Regarding the Recruitment and Absorption Policy of the Central
Government -
Regarding the Request for grant of urgent Permission by the O/o The
Controller General of Accounts, Ministry of Finance, Department of
Expenditure, Lok Nayak Bhawan,Khan Market New Delhi for Absorption of
Lower Division Clerks (existing scale) and Accountants in the Pay Scale
of Rs.4500-700, who have Joined on Deputation Basis in the
Departmentalised Accounting Organisations ( i.e Pay and Accounts
Offices) in the various Central Government Ministries, under the
Administrative Control of O/o The Controller General of Accounts,
Department of Expenditure, Ministry of Finance, Lok Nayak Bhawan, Khan
Market New Delhi.
Respected Sir,
I wish to humbly submit, that government officials were
recruited on Deputation Basis to the Posts of LDCs and Accountants in
the Pay Scale of Rs.3050-6500 and Rs.4500-7000 respectively in the
various Central Government Ministries of the Departmentalised Accounting
Organisations (i.e. Pay and Accounts Offices), under the Administrative
Control of O/o The Controller General of Accounts, Ministry of Finance,
Department of Expenditure, Lok Nayak Bhawan, Khan Market, New Delhi.
This recruitment of LDCs/Accountants on deputation basis was
being done to fill-up the vacant posts of Accountants, lying vacant in
various Pay and Accounts Offices of the Central Government Ministries
due to shortage of Staff in these offices, as no fresh recruitment of
Accountants is being done from the Staff Selection Commissions or
elsewhere.
The Controller General of Accounts vide their Office Memorandum
No.A.11020 /1/2002 /MF.CGA(A) /239, dated.14-03-2006 has been very kind
to have agreed to the Absorption of willing Deputationist`s in PUBLIC
INTEREST in the grade of LDC and Accountants, posted in various Pay and
Accounts Offices of the Central Government Ministries due to shortage of
Staff in these offices. This has been done in order to tide over the
crisis and as per provisions of CCAS Gr.C Recruitment Rules 2000, they
have been able to summon the services of deputationists from other
accounting organizations, other government departments, etc.
These officials have come on Deputation to the various Pay and Accounts
Office set-up, as they have no further promotional opportunities in
their parent departments/Offices and have to undergo long periods of
stagnations in their posts during the course of their Government service
,with no further promotional avenues in their respective departments.
However, so far no action has been taken by the O/o The Controller
General of Accounts, Department of Expenditure, Ministry of Finance, Lok
Nayak Bhawan,Khan Market New Delhi, even after more than one and a half
year has passed w.e.f. April/May-2006 onwards till date, to complete the
process of granting final absorption to willing officials, who have
opted for their final absorption.
In the meantime the Parent offices, after grant of "NO
OBJECTION CERTIFICATES", have started filling up the vacant posts in
their respective parent offices. They have started threatening these
officials, that the post in their parent department would be abolished
if they are not immediately repatriated back. In some cases, the
borrowing department has already issued relieving orders, even though
the officials on deputation have submitted their willingness and the
requisite "No Objection Certificates" for absorption issued by
their parent department. The parent departments are not granting time to
these officials to continue on deputation till the final absorption
takes place. This situation has put these officials in a state of
dilemma and total uncertainty. Time is running out for them. If urgent
action is not taken at this stage, many of the deputationists would be
forced to return back to their parent office with no useful result. No
promotions would be granted to them for many more years in their parent
departments, resulting in lot of frustrations in their official careers.
In this connection, I have already written numerous letters to :-
1. The Hon`ble Prime Minister of India,
2. The Hon`ble Finance Minister of India.
3. The Cabinet Secretary, Govt. of India, Rashtrapati Bhawan, New
Delhi..
4. The Secretary, Ministry of Finance, Govt. of India, North Block,
New Delhi.
5. The Secretary, Deptt. of Expenditure, Ministry of Finance, Govt
of India, North Block, New Delhi.
6. The Controller General of Accounts, Department of Expenditure,
Ministry of Finance, Lok Nayak Bhawan, Khan Market New Delhi,
and to many other higher leaders of Members of Parliament of Lok Sabha
and Rajya Sabha for urgent action in the matter. However, so far I have
not been able to get a single acknowledge from these Hon`ble people.
The "VOICE" of an ordinary citizen of India is not heard by this
present Hon`ble Central Government.
In view of the circumstances, I wish to submit, that through your
good offices, the matter may kindly be taken-up urgently at the highest
level in the Central Government (as per full details given below) for
showing kind and sympathetic consideration for permanently allowing, the
absorption of these officials on Deputation basis as LDC`s /Accountants
urgently, in the various Pay and Accounts Offices of Central Government
Ministries, under the Administrative Control of the O/o The Controller
General of Accounts, Department of Expenditure, Ministry of Finance, Lok
Nayak Bhawan, Khan Market New Delhi, which is a ray of hope for their
service careers to rise.
Thanking you.
Yours faithfully,

