Dear all,

For those of you who understand Portuguese language, you may find interesting
the contributions of our own Goan Constantino Xavier, who is based in New Delhi
and is a correspondent for the Portuguese main weekly Expresso.
(http://www.expresso.pt).

In January this year, following the official visit of Prof. Dr. Anibal Cavaco
Silva (President of the Republic of Portugal) to Goa, Constantino Xavier
accompanied Luisa Meireles (Expresso reporter) and Luis Carvalho (Expresso
Photographer) to Goa and this was the report which was published on the
Portuguese main weekly Expresso, Revista Única, 27 Jan. 07, edição 1787.

The report is available on Expresso site but only for those subscribed to the
weekly.

Also, I must say Constantino is doing a great job and this is in my opinion the

In connection with the most interesting discussion about the alleged
statement from Nehru describing Goans as Ayas, Butlers and Cooks, (ABC), I
would like to make you all aware of the recent interview given by General
Ramalho Eanes (President of the Portuguese Republic from 1976 to 1986) to
the main Portuguese weekly Expresso (http://www.expresso.pt) on the 27th Jan

It is interesting to note how opinions can be so different.

In a recent interview to Expresso, General Ramalho Eanes and ex-President of
the Portuguese Republic is of the opinion that Goa was an unique case in the
Portuguese Colonial Empire and had met all the conditions to become an
independent state. General Ramalho Eanes remembers Goa as a "great school"
and describes the Portuguese decolonization process as a non-glorious one.

Interviewer> In 1958, you went to Goa. It was your first assignment. You
took with you an edition of The Lusiadas from 1876.

Ramalho Eanes> Exactly. Goa was to me a great school. In Goa I learnt a lot
of good and bad things (bad because it influenced for a long time my
colonial vision). I lived and served under an unit commanded by a Goan
Lieutenant and therefore the unit was more like a family rather than a
military unit. The soldiers and sergeants were Goans too.

Goa was an historic and political micro cosmos, distinguished and different.
It was only lacking the political power in order to be considered a de facto
independent state. All the main posts were occupied by Goans - only the
Governor General and the Military Commander were not Goans. My Commander and
the 2nd Commander of the Regiment were Goans. The Administration of the
territory, even the Superior Administration, was run by Goans, the Judges of
the Supreme Courts were Goans; The Medical and Surgical School was run by
Goans...

Interviewer> Are you saying that Goa met the conditions to be independent?

Ramalho Eanes> Yes I am. Goa met all the conditions because we had made
something there which we had not managed to make anywhere else (I only
realised this later). A new culture had been created which was not ours but
it wasn't Indian either. Goa had its own cultural personality. Recently,
Professor Fausto Quadros compared Goa to Timor; I think he is somewhat
right. Goa could have been not the Portuguese State of India but The State
of Goa (independent).

Interviewer> Goa could have been made independent following the independence
of India by Great Britain?

Ramalho Eanes> I think so. Salazar, after the II World War, had all the
conditions met to grant independence to Goa.

Interviewer> Do you think Salazar is responsible for the invasion of Goa
(1961)?

Ramalho Eanes> Salazar is entirely responsible because he was unable to read
the geopolitical situation determined by the end of the II World War, in
which colonies made no sense. Salazar did not understand that and ended up
conducting us to a non-glorious decolonization process that we produced. He
is the first and largely responsible for that.

Interviewer> However, you yourself volunteered when the invasion (1961) took
place.

Ramalho Eanes> I was several times asked in Goa what I thought about the
future. I was a young Lieutenant and I was convinced that Portugal was from
Minho to Timor, which could have been a model in the world. I told them that
Portugal was there to stay and that they were as much Portuguese as myself.
When the invasion took place (1961), I thought to myself that despite the
fact that I did not lie, I had deceived them - so the minimum I could do was
to offer myself as volunteer.

Interviewer> Did they not accept?

Ramalho Eanes> No. It was too quick. Nobody ended up going there. We didn't
even send ammunitions or essential armaments.

Interviewer> Did you ever return to Goa?

Ramalho Eanes> No. I had accepted an invitation to visit India - and
naturally I would have visited Goa - but Mrs. Indira Ghandi was murdered [in
1984] and the visit was cancelled.

Interviewer> In 1962, you went to Macau, which is very different from Goa.
Macau also had conditions met to be independent?

Ramalho Eanes> Never. Macau was indeed a Chinese territory. Whilst there was
in Goa an Elite which was neither Portuguese nor Indian - it was Goan -, in
Macau there were Chinese and Portuguese. In Goa, Afonso de Albuquerque
recommended the marriage of several noble Goans with Portuguese.

Interviewer> The mix of races...

Ramalho Eanes> Which demonstrates that deep inside we are not racist.

Interviewer> Do you think that the Portuguese are not racist?

Ramalho Eanes> Yes. Although they show sometimes signs of racism. For
several reasons. But we are not racist. The letter from Pêro Vaz de Caminha
is quite relevant; there he does not say that the Portuguese found dark and
naked humans; he only describes what those humans had of great and of
different in terms of culture. A cultural racist individual sees things in a
much negative way.

Interviewer> But in Macau there was no mix of races.

Ramalho Eanes> That is true. One of my greatest disappointments was, when I
arrived in Macau, I realised that Goa was not our model after all.

Interviewer> It was an exception.

Ramalho Eanes> I did not realise immediately that Goa was an exception. What
I realised was that Goa was not our model - otherwise we would have tried to
apply it everywhere else, including Macau.

Interviewer> Macau was kind of the reverse of the standard.

Ramalho Eanes> Yes. And for a young Captain it was clear to me that Macau
could have been something totally different. We could have made of Macau
what the English made of Hong Kong. But there was nothing in Macau. It was a
village, very pleasant and beautiful...

Portugal President on Goa visit from Jan 13

The President of the Republic of Portugal, Prof Anibal Cavaco Silva, accompanied by his wife Dr Maria Cavaco Silva, and an official delegation would arrive in Goa on January 13 on a three-day visit to the state.
The entourage of Portugal President comprises of Portuguese ministers, members of Parliament, chiefs and secretaries to government, presidents of various organisations, ambassador of Portugal in India and others.
The visit of Portuguese President is part of weeklong goodwill visit to India. He, his wife and entourage would visit Mumbai, Bangalore, besides New Delhi and Goa during the visit.
During his visit to Goa, the Portuguese President would hold meetings with the Governor, Mr S C Jamir, and the Chief Minister, Mr Pratapsing Rane. He would also address members of Goa Chamber of Commerce and Industry at a function in Panaji on January 13.
Prof Silva and his entourage would visit Old Goa Church complex on January 14,
morning. Later in the afternoon he would be the chief guest at the 19th convocation of Goa University and deliver convocation address. He would also be conferred an honorary degree by the Goa University.
He is also expected to visit the office of Portuguese Consulate General. The Portuguese President would leave for Mumbai on January 15.

Kuwait City, November 25:  NRI Goans will now be able
to get their academic degrees attested in their state
itself without having to send same to Delhi, says
Goa's Minister of Education and Industries Luizinho
Faleiro.

Faleiro who was in Kuwait on a two-day visit to take
part in the Cultural and Food Festival as a cheif
guest told the Arab Times that the Ministry of Human
Resources has empowered the Goa Uiversity and the Goa
government to attest academic degrees.

Touching on a different topic, Faleiro said "In order
to tackle the problems faced by NRI Goans, our
government has appointed a NRI commissioner who has
been accorded a Cabinet rank so that he can address
the problems in an efficient manner."

The former chief minister observed that the NRI
commissioner, Eduardo has a wealth of experience in
the overseas affairs, having served int he capacity of
a union minister for external affairs. 'He is
well-conversant with the problems of NRI Goans and I
am sure he is doing a fine job,"  he added.

Progress

Faleiro observed that a problem was brought to his
notice during a community meeting held on Wednesday
that passengers flying to Goa from Kuwait by Indian
Airlines are charged higher fare than those travelling
to Keral although the latter flight duration is
longer.  "I will take up the matter with the ministry
of civil aviation and I am confident that we will be
able to tide over this problem."

