The IAS and the IPS services are considered among the
crme-de-la-crme of the Indian bureaucratic arrangement. Despite all
kinds of socio-political changes, people belonging to these services
still have public respect and public faith towards them, though for
many reasons, a kind of visible erosion is being perceived and there
is a perception that the so-called Steel frame is no more of the same
sterling quality it used to be.
Yet there are persons whose acts and whose deeds make one think twice
before arriving at such a conclusion. The Gujarat incidents of 2002
threw up many such heroes whose tales of courage, conviction and
dedication towards service have made it into the folklores. One such
person is Mr RB Sreekumar, the then Additional Director General of
Police, heading the Intelligence Department in Gujarat during those
troubled times.
This is what Teesta Setalvad, the social activists said about Mr
Sreekumar during her acceptance speech  of the Nani A Palkhivala Civil
Liberties Award, 2006-
"But only one man has remained a stoic and principled dissenter until
today, refusing to cave in even as weeks lapsed into months and months
into years. This man that I dedicate today's honour to. His only
quality-- that many but his co-travellers have seen as a fault-- is
that he refused to sit by and let the mass crimes planned at the
highest level go unchallenged. He suffered for these acts by being
denied due promotion to the post of Director General of Police,
Gujarat, the highest post in his field that as a policeman and thrice
Presidential Award winner for bravery, he would and should aspire to.
Mr RB Sreekumar, Additional Director General of Police, the state of
Gujarat, I salute you."
While it is true that the person whose speech has been produced here
has earned lots of controversies in her enthralling and eventful
journey, having earned an equal number of admirers and detractors but
when she praises Mr Shreekumar in no uncertain words doesn't it fill
the hearts of all the fellow IPS officers with pride? If this is not
true valour and heroism, what else is?
He later compiled his experiences in a book named "The Diary of a
Helpless Man" where he termed the State government as "cruelly
communal" and its officers "sophisticated sycophants" but everyone
knows that there is not much bravery and valour in writing books after
retirement because the fear of persecution is much diluted. But what
makes Mr Shreekumar stand out in the crowd is the fact that he refused
to toe the line expected of him even during the service where he had
to undergo through a Departmental enquiry and finally got his
promotion only through the intervention of the Court. This 1971-cadre
officer and a person holding Post-graduate degrees in three subjects
got superceded in the aftermath of his depositions before the Nanavati
panel.
An Article in "The Hindu" dated Sunday, Mar 04, 2007 titled-
"Sreekumar retires from service, but not his battles" portrays the
turmoil he had to go through- "He, however, scored a victory of sorts
with the Central Administrative Tribunal (CAT) ruling in his favour
against the Government's "refusal" to grant him promotion. But the CAT
order came only a few hours before 1971-batch IPS officer ended his
innings in the State police cadre on February 28. Also, the order
could not be implemented as a related case is still pending in the
Supreme Court. His pension will not be cleared until the court order
is received." As per the report in Hindu, he was denied promotion on
the ground that a charge sheet against him, related to the period he
was SP in Kutch way back in 1987, was pending in court. The high court
later found the order illegal and reinstated him as DGP on May 3,
2008, with retrospective effect from February 23, 2005. He now lives
in Gandhinagar and is working actively for justice to the victims of
Gujarat genocide.
Our due regards to this brave officer of the Indian Police Service.

