Hi,

As i had mentioned in the aftermath of parechu dam
bursting, that the revival of old Hindustan-Tibet road
should be on cards to counter the happenings on NH-22/
new Hindustan Tibet road.
The Union of India has asked for the revival of the
old road. It is a welcome development. This road
development would lead to spurt in improvement of
living standards in the remote corners which were
earlier bypassed and also act as a standby road in
case of NH-22 is closed. I would further suggest that
the govt revive the road from Sarahan Bushair( 18 km
from Jeori which lies on NH22 ) onwards. Since
historically that has always been the gateway to
Kinnaur and Tibet. Moreover, they should align this
road for the development of tourist infrastucture.
This would be a fabolous addition to the already
famous toursim spot like Sangla valley and Kalpa. Let
the local people enjoy the fruits of this road
development atleat. I hope the govt keeps that in mind
while redeveloping this road.

Centre nod to partial revival of Hindustan-Tibet Road

The Centre has agreed in principle to the proposal to
partly revive the abandoned old Hindustan-Tibet road
as an alternative road to the existing National
Highway (NH-22), the only link to the tribal Kinnaur
and Spiti areas, which has of late become highly
vulnerable to damage from floods.

A Central team, which visited the area in the wake of
Parechu Lake disaster, has given its nod to the
proposal under which a 75-km road will be constructed
from Tapri to Kiran Khad. It will be a single-lane
road at a much higher alignment than the national
highway, which runs dangerously close to the Sutlej.
Funds for the Rs 50-crore project will be provided by
the Centre under the border areas development scheme.

Starting from Tapri, the proposed road will pass
through Karcham, Peo, Pangi, Thopan ,Rarang and Kirang
Khad on the right bank before rejoining it. While
about 40 km road will be mostly aligned along the
abandoned old Hindustan-Tibet road, the rest will be
realigned to bypass very high portions. It will not
cross over the river and thus no big bridges will be
required.

The existing national highway criss-crosses the river
six times between Wangtu and Khab. Its vulnerability
was exposed during the August 2000 floods when 18
small, big bridges on the river and vast stretches of
road, about 20 km in length, were washed away.
Consequently, large parts of the tribal belt remained
cut off for almost a year. The calamity repeated early
this year when floods, caused due to the breaching of
the Parechu Lake in Tibet, washed away as many as
eight important bridges and wiped out large portions
of road.

The road will also help provide connectivity to
villages which are mostly located at higher elevations
at a safe distance from the river. There is very
little population along the banks of the river.

Another alternative road will be built to bypass the
treacherous hill terrain at Malling Nullah, which has
been constantly on slide for the past about eight
years. The road remains blocked for months together.
The 11-km road will pass through Leo on the right bank
of Spiti and rejoin the existing highway at Chango.

Hi,
See the attached news report.

The project`s current status is closed due to flooding
like 10 days back. Even if it was running, it would
have been closed because the silt level is too high in
Sutlej. The sanctioning of the money to re-evaluate
teh silt problem is the acknowledgement of a folly  of
the supreme nature by the Govt. It means that the
project is bound to doom under present circumstances.
God forbid, if they really have to shut it down if it
is found unfeasible. The idiots designed a 10,000
crore hydel project of taxpayers money for warm sunny
days where probably they could sit next to the Sutlej,
read newspaper and eat biscuits along with tea
admiring the clean and clear blue water with no silt
flowing like some stream.
Someones head need to be rolled. 10,000 crore is no
joke and neither is Rs 27 Lakh which they will now
spend on holidaying in Himalayas. I sincerely wish
that this time they come with some concrete proposal
and not a  file saying "The project is doomed".

Silt in Sutlej: move to study catchment area

Concerned at recurring breakdown of the country's
largest hydroelectric venture, the 1500-MW Nathpa
Jhakri project, due to excessive silt in Sutlej, the
Union Ministry of Environment has decided on a
comprehensive study to map environmental status of its
catchment.

