I am trying to answer as close to what you need:

The Fedora Project is a Red Hat sponsored and community-supported open
source project. It is not a supported product of Red Hat, Inc. The goal is
to work with the Linux community to build a complete, general purpose
operating system exclusively from free software.
After Redhat9, Red Hat Inc found that its compromising with the retail
version of its product, so it divided the initiative for open source and
retail version. The Redhat floated the Fedora project for open source
community headed by its own steering committee and started concentrating on
Enterprise versions as retail product. The Redhat Inc doesn't support the
Fedora as they do for RHEL versions.

Well, I can't comment much on that since I never went for certification. I
once aspired for the same but at that time Linux wasn't lnown and the only
way I could hv done the certification was to do it from US. Now it never
fancies me. Anyways, during the recent interviews I took, I met few
knowledgeable persons, all from TechnoSchool (Eon Infotech), Sector 35.
Though they were freshers, but their knowlege of Linux was impressive.
Officially, Silicon Comnet and TechnoSchool (Eon Infotech) are authorized
training partners, for Redhat's training and certification program in
Chandigarh.

I used to have Redhat 5/6 on same kindda PC. Xwindows may work, though
erratic, if you have compatible vga board. You can also try various LiveCD
versions and see if any of them works. If you wish, you can collect Ubuntu
from me.