"The presence of formidable Goan Diaspora in Kuwait
makes me feel that I am in Goa, and it is basicaly the
lvoer of Goans here that brought me to Kuwait," he
added.

Faleiro, who has been widely praised for carrying out
reforms in the educational sector, explained that in a
democractic set-up empowerment of the people wasa
major task and that for the last fifteen months the
Ministry of Education under his patronage has adopted
around 50-odd schemes in an effort to improve the
quality of education and that emphasis is being laid
on quality.

"One must have a vision in order to achieve progress.
I want to improve the education standard in Goa at all
levels right from primary to the university level.
What surprised me was that for the last five years not
a single Goan did well in the IIT or national
competitive examinations.  This does not mean that our
children are not intelligent or hard-working.  Our
children are indeed intelligent but the problem was
that we did not have a road map and vision.  The
fifty-odd schemes which I have introduced will enable
to improve the standard of education in Goa."

Faleiro affirmed that his schemes faced opposition
from certain quarters but took pride in the fact that
the President India on September 1st honoured Goa as
numero uno state in the country in the realm of
education.

"It is good to see that our efforts have paid rich
dividends.  I had a great honour and privilege of
honouring around 20-odd Goan students, out of which
four students were successful at IIT exams, while 10
passed the Bitts Pillani examinations."

Faleiro said the skills of higher secondary teachers
were upgraded through the Bitts Pillani system and
that the government was delighted to achieve the
desired results.  "In a bid to revamp the education
system, we set-up a website in addition to
establishing a question bank and the results are there
for everyone one to see."

Faleiro noted that in order to be able for students to
compete at the national or international level, they
should be equipped with proper study material and that
his decision to introduce the new NCRT syllabus was a
move in the right direction.

"This gives them a level playing field to compete at
the state or national level.  It is imperative to give
them the necessary support in light of the
competitiveness."

"In addition to this we have also given free exercise
books, uniforms and bicycles to girl students.  We
have also introduced state-of-the-art computer labs or
computer literacy programmes to make learning an
enjoyable experience."

The education minister went on to say that his
decision to introduce English language as a subject
form the 1st standard onwards drew flak from
opposition parties.

Taking the point further, he said "a majority of the
drop outs from Class five onwards - because our
children study pre primary in English medium  and then
the primary in either Konkani or Marathi medium and
Class fifth, sixth and seventh again in English medium
and as a result children are finding it difficult to
cope with their studies.  So with the introduction of
English language I am sure that children will be able
to fare better."

He opined that the Goa government has put in place a
programme whereby students are given interest free
loans, adding the scheme has a simplistic approach and
so far the scheme has benefited over 3,000 students.

"The government has already spent 12 crores of rupees.
  According to the scheme, a student who decides to
pursue his or her studies in India can get a loan of
up to 1 lakh rupees per year while a student wishing
to study overseas can avail alloan of up to 4 lakhs
per year.   This measure will help us to realize our
aims and objectives and make Goa a knowledge driven
economy."

Faleiro said children of NRI Goans deserve better
facilities given the fact that they toiling hard in
foreign lands, adding that this also applies to
resident Goans who parents are working in Bombay or
elsewhere.  'The bottom-line is that  the state must
support its people whether they are in Goa or outside
Goa".

Faleiro pointed out that in order to discuss the needs
of the NRI Goan students - a conference is being
organized by Eduardo Faleiro and expressed hope that a
suitable solution would be reached that would benefit
NRI Goan students.

Asked whether his government has any plans to seek a
minimum wage for new Goan domestic workers coming to
Kuwait, Faleiro said as of now no such proposal was on
the table and added that he would study the issue in
its entirety before taking up the matter with the
Ministry of External Affairs.

Fielding a question on the economic climate in Goa,
the industries minister said that rapid development in
Goa has created a lot of employment potential and that
the need of the hour was to harness the employment
potential by training the state's own manpower.

"If one achives development and does not have its own
manpower to buttress the same, then you attract a lot
of migrant workers.  What worries me is the fact that
nearly 35 to 40 per cent of the population is migrant.
  This is not to say that I am against migrant workers,
but it puts severe strain on the infrastructure.  I
strongly feel that there should be a plan in place to
ensure that when we achive progress the benefits are
reaped only by Goans.  So it is my earnest requst to
NRI Goans, wherever they may be, they should return to
their land and be part of the development."

To a question whether the ongoing International film
Festival will receive a shot in the arm to the tourism
industry in Goa, the minister said that the film
festival so far did not have a significant bearing on
the tourism industry.

Referring to the upcoming Goan elections, the minister
went on to say that he was optimistic that this party
would win absolute majority.

How was it in the cases of Dadar (Salvação) and Byculla (Gloria) churches in the recent past? Were not those churches historically very important for the Bombay Catholics of the Padroado? If they could find compromise solutions then, it should be possible now as well. Fundamentalist cries are not the best approach.

Mr.Berard Pinto Pereira, to spraed world wide these news detailed above.:the Bombay Municipal Council is planning to destroy part of those two  CATHOLIC Churches and Schools( where generations of pupils of ALL the religions,have studied.For what? To widened the Hill Road for the more space for the Traffic.
Is this an act of “charity” or a typical anti- Cristian attitude?

The Goan dailies are packed with the news of the most nonsensical initiave of our Govt with the support of the Central Govt.But you will certainly agree with me that more important than that are these news that are going to dammage two Churches and two Schools in Bandra.
Please be worthy of your name and reputation and join the protest.

The Bombay Catholic Sabha along with like minded Groups have convened  an emergency meeting to take a stand against the demolition  notices issued to the St Andrew’s Church, St Peter’s Church, St Stanislaus School and the Parsi Agiary on Hill Road, Bandra [which are all heritage structures holding the highest  sanctity for  all communities] by the Bombay Municipal Corporation.  
 
We will prepare a plan of action to prevent this unjustified move on the part of the BMC disregarding the religious sentiments of the people.
 
 
Date:  Tuesday, November 28.
 
Time: 7.00 p.m.
 
Venue: St Michael’s Auditorium, L.J. Road, Mahim.
 
As the matter is serious it is necessary to act  promptly  in the matter.
 
All are requested to attend .
 
P.S. Please also make copies of this and circulate it to the network. Also an announcement during the masses.

Margao, Oct 30, 2006: Goa’s first-ever world chess champion, Ivana Furtado, who won the U-8 world championship in Georgia on Saturday, today arrived at the Dabolim airport amidst a rapturous reception from her well-wishers, school officials from Our Lady of Rosary HS, Dona Paula, and representatives of the Goa State Chess Association.
It was understandable that the 7-year-old Ivana was still young enough to be aware of what exactly she had achieved in Georgia. She had won one silver in an Asian U-8 event in Tehran and a bronze in Delhi prior to this feat in Georgia where she was pitted against top challengers from Poland, Hungary, Bulgaria, Peru and India too.
Incidentally, Ivana overcame a fellow Indian Soumya Mukherjee to confirm herself of the gold medal and with it created history for Goan chess.
That Ivana was fazed by the occasion of having received an overwhelming reception at the airport when she arrived in the company of her parents Mr Ele and Ms Jennifer and brother Keegan, was evident as the little girl seemed lost for words and momentarily appeared to have forgotten the heights she had scaled in world chess. “I am happy,” was all that Ivana could utter when asked about her superlative achievement. “My parents, brother and coach helped me to win,” she added with a tinge of caution.
Ivana with her incredible feat will be perched at the top as a chess prodigy in the country as no other chess player in India and Goa of course, has ever won U-8 world title.