The objective of the study is to prepare an
environmental status report of the Sutlej catchment
and to identify related issues ,besides suggesting
measures to resolve the problems. The ministry has
sanctioned Rs 27 lakh for the study to be conducted by
the state's Environment Protection and Pollution
Control Board in collaboration with the Central
Pollution Control Board.

It is the first study of its kind to be taken up by
the Union Ministry, which plans to replicate it in
other catchments as environmental degradation has
affected most of the important rivers.

Total catchment area of the river upstream the Nathpa
dam from where the water of the river is diverted for
the project is 49,820 sq km of which 36,900 falls in
Tibet and the remaining 12,920 sq km in Himachal
Pradesh. The extent to which the river has been
affected due to the ongoing environmental degradation
could be judged from the ever-increasing level of
silt. The Nathpa Jhakri project was designed for a
maximum silt level of 5,000 ppm (parts per million) on
the basis of data as per which the silt content was
likely to exceed this limit only for four days in a
year. However, in the very first monsoon after the
project was commissioned the silt content has
surpassed the permissible limit on 53 days from June
24 to August 31.

The study will help generate authentic environment
related data which will help engineers in planning
future projects on the river. The composite view of
environmental status mapping and conservation
priorities of the catchment will also be useful to
environmental regulators to have a neutral opinion in
decision making while granting clearances to
development projects.

The user agencies such as agriculture, forest,
wildlife, Hydropower, Industry and Tourism departments
of the state will be taken into confidence while
conducting the study which will also enable the
government to evolve the strategies for conservation
of catchment and sustainable development.

I would like to add on to your points. Sanjay Gandhi
Vidyut Pariyojna is indeed a technical marvel. It is a
120 MW project. The whole project is underground and
when i say underground, i mean the power house, the
control offices has been dug inside the mighty
himalayas. Water is stored in dam in Bhaba Nagar from
where it is carried on to turbines, a distance of
around 5 6 kms but with height drop of around 1,000
metres. The discharge is in Sutlej river. This project
has 3 turbines of 40 MW each. All three have been
imported and comissioned from some scandinavian
country. Last i heard, two of the turbines were out of
order and the project was only running on 1 turbine
i.e 40 MW. Since, to bring any repairs would mean
stopping the project completely.

Now some of the points as to why Sanjay Vidyut
Pariyojna is being talked with NJPC these days.
The disharge point of Sanjay Vidyut pariyojna was
originally around 30-40 feet from sutlej basin in year
1998-99. Then the terrible flash floods in sutlej of
2001 changed everything. More than 300 lives were
lost. A whole bus stop named "wangtu" which was
transit point towards Bhaba Nagar and the tunnel was
washed away. That place was the entry point to Kinnaur
and Ladhak and vistors passes used to be checked. Now
all that has been done away with. So after the
flooding the height between discharge point and sutlej
river was cut down to 15-20 feet only.  Rest was
filled with the silt brought by floods.

Now enters NJPC. When HPSEB along with Geologial
Survey Deptt of India was conducting survey for NJPC
dam site which is only one to one and half kilometer
from the discharge point of Sanjay Vidyut Pariyojna.
They blundered by calculating the dam height less by 2
metres. So what happened while executing the project
was that those 2 metres were very crucial. That cut
down the power generation of NJPC by almost half,
since the water catchment area went down!
Now if they increase the height by 2metres. The dam
would stop enough water to submerge the discharge
point  of Sanjay Vidyut Pariyojna. and water would
flood the turbines.
So naturally a  big fight ensued between NJPC and
HPSEB, since HPSEB was the loser if Sanjay Vidut
project shuts down. Finally they patched up and got
some sort of compromise formulae. After increasing the
height of the NJPC dam, now the height difference
between the sutlej and sanjay vidyut project discharge
point is around 3 to 4 feet.
Another interesting point though. While doing survey
they not only miscalculated the height of the dam but
also the silt content of the sutlej river. Silt is the
very small earth particles sutlej river brings with
it.  This silt if not filtered from the water would go
inside the turbine with water with very large force.
Imagine particles of sand hitting your face on a very
windy day when you are driving on a motorcycle.
Well thats what is happening to NJPC turbines these
days. The silt content of the dam was miscalculated so
much that the turbines have started to rust already.
Because the silt with water is damaging the turbines.
I am not aware if BHEL(Indian) turbines are doing
better than the Alstom(Swedish) turbines. But it is a
real shame. On account of silt, the dam has already
been stopped before a lot. They are trying to coat the
turbines with various special paints. Lets see how it
works now.
Already himachal has lost close to 300-400 crores of
income from NJPC. It is a real shame that the only
avenue from where Himachal earns some money is so much
in technical trouble. Lets hope Rampur Hydel project
and many others coming up dont see such kind of
mistakes.

