordinator
for the event.
This year's Robocon theme is based on an old Vietnam legend wherein
dragons engage in a contest to capture the Vietnamese islands. In the
game, robots will signify the dragons and try to accomplish the task
of putting cylindrical "pearls" into pole-shaped "islands".
While Dr Saha terms it a "difficult" game, the students are in high
spirits after becoming national champions and feel that the
competition as well as the fabrication of the robots was a thrilling
adventure. Shailesh Jain, mechanical coordinator of the participating
team, said: "We not only need good robots, but strategy and mind
games to win the game. We hope to display our technological skills
and emerge winners."
And, to ensure a smooth run at the event, the team also is in need of
sponsors. "Our institute has already extended a financial support of
Rs 2 lakhs for our endeavour. We are looking for sponsors to help us
further," said Jain.

National Finals
Symbiosis Institute of Business Management, Pune, led by Rohit and
Nikhil, won the national finals of Tata Crucible: The Campus Quiz 2007
held on March 5, 2007 in Mumbai, according to a press release by Tata
Sons. The first runner-up was the team from IMT Ghaziabad, and the
second runners-up was a tie between KJ Somaiya Institute of Management,
Mumbai, and College of Engineering, Guindy, Chennai. The quiz rounds
were conducted by noted quiz master Giri Balasubramaniam,

Saakshi Trust of Bangalore has done a very good job by drafting RTI
Applications in the field of education. Guide prepared by them has
been added as one of the files in rti4ngo.
RTI can be used to demand better performance. This can be elaborated
by raising issues of persistent failures, despite the existing
systems of checks and balances. In fact, it is quite common to bury
adverse findings in the files instead of taking the required
corrective measures. Public pressures on grass-root authorities can be
more effective than administrative controls.
Following steps are needed for making the applications under RTI more
sophisticated, that forces the grass-root level authorities to improve
governance processes, by taking corrective measures.
· Budget of Education Department of Karnataka provides details
of expenditure under Plan / Non-Plan schemes. Issues can be raised
under RTI regarding the suo moto public disclosure of benefits
expected from these schemes by the Grass-root authorities. Such
disclosures should enable the "potential beneficiaries" to evaluate
whether the intended benefits of the public expenditure is reaching them.
· Qualitative aspect of education provided by Government
funded educational institutions is a major issue. There may be
internal checks like annual inspection of schools. The findings of
such inspection can be obtained under RTI. Public pressure may lead to
qualitative improvements, based on the internal procedures of the
education department.
· Administrative and financial controls are reflected in the
regular reports submitted to the superior authorities. Findings of
Internal Audit and C&AG reflect failures in administration and
management of finance. Despite these checks and balances, there can be
rampant waste/misuse of public funds. RTI can enable a citizen to
obtain copy of such reports.
· Corruption related findings are available in the reports
prepared by the vigilance Department and RTI enables any citizen to
ask for copy of reports where investigation is complete.
Next issue is how to motivate persons at District /Block /Village
level to file such applications. District level NGOs may be requested
for using RTI to demand better services from the public authorities.
Education is a State subject and each state would have its own system
of checks and balances. RTI Application can be standardized for each
State, taking these variations into account.