Only, Bhakti Kulkarni from Margao, who finished 8th in Gerogia, is an Asian Gold medallist from Goa.
“There was no doubting her class as we were confident that Ivana would take the top spot and emerge the U-8 world chess champion considering the quantum of hard work she had put in and the top notch coaching she had received ahead of the world championship,” stated Mr Ele Furtado, Ivana’s father.
Ivana’s strength according to her mother, Ms Jennifer was the able guidance and support offered to her by coaches Raghunandan Gokhale, Shrikant Barve and Wilson Cruz. “Her elder brother Keegan (12) would mentally pep her up and encourage Ivana on matchdays during the entire event,” Ms Jennifer disclosed. “Of course as parents, we were always with Ivana in Georgia but it was Keegan’s camaraderie with his sister before every match made her grow in confidence in each outing and allowed her to make rapid progress,” added Ms Jennifer.
“In retrospect as parents we are perennially indebted to the immense contributions made by the Goa State Chess Association president, Mr Sameer Salgaocar, the Indian chess federation, the Sports Minister, Mr Pandurang Madkaikar and the precious guidance offered by coaches Gokhale, Wilson Cruz, Shrikant Barve and all the support staff who are equal contributors in Ivana’s success. To put it in a nut shell, I would say it was a team effort.”
Mr Ele opined that w and improved with every victory, which finally gave her a better progressive score and a points tally of 8.5. “Her decisive win in the final contest against Soumya was worth watching. She never lost hope despite resorting to a traditional Cole System, which stunned her opponent and compelled her to surrender to Ivana’s great tactical variations before sealing the title,” disclosed Mr Ele while speaking to ‘The Navhind Times’.
Asked how tough was it for Ivana to stamp her class in a world event, Mr Ele said: “We knew it would be definitely tough but her coaches backed her talent and she delivered at the highest level. Actually, contestants from Poland, Hungary, Belgium, Peru and India itself were tough contenders but Ivana braved every one on her way to clinching the top spot.”
“It was her ability to think quickly and pounce on to her rivals in a flash always worked wonders for Ivana which in the end proved vital,” summed up Mr Ele.
In his congratulatory message conveyed through his wife Ms Sonali, Mr Sameer Salgaocar, who is away in Jammu, said: “I am overwhelmed by Ivana’s achievement and it shows that Goans are second to none. Her feat will inspire many other youngsters looking up to chess and the fact that Ivana has created history in Goa puts the icing on the cake in every sense of the word.”
The Goa State Chess Association secretary, Mr Suhas Asnodkar who was present at the airport, confirmed that Mr Salgaocar had announced a cash bonanza of Rs 1 lakh for Ivana while the state government had promised to reimburse Ivana’s travelling expenses to Georgia which had amounted to Rs 1,00,3000. That apart, Mr V M Prabhudesai, SAG executive director, who received the Furtados at Cortalim on their way back home to Panaji, has announced SAG’s Rs 5 lakh reward in recognition of Ivana’s feat. The GSCA has plans to felicitate Ivana in a grand way once Mr Salgaocar returns from Jammu.

Churchill to take ‘appropriate’ steps unless party performance improves

Margao, Sept 23: The South Goa MP, Mr Churchill Alemao today said that he was not against the Congress party but felt that remedial measures were needed to improve the party’s position. However, he said that if the party position does not improve in the state and the workers’ grievances are not addressed then he would take appropriate steps.
Mr Alemao, while addressing the South Goa Congress workers convention, here, alleged that the leaders had neglected the party workers. He said that if the aspirations of the people of Goa are not taken care of by the government then he would have to find a solution to the people’s problems. Mr Alemao also claimed that the party workers were losing faith in the ministers whom they had elected as they were not responding to the public and workers’ demands.
The South Goa MP said that he had called the convention to dispel the fears of the Congress workers. Blaming the party leaders and ministers for the present situation of the party, Mr Alemao claimed that the party was losing support amongst the electorate due to certain factors which need to be identified.
He said that if the party’s position does not improve further then he will take appropriate steps after taking the party workers and people into confidence. Mr Alemao asked the party to encourage new faces, which would care for the people and safeguard Goans’ interests.
He said that his first priority is scrapping of the Mopa airport as it will affects the people. Mr Alemao also called for discussing the adverse effects of the proposed six-lane expressway and asked the party to resolve the demand for recognition of Konkani in Roman script.
The South Goa MP said that during his visits he had received complaints from party workers that they had been neglected. He said that he was unhappy with the present government in the state as his promises could not be kept due to non-cooperation from the Congress party.
The other speakers who spoke at the convention charged party leaders, ministers and MLAs of having failed to give justice to the people and demanded that they quit their positions as they had failed to keep the promises that they had made.
They lamented that ministers from Salcete had turned silent on major problems facing people and this had made the party workers unhappy with the performance of the ministers. The speakers also demanded that the party leaders settle all important issues affecting the people before the elections or threatened to teach a lesson at the next elections.
Some of the workers who addressed the convention hinted that even if Mr Alemao left the Congress party, they would support him.
The convention presided over by Mr Alemao was addressed by Mr Mike Mehta, Messrs Tara Kerker, Farral Furtado, Ulhas Buyao, A Fernandes, Mahesh Kudchadker, P Dourado, Dr Wilfred Misquita, Ghanshyam Shirodker and others. Some Youth Congress activists, sarpanchas, panchayat members, artistes, advocates, teachers, social workers, former MLAs, bussinessmen and others attended the convention. No minister was present for the meeting.

Margao, Sept 22: The South Goa MP, Mr Churchill Alemao today said that he would go ahead with convention of Congress workers, called by him, from South Goa tomorrow here.
He claimed that the convention was aimed at strengthening the base of the Congress party. Mr Alemao said that he was in the process of finding out the remedial measures to improve the party’s position and its prospects in Goa, since it was losing its ground in South Goa.
He said that the party workers have lost their identity and are frustrated with the party organisation and charged the some state ministers for taking wrong steps and ignoring the demands of the public.
 
The South Goa MP also claimed that thousands of the party workers will attend his convention and said that party ministers and others were welcome to attend the convention and answer the queries raised by the general public. He further claimed that Congress leadership was in know of what he was doing to protect the party interest. He also said that false propaganda has been going on against him, adding that he was not concerned about it.
Mr Alemao said that he was capable of facing anyone and that no one could damage his reputation, adding that the people knew his contribution to the state and his fight for justice.
 
OUR STAFF REPORTER ADDS: A large number of Congress leaders from either districts of the state have said that they would not attend the convention called by Mr Churchill Alemao, tomorrow. The Congress leaders said that since the party leadership has not officially called the convention they would not like to be associated with it. They also said that certain issues that Mr Alemao was seeking to raise at the convention were against the party policy.
The Goa Pradesh Congress Committee president, Mr Ravi Naik said that it was not a party convention. Replying to a question whether he would attend the meeting, he said that he had not been invited for it.
A number of Congress leaders also said that it was time that the party leadership took action against the South Goa MP for bringing bad name to the party by criticising its own government and issuing threats to it.

Churchill convenes convention of Cong workers from S Goa

Margao, Sept 9: Expressing displeasure over the functioning of his own party’s government in the state, the South Goa MP, Mr Churchill Alemao, has called for a convention of Congress workers from South Goa on September 23, in Margao, to chalk out future course of action, in an apparent bid to consolidate his position.
Launching a direct attack on the Congress party at a press conference, here today, Mr Alemao said: “I am unhappy with the present government in Goa. I had promised my voters that I would get the Mopa airport project scrapped and ensure the proper functioning of the public distribution system. My promises could not be kept due to non-cooperation of the Congress party.”
He further said that he was fully committed to the cause of Konkani and that he fully endorsed the demand for recognition of Roman script. “There is however a delay in certain quarters to give Roman script its due recognition,” he said adding that he wanted to place all his grievances before workers and apprise them of the situation.
Declaring that important issues will be discussed at the convention, he said that he had always fought for the cause of down-trodden and alleged that the government had not solved the issue of taxi operators.
Mr Alemao alleged that the government was trying to please the migrants by giving them free land. He said that the interest of Goans was being overlooked and the government was only concerned about the well being of the migrants. He also alleged that there was a rise in criminal activities due to the unchecked flow of migrants into the state and the interest of Goans was being compromised.
Mr Alemao alleged that the Chief Minister, Mr Pratapsingh Rane, was working under pressure from certain quarters and that he does not enjoy full freedom while taking decisions. When asked by a reporter on whether he would stake claim for the Congress ticket at the forthcoming assembly elections, Mr Alemao replied, “Who cares?”
He said his people are important for him and they will decide about his ticket. He did not rule out the possibility of distributing tickets to others if situation arose.
Mr Alemao lamented that there was infighting within the Congress. He alleged that the Cuncolim Industrial Estate pollution issue was being sought to be blown out of proportion possibly at the instigation of some Congress leaders from South Goa.

