A Practical Alternative : New Cosmic System for Human Governance

to Achieve Harmony, Peace and Prosperity



Development of Human Civilization during past 2000 years is mainly
attributed to the fact that human intellect has continuously been
perfecting its ways of destroying and exploiting Nature, Cosmic
System and organic life on the planet.

Thus, the past era of 2000 years shall be known as an era of
unrestricted consumerism, massive material exploitations by
capitalist forces, amassing of huge wealth by few and an era of
inheritance of property and estates through bloodlines.

With the gradual evolution of human skills, intellect and
development of science and technology, the veil of human ignorance
of past thousands of years is fast disappearing and we notice a
speeding emergence and evolution of collective Human wisdom and
visions.

Industrialists, Plutocrats, Billionaires, Scientists, Scholars,
Leading Thinkers and Intellectuals, touching the climax of present
day material developments, have arrived at the conclusion that this
exploitative Consumerism and self centered massive development has
been achieved at the cost of excessive exploitation of Nature. They
have begun to realize that Human Race is recklessly cutting its own
roots and damaging the environment and nature in similar manner as a
man sitting on a tree cuts the very branch that supports him and
this may lead to total extinction of human race from the canvas of
the Cosmos.

A thought has started emerging and becoming noticeable in the
collective human wisdom and masses now understand well that in spite
of having achieved unimaginable height in area of science and
technology, physical and material developments, hoarding of assets
and wealth in trillions, Human Race is still condemned to living a
horrible life in a hell where threat of its total destruction and a
complete annihilation is looming large. A horrible, lame and
inhumane, evil and insensitive world surrounds our human society. It
is to this Capitalist and Exploitative system of consumerism, that
exposes a naked dance of a rampant increase in envy and hatred,
unethical codes of life, tortures, immorality, injustice and terror,
an environment of great insecurity, slavery, fear and extreme
poverty that has crippled human society beyond any hope of recovery.





Our past experience of 2000 years brings home the fact that a `Self
centered System' is dangerous and destructive to the interests of
human society and is against Nature and its Environment. This is
presenting a spectacle that is not at all reassuring for human race
on earth.

A positive and constructive thought and awareness has started
emerging among general masses that an Alternative Governance system,
that could re-create the balance between Man and Environment and
based on providing Support instead of exploitation, is the dire need
for the people of this planet. It is only then that the human race
and Nature can Co-exist in safety, security, fearlessness, justice,
good governance, co-operation, unity, equality and togetherness.
Blooming of talents, creativity and holistic developments can only
be possible under such conditions. Human society and the masses have
started expecting and demanding a NEW SYSTEM OF GOVERNANCE which
could deliver harmony, peace, prosperity and happiness of heavens.


Until now the concept of Self Centered Material Development has been
pushed by keeping Nature at the service of Man. But grave
consequences, threats and horrible repercussions from prevailing era
of consumerism and massive material exploitations, are now
compelling humanity to establish and develop a `System' where we
keep `Nature and Creation' in the Center to establish harmony,
balance and co-operation between the Man and his Environment.


Cosmic System is a system of DUTY, RESPONSIBILITY and ACCOUNTABILITY
that keeps Nature and the Cosmos at the focus instead of self
centric greed of an individual. Whereas, most of the Countries in
the world have adopted Exploitative Constitutions based on "UN
Charter of Human Rights" and are Human Rights Oriented. IN ORDER TO
ESTABLISH AN EFFECTIVE AND PRACTICAL CONTROL OF SOVERIEGN GLOBAL
POPULACE, ON THE LINES OF COSMIC SYSTEM, A GLOBAL ACCOUNTABILITY
MANDATE OF DUTIES AND RESPONSIBILITIES FOR THE GOVERNMENTS AND
GOVERNING BODIES HAS BECOME A DIRE NEED OF OUR PRESENT TIMES.

Our "Fundamental Human Rights based constitutions" do not have
provision of accountability, checks and balances for rulers and
governing bodies. We keep the fulfillment of Human Greed and
unrestricted ambitions in focus and accordingly, frame our laws to
suit the whims and fancies of elite class. Perpetual attempt is made
to make Nature `subservient to human greed and remain attending to
human dictates like a slave servant. Our present day parameters and
yardsticks are created keeping in view Man as Master Consumer and
Nature and Environment as Slave and object consumed.



PREAMBLE OF THE NEW SYSTEM

Today we need an Alternative System of Governance that will divest
the State from Political parties and plug once and for all the
economic exploitation of society. The new System will handover the
actual control of Political and Economic Powers to be entirely
controlled by Local people and will declare Water, Ponds, Lakes,
Rivers, Forests, Land and Environment as Life and Property of local
populace who would control and govern these themselves. For this to
happen, we shall have to gradually limit, and eventually do away
with the Laws of Inheritance. Mandatory provision of monthly Social
Security Allowance to each and every member of society has now
become a necessity.

The new System will declare the violation and or exploitation of
the ` Laws of Nature and Environment ` as Crime against life and
property of human populace and against Female sex, Children,
Disabled and Wild life as cruelty and crime against Humanity which
shall mean Treason.


