Guirim teenager charged for raping villager

MAPUSA, NOV 23 (From Jerry Santamaria) Mapusa police have arrested a    
19-year-old-youth from Sorvem-Guirim for allegedly raping a 12-year-old 
girl from the same village. The accused Gaurish Sawal who was           
immediatley arrested by the Mapusa police has been remanded to seven    
days in police custody by JMFC, Mapusa.

Angle to remain saffron for polls

MARGAO, NOV 23 (HR) South Goa Member of Parliament, Ramakant Angle, has 
reiterated that he will contest the Lok Sabha polls only on the BJP     
ticket and maintained that he would work for the success of the party   
even in the event of he being denied a ticket. Replying to questions on 
rumours doing the rounds that he plans to contest on the Congress
ticket
since the BJP is not inclined to re-nominate him for next year*s Lok    
Sabha polls, Angle said *All these are mere rumours spread by the       
Opposition Congress*.

MARGAO, NOV 23 (From Guilherme Almeida) There may be an occasional      
outcry from the elected representatives over the poor condition or the  
total absence of roads in the State*s countryside, but here is a case   
where meetings held to plan efficient rural road network draws lukewarm 
response. In fact, the centrally-sponsored Prime Minister Gram Sadak    
Yojana (PMGSY) scheme has made little headway in South Goa district,    
with the funds lying unutilised for want of any takers.

EDITORIAL: Tragic week

FOR GOA, the past week spelt days packed with bad news. On the Thursday 
morning, Panjim was agog with speculation about the deaths of three     
young women in the Mandovi river. Initially, there were suggestions
that
the women came from beyond Goa*s borders. Later, the victims were       
identified as having come from the dusty mining-heartland of Pissurlem  
and Pale in north-eastern Goa. (Currently, the attitude in Goa almost   
leads into believing that if the victims are not from the state, then
we
should care less about them.)

OPINION: Grades versus marks: what's the difference?

Regardless of whether we have marks or grades, students still have to   
sit for exams, the exam papers will still be corrected and marks given  
to them. Are we not just artificially converting marks into grades,
e.g.
above 90 is an A, below 40 is an F? Are we not being unfair to a
student
who earn more marks but there is no indication of it in grades?

includes the citizenry as well as the media, scorns the very mention of

the 3rd Goa Heritage Festival being held at Massano d'Amorim Building,  
National Theatre Square, in Panjim. Over two days it will showcase Goan 
architectural, natural and cultural heritage through lectures,          
exhibitions, dance performances and demonstrations by Goan crafts       
persons.

Just recently the world's most powerful nation experienced what we in   
the developing nations experience ever so frequently. Many parts of     
America went through a blackout which lasted for several hours. A few   
days latter, it*s brother-in-arms, Britain too had to spend many hours  
without light. This news would have probably made Saddam Hussein        
(wherever he is) very happy. Indeed blackouts are a great leveler since 
like the poor nations, now the rich countries too experience them.      
During the period of the blackout the citizens of these two countries   
probably had to climb the steps in absence of the elevator, they must   
have been sweating in absence of the air-conditioner and probably were  
stranded at the stations due to non-functioning of the metres.