Margao, Sept 14: Defying the directive of the Congress party’s central leadership, the South Goa MP, Mr Churchill Alemao today said that he would go ahead with his planned meeting of South Goa Congress workers to be held on September 23 and dared the leadership to remove him if it felt that he was indulging in wrong activities.
Talking to `The Navhind Times’, Mr Alemao said that nobody could stop him from organising the Congress workers convention. He observed that he was elected by voters and it was their right to know as what he was doing. He said that his one-point programme is scrapping of Mopa airport and his fight would continue further.
He appealed his workers not to get misguided and carried away by false propaganda being spread by a section of Congress leaders in Goa. Spelling out the reasons for convening the September 23 meeting, he pointed out that he had made four major promises to the people, and none of them has been fulfilled due to non-cooperation of a section of the Congress leaders in Goa. He revealed that he wants to keep all these facts before the workers who elected him. He said he wants to discuss important issues affecting people, and issues related to son of the soil. Therefore, he said, he has convened the meeting of the workers from South Goa on September 23 in Margao at 4 p.m.
Mr Alemao stated that he is a Congressman. Even if someone wants him to leave the party he would not do so. ``Let them remove me from the party if they feel that what I am doing is wrong,’’ he said. The South Goa MP alleged that some of the Congress leaders are getting uncomfortable at him for being active in the Congress.
Why are they using the high command and the all-India Congress committee secretary in-charge, Ms Margaret Alva’s name in spreading false propaganda, he asked. He said that if some people feel that he should be divested of all responsibilities of the party wing they are welcomed to do so. Let them deal with me the way they want, he said adding that he would be always with the people.
Mr Alemao disclosed that neither the high command nor the secretary in-charge of Goa desk has spoken to him on any matter. The central leadership is not aware of what is happening within the Congress in Goa. He claimed that nobody has complained to central leadership of the party, alleging that false propaganda is being spread to spoil his image. He observed that Churchill is capable of facing up to anybody and that nobody can damage his image.
He said, ``People know me and my contribution . I am fighting to give justice to sons of soil and nobody can stop me from taking steps in the interest of the people.’’
On the script controversy, the South Goa MP said that he was fully committed to the cause of Konkani, and endorsed the demand for recognition of Konkani in Roman script. He felt that a delay has been made in certain quarters in according official status to Roman script.

'Is the Congress left with any face to talk about criminals in politics?

A decade ago, the name and the image it conjured was unsavoury. Today, he is the hero of the people, the political saviour of Goa.
His love for football is legendary. His football teams - Churchill Brothers and Varca Sports Club - are among the toughest teams in the country. He takes an equal interest in dhirio,Goa's traditional bullfights. His generosity ensures that no one leaves his home in Varca empty-handed and he is believed to be have more concern for the needy than many Goa politicians.
And yet it is said his name figures prominently in the federal home ministry's list of unsavoury characters. His brother Alvernaz was killed by a customs officer some years ago, allegedly while carrying smuggled gold, on the day his friends and relatives were preparing to attend his youngest brother Kennedy's wedding.
In 1990, within 75 days of entering the state assembly, Alemao toppled Pratapsing Rane's Congress government, formed a coalition with the Maharashtrawadi Gomantak Party and became Goa's first Catholic chief minister.
In the 1994 assembly election, his United Goans Democratic Party won only three seats, but built a following among lower caste Catholics, traditionally a Congress vote bank.
Two years later, despite being detained along with his brother in a gold smuggling case, he was elected to Parliament from South Goa, defeating former federal minister Eduardo Faleiro who had represented the constituency for almost twenty years.
Goa may be known for communal harmony. But politics in the beach state is clearly divided on religious lines. Churchill Alemao is perhaps the first Catholic leader who has successfully made a breakthrough in Hindu areas.
Sandesh Prabhudesai met him at the Goa Renaissance. Excerpts from the conversation:.
You were once branded an anti-national because of your alleged smuggling activities. Why do you think the people, who once abused you thus, have now reposed faith in you?
Who told you I am a smuggler ? Have I been convicted for smuggling? It's a clear-cut political conspiracy. They knew Churchill's mobilising power and sincerity. That's why they tried to mislead the people by branding me a smuggler. They even put me behind bars. But they didn't succeed. The truth has prevailed.
If this is not the truth, then why did you tell tall stories about your life?
These are not tall stories. It's a bitter truth the way I lived and came up. I have no regret that I was a dropout at 16. We were six brothers and I am the eldest. To fight poverty I started washing utensils at a village tea shop. Then I joined the Goa Shipyard as a casual labourer on a daily wage of Rs 5. The technicians used to stand on me, sometimes for hours together, using me as a ladder.
Then I went to Bombay in 1966, working as a helper for parties held in five star hotels, including the Taj. I even worked as a welder in a mill, earning Rs 1,000 per month. But I had to rush back to Goa as the work made me critically ill. I then boarded a ship as a sailor, starting on a monthly salary of Rs 250. I worked there for 15 years, with which I bought my first fishing trawler, It brought me a fortune. Telling this to the people helps them come closer to me.
Goa's Chief Minister Pratapsing Rane says no criminal, including a smuggler, should be allowed to contest elections. It's obvious he is talking about you.
This is the usual trick of Congressmen. Call others criminals and hide your own criminal acts. But is the Congress left with any face to talk about criminals in politics? They are the biggest criminals.
To brand me a criminal, they even detained me under COFEPOSA. But I was released without any charges being proven. I challenge you to prove that I was convicted in a single case.
I fully agree that no criminal should be allowed to contest elections. But only if they are convicted. Otherwise, anyone could be barred from contesting by filing false cases. I am confident that only the United Front government can bring these reforms. They have no criminal elements.
What about Phoolan Devi? Would you call her a criminal?
Definitely. She has killed people. She has transformed herself now. But it cannot justify your criminal acts. It is also a fact that society forced her to become a criminal and a dacoit. But she remains a criminal as far as her past record is concerned. Transformation should not be made a criteria to contest elections.
It is said some history-sheeters have entered the Lok Sabha this time. What's your experience with them? Do you find them more humane than the others?
We are all sinners. There are many politicians in Parliament who are actually criminal in nature. See Sukh Ram. He was a god for the Congress till yesterday. What is his fate today ? There must be many such criminals sitting in the House, but they are not the branded ones. You just wait for some days. All such hidden criminals will be exposed.
You were tipped to be a minister. But MGP MP Ramakant Khalap scored over you at the last minute. What conspired between whom, due to which you lost the opportunity?
Congress leader Sharad Pawar came to his rescue. Otherwise, everyone in Delhi knew that he was trying for a berth in the BJP government. He is known to be a communal person in Goa. But more than that, he is an opportunist. Today he is sitting in the UF government as a Congressman, with Pawar's blessings.
But you supported him during the election...
True. I helped him to defeat the Congress. But he gave a letter to the central leaders that I am a smuggler. I told them to prove it. Can there be a funeral without a dead body ? Khalap is not a person to be relied upon. He ditched me.
Do you consider H D Deve Gowda your leader?
Yes, as long as he is prime minister.
How long do you feel the UF government will survive? And whom will you support if the government collapses?
Who knows what will happen tomorrow? Is politics a stable and reliable game? God knows whom I'll support if this government falls. But one thing is clear -- I'll neither support the BJP nor the Congress. It would be some or other component of the National Front-Left Front.
What about tourism?
How can I forget tourism ? It's a gold mine for Goans. But the government has not planned it properly. We can earn a lot of foreign exchange on it, especially if we encourage upmarket tourism. What's the use of getting masons and carpenters by charter flights? You can kill two birds in one stone if upmarket tourism is stressed upon.
We can run the state without taxing the people if enough amount of revenue is collected from the infrastructure facilities we provide the tourists.
But the five star hotel lobby is not happy with the ban on construction within 200 metres from the High Tide Line.
I don't know what they feel. But I personally feel the ban is hampering our tourism development. Foreigners come here to enjoy our beaches. Who would like to come here if hotels are far away from the beaches? The hotels should be spread all along the coastline.
What about the casinos?
The most sensible decision of the Congress government. It'll give big relief to the locals, in terms of employment as well as taxes. The government could be run with the revenue on casinos alone. It can be diverted for development schemes. N T Rama Rao diverted funds from others schemes to sell rice for Rs 2. But with casinos, you can sell rice for Rs 2 while implementing all the schemes. It'll also provide good business for tourist taxis and 12-month employment in the hotels, without any break in the off season.
But what if the local population gets addicted to gambling?
You restrict their entry. Don't allow any Indian unless he pays Rs 200,000 as the membership fee. Indians should not be allowed to play even on the slot machines at five star hotels if such fees are not paid.
And one more thing. The decision to have offshore casinos is useless. We should have casinos on the shore.
The Opposition calls it 'sinful money'. Does it suit our Indian traditions to make money on gambling?
What traditions you are talking about ? It's all over the world since ages. We simply make it a moralistic issue. The BJP tried to stop one-digit lotteries in Delhi on the same grounds, but the court allowed it.
They also say it would boost prostitution. It's all bogus. Our women may be poor, but not of immoral character. And they come here to gamble, not for such kind of fun. They are decent people, you know.
Is prostitution good?
Presume it is bad. But imagine if prostitution is actually banned. The militarymen and sailors would finish our women. Sexual urge is a natural instinct. Prostitution is a remedy for it. We should not suppress such things.
They say AIDS cases will increase after casinos are allowed. It's a foolish argument. Nowadays science tells us what is TB, cancer AIDS etc. God knows for how long AIDS existed in India and how many people died of it. They are scared of rapes. But there are more cases of our own people raping Goan girls. In fact, our own people raped the hippies roaming nude on the Goa beaches.

