Mangada

Ingredients:
4 cups mango pulp (about 10 large mangoes), 3 1/2 cups
sugar,
1 tablespoon butter, 1 teaspoon cardamom essence.

Procedure :
Take just ripe mangoes and extract the pulp equal to 4
cups. The mangoes must be of the good eating quality.
In Goa, the Mangada is usually made from the
'Musaraat' variety. But any good quality mango can be
used. Put the mango pulp, sugar butter and cardamom
together in a deep pan on medium flame. Stir cook till
the mixture boils for 30 minutes, and the Mangada is
reduced to less than half the quantity, and starts
leaving the sides of the pan. Stir cook continuously.
Turn out the contents onto a flat greased surface.
When cool, cut into cubes and store in an airtight
container. N.B. If you want the Mangada to be eaten as
a jam, which is delicious, then reduce the quantity of
sugar to 2 cups. Remove the jam when it is half the
original quantity. Bottle when cool.

Serves : 12, Preparation Time : 20 minutes, Cooking
Time: 45 minutes.

FACTS & MYTHS

Below are some interesting facts and myths that we
have gathered over the years.

The mango is known as the 'king of fruit' throughout
the world.

The name 'mango' is derived from the Tamil word
'mangkay' or 'man-gay'. When the Portuguese traders
settled in Western India they adopted the name as
'manga'.

Mangos originated in East India, Burma and the Andaman
Islands bordering the Bay of Bengal. Around the 5th
century B.C., Buddhist monks are believed to have
introduced the mango to Malaysia and eastern Asia -
legend has it that Buddha found tranquility and repose
in a mango grove. Persian traders took the mango into
the middle east and Africa, from there the Portuguese
brought it to Brazil and the West Indies. Mango
cultivars arrived in Florida in the 1830's and in
California in the 1880's.

The Mango tree plays a sacred role in India; it is a
symbol of love and some believe that the Mango tree
can grant wishes.

In the Hindu culture hanging fresh mango leaves
outside the front door during Ponggol (Hindu New Year)
and Deepavali is considered a blessing to the house.

Mango leaves are used at weddings to ensure the couple
bear plenty of children (though it is only the birth
of the male child that is celebrated - again by
hanging mango leaves outside the house).

Hindus may also brush their teeth with mango twigs on
holy days (be sure to rinse well and spit if you try
this at home - toxic).

Many Southeast Asian kings and nobles had their own
mango groves; with private cultivars being sources of
great pride and social standing, hence began the
custom of sending gifts of the choicest mangos.

The Tahis like to munch mango buds, with Sanskrit
poets believing they lend sweetness to the voice.

Burning of mango wood, leaves and debris is not
advised - toxic fumes can cause serious irritation to
eyes and lungs.

Mango leaves are considered toxic and can kill cattle
or other grazing livestock.

In India, a certain shade of yellow dye was attained
by feeding cattle small amounts of mango leaves and
harvesting their urine. Of course as stated above,
this is a contraindicated practice, since mango leaves
are toxic and cattle are sacred. It has since been
outlawed.

Mangos are bursting with protective nutrients. The
vitamin content depends upon the variety and maturity
of the fruit, when the mango is green the amount of
vitamin C is higher, as it ripens the amount of beta
carotene (vitamin A) increases.

There are over 20 million metric tons of mangos grown
throughout the tropical and sub-tropical world. The
leading mango producer is India, with very little
export as most are consumed within the country. Mexico
and China compete for second place, followed by
Pakistan and Indonesia. Thailand, Nigeria, Brazil,
Philippines and Haiti follow in order.

According to the Foreign Agricultural Organization,
the top mango exporters reported in 1997 are as
follows in order: Mexico, Brazil, South Africa, Haiti,
Guatemala, Venezuela, Peru, Nicaragua, Dominican
Republic.

The fruit of the mango is called a Drupe - consisting
of the mesocarp (edible fleshy part) and endocarp
(large woody, flattened pit).

The mango is a member of the Anachardiaceae family.
Other distant relatives include the cashew, pistachio,
Jamaica plum, poison ivy and poison oak.

The over 1,000 known mango cultivars are derived from
two strains of mango seed - monoembryonic (single
embryo) and polyembryonic (multiple embryo).
Monoembryonic hails from the Indian (original) strain
of mango,
polyembryonic from the Indochinese.

Dermatitis can result from contact with the resinous
latex sap that drips from the stem end when mangos are
harvested. The mango fruit skin is not considered
edible.

Every part of the mango is beneficial and has been
utilized in folk remedies in some form or another.
Whether the bark, leaves, skin or pit; all have been
concocted into various types of treatments or
preventatives down through the centuries. A partial
list of the many medicinal properties and purported
uses attributed to the mango tree are as follows:
anti-viral, anti-parasitic, anti-septic, anti-tussive
(cough), anti-asthmatic, expectorant, cardiotonic,
contraceptive, aphrodisiac, hypotensive, laxative,
stomachic (beneficial to digestion)....