Manreet's tears. ``Is he alright? Do you have any news
about my husband?'' The dinner is laid on the table
but no one's eating. ``I will eat only after I hear
from Amardeep,'' says Manreet's mother-in-law.

At the Chandigarh home of Lt Col Amardeep Singh, one
of the 33 Army personnel swept away by the Sutlej
after the bridge they were working on collapsed today
at Kharo in Himachal's Kinnaur district, the family
can only wait.

Only five Armymen managed to swim to safety. By
evening, the Himachal government confirmed 20 deaths
but was unable to explain what led to the collapse of
the bridge.

Sumit Khimta, Kinnaur's sub-divisional magistrate,
told The Indian Express over phone from Reckong Peo
that ``chances of finding survivors are nil, the
bridge simply crumbled.'' He, however, put the number
of personnel lost at 23. ``Only those working at the
two ends of the bridge managed to make it to the
banks.''

The bridge, crucial for strategic road communications
with Pooh, was nearing completion. The bridges at
Kharo, Akpa and Khab were among the dozen bridges
destroyed by the flash floods in Kinnaur two months
ago. The Army's 18 Engineers had sent a contingent of
some 40 jawans to build a Bailey bridge at Kharo three
weeks ago.

``The iron bridge was tested beforehand. But we are
told that the supporting pillars crumbled and the
entire bridge gave way,'' said a jawan at Zirakpur,
the regiment station on Chandigarh's outskirts.

He had just received a call from a fellow jawan's
family in Kerala. ``My friend is no more but how can I
tell them,'' he said. Only one of the missing jawan's
wife lives in the family quarters in Zirakpur, but she
too has not been told anything.

Sources in the Army said many of the bodies recovered
this evening had turned blue and were beyond
recognition. ``We cannot inform the families until we
are sure of their identities,'' an officer said.

Tibetan faujis in Bluestar

Twenty years ago, India went through one of the most
traumatic experiences of her modern history. Indira
Gandhi, the then prime minister, had to order the
Indian army to assault the Akal Takht occupied by
armed Sikh militants in the Golden Temple complex at
Amritsar. Several aspects of Operation Bluestar, as
well as the sequence of events that brought the
country and, more particularly, the state of Punjab to
this sad end have been described in detail by eminent
writers.

However, one aspect has never been mentioned. It
remains one of the most secret features of this
painful event: the participation of Tibetan commandos
known as the 'Special Frontier Forces' in the military
operations at the Golden Temple complex.

Before going into the background of this intervention,
it is necessary to point out the preposterousness of
the situation. Armed militants had not only taken over
the most sacred shrine of the Sikhs, but had also
fortified many places near the main temple to such an
extent that a siege could be sustained for several
weeks. In the West, Operation Bluestar has often been
misunderstood and depicted as an attack on the Sikh
faith. This is wrong. A few months after the
operation, while visiting Paris, I stood in front of
the majestic Notre Dame Cathedral and visualised the
weird situation. What would the French government have
done if militants had barricaded the doors and windows
of this masterpiece of architecture, most sacred for
tens of millions of French Christians?

France (or England if a similar episode had occurred
in Westminster) would undoubtedly have taken the same
decision as Indira Gandhi to recover the holy shrine
by force. For such a purpose the best troops are its
disposal would have been used. In reading the story
that follows, this basic tenet should be kept in mind.

The question is: Why were Tibetans troops used during
Operation Bluestar? Though it raises many other
questions, the answer is simple: because the SFF were
the best commandos available at that time, at least in
Indira Gandhi's mind.

