direct way, through their mobile. Our technology works as follows:
1) The party leader or candidate records a 30 – 45 seconds message on our
service platform.
2) Simultaneous calls are then generated though our platform to mobile phone
owners (across all mobile phone services) announcing that the party leader/
candidate has a personal message for the call receiver.
3) If the mobile phone subscriber (owner) disconnects the call; automatically a
text message is generated by our service platform that a voice message awaits
them from a specific party leader/ candidate and that they can listen to this
message anytime.
4) When the mobile phone owner calls the Candidate's number; he/ she can listen
to the message of the party leader/ candidate; in any one of the three language
choices.(Local, Hindi, English).
5) NOW COMES THE INTERESTING PART: The mobile phone subscriber (owner) can leave
his/ her reaction to the message from the party leader either by pressing a
pre-specified key(s) for `Yes' or' No'; and more than that; the mobile
subscriber can also leave a 30 seconds voice message for the party leader/
candidate.
6) This voice message from the mobile owner is recorded on our service platform
& all recorded voice messages from the mobile owners are copied onto a CD and
handed to the party leader/ candidate for their study and further action.
Important points to note:
- The message is sent to mobile owner across all mobile networks.
- The text message is sent either in English or Devnagri. English is a preferred
language since all mobiles are not programmed to receive Devnagri fonts.
- Party Leader can specify the mobile network circle or entire state where he
wants the message to be broadcast to all potential voters.
- Message can also be broadcast within specific constituency; however this will
cost extra due to added resources needed to pin-point mobile owners in a
specific constituency.

Part 1) Outbound Voice call & text (SMS) message:

02 lacs to 20 lacs calls (phone and SMS, each): Rs 3.00 each.
20 lac to 50 lac calls (phone and SMS, each): Rs 2.80 each.
50 lac to 100 lac calls (phone and SMS, each): Rs 2.70 each.
Above 100 lac calls (phone and SMS, each): Rs 2.60 each.

Part 2) Voice message listen feature

Complete setup with servers, software, telecom connectivity, 24X7 supervision,
customer service and Party Leader/ candidate's voice recording, IVR, related
technology:
Rs: 15,00,000 (RS. Fifteen Lacs); for entire state campaign.
This cost is based on Outbound broadcast of 03 crore voice SMS out-bound and a
expected feed-back of maximum 5% (15 lakh responses)via SMS & voice mail from
the voters to the Party Leader/ Candidate.

CALL STRUCTURING:

- For a fully effective campaign over a (1) month period; there should be SMS
"broadcasts" at least 2 times a week to minimum 5 – 10 lac mobile owners
(Voters) per broadcast.
- Total broadcasts from March 30 till Election day(s) should be 8 – 10 over the
complete election campaign schedule.
- All Voice message listen feature calls that the Voters make will be recorded
and the report will be submitted to Party / Candidate on CD.