Mangiferin - rich in splenocytes, found in the stem
bark of the mango tree has purported potent
immunomodulatory characteristics - believed to inhibit
tumor growth in early and late stages.

You will be glad to know that a “GOMANT BHARATI SAMMELAN” is going to take place in the town of Ponda on 31st.May when many Goans in the Diaspora are going to be honoured, The Committee has chosen, amongst others, and in the field of education,the well known Goan Jesuit Fr,JOHN CORREIA AFONSO,as he is a distinguished historian,Principal of the St. Xavier’s College – Bombay for several years and Director of the Heras Institute of Indian Culture.Unfortunatelly, Fr. John will be unable to attend personally due to his ill health and is at present interned in the “Vinayalaya”- a rest house of the Society of Jesus of the Province of Bombay.Mr.Tony Correia Afonso, his younger brother, has been requested to receive the award on his behalf.

Amongst the many academic successes during his career, he is responsible for the series of “Seminars of Indo-Portuguese History” which started in Goa and to commemorate its 25th Anniversary, the coming XI seminar will be held in Goa fro 20th to 25th September at the “Hotel Cidade de Goa”.At the time of the .1st seminar,and in commemoration of it, the Province of Goa of the Society of Jesus laid the foundation stone of the ‘XAVIER’S CENTRE FOR HISTORIAL RESEARCH’ in Porvorim-Bardez and today it is well known for its value as one of the Archives of the Goan History and with many books to its credit by various authors.

The Gaud Saraswat Brahmins represent a relatively
small group of Brahmins who firmly established their
identity as a unified community. The history of
migration of our ancestors from Kashmir to different
places all over India, serves to demonstrate how our

AI introduces Kuwait-Goa flight via Dubai
VASCO, MAY 18 —

— There seems to be some good news for those intending
to travel in and out of Kuwait as Air India has
announced its revised summer schedule from June 1 to
September 30, 2003 which includes a Kuwait-Dubai-Goa
and vice versa flight.
Three new flights to Goa, Calicut and Trivandrum have
been announced by the airline. This brings the total
number of Air India flights from Kuwait to nine from
the present six flights.

According to Air India the weekly direct
Kuwait-Dubai-Goa flight AI 868 will depart from Kuwait
at 00:50 on Sunday, and arrive in Goa at 08:50 on
Sunday morning with a one hour halt in Dubai.
The Goa-Dubai-Kuwait flight AI 867 will depart from
Goa at 14:00 on Monday, and arrive in Kuwait at 17:15
on Monday evening again with a one hour halt in Dubai.

According to newspaper reports which quoted Air India
Manager in Kuwait, D Kishore, with the new flights the
long standing demand of the Goan community, and those
based in Trivandrum and Calicut has been fulfilled.

It may be recalled that the managing committee of the
Goan Welfare Society-Kuwait during the last couple of
months had made frantic appeals to the management of
Air India to introduce the direct flight.

Mr Kishore said with this introduction he was
fulfilled a promise he made when he took over, he
further stated that the flights would keep high
standards of service to their respective destinations.

According to the manager, Air India is also planning
to cover more destinations in India, like the Delhi
sector via Dubai.

The Managing Committee of the Goan Welfare
Society-Kuwait thank the management of AIR INDIA and
are pleased to inform:

AIR INDIA SUMMER SCHEDULE
New Flights to Goa from June 1st, 2003

Air India announced its revised summer schedule from
1st June to 30th September 2003. Three new flights to
Goa, Calicut and Trivandrum have been announced by the

Airline. This brings the total number of Air India

flgihts.

With these new flights, D. Kishore, Air India Manager

Taking Indian Culture Portugal

Sergio Mascarenhas de Almeida, the Delegate of
Fundacao Oriente in India has been continuing with the
efforts to strengthen ties between India and Portugal
through cultural, literary and social activities.
Speaking to Ramnath N Pai Raikar, he reviews the work
carried out by Fundacao Oriente in India, during the
past decade as well as discusses future plans of the
Portugal-based organisation


Why did Fundacao Oriente reduce/stop its major
projects in Goa, like say, restoration of heritage
structures during the past two years?

This has been mainly done to review our past works
from this point; though there are quite a few other
reasons too. Besides revaluation of our major works
undertaken during 1998-2001, we also found that a
pause was needed for such projects since they were
demanding too much of our financial and management
resources. Fundacao Oriente is not a heritage
conservation organisation and we felt that adequate
assistance should also be provided to other fields. In
fact, we have 134 projects in hand for this year, as
compared to 101 in 2002 and 81 in 2001, if our
heritage conservation projects are not taken into
consideration. The budget for our activities is also
more this year. However, I should add that we have
definitely contributed towards spreading an awareness
about preservation of heritage in Goa.


You seemed to have concentrated more on publication of
books and musical programmes, of late. Any special
reason?

It’s just that we have diversified our activities and
tried to get involved in performing art, visual art,
conferences, book publications, etc we are also
sponsoring many research projects.


Tell us something about Fundacao Oriente’s National
Fine Art contest and exhibition. How did the idea
emerge?