The story of these men started many years earlier. In
1950, Tibet was invaded by the Chinese People
Liberation Army. During the following years, Beijing
began what they called the process of 'liberation' of
the Roof of the World. The eastern part of the Tibetan
plateau, particularly the province of Kham that
adjoins China, suffered most from the forced
'liberation.' But the local Khampas had the reputation
of being the best and the most fearless soldiers in
Asia since centuries. Alexandra David-Neel, the famous
French explorer wrote in detail (and often with
admiration)
about the gentleman-brigands of Kham.

In the mid-50s, the Khampas organised themselves to
fight the Chinese occupiers. Under the name of 'Chushi
Gangdruk' (Four Rivers, Six Ranges) or 'National
Volunteer Defence Army' the horsemen of Kham inflicted
heavy casualties on the better-equipped Liberation
Army. In March 1959, a few hundred of them secretly
accompanied the Dalai Lama to safety in India.

Once the Tibetan leader was given asylum by Delhi, the
Tibetan soldiers were in a dilemma: should they stop
their activities against the Communist troops and
follow their religious leader to exile or continue the
struggle for the liberation of their motherland?

The decision was taken for them when, in late 1959,
several hundreds of them were secretly offered a very
special training. According to John Avedon, an
American journalist who investigated the Tibetan
secret war, selected Tibetan youth were first
assembled in Darjeeling. Avedon explains that a senior
official of the Chushi Gangdruk 'instructed the men
either to leave or to sign the paper, which, as a
recruitment form for the National Volunteer Defence
Army, bound them to obey to the death any order given
by a superior.' Forty-five years later, it still
remains difficult to follow their journey as they were
all under oath to not disclose their new activities
(in fact, it is only years later that they would learn
themselves their own itinerary).

>From Darjeeling, they were smuggled through the East
Pakistan border (now Bangladesh) with the connivance
of Pakistani authorities. After a long journey in a
sealed wagon and a car ride through East Pakistan,
they were taken to an airport. Finally they boarded a
small aircraft where, for the first time, they were
addressed by white men who offered them a very strange
blackish beverage. They would soon learn the name of
this strange drink, Coca-Cola.

After a stop over in Okinawa (they believed they were
in Taiwan), their journey continued. In the plane,
they received their first briefing and were given
strange sounding names such as Doug, Bob, Willy, Jack,
Rocky, Martin or Lee. Their suspicions were confirmed:
the United States of America had finally decided to
help the Tibetan cause and provide the necessary
training to help them free their country. After
Okinawa, they landed in a second island (Hawaii) and
then a city (San Francisco).

The next day they reached Camp Hale, a place located
100 km from Denver in Colorado that was used during
World War II for high-altitude combat training. There,
they received full commando training by the Central
Intelligence Agency.

When the 1962 war with China broke out, India felt
uncomfortable about the Tibetans being trained by the
CIA. Delhi was particularly disturbed by the fact that
it was organised with Pakistan knowledge. One week
before Beijing declared a ceasefire, Delhi decided to
act. On November 13, a clandestine Tibetan commando
group was raised. The Special Frontier Forces were
code-named 'Establishment 22' simply because their
first inspector general had been the commander of 22
Mountain Regiment during World War II. Today, they
still call themselves the '22s' (two-twos).

The force was put under the direct supervision of the
Intelligence Bureau, and later, the Research and
Analysis Wing, India's external intelligence agency.
The first task of this entirely Tibetan force was to
guard the Himalayan borders and eventually cross into
Tibet to gather intelligence on the Chinese forces.
Delhi had learned the hard way that China was not a
'bhai' (brother) and there was no short
cut to reliable intelligence input on the Chinese in
Tibet.

B N Mullick, Nehru's IB chief, was the main organiser
of the new regiment and Major General S S Uban of the
Indian Army, its first commander. Though aware of its
existence, the Tibetan administration in exile
dissociated itself from the venture. Violence was not
acceptable to solve the Tibetan issue. But the
commandos, trained by the CIA at Camp Yale, were the
ideal human resource for the Indian purpose. As for
the young Tibetans, they could finally dream of
fighting 'officially' along with the Indian troops
against the Communist forces and thus endeavour to
regain one day their freedom.

