RedHat and Fedora are one same company. Difference is that Fedora comes without being QA'd and Redhat products are all properly industry tested,
 
Regarding RHCE, I being a RHCE myself, would recommend Netmax, sector 34.
It needs lots of dedication, hardwork and logical reasoning power. Exam is not difficult but time limit is less.
 
Lastly, about your configuration, install Redhat 8.0 or Redhat 7.3, they would run just fine on your configuration. We use same type of machines as enterprise firewall systems.