In the past, we had held two art exhibitions,
‘Imagine’ for young Goan artists and ‘Fado’ for
contemporary Goan artists which was held in Mumbai. As
you would know, our organisation works throughout
India and hence the recent National Fine Art contest
was an effort to reach out of Goa, at the all India
level and bring together Indian artists, especially
young artists.


The scholarship scheme run by Fundacao Oriente, for
long as well as short terms, seems to receive less
response of late, as compared to the past...

Again its the economics. We are dependent on the state
of economy, at large. When it reduces, well... There
are always very good proposals from the applicants
though. We also try to distribute the scholarships
equally, all over Asia.


What about the visiting Portuguese scholars and
researchers who used to visit Goa and stay at the
Fundacao Oriente premises for 2-3 months, during their
research activities?

Interestingly, we don’t have long-term scholarships
for Portugal. There, we award short-term scholarships
so that we can involve more applicants. Such
researchers are still visiting Goa. However, I should
add that it all depends on their personal interest.


Have your activities outside Goa, in the rest of
India, especially Daman and Diu also slowed down,
during the past few years?

We cannot go everywhere. So we have identified our
centres of activity for the time being, namely Daman,
Diu, Delhi, Mumbai and Bangalore. Our activities are
growing; especially in Mumbai, we are organising
performing art and music programmes. Speaking about
Daman and Diu, we are always having some ongoing
activities, but they do need the active involvement of
local people. However, we are in no hurry. We don’t
want to do things just to announce that we have done
something.


Do you think that the activities for strengthening
Indo-Portuguese ties in various fields like language,
culture, art, music, literature, etc which had started
with lot of vigour, some years ago, with the active
participation of Fundacao Oriente, Portuguese
Consulate and Goa based organisations have died a slow
death?

May be. I would rather prefer to wait and watch.
Things have to be seen in their correct context. The
period from 1961 to 1970s saw no contact between India
and Portugal. From the mid-1970s to the end of 1980s,
though there were settlement of political issues,
Portugal was not able to turn its attention to India
for its own political and financial reasons. When the
time for real interaction between the two countries
arrived in 1990s, there was lot of enthusiasm in the
initial period, but then it died down, which was a
natural thing. Whenever enthusiasm slows down, it
structures into more permanent things. The issues, the
ties between the two countries will now be of more
consolidated nature.


The Goa University was on the verge of closing its
Portuguese department due to lack of response from the
students. Why this situation existed?

I know its surprising. In New Delhi, there are two
universities having Portuguese department and more
importantly students studying in them. Calcutta also
has an university offering Portuguese language course.
In fact, we have cordial relations with Goa University
and have been working with it fruitfully. I am sure,
the Department of Portuguese at Goa University would
mature and develop in coming years.


Fundacao Oriente has recently come out with its Report
of Activities 2002 and Plan of Activities 2003. Any
new schemes for India?

There are things we are discussing with various
parties. I would not like to talk about them at this
premature stage. However, I would like to mention that
Fundacao Oriente will develop some activities like art
competitions and music festivals. We would also
cultivate strong relations with local organisation,
through funding of their activities. We don’t want
ourselves to be visible in the forefront; we would
only contribute from the background. I hope, we would
be able to show lot of achievements in the coming
years. Things go both ways; we have been trying to
take Indian culture to Portugal and vice-versa. We,
for sure, know that the response from the Portuguese
public is very strong.

A delegation led by the Goan Welfare Society-Kuwait
urged Air India to restore the Kuwait-Goa-Kuwait
direct flight with immediate effect - a long cherished
dream; and presented a Memorandum.


Air India has given full assurance and support for the
need based demand of the Goan Welfare Society. The
appeal appears to have positive response and the
flight is mostly likely to be scheduled either
Kuwait-Goa-Calicut-Kuwait
or
Kuwait-Dubai-Goa-Kuwait.
The most viable route is expected to be the second
with a good number of Goans populace in the U.A.E. and
Dubai being one of the best airports with worldwide
connections.  Goans may soon have our second national
carrier to fly direct by restoring the flight.


Strong Representations have also been made to the
Union Minister of Civil Aviation, Shri Shripad Yesso

Amigos um pouco da Cultura Brasileira
Onde nasceu o samba
Pesquisador pernambucano sustenta que o samba não é negro e muito menos carioca. Seria nordestino e indígena e teria vindo dos primórdios da colonização.