A letter from Mr. Churchill Alemao, MP  to Mr. Balasaheb Patil, MP and Chairman of the Defence Standing Committee

Dear Chairman,

There have been problems faced by the Airport Authority of India in the civil operations of aircrafts at Dabolim Airport.

The main problem is that the Dabolim Civil Airport has been taken over by the Indian Naval Authority. Very often restrictions are imposed by our Navy on the landing slots of foreign chartered aircrafts carrying foreign tourists.

I would like to emphasise the importance of Goa as number one on the tourist map of India. There are nearly 300 to 400 hotels and resorts from Deluxe, 5-stars to 2-3 stars and almost 6-7 lakhs Goans depend on tourist trade for their livelihood. Revenues from tourist trade benefit directly or indirectly both the Goa State and our country as a whole.

Naval Base, Karwar, has already been taken up separately with the Ministry of Defence, Government of India in the right earnest.

I would request the Committee to deliberate on this issue of national importance and lend their weight to the proposal of shifting the Naval Base from Dabolim Airport so that it functions as a full fledged Civil Airport without any hindrances. The example of Red Fort in Delhi is there to follow in the interest of Tourism.

I am enclosing the following documentary evidence to prove that the Dabolim
Airport is actually a Civil Airport:

1. In 1955 a decree was passed to build an airport for civil aviation.
(Portuguese Government).

2. Document showing that after 'Operation Vijay', the Civilian Airport was taken over by Defence forces only for its maintenance.

3. Documents enlists all airports in India and are classified at Civil, Defence and Private. But Goa (Dabolim Airport) does not figure at all because, conveniently they hid its actual owner so that they could manipulate the Goa Government.

4. Official Gazette of former Colonial Government proves that Dabolim was a
Civilian Airport.

5. For background purpose:- Goa being a very small state, it cannot afford to misuse, waste or part with its land resources. Defence and Central Government agencies occupy the major part of Vasco and Dabolim.

6. Some press cuttings to show why Dabolim Airport should be restored to its
civilian status and the Naval Training enclave should move to the biggest Naval Base at Sea Bird at Karwar. It must be noted that the Defence forces took over the Anjedive Island for expansion of Sea Bird Base without any compensation or benefit for Goa.

Os nossos diarios tambem vem cheio de noticias em especial do sucesso do nosso Remo num jantar para 300 pessoas mas que deve ter sido dado pela vossa TV.;cantos em portugues, concanim, hindi ! e quando parou para um copo de agua, alguem bradou: TOMA FENIM e ele respondeu: Sim tomo, mas nao quando estou a trablhar Voce toma? Lula recebe o primeiro-ministro da Índia

Brasília - O presidente Luiz Inácio Lula da Silva despacha, às 9h30, no Palácio da Alvorada, com a subchefe de Articulação e Monitoramento da Casa Civil, Míriam Belchior.

Em seguida, às 11 horas, também no Alvorada, Lula recebe o primeiro-ministro da Índia, Manmohan Singh. Os dois manterão encontro de trabalho (11h15), assinarão atos e declaração à imprensa (12h15) e participarão de almoço oferecido pelo governo brasileiro (13 horas).

Segundo o Ministério das Relações Exteriores, essá é a primeira visita ao país de um chefe de governo da Índia em 38 anos. A última ocorreu em 1968, quando Indira Gandhi esteve no Brasil.
Na reunião, Lula e Manmohan Singh deverão examinar temas da agenda bilateral e assuntos da pauta regional e internacional, bem como a coordenação de posições em foros multilaterais, com especial ênfase na Organização das Nações Unidas (ONU) e na Organização Mundial do Comércio (OMC).
A visita, de acordo com o Itamaraty, dará continuidade ao diálogo político e aprofundará a cooperação entre o Brasil e a Índia em diversos setores, como ciência e tecnologia, agricultura, educação, cultura, turismo, energia, transportes e desenvolvimento social.
Lula esteve na Índia em janeiro de 2004, como convidado de honra do governo para as comemorações do Dia da República.
À tarde, às 16 horas, o presidente despacha com o ministro Luiz Dulci, da Secretaria-Geral da Presidência, e às 17 horas, recebe o núncio apostólico Dom Lorenzo Baldisseri.

À noite, às 19h15, Lula assiste a espetáculo em homenagem ao presidente da África do Sul e ao primeiro-ministro da Índia, no auditório do Centro Cultural da Caixa Econômica Federal.

Brasília - O primeiro-ministro da Índia, Manmohan Singh, faz visita oficial ao Brasil esta semana. Singh permanece no país de 11 a 14 de setembro. Essa é  o primeiro encontro bilateral de um chefe de Governo da Índia no Brasil em 38 anos. O último a participar de uma reunião dessa natureza foi Indira Gandhi, em 1968.

O presidente Luiz Inácio Lula da Silva esteve na Índia em janeiro de 2004, como convidado de honra do governo indiano para as comemorações do Dia da República.

De acordo com nota do Ministério das Relações Exteriores, a visita vai aprofundar a cooperação entre o Brasil e a Índia em diversos setores, como ciência e tecnologia, agricultura, educação, cultura, turismo, energia, transportes e desenvolvimento social. O primeiro-ministro deverá se encontrar com o presidente Lula na terça-feira (12).

Na ocasião, poderão ser examinados temas da agenda bilateral e assuntos da pauta regional e internacional, bem como a coordenação de posições em foros multilaterais, com especial ênfase nas Nações Unidas e na Organização Mundial do Comércio. O encontro será seguido de cerimônia de assinatura de atos, declaração à imprensa e almoço em homenagem ao Chefe de Governo indiano.

No dia 13 de setembro, o Primeiro-Ministro da Índia deverá participar da 1ª Reunião de Cúpula do Fórum de Diálogo Índia-Brasil-África do Sul (IBAS).