1. Mandatory Ethical Codes of Conduct for Public
representatives and Public servants
i.e. "Servers"

(i) DUTIES: Explanation of duties by the Servers towards
humanity, society and an individual.

(ii) RESPONSIBILITIES: Explanation of responsibilities of Servers.

(iii) ACCOUNTABILITY: Setting up the Benchmarks of the SERVERS to
measure and authenticate the Duties and Responsibilities of the
Servers towards an individual and society.


2. Conceptual Transformation of Attitudes of Servers by
Education and Training

(i) Binding Servers to discharge their duties and
responsibilities with dedication towards citizen – in
accordance with the Cosmic Laws and standards like parents and
guardians.

(ii) Rights can only be earned by performance of Duties and
Responsibilities. In Nature the Rights are a yield of the duty
performed. Rights have no existence of their own and as such Rights
cannot be fundamental. There is existence of only Action and hence
Action or duty is fundamental and resultant product of this could be
a Right.


3. Process of providing JUSTICE


(i) Laws be framed to keep in focus the mandatory discharge of
duties and responsibilities.

(ii) `Fulfillment and Discharge of Duties and Responsibilities
should be the parameters and authenticity of the Law.

(iii) Right is a `Earned' by product of Action and Duty performed.
Because Right has to be `Earned, `it cannot be fundamental.

• Existence and creation of National Economic Infrastructure
and Governance is a Collective contribution of the people.
Therefore, Net Profits of Agriculture and Industry is National
Income and every member of society has equal share in the National
Net Profits and thus is entitled to share this National Income.

 The concept of Personal Assets shall have to be condemned.
Upper limit of Richness and Affluence shall have to be
drawn to eliminate the line of poverty.

 Right of inheritance shall have to be be curtailed
drastically and limits drawn.

 Every member of society should be provided with a FIXED
social security Allowance every month from the National Profit
or Asset Funds.

5.
Defense Forces, Arms, Terrorism and War
Machinery that upholds borders and barriers
will be declared as Anti- social and
Inhumane to develop and strengthen
Harmony, Peace and Prosperity among the human race
globally.



Duty neither attacks other cultures and societies nor does it
violate any religion. One, who is duty-bound, would not infringe the
Right of others nor would misuse one's own Earned Rights. Duty shuns
exploitation, Torture, Terrorism and Injustice. Only Duty and
Accountability makes one worthy and capable to Lead.


Cosmic Dutycracy

Some Examples from Indian Experience – A Background


1. In 18th Feb 1786, a prominent leader, Mr Burke of Great
Britain, moved an impeachment motion and proved it in British
Parliament on the then Governor General of India Lord Warren
Hastings who was accused and found guilty of destroying an Indian
system of Participatory Governance that was distilled through ages.
Warren Hastings after being proved guilty of the grave crimes
committed against Indian people, was stripped of all of his titles,
his ill-gotten wealth in India was confiscated and he spent his
rest of life as a pauper and died as a beggar.


2. Sir Charles Metcalf as Governor General of India informed
his British Lords in 1830 - of an incredible Indian system of
governance which he named as "Village Republic System of India". He
advocated and emphasized that this system of governance should be
maintained at any cost and should not be allowed to be discarded and
destroyed.

3. Sir AO Humes surveyed India from 1858 to 1860. A part of his
survey report can still be reviewed which is available in all
Districts in India as Gazetteer. Report that ran in thousands of
pages was summed up by him in 1860 as this:-

" Even today there exists a society in India, founded on the
principles of natural cooperation which is self-sustaining with
voluntary services at its core, maintaining itself mutually in
spirit of co- operative sharing. This society does not have
permanent voluntary social service organizations. Service is a
natural component clearly woven within the fabric of culture
here." `As long as such society would exist in India, it
would be impossible to enslave its people.' Sir A.O Hume's
survey report confirms that such essence of Indian culture is
widely prevalent and deeply entrenched in our society even
today.


4. To dismantle and destroy the fabric of Indian culture, the
British Rule enacted two laws - (i) Charitable Societies
registration act 1860 and (ii) Council Entry Act 1861.


5. According to the Declaration of more than a billion people
our aim is to establish a Transparent and People Participatory
Democracy in India which may be called as `COSMIC DUTYCRACY'.


Economic Freedom : A Real Change in our Earth Systems

Foundation of Dutycracy: Its Relevance in pro-people Economy


As we cannot image Nature without its life supporting five basic
elements i.e., Fire, Earth, Air, Water and Ether, in similar way, we
cannot formulate any concept about the Creation, Culture,
Civilization, Social and Political systems without their relevance
to the Duties- Ethics of Actions and Responsibilities. Right of
inheritance and Consumerism are those shackles of human society that
have destroyed the very fabric of Natural System and made us turn
our backs from the ethics of Duties by pushing us deep into the
tormenting fires of Capitalism.