Ressuscitem Donga, Luís da Câmara Cascudo, Mário de Andrade. Tragam lá de cima também Sílvio Romero, Fernão Cardim, Pereira da Costa, Euclides da Cunha. O pesquisador Bernardo Alves, 49 anos, tem uma conversa boa para levar com eles e outros mais que por acaso desejem à Terra descer. Trata-se de um ajuste de contas com a história da música brasileira. Para os intimados acima e os novatos no assunto, estejam de acordo ou não, Bernardo oferece uma clara teoria: o samba não é negro, nem carioca; o samba nasceu caboclo, no sertão nordestino. E, para que não reste dúvida, ele mata a cobra e mostra o pau, através das provas reunidas na pesquisa que empreendeu, intitulada A Pré-História do Samba.
Desde criança, quando morava em São João de Garanhuns, trazido bebê do interior de São Paulo, Bernardo ouvia o pessoal do sítio dizer que “ia a um samba”, que os músicos “faziam um samba”. Depois, morou um tempo no Sertão do Cariri e lá também ouvia samba. Aquele samba não tinha nada a ver com o estilo que assim se convencionou chamar, o das batucadas cariocas. Começou a se perguntar o que havia de estranho naquela discrepância.
Bernardo Alves chegou ao Recife em 1969, e há 26 anos escarafuncha o samba. Entre 1977 e 1979, de volta ao Recife, exibia aos amigos os primeiros escritos, anotações e argumentações, motivadas pelo interesse pessoal. Eles as recebiam com entusiasmo, mas também com inevitável ceticismo.
Para quem se acostumara à história oficial de que o samba nascera negro e carioca, no começo do século 20, era difícil assimilar a idéia de que tudo começara com índios catequizados do Nordeste. Mas, para se ter uma idéia da diferença encontrada entre a história tornada oficial no século 20 e fontes anteriores, que a refutam, em A Pré-História do Samba, Bernardo identifica a presença da palavra samba em 1699, na Arte de Grammatica da Língua Brasílica da Naçan Kiriri, escrita pelo padre Luiz Vincêncio Mamiani, que vivia no alto sertão nordestino.
Mamiani foi um dos 100 autores consultados pelo pesquisador, que contou com o incentivo inicial do musicólogo Padre Diniz, membro da Academia Brasileira de Música e ex-professor do maestro Marlos Nobre. Mesmo não apoiando diretamente a tese, Pe. Diniz apoiou o pesquisador, abrindo-lhe sua rica biblioteca. Bernardo conta que, na seqüência, passou anos no Arquivo Público, no Gabinete Português de Leitura. Leu os escritos de viajantes ingleses, portugueses, de pesquisadores africanos, indianistas e não teve preconceito em consultar pasquins e jornais alternativos. Foram vários carnavais com pranchetas à mão, para conversar com mestres de sambadas.
Ele conta que logo no começo das pesquisas pediu a Gilberto Freyre para indicar uma literatura regional que contivesse dados relacionados ao samba daqui. Bernardo achou que o mestre não tinha entendido a história ou o estava desprezando, pois lhe disse para procurar Renato de Almeida, um dos que haviam ajudado a criar a confusão em torno da origem do samba. Bernardo compreendeu ao longo do tempo, também, que os pesquisadores de academia não dão atenção – e até boicotam – pesquisas autodidatas.
Do mesmo modo, está convicto de que a exclusão de menção quanto à origem nordestina do samba resulta de “interesses inconfessáveis”, pois “toda história mal contada serve a alguém”. Esta serviria aos cariocas, que capitalizam bem o fenômeno samba como atração para os setores do turismo e da indústria fonográfica. Bernardo alega que a história do samba foi escrita por autores hegemônicos do Sudeste e por africanistas, daí as argumentações geográficas e etnográficas em favor do Rio de Janeiro e dos negros. Bernardo conta que o samba nordestino que chegou ao Rio de Janeiro foi acolhido por compositores de outra cultura musical, “pois o Rio, que à época, vivia do maxixe, da polca, do tango, da modinha e do lundu, começou a se ‘contaminar’; acharam de utilizar aqueles temas folclóricos dando-lhes uma roupagem à sua maneira, ou seja, amaxixada”. Mas, não desmerece a evolução do samba feito no Rio de Janeiro, apenas enfatiza que quando muito, este poderia ser chamado de samba de batucada, já que o samba original está mais próximo do coco e da embolada.
O fluxo migratório do samba, originário da nação indígena cariri - segundo a pesquisa de Bernardo -, teria seguido do interior ao litoral nordestino pelas mãos dos almocreves (comerciantes que viajavam sobre jumentos, sempre portando uma viola) e corumbas (mamelucos e caboclos que vinham do alto sertão para trabalhar na cana em épocas de seca). No litoral, teria recebido influências dos negros bantos e daí para o Sudeste como cultura da plebe – negros e índios escravizados, soldados vindos da Guerra do Paraguai.
Mesmo que a história oficial omita, os fatos aparecem em registros de alcance de massa, como na letra da música de João de Deus (compositor do conjunto Samba 5, do Rio, no disco Olinda, a cidade simpatia do Brasil, 1981), O Samba é Carioqueiro, da qual se extrai o trecho: “O samba é carioqueiro / Criou fama no Rio, em solo brasileiro / Há quem diga ele ser nordestino / Oriundo do Agreste e do Sertão / E que os índios por obra do destino / Já o dançaram batendo com os pés no chão / Mas não concorda a grande maioria / Os cariocas foram quem deu expressão / Trouxeram da África a magia / E no ritmo colocaram mais percussão.”
A composição de João de Deus não foi incluída na tese de Bernardo, mas nela há outras músicas, que afinam a história do samba. Lançada em 2002, em edição do autor com apoio da prefeitura de Petrolina, numa pequena tiragem de 400 exemplares, A Pré-História do Samba está com a segunda edição pronta. Nela, o autor pôde inserir a revisão ignorada na primeira edição, alterou a ordem dos capítulos e acrescentou outros, onde mostra os resultados conseguidos desde a publicação da primeira matéria jornalística sobre a tese, em 1981. Bernardo Alves mantém a loja Discos Raros no primeiro andar do número 370 da Praça Maciel Pinheiro, na Boa Vista, Centro do Recife, de onde irradia boca-a-boca suas idéias e promove rodas de debates e recitais de poesia.

