MANILA, Philippines - A tuba-tuba herbal plant downed 24 elementary
school pupils in Camiguin who ate it while cleaning a road where
President Gloria Macapagal Arroyo was to pass through last Wednesday.
Radio dzBB reported early Friday that the incident occurred in
Mambajao town in Camiguin, where the pupils aged 10 to 12 were
cleaning the three-kilometer road.
Initial reports reaching the local Office of the Civil Defense (OCD)
showed the children while cleaning the road picked up and ate the
herbal plant. They soon began to complain of dizziness, vomiting and
loose bowel movement, and were rushed to the Camiguin General Hospital.
At least 70 schoolchildren participated in the road clearing,
supposedly in time for a visit by President Arroyo, according to a
separate Sun.Star report.
Camiguin was to open its annual Lanzones Festival on Saturday with

Lucknow, Nov 4 (IANS) Five children were killed in Uttar Pradesh’s
Bijnore district after eating Jatropha seeds, mistaking them for
cashew nuts, an official said Tuesday.
‘The children, who were playing in the fields, probably mistook
Jatropha seeds for cashew nuts and ate them,’ chief medical officer
S.P. Singh told IANS on phone.
The incident took place in Mandwar village of Bjinore district, over
250 km from Lucknow.
‘The deaths have been reported in the past 24 hours from a private
hospital, where the children were admitted,’ Singh said.
According to officials, the children were admitted to the hospital
after they complained of severe abdominal pain, headache, dizziness
and vomiting.
Jatropha is an oilseed plant. Its seeds are not edible, but produce
oil that can substitute diesel.
Last week, nearly 20 children were hospitalised in Jalaun district
after eating Jatropha seeds.

India have planted Jatropha in campus. Now cases of Jatropha poisoning
are increasing at alarming rates. Research have shown that Jatropha
poison affects the mental status of affected children. It is really
surprising that why Dr.Kalam ignored this bare fact. You can say that
he is nuclear scientist then how he can know the poisonous Jatropha
and its harmful effects. You are right. Then why this nuclear
scientist crossed his boundaries and promoted exotic Jatropha without
knowing it. We all are seeing its bad effects on our people as well as

I have not seen Dr. Kalam visiting hospitals to see children. He is
responsible for it. I am searching him with questions? Please invite

: Diesel nahi ab khaadi se; diesel milega badi se (no more diesel from
the Gulf; get diesel from our own field)” " that was Chief Minister
Raman Singh’s slogan to promote bio-fuel in the state. He had also
announced that he would use only pure bio-fuel in his official vehicle.
Many Government agencies, NGOs and others joined the propaganda, and
huge funds were spent on planting 40 crore saplings of Jatropha
Curcus, locally known as ‘Ratanjyot’, on over 1.55 lakh hectares of
barren or fallow land during the last three years.
Even before these plants began bearing fruit, Singh stopped using
bio-fuel in his official car as he now travels in a bullet-proof
vehicle which, officials say, requires petrol or diesel.
As of now, no data about actual survival of saplings and production of
seeds is available. Many farmers, who planted Jatropha, are in a fix
as trees did not bear fruit at many places.
In tribal Kanker and Rajnandgaon districts, a large number of children
fell ill after consuming fruits of Jatropha last year, leading to
protests. However, the authorities called these ‘isolated incidents’
but imposed a ban on planting of Ratanjyot saplings near schools.
Problems persisted even at the places where Jatropha plants bore
fruits. Various departments, panchayat bodies and other agencies which
planted bio-fuel plants on government land in almost all the districts
are still waiting for guidelines regarding collection and sale of
Jatropha seeds and extraction of bio-fuel from it.
While the state’s bio-fuel programme has failed to achieve the desired
result, the state Government claims it could not be expedited without
the Central assistance, a national policy on bio-fuel and clear
instructions from the Ministry of Environment and Forests regarding
planting of Jatropha on degraded forest land.
“Till now, work under bio-fuel programme has been carried out from the
state’s funds and funds available under National Rural Employment
Guarantee Act (NREGA),” said S K Shukla, executive director, State
Bio-fuel Development Authority, adding steps such as providing
subsidies to farmers for taking up Jatropha plantation on barren land
could not be taken up at state-level for want of a national policy.
Shukla said the state had already signed MOUs with Indian Oil
Corporation and Hindustan Petroleum Corporation Limited for forming a
joint venture company with Chhattisgarh State Renewable Energy
Development Agency to start commercial production. “Efforts are being

