Minutes of First Meeting of

CII National Committee on Design 2007-08
21 August 2007, 1100-1330 Hrs, Hotel Intercontinental (Barakhamba
Avenue), New Delhi


The list of members present is enclosed (Annexure I).

Mr. Vikram Kirloskar, Chairman, CII National Committee on Design
welcomed the members present at the first meeting of the new
Committee that has been formed this year to strengthen the CII focus
on Design. He briefly gave an overview on formation of this
committee and invited members to give their introduction.

Mr. N. N. Prasad, Joint Secretary, DIPP joined the meeting as the
Special invitee and congratulated CII on formation of this important
Committee in view of the recent Design Policy announced by the
Government of India.

He apprised members on the developments on the Design Policy front
and the areas of immediate focus of the policy. He added that the
major role of the Government is now over after the announcement of
the Design Policy and now the various stakeholders including the CII
Design Committee and designers have to play a significant role in
implementation of the policy.

He stressed on the fact that the message of Design needs to be
spread and CII Design Committee would play a significant role in
carrying this task forward with the help of industry captains who
are the members of the committee.

The key points that he deliberated upon were that the Committee
should come out with a concrete Action plan, which would also serve
as a Charter for the upcoming India Design Council. He also urged
that to make the message activities be focused at smaller cities,
not only Metros.

Mr.Prasad assured of all the possible support from the Government
for the initiatives of the CII Design Committee.

Mr.Prasad answered few of the queries

In view of the major focus on Design Education, Mr.Dilip Chhabaria
mentioned that they are planning to set up an Automotive Centric
Design institute and wanted support from Government towards
infrastructure etc.

The various suggestions and comments from members on Mr.Prasad's
remarks were as follows:

• Faculty should be encouraged to work as professionals so
that they are updated with Industry perspective and developments
• Private education in the area of Design is spreading in the
country especially in Pune quite a few Private institutes have come
up.
• Urgent need to catch up with the world on development of
Design and Government has a major role to play.
• Industry needs to be more proactive in supporting various
design initiatives including Design education
• Design to be taken to common man
• Media to be used to demystify Design
• Need to improve quality of education and faculty of the
existing institutes to upgrade the already running design programmes
since setting up new NIDs would take time
• An urgent need to come out with a India report on impact and
status of Indian Design
• World Design Capital – Aspiring and working towards making
either Delhi or Bangalore the future World Design Capital after
Turin and Seoul
• Research led education to be promoted
• Design education should be started at school level
• National Design Awards are important for the growth and
recognition of the Design industry in the country
• Exchange programmes for faculty and student
• Government support for setting up prototyping laboratories
• Certification for Design required
• More international delegations to be brought in India for
experience sharing and learning the best practices in Design being
followed by them
• Authenticated directory of design resources of the country
not available – there is an urgent need to compile the same
• Government may provide certain sops for supporting Design
houses like the rebates that were given to IT companies and led to
the growth of the IT industry. Government may also provide some
rebates / sops to SMEs for use of Design
• Government officers to be trained on design so that design
becomes an integral part of their area of work for common man
• Skill training to be included in Design education courses
• Collaboration between Design institutes and industry would
help in developing high quality design education
• Representatives from Design Committee (mainly Design firms)
should make a presentation at the National Council and Regional
Council meetings of CII. Dr. Naushad Forbes volunteered
to coordinate this activity for Western Region.
• Dr. Gita Piramal volunteered to write down the case studies
of success through design. She also mentioned that the Smart Manager
magazine would take up these case studies for publishing.
• Design parks should be established on lines of STPs.
• Global imprint of Indian Design to be studied
• Industry to design for physically challenged people
• Villages to be adopted for making them design – led

Chairman asked the CII Secretariat to study the IT Policy to
understand how and what steps were taken by the Government of India
that helped the phenomenal growth of IT industry in India.

CII Secretariat to also explore the possibilities of including
Design as one of the parameters of CII-Exim Award for Excellence.

Post the discussions, Chairman invited CII Secretariat to make a
brief presentation on the proposed work plan for the forthcoming
year. The presentation is enclosed as Annexure II.

A presentation was made to update the members on activities of year
2006-07 and seek suggestions on the Plan for year 2007-08 as well as
on the long-term plans.
Dr. Darlie O Koshy briefly updated the members on the forthcoming
7th Design Summit scheduled on 12-13 Dec 2007 in Bangalore.


As an outcome of the discussions, the following five areas were
identified as the major focus areas for the committee and the names
of the members who volunteered to steer these groups are also listed
below:

1. Design Education

2. Competitiveness of Industry by Design
- Mr. Jacob Mathew
- Mr. Satish Gokhale
- Mr. Sharad Dahake

3. Branding/Promotion of Design through Media

- Dr. Darlie O Koshy
- Mr. Sudhir Sharma
- Mr. Dilip Chhabaria

4. Design Policy implementation including setting up Design
Parks, venture fund for design.

- Mr. Sandeep Mukherjee

5. Design for Culture, Society and Environment

- Mr. Mukund Bhogale

Chairman suggested that the above mentioned groups would have a
teleconference in next 2-3 week time and would draw up an action
plan with detailed schedule for next 5 years.

Chairman also requested the other members who were not present at
the meeting to volunteer themselves to join the group of their
interest.

Chairman thanked the members for their support and participation in
the discussions.