Another person who withstood his ground and emerged as hero for ever
was Mr Rahul Sharma, a 1992 batch IPS officer who was posted as
Superintendent of Police of Bhavnagar district about whom Mr
Shreekumar has written so high about in his book "The Diary of a
Helpless Man"  saying that he was the only other officer who stood to
himself in the affidavit before the Nanavati commission probing the
riots.
In Mr Sharma's district a mob was fired at killing four when it was
attacking an orphanage with 350 inmates in it. He dealt with the other
riotous elements with the same firmness and neutrality (almost with an
iron hand as is desired on such occasions) and thus Bhavnagar became
the first district in Gujarat where the rioters got so much
discouraged and frightened that they simply chickened out and the
riots got controlled with immediate effect
About Mr Rahul Sharma's contribution in the Gujarat riots, Vikram
Rautela of the Indian Express on Feb 08, 2009 titled- "IPS Rahul
Sharma expresses willingness to rejoin state police" , writes- "Sharma
had provided the Supreme Court-appointed Special Investigation Team
(SIT) with a set of two compact discs containing records of all mobile
phone calls made in and around Ahmedabad during the 2002 riots. He had
procured the call records from Cellforce and AT&T, which were
providing mobile phone service at that time." It was says- "During his
brief tenure as SP from February 27 to March 26, 2002, he had
successfully controlled rioting in the district. The Modi government,
however, shunted him to the low profile post of DCP in the Ahmedabad
police's control room on April 8, 2002. Less than a week after he got
the CDs in June 2002, Sharma was taken off the riot probe and sent to
group 11 SRP at Vav near Surat on July 6. The transfer was being
considered by some as a punishment posting for having ruffled several
feathers. On August 22, 2003, Sharma joined the CID (crime), and six
months later, he joined the CBI on February 17, 2004. "
In another Article  titled  "On hold for 7 yrs, probe picks up Gujarat
riot phone CDs " dated Feb 06, 2009 Vikram Rautela writes  "A set of
CDs containing mobile phone records of all calls made in Ahmedabad
during the 2002 Gujarat riots, ignored by at least one probe panel but
preserved by an IPS officer, is now helping the Supreme
Court-appointed Special Investigation Team in the reinvestigation of
the ten worst riot cases." Adding-  "The SIT has relied heavily on the
interpretation of the data in the CDs. "It took us almost six months
to analyse this huge data. It was on the basis of these findings that
we got a clear picture of who was where on February 28, 2002 and we
prepared questionnaires for the accused and suspects accordingly,"
said an SIT officer who did not wish to be identified."
Rautela further writes- "In October 2004, Sharma, appearing before the
Nanavati Commission, caused a stir when he took out copies of the CDs
from a bag and placed it before the panel. Shunted to Surat after the
riots, Sharma kept a copy of the CDs."
Here I would like to add that I belong to the same batch as Mr Rahul
Sharma and feel doubly proud to have been there with this brave person
for nearly two years at the National Police Academy, Hyderabad sharing
hours together. What makes Mr Sharma so very special in our eyes is
the fact that he is so unassuming and gentle-mannered that one would
tend to disbelieve that all the exploits being mentioned are really
his own. How could a person who can hardly harm a fly get transformed
into one in whose district the riots were quelled and crushed in the
most effective manner, going to the extent of being ruthless almost in
the copybook style?  He is very decent in his words and speech, very
cool and helping and very much a friend's friend. Yet when it comes to
his obligations towards his duty and his commitment to his job, he
gets the Arjun's eyes leaving everything else other than the work
assigned. This is our Rahul Sharma. He is now going back to the
Gujarat cadre from the CBI where we all know that he would continue
doing his good work.

I went thru a slightly old India Today Article  (dated March 12, 2007)
titled "Indian Part-time Service" by Sri Sanjay Kumar Jha which began
with the following- "Shunted postings are prompting IPS officers to
channelise their energy and expertise in the areas of their interest.
Some are writing books, some are engaged in NGO activities, while
others have turned playback singers."
The Article mentions the name of 5 IPS officers of Bihar Cadre viz.,
Sri Manoje Nath, Arvind Pandey, Gupteshwar Pandey, Abhayanand and Ajay
Kumar Verma.
In the beginning I would like to state that the word "shunted" did
amuse me. We so often use this word for describing officers who are
placed in positions of so-called less socio-political relevance, where
their role and contribution to the mainstream gets naturally
diminished. But why the word "shunted". As per the Oxford dictionary
and Thesaurus, shunt (as a verb) means to diverge or cause (a train)
to be diverted to another track and as a Noun means the act or an
instance of shunting on to a siding.
Thus each one of these officers are like those trains who have been
moved or diverted to some other track from the regular one on which
they were supposed to be kept. At least this is what would emerge from
the dictionary meaning of the word.
Of these 5 IPS officers, I would specially mention Sri Ajay Kumar
Verma who has been facing so-called hardships for years because of his
iconoclastic views and non-conforming nature.
Of the various facts that I came to know about this 1985 batch IPS
officer are-
1. Mr Verma is considered to be an upright officer and thus has to
undergo the jitters of being posted at a `low profile' place.
2. As SP (Vigilance) he made it to the headlines when he unearthed a
scam regarding the appointment of lecturers.
3. In another case, criminal cognizance was taken against five top IAS
officials on Mr Verma's investigation.
4. Mr Verma was not paid his salary for four years at a stretch,
starting from June 1, 1998 to March 2002  for some such reasons which
he fought successfully in the Court..
5. Mr Verma have demanded for a "Property Declaration Act" to be
introduced. Under the demand they want all officers who are legible to
move on election duty should declare their assets in public, along the
same lines as politicians.
6. Presently Mr Verma is again fighting for a cause. He is ready to
challenge the Bihar police act 2007 saying it "bad in law and not
sustainable, as it is an attempt to overstep the SC order",

Thus here we have a person who has been facing all odds with great
aplomb and has been treading his own path completely away from all
kinds of allurements.
One can very well say that there are very few of his kind.