Toxicological studies on ratanjyot oil.
The oil caused severe diarrhoea and gastro-intestinal inflammation.
The isolated toxic fraction, when applied to the skin of rabbits and
rats, produced a severely irritant reaction followed by necrosis; in
mice, this fraction had a dermally toxic and lethal effect. The oil
and the toxic fraction at 25 and 1 mg respectively in 10 ml saline
showed haemolytic activity, disrupting red blood cells. Detoxification
or complete removal of the potent toxins present in ratanjyot oil is
essential before its use in industrial applications or in human
medicine can be considered.

I am using search engines alerts for Jatropha related news. I
have noted that Jatropha related promotional news items are decreasing
at alarming rates. From last two days I have not received any alert.
Earlier there were tens of news items in every alert.
Another observation. Google results on Jatropha are decreasing. Few
moments back I searched 'Jatropha curcas' in Google. First result is
website showing invasiveness of Jatropha weed.

Generally speaking, transplanting a species from one part of the world
to another - either accidentally or on purpose - has, on occasion, had
some really negative consequences. A prime example is kudzu that was
moved from Asia to the southeast US beginning in the 1930’s to control

Please see this BBC Hindi news in which authorities in
Chhattisgarh claimed establishment of Jatropha diesel pump in the
state in April 2005. After more than 3 years, we know that not a
single fuel station selling Jatropha oil has been opened so far. This
news also mentions that many vehicles are running from Jatropha. Such
experiments are over now as no one is ready to take risk of engine
failure by using pure Jatropha oil. I humbly request the reporter to
write fresh article comparing old announcements and present situation.

village. Here is one more one sided sponsored (?) story (Instead of
writing for one side, I feel that balanced view is required by
reporters.).
In fact both Winrock and Jatropha are alien (exotic) to Chhattisgarh.
Without evaluating local resources like Pongamia they are promoting
this project as success story and investing much for publicity. This
is global trend to fool common people through such projects but
realities of projects are well known in Chhattisgarh by common people.

I have today published a consultation on slowing down the rate of increase of the renewable transport fuel obligation ( <http://en.wikipedia .org/wiki/ RTFO> RTFO) to 0.5 per cent per annum, taking the level to 5 per cent in 2013-14 rather than in 2010-11 as currently provided for in legislation.
Amid growing concerns about the potential indirect impacts of biofuels on food supplies and prices, on deforestation and on greenhouse gas emissions, the Government commissioned Professor Ed <http://en.wikipedia .org/wiki/ Professor_ Ed_Gallagher> Gallagher, chair of the Renewable Fuels <http://en.wikipedia .org/wiki/ Renewable_ Fuels_Agency> Agency, to lead a review of the latest evidence on biofuels. The review concluded that the Government should amend but not abandon their biofuel policy. The review also stated that by 2020 biofuels have the potential to deliver greenhouse gas savings of 338 to 371 million tonnes of carbon dioxide and that there is a strong need for further evidence and monitoring to determine the sustainability and wider impacts of biofuels. In short, the review concluded that there was a future for biofuels, but that the Government should adopt a cautious approach until the wider environmental and social impacts of biofuels could be understood.
The Government agree with the recommendations of the Gallagher review.
As well as consulting on slowing down the rate of increase of the
RTFO, we will also be consulting on the addition of two new eligible fuels under the scheme. We have asked for responses by 17 December.
In addition we continue to support the EU <http://en.wikipedia .org/wiki/ EU> target of 10 per cent renewable transport fuels by 2020, but will continue to argue that this target be subject to clear conditions, that the EU-level sustainability criteria address indirect, as well as direct, effects of biofuels and that the target is subject to rigorous review in light of the emerging evidence on the wider, indirect impacts of biofuels.
We are also continuing to engage with international partners and the scientific community to better understand how to define a good, sustainable biofuel; and are committed to ensuring that this gathering of evidence on the indirect impacts of biofuels is fed into the
ongoing debate across Europe and globally on how to encourage production of sustainable biofuels.

