Abnet,

It's very good that you want to develop some model. There are n number of
options from which you can develop the model. The programming language options
is depends upon what type of daat you want to use & which format you want the
ouput.

Still using following options you can develop your model
1) Using ArcGIS or MapObject
2) Excel & AutoCAD
3) VB & Mapx
4) C/C++