Outras interpretações para o samba

O músico Fred Zero Quatro, líder da banda Mundo Livre S.A., não está preocupado com o sexo dos anjos. Se o samba nasceu no Recife, no Sertão do Cariri ou no morro carioca, a polêmica não lhe interessa, por lhe parecer complicada, além de pouco produtiva. Para ele, os registros históricos se diluíram.
“Já na época de Pelo Telefone, de Donga e Mauro de Almeida, o samba era um apanhado de várias tendências. Definir o estilo musical samba também é tarefa complexa. Os historiadores dizem que a salsa cubana não é um estilo musical, mas ganhou este nome nos clubes de dança norte-americanos, que colocaram um termo genérico para designar vários ritmos caribenhos. Também dizem que o choro não é estilo. Aqui mesmo em Pernambuco os mestres de maracatu rural discordam sobre Naná Vasconcelos reger, durante o carnaval, uma orquestra com vários grupos diferentes. Os que são contra alegam que cada maracatu tem sua tradição, sua batida, seu santo, mantendo como único elo o uso das alfaias. Essa discussão nos leva aonde?”.
Mas, Zero Quatro acha positiva a busca de pesquisadores em desvendar os processos históricos da música brasileira, sobretudo para quebrar a hegemonia dos centros acadêmicos do Rio de Janeiro e de São Paulo, os mais influentes do país, que acabam defendendo registros locais, ocultando os de outras regiões.
Numa coisa Fred Zero Quatro concorda com Siba Veloso, músico que há pouco lançou trabalho fora do grupo Mestre Ambrósio, o Fuloresta do Samba, CD que tem a participação de mestres de sambada de Nazaré da Mata, município da Zona da Mata Norte pernambucana. Para ambos, a palavra samba recebe diferentes conotações em várias partes do Brasil. No interior, ela designa festejo, brincadeira; pode ser um folguedo, um ritual religioso ou simplesmente algazarra. “A palavra samba é central para entender a cultura brasileira”, avalia Siba, para quem o samba é, acima de tudo, um momento de encontro das pessoas através das festas de rua, presentes em todo o Brasil.
“Esses encontros e confraternizações através da dança e da música na rua geraram vários ritmos e suas nuances partiram das influências étnicas que sofreram”. Para Siba, também, todo coco é samba. “Caboclinho, maracatu e coco se constituem samba na Zona da Mata”. Há treze anos pesquisando e convivendo com os mestres de maracatu rural na região, o músico ressalta que lá o sentido mais amplo da palavra ocorre quando dois ou mais grupos de maracatu se encontram para uma sambada, onde cantam, dançam e enfrentam os rivais em desafios poéticos, alguns deles irmanados com o repente. “Por contingências históricas, políticas e econômicas, o samba urbano carioca passou a ser considerado de maior relevância. Mas a questão da legitimidade não me preocupa. Para mim, em todo lugar o samba é legítimo”.
Na opinião do etnomusicólogo carioca Carlos Sandroni, entre as contribuições de A Pré-História do Samba, a que ele considera mais interessante é o registro de grupos recifenses que se autodenominavam de samba, no início do século 20. Radicado no Recife há cinco anos, onde atua como professor de graduação em Música e pós-graduação em Antropologia na UFPE, além de coordenar o núcleo de Etnomusicologia da mesma universidade, Sandroni é autor de Feitiço Decente, Transformações do Samba Carioca, 1917-1933 e aponta defeito estrutural na história do samba.
“De fato houve uma concentração de produção de pesquisas no Sudeste e os estudos sobre música popular publicados há algum tempo estavam focados nas manifestações desta região. Hoje, há verdadeira consciência da necessidade de ampliação das áreas de pesquisa e a existência de um núcleo de etnomusicologia na UFPE é um testemunho disso”.
Sandroni afirma ser procedente a pesquisa de Bernardo, na qual identifica méritos indiscutíveis. Entretanto, faz um senão ao trabalho: “ele confunde elementos diferentes que têm o mesmo nome. O samba do século 19 certamente não se constitui o mesmo ritmo do samba do século 20, assim como não podemos afirmar terem a mesma raiz”.

MARIE-LOU FERNANDES

Marie-Lou Fernandes is a committed officer of the Indian Police Service with an outstanding leadership record.

