Interesting topic, here are some of my stray thoughts.
What does corruption mean in a society that has inequity built into
it's cultural and social fabric. There are money systems existing
which predate most economic systems and they are in many cases alive
and well although they may have become 'illegal' in today's context.
Many local economies are relatively self sufficient, or used to be
until very recently. Should look up economic history and theories, I
suppose.
As a measure of inefficiency in project implementation it makes
sense. But sometimes it is just a measure of 'leaks' that ensure
competitive advantage. Happens all over the world too, wasn't Enron
into something which one could call corrupt. Wonder if it is just
human nature to keep something aside for a rainy day. Also to try and
beat the system.
Were there ever uncorrupt times?