Criação de nova área de livre comércio será discutida em reunião entre Brasil, Índia e África do Sul

Brasília - A formação de um grupo de trabalho para elaborar as bases de acordo de livre comércio entre o Mercosul, a Índia e a União Aduaneira da África Austral será discutida no próximo dia 13, quando se realizará em Brasília a 1ª Reunião de Cúpula do Fórum de Diálogo Índia-Brasil-África do Sul (Ibas).

O diretor do Departamento de Negociações Internacionais do Ministério de Relações Exteriores, embaixador Regis Arslanian, informou que já existem acordos de preferências fixas entre Mercosul e Índia e entre Mercosul e União Aduaneira da África Austral, mas o Brasil quer fechar um outro, entre os dois blocos e a Índia. Os dois acordos já fechados ainda não estão em vigor porque os parlamentos do Brasil e da Argentina precisam aprová-los, acrescentou.

“Houve uma proposta formal dos presidentes de países do Mercosul, enviada aos países da União Aduaneira e à Índia, para a criação de um grupo de trabalho que pudesse examinar esse processo negociador. Na Reunião de Cúpula do Ibas, o que os presidentes podem fazer é apoiar a criação do grupo de trabalho para se chegar à criação dessa área de livre comércio”, disse o embaixador.

Na reunião também serão discutidos temas como a reforma do Conselho de Segurança da Organização das Nações Unidas, ações contra a fome e a pobreza, desenvolvimento sustentável e a Rodada Doha da Organização Mundial do Comércio.

O sub-secretário geral político do Ministério de Relações Exteriores, embaixador Pedro Motta Pinto, destacou a importância do encontro do dia 13, a primeira reunião de cúpula do Fórum: “O momento é oportuno, três anos depois da criação do Ibas, para que os três chefes de Estado possam fazer uma avaliação do que foi e do que está sendo o Fórum”.

Já foram realizadas três reuniões ministeriais do Ibas – uma em Nova Delhi (Índia), outra em Pretória (África do Sul) e a terceira no Rio de Janeiro.

O Ibas foi criado em 2003, com o objetivo de buscar maior aproximação entre Brasil, Índia e África do Sul na discussão de temas como comércio e investimentos, ciência e tecnologia, energia, transportes e sociedade da informação.

É com satisfação que recebo a notícia da chegada de uma Delegação da Índia composta por vários integrantes e o cantor Góes Reno Fernandes com o seu repertório de músicas Indianas e Brasileiras a serem apresentadas. Quando de sua visita oficial ao Palácio da Alvorada.
Nos noticiários do dia de ontem nada foi comentado sobre a chegada da comitiva Indiana em solo Brasileiro.

Nova espécie de pássaro é descoberta no nordeste da Índia

Nova Délhi, 12 set (EFE).- Uma nova espécie de pássaro, o "Bugun liocichla", foi descoberta no estado de Arunachal Pradesh, no nordeste da Índia, informou hoje a imprensa local indiana.

O jornal "The Hindu" explica que a população da ave, localizada na reserva de Eaglenest, seja de apenas 14 exemplares, entre eles pelo menos três casais.

A plumagem desta ave tem diferentes tons de verde-oliva, com uma camada negra e círculos amarelos ao redor dos olhos.

Suas asas têm manchas amarelas, vermelhas, pretas e brancas, e a parte baixa de sua cauda tem marcas vermelhas.

O ornitólogo Ramana Athreya, membro da Sociedade de Mumbai de História Natural, batizou o pássaro com o nome de uma das tribos do estado, a Bugun.

Segundo outro ornitólogo, Aasheesh Pittie, editor do livro "Birds of India", "a descoberta de um novo pássaro é muito especial, mas quando se trata de uma espécie tão bela e sem familiares geograficamente próximos, em uma parte do mundo onde os ornitólogos estão há mais de um século observando as aves, isso é quase um milagre". Índia vai assinar acordo com Brasil para melhorar o comércio
NOVA DÉLHI (Reuters) - A Índia deve assinar um acordo com o Brasil e a África do Sul ainda em setembro para melhorar o processo de embarque de mercadorias e alavancar o comércio, informou uma porta-voz do governo indiano nesta quinta-feira.
O gabinete indiano aprovou uma proposta de acordo trilateral entre as três nações, disse a porta-voz.
O primeiro-ministro indiano, Manmohan Singh, deve visitar o Brasil no dia 13 de setembro, onde participará de um encontro e deve assinar o acordo, disse a porta-voz.
"Fomentar embarques diretos entre Índia, África do Sul e Brasil é importante sob o ponto de vista de comércio para a Índia", acrescentou

The New Electronic Biometric Portuguese Passport
by Paulo Colaco Dias - 31st August 2006.

On the 28th August 2006, Portugal joined Belgium, Sweden, Norway, Germany,
UK and few other countries and started issuing new electronic biometric
passports fully compliant with the standard recommended by the International
Civil Aviation Organization (ICAO).

The previously issued normal passports remain valid until expiry date but
countries such as Portugal who participate on the USA Visa Waiver Program
must comply with new International Civil Aviation Organisation (ICAO)
standards and issue biometric passports incorporating a facial image to
remain in the scheme by 26th October 2006. The USA Visa Waiver Program (VWP)
enables citizens of 27 countries to travel to the United States of America
for tourism or business for stays of 90 days or less without the need of
obtaining a visa. The scheme was first established in 1986 with the
objective of promoting better relations with U.S. allies, eliminating
unnecessary barriers to travel and stimulating the tourism industry. As of
today, the 27 VWP countries are: Andorra, Austria, Australia, Belgium,
Brunei, Denmark, Finland, France, Germany, Iceland, Ireland, Italy, Japan,
Liechtenstein, Luxembourg, Monaco, Netherlands, New Zealand, Norway,
Portugal, San Marino, Singapore, Slovenia, Spain, Sweden, Switzerland and
the United Kingdom. All these 27 countries are required to issue new
electronic biometric passports to continue to remain it the USA Visa Waiver
Program.

Facial image recognition systems are built on software that analyzes human
faces' images in order to identify them. The software takes a digitised
facial image and automatically measures characteristics such as the distance
between the eyes, the length of the nose, the angle of the jaw, etc. and
creates a unique file commonly known as "template". Using templates, the
software then compares that image to other images and produces a score that
measures how similar the images are to each other.

One of the main goals of the new electronic biometric passport is to combat
fraud and forgery through the use of facial image recognition technology and
of high-capacity, contactless integrated circuit chips.

The new Portuguese electronic biometric passport also complies with the EU
Council Regulation on standards for security features and biometrics in
passports and travel documents issued by EU Member States. This Regulation,
adopted on 13 December 2004, mandates the inclusion of a digitised facial
image of the holder stored on a microchip in all EU passports issued at the
latest 18 months after the date of adoption of technical specifications for
the implementation of the Regulation, and of fingerprints after 36 months.
Since the European Commission adopted a Decision establishing these
technical specifications on 28 February 2005, the deadline for Member States
to implement the digitised facial image in their passports was 28 August
2006, and the deadline for the inclusion of fingerprints is 28 February
2008.

Portugal is already fully implementing both digitised facial image and the
inclusion of fingerprints on Portuguese electronic biometric passports.
Portugal has therefore become one of the pioneer countries in having
biometric passports containing fingerprint information.  The UK and several
other countries that never had a culture of having their citizens
fingerprinted are still working towards the inclusion of fingerprints on
their new biometric passports pending revision and consultation of local
legislation concerning privacy and liberty of its citizens.

These technological advances are being adopted across the world to improve
the security of travel documents and border controls, with over 40 countries
in the process of introducing biometric electronic passports which are much
more difficult to forge (almost impossible).