In the course of her career, Fernandes was in charge of 7 urban police stations and over 500 police
personnel for Amravati City, coordinated 13 battalions of the State of Maharashtra paramilitary forces in 10 locations throughout the state, oversaw 7 Police Training Schools, and served as Assistant Inspector General of Police for Administration in the State of Maharashtra.

She also was Superintendent of Police of the Amravati District where she was in charge of 28 rural police stations, over 2000 police, headquarters, and office staff, and responsible for supervision of
investigation, prosecution, operations, intelligence, and security of VIPs and vital installations.
Subsequently she held a post of Deputy Commissioner for the State Intelligence Department with the
responsibilities of intelligence collection and analysis.

Most recently Fernandes served as commandant supervising a battalion of over 1300 of armed police
and office staff and managing administration, planning, budgeting, housing and welfare of the entire staff under her command.

During her service for the  Amravati District, Fernandes successfully prevented a blood bath between two communities in Achalpur. The town was shared by Hindus and Muslims and was known for several riots recorded in the past decade. The incident that could have led to a massacre started with a Muslim boy teasing a Hindu girl. Upon learning of the confrontation Hindus in Achalpur threatened to kill the boy and Muslims were ready to retaliate.

Consequently about 200 Hindus encircled the Achalpur police station demanding strong action against Muslims. As the gathered Hindus did not respond to repeated warnings, and more armed mobs gathered in the area, Fernandes ordered a baton charge to disperse them. By the nightfall curfew was instituted.

Through intelligence gathering Fernandes learned that the incident was instigated by two powerful warring leaders in two communities now in conflict. The two instigators were behind bars by next morning and taken to the most remote police station in the district.

In her role as Superintendent of Police, Fernandes not only concentrated on strategy for resolving the
conflict but also successfully managed communication with the affected communities, her superiors, and the press, and ensured safety of her police officers.

As part of her strategy, Fernandes invited political representatives, the press and the public to a peace meeting. To combat rumors and allegations regarding police action taken thus far, Fernandes shared with those gathered the details of the plans and actions of the perpetrators of the communal tension and offered all the details of the police response. The meeting was a success and a tragedy in Achalpur was averted.

While in Achalpur Fernandes proved herself as an excellent strategist and champion of public relations, at the Maharashtra Police Headquarters she succeeded as a problem solver and able administrator. In her role as Superintendent of Police - Training, and Assistant Inspector General - Administration, she oversaw the computerization program for the Police
Headquarters.

The systems used at the time consisted of a maze of rules and regulations, circulars and government
orders, and many categories of records. It took 6 months just to complete a systems study. As time table was very tight, the total systems restructuring was not possible. Instead Fernandes decided on a
compromise: a user-friendly, icon-driven world-class software application that could do the job.

While the system was accepted by the enthusiastic and technology-oriented seniors and avoided by others, its proof of worth was that the National Crime Records Bureau in New Delhi is currently in the process of developing a similar application software for their use.

For her first presentation as a Mason Fellow, Fernandes developed and shared an insightful case
study on the complexities of leadership in the police force, and initiated an productive group discussion on the case.

CARTA AO PRESIDENTE BUSH

 

 

Senhor Presidente:

 

Sou um escritor de uma na??o pobre, um pa?s que j? esteve na vossa lista negra. Milh?es de mo?ambicanos desconheciam que mal vos t?nhamos feito. ?ramos pequenos e pobres: que amea?a poder?amos constituir ? A nossa arma de destrui??o massiva estava, afinal, virada contra n?s: era a fome e a mis?ria.

Alguns de n?s estranharam o crit?rio que levava a que o nosso nome fosse manchado enquanto outras na??es beneficiavam da vossa simpatia. Por exemplo, o nosso vizinho - a ?frica do Sul do "apartheid" - violava de forma flagrante os direitos humanos. Durante d?cadas fomos v?timas da agress?o desse regime. Mas o regime do "apartheid" mereceu da vossa parte uma atitude mais branda: o chamado "envolvimento positivo". O ANC esteve tamb?m na lista negra como uma "organiza??o terrorista!". Estranho crit?rio que levaria a que, anos mais tarde, os taliban e o pr?prio Bin Laden fossem chamadas de "freedom fighters" por estrategas norte-americanos.

Pois eu, pobre escritor de um pobre pa?s, tive um sonho. Como Martin Luther King certa vez sonhou que a Am?rica era uma na??o de todos os americanos. Pois sonhei que eu era n?o um homem mas um pa?s. Sim, um pa?s que n?o conseguia dormir. Porque vivia sobressaltado por terr?veis factos. E esse temor fez com que proclamasse uma exig?ncia. Uma exig?ncia que tinha a ver consigo, Caro Presidente. E eu exigia que os Estados Unidos da Am?rica procedessem ? elimina??o do seu armamento de destrui??o massiva. Por raz?o desses terr?veis perigos eu exigia mais: que inspectores das Na??es Unidas fossem enviados para o vosso pa?s. Que terr?veis perigos me alertavam? Que receios o vosso pa?s me inspiravam? N?o eram produtos de sonho, infelizmente. Eram factos que alimentavam a minha desconfian?a. A lista ? t?o grande que escolherei apenas alguns:

- Os Estados Unidos foram a ?nica na??o do mundo que lan?ou bombas at?micas sobre outras na??es;

- O seu pa?s foi a ?nica na??o a ser condenada por "uso ileg?timo da for?a" pelo Tribunal Internacional de Justi?a;

- For?as americanas treinaram e armaram fundamentalistas isl?micos mais extremistas (incluindo o terrorista Bin Laden) a pretexto de derrubarem os invasores russos no Afeganist?o;

- O regime de Saddam Hussein foi apoiado pelos EUA enquanto praticava as piores atrocidades contra os iraquianos (incluindo o gaseamento dos curdos em 1998);

- Como tantos outros dirigentes leg?timos, o africano Patrice Lumumba foi assassinado com ajuda da CIA. Depois de preso e torturado e baleado na cabe?a o seu corpo foi dissolvido em ?cido clor?dico;

- Como tantos outros fantoches, Mobutu Seseseko foi por vossos agentes conduzido ao poder e concedeu facilidades especiais ? espionagem americana: o quartel-general da CIA no Zaire tornou-se o maior em ?frica. A ditadura brutal deste zairense n?o mereceu nenhum reparo dos EUA at? que ele deixou de ser conveniente, em 1992;

- A invas?o de Timor Leste pelos militares indon?sios mereceu o apoio dos EUA. Quando as atrocidades foram conhecidas, a resposta da Administra??o Clinton foi "o assunto ? da responsabilidade do governo indon?sio e n?o queremos retirar-lhe essa responsabilidade";

- O vosso pa?s albergou criminosos como Emmanuel Constant um dos l?deres mais sanguin?rios do Taiti cujas for?as para-militares massacraram milhares de inocentes. Constant foi julgado ? revelia e as novas autoridades solicitaram a sua extradi??o. O governo americano recusou o pedido.

- Em Agosto de 1998, a for?a a?rea dos EUA bombardeou no Sud?o uma f?brica de medicamentos, designada Al-Shifa. Um engano? N?o, tratava-se de uma retalia??o dos atentados bombistas de Nairobi e Dar-es-Saalam.

- Em Dezembro de 1987, os Estados Unidos foi o ?nico pa?s (junto com Israel) a votar contra uma mo??o de condena??o ao terrorismo internacional. Mesmo assim, a mo??o foi aprovada pelo voto de cento e cinquenta e tr?s pa?ses.

- Em 1953, a CIA ajudou a preparar o golpe de Estado contra o Ir?o na sequ?ncia do qual milhares de comunistas do Tudeh foram massacrados. A lista de golpes preparados pela CIA ? bem longa.

- Desde a Segunda Guerra Mundial, os EUA bombardearam: a China (1945-46), a Coreia e a China (1950-53), a Guatemala (1954), a Indon?sia (1958), Cuba (1959-1961), a Guatemala (1960), o Congo (1964), o Peru (1965), o Laos (1961-1973), o Vietname (1961-1973), o Camboja (1969-1970), a Guatemala (1967-1973), Granada (1983), L?bano (1983-1984), a L?bia (1986), Salvador (1980), a Nicar?gua (1980), o Ir?o (1987), o Panam? (1989), o Iraque (1990-2001), o Kuwait (1991), a Som?lia (1993), a B?snia (1994-95), o Sud?o (1998), o Afeganist?o (1998), a Jugosl?via (1999)

- Ac??es de terrorismo biol?gico e qu?mico foram postas em pr?tica pelos EUA: o agente laranja e os desfolhantes no Vietname, o v?rus da peste contra Cuba que durante anos devastou a produ??o su?na naquele pa?s.

- O Wall Street Journal publicou um relat?rio que anunciava que 500 000 crian?as vietnamitas nasceram deformadas em consequ?ncia da guerra qu?mica das for?as norte-americanas.

Acordei do pesadelo do sono para o pesadelo da realidade. A guerra que o Senhor Presidente teimou em iniciar poder? libertar-nos de um ditador. Mas ficaremos todos mais pobres. Enfrentaremos maiores dificuldades nas nossas j? prec?rias economias e teremos menos esperan?a num futuro governado pela raz?o e pela moral. Teremos menos f? na for?a reguladora das Na??es Unidas e das conven??es do direito internacional. Estaremos, enfim, mais s?s e mais desamparados.

Senhor Presidente:

 

O Iraque n?o ? Saddam. S?o 22 milh?es de m?es e filhos, e de homens que trabalham e sonham como fazem os comuns norte-americanos. Preocupamo-nos com os males do regime de Saddam Hussein que s?o reais. Mas esquece-se os horrores da primeira guerra do Golfo em que perderam a vida mais de 150 000 homens.

O que est? destruindo massivamente os iraquianos n?o s?o as armas de Saddam. S?o as san??es que conduziram a uma situa??o humanit?ria t?o grave que dois coordenadores para ajuda das Na??es Unidas (Dennis Halliday e Hans Von Sponeck) pediram a demiss?o em protesto contra essas mesmas san??es.