Europe's largest conference on biofuels was brought to a halt this morning when environmental activists invaded the main hall and accused the industry of
destroying rainforests, evicting communities, and increasing hunger and climate change around the world.
As six protesters from a group calling itself Action against Agrofuels climbed into the rafters of the main conference hall in Newark, Nottinghamshire, other activists at the European Biofuels Expo set off rape alarms inside the centre.
"It is unacceptable that the biofuels industry should hold a conference where it portrays itself as 'green'," said John Simmons , a protester, from the roof of the Newark building.
According to a recent World Bank report, 75% of recent global food price rises are attributable to the increasing use of biofuels for transport, which have taken over tens of millions of acres of land previously used to grow food.
"We are incensed that this trade show has been timed to coincide with UN world food day, given that 100 million extra people are going hungry this year
alone," said another activist.
Richard Price, the organiser of the conference, said: "They [the protesters] misunderstand what the event is. It's about using waste products to create energy. Most people here are using waste fuels. This is not to do with large-scale destruction of the forests.
"I have invited them to take part in the conference debates, but they have not yet replied."
The UK government, which is one of the sponsors of the conference, is committed to substituting 10% of all transport fuels with biofuels, but a major review of the target earlier this year exposed deep concerns about the social and environmental impact of growing the crops.
Yesterday the government announced a consultation into biofuels targets in the UK, but it did not include the option of scrapping them altogether.

interacted with natives. Many cases of Jatropha poisoning happened in border region. As result now many natives have started uprooting Jatropha. Senior natives are already aware of its harmful effects. In border I visited to Kansinghi village where Gond woman destroyed
Jatropha and now educating others to uproot it. I have posted the pictures of Kansinghi in previous mail.

Thanks a lot for your informative updates on Jatropha. Recently i got this news from organizations working in Nuapada district (which is bordering Chhatishgarh) that Jatropha is promoted in a big way in many parts of the district and that the district administration, mainly the DRDA is actively supporting a promotion campaign by a private company. The entire belt (Bolangir, Nuapada) is now threatened.
this is a great loss to the Biofuel coalition. but i respect your decision and trust that we shall be in touch through 'say no to jatropha group'

i am writing to all with a small request, As you all know that the
National Biofuel Policy has been announced and passed by the cabinet.
till date the text of the doc is not available with any of us on this
listserve. Shalini is trying to get the text. My request is we should
draft a letter to the Ministry of New and Renewable Energy, with a
copy to PMO, Ms. Sonia Gandhi etc reg this. I am pasting below a mail
in italics sent by shalini in which she flags some key aspects of the
policy based on the press release of the GOI,
No progress on copy of the text today, we keep at it this week; else I
see no harm in the Coalition already sending out a missive reiterating
the lack of transparency, while demanding once again for a disclosure
even including the Coalition's reactions to what WAS made public in
the GOI release which gives the salient features of the approved
policy, flagging from amongst the dozen points:
* Bio-diesel plantations on community / Government / forest waste
lands would be encouraged
* Sub-Committee under the Steering Committee would be led by the
Department of Biotechnology
* Major thrust to be given to Research, Development & Demonstration
with focus on plantations, processing and production technologies
including second generation cellulosic biofuels

The request is some one with considerable experience, information and
hands on work in the arena of Biofuel, like Viren, Debu or Pankaj or
anyone else could initiate a draft of the letter onto which the other
group members could add on and then the consolidated letter could be
sent to the people concerned.