During the first years the Tibetans fulfilled their
assigned mission. But one day in 1971, they received a
message (conveyed through their Indian commander) from
Indira Gandhi: "We cannot compel you to fight a war
for us, but the fact is that General [A A K] Niazi
[Pakistani army commander in East Pakistan] is
treating the people of East Pakistan very badly. India
has to do something about it. In a way, it is similar
to the way the Chinese are treating the Tibetans in
Tibet, we are facing a similar situation. It would be
appreciated if you could help us fight the war for
liberating the people of Bangladesh.'

For the first time, the Tibetans agreed to get
involved in a war that was not theirs: perhaps they
saw this as the ideal preparation for their ultimate
goal.

I have written earlier about the SSF involvement in
the Bangladesh operations, The Phantoms of Chittagong.
After their outstanding participation in the
liberation of Bangladesh, Indira Gandhi became
enamoured with the SFF. It was soon nicknamed as
Indira Fauj.

But their role and actions have continued to be
shrouded in mystery. Whether they served on the
Siachen glacier or in counter-terrorism operations,
the Tibetan troops never spoke. It is rumoured that in
1977, an AN12 aircraft was on constant alert at a SFF
paratrooper base with instructions to fly the prime
minister to Mauritius if her life was threatened.
Whether it is true or not, very few can say!

By the early 1980s, the SFF's Special Group had become
the primary counter-terrorist force in India. It was
therefore logical that Indira Gandhi was tempted to
use the '22s' for flushing the militants out of the
Golden Temple complex. Unfortunately, the military
intelligence had very little clue to the extent of the
fortifications in and around the Akal Takht. Once
Operation Bluestar was decided, the SFF were flown
from their base in Uttar Pradesh and assigned the
impossible task to isolate Akal Takht and secure its
western flank by 1 am on June 6 while the 1
Para-Commandos were to manage a foothold in the Akal
Takht itself.

The Bharat Rakshak web site recounts that the SFF and
1 Para-Commandos were immediately bogged down by the
heavy fire from the Akal Takht: the Tibetans 'started
with 50 men, had already 17 casualties (three dead).
With midnight approaching, casualties mounting and the
objectives far from being achieved, the situation was
desperate.'

What was in these young Tibetans' minds at that
precise moment? Were they still dreaming of a free
Tibet or visualising the holy Tsuglakhang Temple in
Lhasa vandalised by a so-called Liberation Army?

At 2 am, as the situation had not improved, the army
had no other alternative but to call for the tanks. It
was done after the clearance was obtained from Delhi.
The rest is history.

During the following days, the '22s' continued to
participate in the mopping up operations and it is
said that one SFF officer, serving as President Zail
Singh's bodyguard when he visited the complex, was
wounded in the arm by a sniper. The militant was
immediately killed by other commandos.

When Indira Gandhi was gunned down by her own
bodyguards, Rajiv Gandhi remembered his mother's army
and for a couple of months, the SFF provided security
to the new prime minister. A year later, the National
Security Guard was created by an act of Parliament,
and which replaced the Tibetan commandos. But the
training and uniform of the NSG were modelled on the
SFF.

Such a strange destiny: 'Establishment 22', created to
defend the Indian border (and for the Tibetans to
liberate their country) was ultimately engaged in some
of the most traumatic assignments in the history
modern India. Not only did this have nothing to do
with Tibet but these men were unable to fulfil their
own ultimate life mission: Tibet's freedom.

As consolation, they perhaps believed that they were
repaying their debt to India who had given refuge to
their leader. This way, they have probably created a
good karma for themselves and for the future of their
country! Who knows!