Explicando a raz?o da sua ren?ncia, Halliday escreveu: "Estamos destruindo toda uma sociedade. ? t?o simples e terr?vel como isso. E isso ? ilegal e imoral". Esse sistema de san??es j? levou ? morte meio milh?o de crian?as iraquianas.

Mas a guerra contra o Iraque n?o est? para come?ar. J? come?ou h? muito tempo. Nas zonas de restri??o a?rea a Norte e Sul do Iraque acontecem continuamente bombardeamentos desde h? 12 anos. Acredita-se que 500 iraquianos foram mortos desde 1999. O bombardeamento incluiu o uso massivo de ur?nio empobrecido (300 toneladas, ou seja 30 vezes mais do que o usado no Kosovo)

Livrar-nos-emos de Saddam. Mas continuaremos prisioneiros da l?gica da guerra e da arrog?ncia. N?o quero que os meus filhos (nem os seus) vivam dominados pelo fantasma do medo. E que pensem que, para viverem tranquilos, precisam de construir uma fortaleza. E que s? estar?o seguros quando se tiver que gastar fortunas em armas. Como o seu pa?s que despende 270 000 000 000 000 d?lares (duzentos e setenta bili?es de d?lares) por ano para manter o arsenal de guerra. O senhor bem sabe o que essa soma poderia ajudar a mudar o destino miser?vel de milh?es de seres.

O bispo americano Monsenhor Robert Bowan escreveu- lhe no final do ano passado uma carta intitulada "Porque ? que o mundo odeia os EUA ?" O bispo da Igreja Cat?lica da Florida ? um ex--combatente na guerra do Vietname. Ele sabe o que ? a guerra e escreveu: "O senhor reclama que os EUA s?o alvo do terrorismo porque defendemos a democracia, a liberdade e os direitos humanos. Que absurdo, Sr. Presidente ! Somos alvos dos terroristas porque, na maior parte do mundo, o nosso governo defendeu a ditadura, a escravid?o e a explora??o humana. Somos alvos dos terroristas porque somos odiados. E somos odiados porque o nosso governo fez coisas odiosas. Em quantos pa?ses agentes do nosso governo depuseram l?deres popularmente eleitos substituindo-os por ditadores militares, fantoches desejosos de vender o seu pr?prio povo ?s corpora??es norte-americanas multinacionais ? E o bispo conclui: O povo do Canad? desfruta de democracia, de liberdade e de direitos humanos, assim como o povo da Noruega e da Su?cia. Alguma vez o senhor ouviu falar de ataques a embaixadas canadianas, norueguesas ou suecas? N?s somos odiados n?o porque praticamos a democracia, a liberdade ou os direitos humanos. Somos odiados porque o nosso governo nega essas coisas aos povos dos pa?ses do Terceiro Mundo, cujos recursos s?o cobi?ados pelas nossas multinacionais."

Senhor Presidente:

 

Sua Excel?ncia parece n?o necessitar que uma institui??o internacional legitime o seu direito de interven??o militar. Ao menos que possamos n?s encontrar moral e verdade na sua argumenta??o. Eu e mais milh?es de cidad?os n?o ficamos convencidos quando o vimos justificar a guerra. N?s prefer?amos v?- lo assinar a Conven??o de Kyoto para conter o efeito de estufa. Prefer?amos t?-lo visto em Durban na Confer?ncia Internacional contra o Racismo.

N?o se preocupe, senhor Presidente. A n?s, na??es pequenas deste mundo, n?o nos passa pela cabe?a exigir a vossa demiss?o por causa desse apoio que as vossas sucessivas administra??es concederam apoio a n?o menos sucessivos ditadores. A maior amea?a que pesa sobre a Am?rica n?o s?o armamentos de outros. ? o universo de mentira que se criou em redor dos vossos cidad?os. O perigo n?o ? o regime de Saddam, nem nenhum outro regime. Mas o sentimento de superioridade que parece animar o seu governo. O seu inimigo principal n?o est? fora. Est? dentro dos EUA. Essa guerra s? pode ser vencida pelos pr?prios americanos.

Eu gostaria de poder festejar o derrube de Saddam Hussein. E festejar com todos os americanos. Mas sem hipocrisia, sem argumenta??o e consumo de diminu?dos mentais. Porque n?s, caro Presidente Bush, n?s, os povos dos pa?ses pequenos, temos uma arma de constru??o massiva: a capacidade de pensar.

Afinal recebi os comentos que o Jorge fizera e que não me tinham chegado.Tenho de os ler de vagar pois ele tem mtos pontos de interesse e que talvez necessitem de correccoes adentro do espaço disponivel. De fcto, Jorge, o que disseste devia ter vindo no proprio SUpergoa como o Constantino sugere,pois assim os que veem o site sabem.Mas o que fizeste foi conseguencia de um pedido de critica meu, num "forward" aos parentes e amigos.Hoje tivemos um meeting publico anti-Bush.