In the same India Today Article by Sri Sanjay Kumar Jha, there was
also a reference to Sri Manoje Nath. It said- "Manoje Nath, a
1973-batch IPS officer posted as the commissioner, civil defence, in
Patna has the reputation of being fiercely independent, honest and
upright. The Patna High Court has assigned him tasks on many
occasions. In the famous Ms Shikha Gupta case relating to corruption
in education, Nath's report led to the prosecution of four
vice-chancellors and even a retired High Court judge, who had served
as the VC of Magadh University. His report on the state of higher
education in Bihar is as much a detailed expose of the "academic
underworld" as it is a work of literary merit. Nath has not restrained
himself to writing just inquiry reports. A prolific writer, he has
written on subjects ranging from science fiction to globalisation. His
series of humourous articles "Gulliver in Patiliputra" and "Modest
Proposals" in local newspapers have been very popular."
But what is hurting is the fact that the same Sri Manoje Nath had to
pass thru the trouble from an anonymous letter which leveled
allegations ranging from amassing of wealth to sexual abuse against
some top IPS officers in Bihar, including him and DG (Police Building)
Sri Anand Shankar. A private TV channel had in its news telecast on
December 1 shown the copy of the complaints highlighting these
allegations and claimed that Chief Minister Sri Nitish Kumar had
ordered an inquiry into these allegations.
While most of others would have felt crestfallen and would have turned
defensive and jittery, Sri Manoje Nath immediately rose to the
occasion to do the needful by  writing a letter to the Chief Secretary
seeking an impartial inquiry into how they reached the TV channel,
dubbing the letter as stage-managed. Interestingly, what happened
later was that the original copy of the "pseudonymous complaint" got
disappeared from the files in the State Home Department, prompting the
authorities to lodge an FIR in this connection and every one concerned
denying having ordered any kind of enquiry in this anonymous complaint.
This is how one has to pay the price for being honest and upright. And
this is what one would like to call real courage and grit.

We completely agree with your emotions that a young, bright and happy life having got nipped in the bud just because of being uncomfortable with a language which certainly is not our mother tongue is an incidence that we must take with utmost sincerity. It is really worrisome and troubling.
At the same time, the solution to this scenario is not only to learn English but more importantly to see to it that such adverse and discriminatory situations are removed from our general educational and job-related scenario. This is not only arbitrary but also painful and servile, other than being so inhuman to have taken a young and frothing life.

FBI woman sexually harassed me: 26/11 accused (The Times of India - 9
Feb 2009)

MUMBAI: The probe into the November 26 Mumbai terror attack took an
unusual twist with one of the accused, Faheem Ansari, levelling sexual
harassment allegations against a woman officer of America's Federal
Bureau of Investigation. An FBI team is conduction an independent
probe into the attacks.
Faheem has moved the court with his lawyer Ejaz Naqvi filing an
application before an Additional Chief Metropolitan Magistrate
alleging that a woman FBI officer, who had interrogated the accused,
had "sexually harrassed him all through the night."
The court issued a notice on Monday to the city police's crime branch
and directed it to file their reply to the application by February 26.
The application also made a plea for Faheem to be sent for medical
check-up as he has developed "itches and wounds in his private parts
and all over his body".
"Faheem had been interrogated by three FBI officers out of which one
of them, a woman officer, had sexually abused him," Naqvi told the court.
Faheem and his associate Sabauddin Ahmed, are in the custody of the
Crime Branch till February 17. The Crime Branch is investigating
whether the duo was responsible for providing data regarding locations
targeted by terrorists during the November 26 attacks.
Faheem and Sabauddin were arrested last year in connection with the
2007 New Year eve attack on a CRPF camp in Rampur in Uttar Pradesh.

We all know that Saji Mohan, the 1995 batch IPS officer from Jammu and
Kashmir cadre who recently had been the deputy director in Enforcement
Directorate's Kochi unit and who had served as NCB's zonal director in
Chandigarh for two years (2007-08) and under whom several seizures of
heroin were made in the region has been recently arrested by the
Mumbai ATS. This has been the first instance of a senior IPS officer
being arrested in a crime of the magnitude of drug trafficking. The
investigation is under progress and newer facts might emerge.
A question that might be of interest is how Saji has so far been
presented in the media before and after this incidence.
Here I present a few references concerning Saji as found in the media
after and before his arrest.

