Regarding the Recruitment and Absorption Policy of the Central
Government -
Regarding the Request for grant of urgent Permission by the O/o The
Controller General of Accounts, Ministry of Finance, Department of
Expenditure, Lok Nayak Bhawan,Khan Market New Delhi for Absorption of
Lower Division Clerks (existing scale) and Accountants in the Pay Scale
of Rs.4500-700, who have Joined on Deputation Basis in the
Departmentalised Accounting Organisations ( i.e Pay and Accounts
Offices) in the various Central Government Ministries, under the
Administrative Control of O/o The Controller General of Accounts,
Department of Expenditure, Ministry of Finance, Lok Nayak Bhawan, Khan
Market New Delhi.
Respected Sir,
I wish to humbly submit, that government officials were
recruited on Deputation Basis to the Posts of LDCs and Accountants in
the Pay Scale of Rs.3050-6500 and Rs.4500-7000 respectively in the
various Central Government Ministries of the Departmentalised Accounting
Organisations (i.e. Pay and Accounts Offices), under the Administrative
Control of O/o The Controller General of Accounts, Ministry of Finance,
Department of Expenditure, Lok Nayak Bhawan, Khan Market, New Delhi.
This recruitment of LDCs/Accountants on deputation basis was
being done to fill-up the vacant posts of Accountants, lying vacant in
various Pay and Accounts Offices of the Central Government Ministries
due to shortage of Staff in these offices, as no fresh recruitment of
Accountants is being done from the Staff Selection Commissions or
elsewhere.
The Controller General of Accounts vide their Office Memorandum
No.A.11020 /1/2002 /MF.CGA(A) /239, dated.14-03-2006 has been very kind
to have agreed to the Absorption of willing Deputationist`s in PUBLIC
INTEREST in the grade of LDC and Accountants, posted in various Pay and
Accounts Offices of the Central Government Ministries due to shortage of
Staff in these offices. This has been done in order to tide over the
crisis and as per provisions of CCAS Gr.C Recruitment Rules 2000, they
have been able to summon the services of deputationists from other
accounting organizations, other government departments, etc.
These officials have come on Deputation to the various Pay and Accounts
Office set-up, as they have no further promotional opportunities in
their parent departments/Offices and have to undergo long periods of
stagnations in their posts during the course of their Government service
,with no further promotional avenues in their respective departments.
However, so far no action has been taken by the O/o The Controller
General of Accounts, Department of Expenditure, Ministry of Finance, Lok
Nayak Bhawan,Khan Market New Delhi, even after more than one and a half
year has passed w.e.f. April/May-2006 onwards till date, to complete the
process of granting final absorption to willing officials, who have
opted for their final absorption.
In the meantime the Parent offices, after grant of "NO
OBJECTION CERTIFICATES", have started filling up the vacant posts in
their respective parent offices. They have started threatening these
officials, that the post in their parent department would be abolished
if they are not immediately repatriated back. In some cases, the
borrowing department has already issued relieving orders, even though
the officials on deputation have submitted their willingness and the
requisite "No Objection Certificates" for absorption issued by
their parent department. The parent departments are not granting time to
these officials to continue on deputation till the final absorption
takes place. This situation has put these officials in a state of
dilemma and total uncertainty. Time is running out for them. If urgent
action is not taken at this stage, many of the deputationists would be
forced to return back to their parent office with no useful result. No
promotions would be granted to them for many more years in their parent
departments, resulting in lot of frustrations in their official careers.
In this connection, I have already written numerous letters to :-
1. The Hon`ble Prime Minister of India,
2. The Hon`ble Finance Minister of India.
3. The Cabinet Secretary, Govt. of India, Rashtrapati Bhawan, New
Delhi..
4. The Secretary, Ministry of Finance, Govt. of India, North Block,
New Delhi.
5. The Secretary, Deptt. of Expenditure, Ministry of Finance, Govt
of India, North Block, New Delhi.
6. The Controller General of Accounts, Department of Expenditure,
Ministry of Finance, Lok Nayak Bhawan, Khan Market New Delhi,
and to many other higher leaders of Members of Parliament of Lok Sabha
and Rajya Sabha for urgent action in the matter. However, so far I have
not been able to get a single acknowledge from these Hon`ble people.
The "VOICE" of an ordinary citizen of India is not heard by this
present Hon`ble Central Government.
In view of the circumstances, I wish to submit, that through your
good offices, the matter may kindly be taken-up urgently at the highest
level in the Central Government (as per full details given below) for
showing kind and sympathetic consideration for permanently allowing, the
absorption of these officials on Deputation basis as LDC`s /Accountants
urgently, in the various Pay and Accounts Offices of Central Government
Ministries, under the Administrative Control of the O/o The Controller
General of Accounts, Department of Expenditure, Ministry of Finance, Lok
Nayak Bhawan, Khan Market New Delhi, which is a ray of hope for their
service careers to rise.

is over and all the willing officials are awaiting word from the O/o The
Controller General of Accounts, Ministry of Finance, Department of
Expenditure, Lok Nayak Bhawan, Khan Market New Delhi in the matter.
Time is running out for them. If urgent action is not taken at this
stage, many of the deputationists would be forced to return back to
their parent office with no useful result.
These officials have come on Deputation to the various Pay and

In many cases, an LDC recruited through the Staff Selection
Commission has to remain in the same post for a long period of nearly 14
to 16 years of his regular government service, only getting the benefit
of ACP under the Assured Career Progression Scheme for Central
Government Employees introduced by the Government of India on the
recommendations of the Fifth Pay Commission to deal with the problem of
stagnation and hardship faced by the employees due to lack of adequate
regular promotional avenues. Even after getting the benefit of ACP, no
promotions would be granted to them for many more years, resulting in
lot of frustrations in their official careers.
In view of the circumstances, I humbly submit, that through your
good offices, the matter may kindly be taken-up urgently at the highest
level in the Central Government for showing kind and sympathetic
consideration for permanently allowing, the absorption of these
officials on Deputation as LDc`s/Accountants urgently, in the various
Pay and Accounts Offices of Central Government Ministries, under the
Administrative Control of the O/o The Controller General of Accounts,
Ministry of Finance, Department of Expenditure, Lok Nayak Bhawan, Khan
Market New Delhi, which is a ray of hope for their service careers to