Constitutions and codes of Ethics


The main cause of our sorrows is a deterioration of the Value
Systems and expansion of our desires. To attain happiness, we shall
have to limit our needs and strengthen the value systems in our
lives.


• Our Religious Scriptures tell us that unrestrained desires
and human greed is the reason for all our sorrows and ills, whereas
abundance of goods and services is an important pre-condition for
economic expansion and Development.


• Religious Ethics inspire us to perform our duties and make
us Answerable and Responsible, whereas political constitutions are
based on fundamental rights without any bindings on the Accountable
performance of political Duties.


• As such, family, society, Government, Economic System and
creation of wealth are governed by entirely opposite standards and
apply different yardsticks. Violation of Right based Constitution
system makes us criminal in the eyes of the State. We are
collectively violating Primal Natural Laws at Nation level under our
Constitutions and as such committing a crime against Cosmic Laws.



Modern Civilization: Dimensions of our Present Chaotic System


Recent Global Agenda for Developments is inspired and extracted from
whatever is considered suitable by the Consumerists, Capitalists
western Powers. Intellectual class is recruited by them according to
their capability, to implement this Global Agenda. Contrary to the
interests of all other nations, the Consumerist powers have lined up
and hired capable sections in poorer countries to register their
planned Victory over the others.

Reviewing our Priorities


No amount of character building can help us improve our systems.
Only by change in our SYSTEM, we can bring improvement in our
character and work culture.

At individual level, in context of a family, performing our duties,
of `sharing' and `giving' is our work culture and forms the basis of
our joys and happiness. As such, we nearly 7 billion Earth citizens
are performing our duties and have substance, character, values and
our sensitivity towards the duties in our families. Respect, regard
and love for other family members gets imbibed in our personality
during formatting years of our upbringing by the time we reach 15
years of our age.

But if we think at Nation level, we have to consider that 95%
population of this planet is performing their duties but the rest of
say 1% Global population comprising of our leaders, Governors,
Administrators, Elite and Noble Class only are needed to be `bound'
and made `answerable' and accountable of their duties and
responsibilities they perform. We have to decide the framework of
work-culture, qualifications, ability and capability of `Elite
class', Administrators, Bureaucrats and Elected Public
Representatives and constitutionally bind them as "Responsible,
accountable and Answerable" towards discharge of their duties and
responsibilities.









Reasoning for Global Social Security Pension



Nature has blessed 8.4 million types of species on earth with life
supporting systems since the development of the primal cells of
creation billions of years ago on our planet. As incredible boons
from Mother Nature, all forms of life share Sunlight, warmth, air,
water, oceans, earth, seeds, plant life and forests, natural
resources, food, and decked bounty and beauty spread all around us.
These are granted to all of us on conditions of co-operative sharing
and co-existence as everything is made inter-dependant by the
Supreme intelligence in this Universe. Global net profit is a result
of the collective efforts of nearly 7 billion people of this planet.
Entire global population must have share in this Global Income. We
must enact and pass a `Global Economic Inheritance Law' for benefit
of entire global population to equally share net Profits of the
Global Income.


We simply cannot curb the Crimes if we are unable to fulfill the
basic minimum needs of 7 billion people on earth. In such
conditions, society or the government, even otherwise, have no moral
base to punish the criminals and control the crimes. Could we stop
one from begging, tricking, or from committing a theft or a crime
when a hungry belly needs food? Without fulfilling the minimum needs
of a poor, starving, helpless, resource less, support less millions,
shall we be able to stop one committing a crime? Can any talent
bloom or life flourish in such conditions? Can we assure ourselves
of our safe tomorrow? Is our future secured? Is not the very same
accumulated wealth, assets and affluence, which the elite class
created for the sole purpose of living a secured future, poses a
grave danger to the security of their very future?

We are a planet of scores of millions of prostitutes, a billion
beggars, more than a billion as child labor or captive slave, 500
millions unemployed youth, yet another more than 2 billions
condemned to telling lies or cursed to sell their honesty. We shall
be seen as smart tricksters or committing a grave moral crime if we
discuss issues like moral values, religion, national language,
character building or development plans.

Please think: Is not such present situation ready to deliver chaos,
cruelty and satanic forces?



Inheritance



Except the Eternal Law of Genetic Inheritance, we do not find any
other law of material or cultural inheritance in Nature- in entire
Universe. Whatever material, cultural or learning skills and talents
we gather during our life time, get dissipated with cessation of our
physical bodies. These cannot be transferred naturally or
genetically, as inheritance for next generations.



The Law of inheritance was created to eliminate the feeling of
insecurity during old age when one is rendered support less. With
the passage of time, this has firmly established, as an all
pervasive and a most powerful tool of exploitation. What we see
around us today, is a dance of unbridled lust and a habit to acquire
more and more of assets and wealth.

Contrary to the Eternal Natural Laws, law of inheritance in our
society is against the natural system of justice and creates
imbalance in human society by misuse of material, power and position.

Solution to all the ills discussed above invite us to simply return
back to Nature and adopt Cosmic Laws for Human Governance. Laws
against Nature and Cosmos must be discarded.