"Saji Mohan, the senior IPS officer who was arrested in Mumbai on the
charge of selling heroin, had ironically carved for himself an image
of a anti-narcotics crusader who had exposed alleged police-drug mafia
nexus in Chandigarh. "
"In July last, the Narcotics Control Bureau (NCB) zonal office headed
by him had come out with discloures about several Chandigarh police
personnel being allegedly involved in drug peddling. The NCB had said
many policemen had deep links with the drug cartel and that illegal
drug trade was being carried out in connivance with the police in the
region. Subsequently, Chandigarh police had suspended five of its
personnel suspected to be involved in a drug racket. The action was
taken on the basis of a report submitted by the NCB of which Mohan was
then the Zonal Director. "

policemen, Chandigarh's Inspector General of Police S K Jain said, "We
will take the new development (Mohan's arrest) into account".
"During his stint in Chandigarh, Mohan had initiated a number of

towns of Panchkula and Mohali) in which he involved the area police
and many educational institutes."

(NCB), Chandigarh. Enforcement agencies find it hard to net the "big
fish" running the cross-border narcotic syndicates. "Mostly smalltime
carriers and peddlers are arrested," adds Saji. "

"NCB seizes cocaine, charas worth Rs 1.5 cr  ( 15 August 2008)
Narcotics Control Bureau (NCB), Chandigarh Zonal Unit today seized 110
grams of Cocaine and 5 Kg of Charas, worth about Rs 1.5 crores in the
international market, from two persons at the roundabout of Sector 39
here today, while they were traveling in a black Scorpio.
Dr. Saji Mohan, Zonal Director, NCB, said that on interrogation,
Suresh revealed that he was a drug peddler since last eight years, and
have been selling Cocaine and Charas to addicts and club-goers in the
party circuit, majority of them hailing from affluent families."

that Sir Paul Stephenson, the newly confirmed of the London
Metropolitan Police gave to "The Mail" (UK). I hope going thru this
will give all of us some idea about how similar and different the
police and policing in India and UK are.

Brief Career-
Sir Paul joined Lancashire Constabulary in 1975 and was appointed to
the rank of superintendent in February 1988.  He was later appointed
Assistant Chief Constable of Merseyside Police in October 1994. In May
1999 he was appointed Deputy Chief Constable of Lancashire
Constabulary. Three years later he was promoted to Chief Constable of
Lancashire, and he caught the eye of the Prime Minister of the time,
Tony Blair, after dramatic improvements in his force's performance.
In March 2005, Sir Paul was appointed Deputy Commissioner of the Met,
taking a largely behind-the-scenes - his critics would say anonymous -
role in charge of strategy, organisational performance and diversity.
On December 1 last year Sir Paul became the Acting Commissioner of the
Metropolitan Police after the dramatic resignation of Sir Ian Blair.

Sir Ian's resignation-
Sir Ian was forced to step down in October on the day the Daily Mail
revealed he had used public funds to pay a close friend a five-figure
sum for an image makeover.

Police vs Politics in UK-
Sir Paul's reputation was somewhat tarnished after the Met was
embroiled in controversy over the arrest of Tory MP Damian Green. The
backlash over the Yard's decision to detain Mr Green, the Tory
immigration spokesman - and hold him for nine hours while counter
terrorism officers staged raids on his home and House of Commons
office - threatened to derail the appointment.
The saga also exposed the Met's leadership to a fresh wave of
criticism that it was too close to the Government.  The raid was
authorised by Sir Paul, who had effectively taken over from Sir Ian,
following a briefing by the Yard's anti-terror chief Bob Quick.

'I want to be a police leader who people will follow out of more than

He said: 'Right at the top of our priorities continues to be
protecting London from terrorism and continuing our national role in
the wider counter-terrorism effort. 'That cannot slip down the list.
It stands right at the top of priorities. 'Knife crime and kids
murdering young people is up there with it, it is a huge priority here
in London.

Dr. Jayakanta Mishra passes away on 3rd february 2009 at 7 pm .He was 87,
the detailed news with rare photographs can be seen at the below link,
 
 
Dr. Mishra was born in 1922 and besides two volumes of Maithili English dictionary wrote history of maithili literature, folk literature of mithila and brought critical editions of Kirtaniya Dramas.
The two volumes of Dictionary by Jayakanta Mishra included maithili words in mithilakshara and in phonetic english- and had been a source of inspiration for future generation lexicographers.Based on Videha database 16 volume Maithili-English dictionary by Gajendra Thakur, Nagendra Kumar Jha and Panjikar Vidyanand Jha includes Words and meanings both in International phonetic roman and mithilakshara, the ist volume is being brought out this month. The series would be dedicated to Deenbandhu Jha, Jaykanta Mishra and Govind Jha.
 
Dr. Jayakanta mishra would always remain in our hearts.