The new Portuguese electronic biometric passport replaces the previous one
and costs 60 euros to issue (double of the previous cost but still much
cheaper than in other countries). At the moment it can only be issued in
Portugal within 6 days or for urgent cases within less than 24 hours.
Unfortunately, the Portuguese consulates around the world are still not
prepared to issue them and it will take a while until every consulate is
furnished a new machine. So, for the moment, Portuguese passports can only
be issued/renewed in Portugal with data (digitised photo, fingerprints, etc)
being collected in the consulates and then sent to Portugal for the issuance
of the new passports. This will increase the waiting time for new/renewal of
Portuguese passports considerably for those who apply from outside Portugal.

A BEBOOKS (www.abebooks.com) é um site para o qual convergem alfarrábios e
antiquários do mundo inteiro, sobretudo os da anglosfera (Reino Unido, EUA,
Canadá, Austrália etc.), mas também, cada vez mais, tanto os das nações
hispanófonas, como os franceses, alemães, italianos. Infelizmente, Portugal,
Brasil e, conseqüentemente, livros em nossa língua ainda mal começaram a se
beneficiar de seu potencial.

Não se trata, tampouco, de um recurso reservado à elite dos bibliófilos
endinheirados, que buscam edições raras, autografadas e/ ou colecionáveis de
tais ou quais obras. Embora quem as procure possa, nesse grande shopping
center virtual de livros, encontrar, digamos, alguma primeira edição de
Kafka ou Flaubert e, quem sabe, com perseverança, até de Cervantes (a
preços, é claro, na casa dos milhares de dólares), sua função principal, só
que numa escala planetária, é a de qualquer outro sebo: revender livros
usados.

Dependendo do preço de um exemplar novo, sempre foi bom negócio adquirir, a
custos menos extorsivos, uma cópia de segunda mão. A possibilidade de
revender os volumes lidos ou supérfluos tem seu lado civilizatório, uma vez
que encoraja os leitores a cuidarem bem desses objetos sagrados, deixando de
perpetrar contra eles crimes abomináveis como o de rabiscá-los, amassá-los
ou (barbárie das barbáries!) quebrar a lombada de "paperbacks".

É, além disso, um fato da vida que a maioria dos títulos se esgota e, não
raro, demora para ser reimpressa ou reeditada. O tratado imprescindível para
a tese de doutorado ou o romance que um ensaio inteligente nos deu vontade
de ler estão, como assegura a lei de Murphy, entre aqueles de que a livraria
local quase certamente não dispõe. E, quando o que se deseja são livros
estrangeiros, então tudo se complica.

Uma década atrás, obter um livro inglês, francês, italiano era algo que
dependia de escassas livrarias especializadas e de seus estoques
relativamente magros. Importar, por meio delas, obras diferentes das
habituais implicava investimentos substanciais e longas esperas. Livrarias
virtuais, como a Amazon, resolveram esse problema nos anos 90 do século
passado.

Livros usados, no entanto, se tivessem sido publicados no exterior, estavam
disponíveis tão somente a quem pudesse visitar seus países de origem. Assim,
percorrer os antiquários parisienses e os de Oxford já foi considerado um
dos graus mais elevados da bibliofilia ou (segundo outros pontos de vista)
um estágio avançado, terminal de um vício doentio e, até o momento,
incurável. Hoje em dia a passagem de avião foi substituída (e, nesse caso,
com vantagens não apenas econômicas, porém igualmente de variedade e
competitividade) por uma simples conexão à internet que permite ao cliente
comparar o preço e o estado das cópias à venda, por exemplo, em Melbourne,
Nashville, Dublin para, em seguida, encomendar a que lhe renda a melhor
relação de custo e benefício.

Livros estrangeiros estão, que eu saiba, isentos de impostos e essa oferta
ampliada que desenvolvimentos recentes propiciaram não deixa, a seu modo, de
ser um estímulo para se estudar uma segunda língua. Um desses paradoxos
contemporâneos é o de que um brasileiro que domine inglês não somente tem
acesso a um leque muito maior de títulos como, se souber fazer as contas e
administrar direito seu orçamento, gastará menos neles do que quem,
monolíngüe, veja-se restrito somente ao mercado nacional.

Tal convergência planetária de sebos, inimaginável há poucos anos, ilustra,
através de seu sucesso, a proliferação de oportunidades geradas pela
integração econômica e comunicativa da humanidade, um processo aparentemente
inesgotável que, ocorrendo diante de nossos olhos, surpreende-nos, a cada
dia que passa, com sua criatividade. Esse processo chama-se globalização.

A globalização, resultado da interconexão progressiva de mercados apoiada em
meios revolucionários de comunicação, malgrado não cessar de ser criticada e
combatida pelos retrógrados e nostálgicos que habitam todos os extremos
ideológicos, continua a solucionar problemas antigos, multiplicando bens e
serviços e dando mais alternativas seja aos consumidores, seja aos cidadãos.
Esse processo faz jus, portanto, a outro nome também: democratização.

"Moda Inviolada" estuda a transformação da música caipira em sertaneja

A aparência atual do gênero está mais para caubói hollywoodiano, o som sai
de guitarras, teclados e apresenta batidas eletrônicas, as letras são
melosas e românticas. Mas, na origem de toda música sertaneja, estão as
duplas de música caipira do início do século.
A trajetória do estilo -do surgimento da miscigenação de culturas populares
no interior do Brasil à apropriação pela indústria cultural- é analisada em
"Moda Inviolada", estudo recém-lançado pelo pesquisador Walter de Sousa.
Em entrevista à Folha, o doutorando em ciência da comunicação na Escola de
Comunicações e Artes da USP explica o processo de canibalização das
tradições pelo mercado de massa e defende a resistência cultural do que
ainda resta das origens folclóricas -como a música caipira, estilo híbrido,
oscilando eternamente entre o urbano e o rural.

FOLHA - Como a indústria cultural absorve a música caipira para
transformá-la em sertaneja?
WALTER DE SOUSA - É um processo que se iniciou em 1929, quando a música
caipira foi gravada pela primeira vez. Cornélio Pires pegou então a música
folclórica cantada por duplas no interior e a formatou nos moldes da
indústria cultural, limitando o tempo de gravação. Ao perceber que se
tratava de um estilo comercialmente atraente, as gravadoras da época
passaram a investir na música caipira, mantendo as bases de música
folclórica adaptada.

FOLHA - Mas essa adaptação ainda não distorcia o estilo?
SOUSA - Não, a distorção se inicia no final da década de 40, com
incorporação de estilos como o rasqueado, do Paraguai. A partir de então, a
música caipira passou a incorporar uma série de influências de gêneros
latinos e em seguida, nos anos 60, do rock, especialmente a presença da
guitarra, que faria a grande transformação no final dos anos 70 rumo ao
sertanejo. A partir do momento em que a indústria cultural começou a
perceber que se tratava de um estilo vendável e que, quanto mais
incorporasse influências externas, mais se tornaria pop e atraente, esse
processo de distorção de acelerou.

FOLHA - O processo se deu naturalmente, vindo dos próprios artistas, ou foi
algo imposto pelo mercado?
SOUSA - No início foi natural, mas a partir da década de 80 ficou bem clara
a intenção de ser vendável. A indústria fonográfica, as rádios, percebendo
que a introdução especialmente de guitarras e teclados tornavam o estilo
muito popular, passaram então a explorá-lo. Isso coincide historicamente com
a ascensão da classe média, que se tornaria consumidora do estilo já
completamente transformado. A dupla que fez essa transição de forma mais
marcante foi Chitãozinho e Xororó, que inaugurou a virada para o sertanejo.

FOLHA - O que fica da origem caipira nesse estilo transformado?
SOUSA - Praticamente apenas o canto em duas vozes. A indústria cultural
transformou o discurso, o ritmo e tudo o mais, criando um estilo romântico
cantado num formato de duas vozes, assim como o caipira.

FOLHA - E a mudança para um público mais urbano, como se dá?
SOUSA - Desde o surgimento, a música caipira é representativa de uma
diáspora do campo rumo à cidade, à periferia. A partir dos anos 80, ele
assume um público classe média completamente urbanizado.

