Background
=======
The aim of irrigation and drainage in this new century
is to ensure the sustainability of agricultural
activities particularly in achieving global food
security.
While the demand for food is dramatically increasing,
the per capita availability of land and water, very
critical requirements for food production, is
decreasing. Besides the decreasing area of available
land for cultivation, the potential of the existing
cultivated lands are jeopardized due to
desertification, waterlogging and salinity. Costly and
economically-challenging investments are needed to
enhance drainage and irigation systems. Consumptive
lifestyles are becoming more fashionable leading to
unnecessary and wasteful consumption are clearly
adding salt to the wound. On top of that,
unsustainable anthropogenic actions are polluting more
water resources, at times, to a point where their
treatment become economically unviable.
This scenario indeed calls for efficient and effective
water resource management especially at the basin
level. It requires, among others, increasing
withdrawals where potential exists, minimizing water
losses, reducing flood risks and enhancing human
capacity to deal with water and irrigation management
issues.
MANCO 12th aims at providing a channel for the
exchange of ideas amongst specialists from various
disciplines regarding social and economic issues on
water irrigation and drainage. In doing so, it
attempts to
- assess the current state of irrigation and drainage
especially in relation to national economic and
environmental conditions;
- discuss the current issues on sustainability of of
irrigation and drainage development.
- seek a new role of irrigation and drainage in
rising the level of employment and living standard in
rural areas.