Phantoms of Chittagong

Under the cover of the Mukti Bahini, Tibetans
infiltrated East Pakistan (soon to be Bangladesh) a
few weeks before the beginning of the war. They
conducted raids to destroy bridges and communication
lines deep inside Pakistan's eastern province. The
operation was so secret that most generals of the
Indian Army's Eastern Command in Calcutta did not know
about the activities of 3,000 Tibetans jawans
commanded by a Tibetan Dapon (the equivalent of a
brigadier of the Indian Army) who helped the Indian

Thanx for the information. Yes, i followed up on the
situation back home. It wasn`t rosy. The improtance of
this highway is clearly not lost on anyone(state and
centre). I have heard that the PWD is trying hard on
it.
I think GOVT of Himachal should hand over the road to
BRO( Border Road organisation) back from Rampur to
Kaurik. Right now they handle it somewhere around
Tapri. Those people have the necessary
manpower,expertise and infrastructure to properly
address these issues at war footing, its apart of
Ministry of Defense if people are wondering. So, the
central govt foots in the bill.  Remember, this road
used to fall under BRO but was given back to state
govt  sometime in early 80`s.

Without roads anyplace is as backward as you can
imagine. If i am not wrong, those roadblocked regions
right now would be seeing prices skyrocketing and
blackmarketing taking over. I sincerely hope that
those are under check. There is sufficient storage
facility in kinnaur to last for 2 to 3 months, so the
onus is on the local administration now. Common people
should not be made to pay for nature`s fury.

Satluj in its fury is unrepenting and those who have
seen the river would know what i am talking about.
Let`s hope that before the cash crops like apple and
other fruits start moving out, roads are ready unlike
2001 when crores worth of apples got rotten. The army
and navy did a splendid job back then though.

While the national limelight has been lost again from
the issue due to unprecedented damage in gujarat. I
sincerely hope that the central govt is chalking some
strategy to handle this issue. May be, build  a new
Hindustan Tibet road high up in the reaches. If you
people dont remeber, this used to be the case before
NH 22 opened up. The earlier road used to be from
Sarahan and ended up in sangla  if i am not wrong, it
was a narrow jeep road basically. This route is still
being used for trekking purpose and by shepherds,
gujjars alike. (Its very scenic as it moves along the
high passes)
Moreover Himachal govt needs a new Public relation
head too. This flooding made people believe that it
affected the whole of himachal which led to
cancellation of torusits during the peak season. All
this tourism and internal development is a sham if we
dont have a robust communication and transportation
line. Infrastucture development should be a priority
and the development shouldnt be restricted to some
pockets of himachal.

Hello every one.
Schemes of Chinese designs are being finally discussed
and coming up bit by bit. Is it a psychological
warfare? A defense preparedness by the chinese govt?
or just a plain fury of the nature?

So many questions and yet one answer. The agony of 5
districts of himachal pradesh. The govt should in
additon to sending normal paramedics, send some
psychologists/therapists(whicever is applicable) to
attend to people and help adjust with this impending
flooding trauma.

You people would like to read this article which
suggests the chinese are afterall not so innocent as
they claim like i always thought.

The fact is and you people know that ours is not a very cash rich
state.Resources are limited ( I can augment it) and needs are
unlimited.I am talking about roads,health facilities,higher
education,economic potential,job avenues other than Govt jobs(ehich
are minimal anyway),and exploiting the potential to fullest possible
means.

In that perspective i guess a postive start can be made with  you
guys.You can contribute by relating yourself to himachal.

Now how would you do that.That is a god question.Well i think and i
guess it is true infact that while most of you guys who have acess to
the global thinkpad , the net i mean and also have shown active
interest in joining the group .You can and i guess should contribute
positively to it.

How ...?

Well what you do in your daily life comes in handy here since most of
you are masters of your own destiny and you know best about it.There
fore you  you can share what you consider is worthwhile and also
brainstorm on what should be done and what could improve things.

Talking about our expatriates himachali i wonder if i am wrong but i
have even not heard of a strong expatriate himachali community  that
actively participate in himachali economy proactively.

Yeah i do agree that this is not the right forum may be for that
discussion and also nor our himachal Govt is engaged in asking you
people for help,direction(which i find weird) but stil i guess a lots
is desired.