FOLHA - Essa modernização se contrapõe à idéia do Jeca Tatu, aquele não se
adapta ao progresso?
SOUSA - O jeca original, o caipira, assume um discurso até hoje em busca da
simplicidade na vida, mesmo sem o atraso pejorativo que se atribui a ele. A
música sertaneja, por outro lado, tenta contradizer esse jeca dizendo que
ele evoluiu: hoje anda de picape, participa de rodeio, usa chapéu de
caubói...

FOLHA - Qual o lugar social do caipira hoje?
SOUSA - Até hoje ainda há muitas pessoas envolvidas com o que a indústria
chama de música de raiz -termo de que discordo, uma vez que, como diz
Antonio Candido [leia texto acima], o caipira é transitório, sem ter terra,
sempre fronteiriço, híbrido, entre o urbano e o rural. As pessoas que optam
pelo caipira hoje buscam manter a tradição, o discurso original, da
simplicidade voluntária. Criticam a opção declaradamente comercial do
sertanejo.

FOLHA - A defesa da tradição é também nacionalista, em oposição ao
"americanismo" do sertanejo?
SOUSA - Sem dúvida. Eles defendem a própria cultura reclamando da
incorporação do que vem de fora. O sertanejo se diluiu tanto nessas
influências que muitos artistas acabaram por voltar a essas origens, a fim
de resgatar suas referências, por mais que voltem a desfocá-las logo em
seguida.

FOLHA - O músico sertanejo, então, não rejeita o caipira como o caipira o
rejeita?
SOUSA - É uma relação de respeito e ancestralidade.

FOLHA - E o caipira permite a evolução do seu estilo ou fica preso à pureza
de origem?
SOUSA - Permite, sim, de forma bem mais lenta, mantendo o discurso original
e sem desvirtuar essa origem.

"Os Parceiros do Rio Bonito -Estudo sobre o Caipira Paulista e a
Transformação dos Seus Meios de Vida", do crítico e professor aposentado de
teoria literária da USP Antonio Candido (ed. 34/Duas Cidades) é um dos mais
importantes estudos sobre o modo de vida caipira e seu declínio.

Originalmente uma tese de doutorado em sociologia defendida em 1954 na
Universidade de São Paulo, "Os Parceiros do Rio Bonito" recorre à crítica de
viés marxista, focalizando a humanidade do caipira, afeito à natureza, e sua
alienação no capitalismo.

Luyten, importante pesquisador de cordel   
Morre em São Paulo especialista em cordel

Joseph Maria Luyten faleceu na última quinta-feira, e deixa um importante
acervo sobre cultura popular brasileira

O maior pesquisador de literatura de cordel do Brasil, o professor Joseph
Maria Luyten, morreu na última quinta-feira vítima de ataque cardíaco. Autor
de vários títulos sobre os cordelistas, suas métricas e histórias, Luyten
foi um dos maiores pesquisadores de folk comunicação do País. Nascido na
cidade de Brunssum, na Holanda, ele se naturalizou brasileiro. Foi, durante
12 anos, professor da Universidade de São Paulo, onde se doutorou em
Ciências da Comunicação. Em 1984, viajou para o Japão e lá morou como
pesquisador e professor visitante de várias universidades, onde montou
alguns centros de pesquisas da cultura popular brasileira. No Japão também
ele recebeu o título de Criador do Folkmídia.

Em 1991, Luyten foi eleito reitor do campus avançado da Universidade Teikyo,
na Holanda. Ele ainda voltaria ao Japão, quatro anos depois, e ensinaria
mais tarde na Universidade de Poitiers, na França, onde ajudou a consolidar
o Centro de Literatura Popular Raymond Cantel, um dos mais importantes do
mundo. Luyten estava nesses últimos anos ensinando na Universidade Metodista
de São Paulo, em São Bernardo do Campo.

Autor de livros como Um século de literatura de cordel (Nosso Studio
Gráfico) e A literatura de cordel em São Paulo (Ed. Loyola) e O que é
literatura de cordel (da coleção Primeiros Passos, editora Brasiliense),
Luyten teve sua própria história contada em um livreto de cordel, homenagem
do poeta Toni de Lima ao seu trabalho como pesquisador da área.

até o escândalo seguinte, quando ocorre a mesma coisa. Já houve a sugestão
de se formar as comissões antes dos escândalos, que são previsíveis, pois
acontecem com a mesma regularidade com que são esquecidos. A sugestão foi
aceita e logo esquecida. Há pouca renovação entre dirigentes e parlamentares
amnesianos porque o público esquece o que eles fizeram e os reelege.
Políticos que estão no poder há anos fazem campanha com o slogan "Finalmente
uma cara nova" em todas as eleições e levam o voto do eleitor insatisfeito
mesmo que não lembre bem com o quê. Leis são promulgadas, esquecidas, nunca
exercidas e muitas vezes promulgadas de novo - e esquecidas de novo. Em
Amnésia os computadores têm memória, mas ninguém se lembra pra que serve.

É bom viver no pequeno arquipélago de Amnésia, onde ninguém cobra dívidas,
guarda rancor ou tem o que contar ao psicanalista, a não ser que invente. Os
historiadores-romancistas providenciam as lembranças que ninguém tem. Se
Amnésia se classificou para as finais da Copa - pelo menos tem quase certeza
que se classificou, faz tanto tempo - e esqueceu de ir, por que não botar na
história que foi e ganhou? Num país sem memória onde tudo é faz de conta, o
passado pode ser o que a gente escolher.

Fico muito feliz em poder ajudá-lo no que for possível.

Não sou especialista no assunto mas, segundo algumas informações que obtive,
o compositor mais antigo, conhecido pelos estudiosos hoje, foi Faustino do Prado Xavier (1708-1800), morador de Mogi das Cruzes – São Paulo. Bom, resta saber se ele foi o primeiro.
Caso desejar terá de efetuar buscas nos cartórios de registro de nascimento na cidade de Mogi das Cruzes, eles prestam este tipo de serviços. Pois só a partir de 1939 é que a música barroca passou a
ser pesquisada, o que pode ter ocasionado o desaparecimento de produções mais antigas que isso.

Sobre a existência de CDs gravados com esse tipo de música fica um pouco mais complicado.
Sei de algumas peças (uma ladainha e uma missa) de José
Joaquim Emerico Lobo de Mesquita que foram gravadas nos chamados Consertos de Mariana, na verdade um LP duplo,
um pouco antigo; sei também de um disco
gravado pelo Departamento de Música da ECA – Universidade São Paulo - USP, com obras de Lobo de
Mesquita e Manuel Dias de Oliveira.  Outras dicas que obtive com alguns amigos foram um CD chamado Mestres da Música Colonial Mineira vol. 1, lançado em 1997 pelo Coral arsNOVA, da Universidade Federal de Minas Gerais, com as obras de:
Manoel Dias de Oliveira, Marcos Coelho Neto, José Emerico
Lobo de Mesquita. Outro é, Música do Brasil Colonial: compositores mineiros Séculos XVIII e XIX, lançado em 1997 pela Paulus com as obras de:
José Emerico Lobo de Mesquita, Marcos Coelho Neto,
Anônimo mineiro século XVIII,
Francisco Gomes da Rocha, José Joaquim da Paixão, João de Deus Castro Lobo.
Ou ainda, 8.o Festival Internacional de Música Colonial Brasileira e Música
Antiga, lançado em 1997 pelo Centro Cultural Pró-Música de Juiz de Fora, Rio de Janeiro com as seguintes obras:
João de Deus de Castro Lobo, Dom Pedro I, Manoel Julião
da Silva Ramos. E por fim, Ladainhas, Lamentos e Ladeiras, lançando em 1998
pelo Madrigal Cantátimo e a Orquestra de Câmara de Indaiatuba, cidade
paulista. Podem existir outros, mas são esses que conheço.

Just checked the latest timings on the RTP website today...
 
In India, the episode will start around 6:45 pm, Indian time, on RTP International...
 
In Portugal, the episode will start at 17:49 hrs, Lisbon time, on RTP Africa...
 
Monday, Jul 17 timings remain more or less the same -- perhaps a few minutes late...