Hi
Govt. of Maharashtra has floated CIDCO (City Industrial Development
Corporation)
A State Govt. undertaking which is the most Corrupt undertaking of the
Govt.of Maharashtra. Instead of being a agency for providing housing
to the middle and lower class at reasonable rates it encourages price
escalation for the benefit of few builders and
Bureaucrats.
Some of the Shady Deals of CIDCO include
Allotment of land to housing societies at Kopar Khairne, Nerul and
Kharghar most of them fictitious societies floated by Builders.
Allotment of land under the 12.5% scheme to fictitious Companies
Change of reservation of plots for commercial use
Systematic Destruction Of mangroves and reclaiming land and blatant
violation of CRZ Rules.
Railway Station Complex Scam
The station complex Built By CIDCO at Nerul , Vashi, CBD. The
commercial areas was sold in the open market as carpet area + ( 95-150
) % loading in 96-98 at much higher rates. In the year 2004 The same
commercial premises were sold as carpet area + 30% Loading to friends
and relatives and front men Mktg dept of CIDCO at a discounted price.
Extra FSI to CIDCO directors Housing Society
Prathamesh society where the Directors of CIDCO and the PRO of CIDCO
was allotted prime property at throw Away prices .
The Housing Scam included
Millennium Tower Scandal
Akash Ganga Apartments Scandal.
Prathamesh society Scandal
Work Tenders of CIDCO are allotted to family members of CIDCO staff .
Land allotment at throw away prices to Unknown Press Establishments
and resale of the same in the Open market.
Land allotment to trusts belonging to politicians at throw away prices
which are used to run exorbitant hospitals and educational institutions.
Artificially increasing land prices by hoarding land thereby leading
to increase in property prices making housing unaffordable to middle
and lower classes.
A detailed enquiry by a investigative agency is needed to unearth the
various scams undertaken by CIDCO

Encourage children to start their journey of learning at 2 the reason
for that is,50% of a child's adult intelligence develops in the first
4 years. According to scientists, Half of an adult's intelligence is
formed before the child turns 4. Another 30% by the time he is 8 years
old and the remaining 20% in the next 10 years. Experts are of the
opinion the first 4 years are the ideal time for your child to learn
about perception, creative thinking, reasoning, language, music,
counting, science, computers, ethics, reading, social interaction,
good behavior. So encourage the joining of little ones at 2 years of
age. The child starts his journey of pre-school with the Settling
zone, followed by Play Group, Pre-Nursery and Personality Development.
2 year is the right age for the play group as child progresses in
followin manner,
Discriminate tastes and smells by the age of 1 month.
Recognize toys by the age of 3 months.
Distinguish faces and voices by the age of 6 months.
Understand several words and retain mental images by 12 months.
Remember pictures and use memory to relate to familiar objects by the
age of 18 months
some parents start sending there child at the age of 18months which is
not the right age.

Students learn more than a collection of facts. The Diploma Programme
prepares students for university and encourages them to ask
challenging questions
Develop a strong sense of their own identity and culture.
Develop the ability to communicate with and understand people from
other countries and cultures .
At the end of the two-year programme, students are assessed both
internally and externally in ways that measure individual performance
against stated objectives for each subject.
The grading system is criterion based (results are determined by
performance against set standards, not by each student's position in
the overall rank order); validity, reliability and fairness are the
watchwords of the Diploma Programme's assessment strateg.
DISADVANTAGE OF I .B COURSE ARE<
1) That they may leave students unprepared for upper-level college
courses, fail to develop understanding of concepts and key ideas, fail
to develop metacognitive skills, minimize student-centered activities,
and discourage students from taking rigorous nonI b-courses
2)Fees of the I.B schools are extremely high, students from higher
class can only afford to study.
ADVANTAGES OF I.B COURSE ARE
1)It's the whole approach of this system which is skill and
knowledge-based rather than rote learning
2)students tend to catch up fairly well even after switching over from
an ICSE, CBSE or SSC Board schoo
As a host of international schools springs up, IB education becomes
most conveted course in town.
Hi Nilima ,
Thats a good start that we hav to come upwith ..But i think some of the
corporate sectors have been already started to allign with institution to have
the practical things leran by students to learn at their college levels itself.
i think to change the syllabus is very lenthy & difficult process , but we
want the results as early as possible to stay india in todays world .
As a time being can we convinance the industries to apply their syllabus in
the institute so that we will get the reality to study in the institutes itself
& we will have the students who having the practical as well as the ideal
knowledge.
Nilima : Request you you finilist the groups who will attach with industries &
institutes to have colaboration in between them.
This will reflect the effect before the time

Hi Nilima ,
As per my opinion what i am thinking is that not a single community should
give a subsidy in any of the Government facilities.
whatever facilities the government is giving it & it should be on the basis of
their financial status only & not on the from which community he is holding ,
I think this is the requirment of todays world the we have to pull up the
people who are below poverty levele & not from which community he is .
Need your support on this ,

other religious groups of India in most development indicators. The
community is relatively poor, more illiterate, has lower access to
education, lower representation in public and private sector jobs, and
lower availability of bank credit for self-employment. In urban areas,
the community mostly lives in slums characterized by poor municipal
infrastructure. "In fact, by and large, Muslims rank somewhat above
SCs/STs but below Hindu OBC.s, other minorities and Hindu general
(mostly upper) castes in all indicators considered", the Report
states. However, there is considerable variation in the condition of
the Muslim community across states and regions.
The Sanchar report may also give opportunity to the Muslims for
collective bargaining, especially when the order of the day is "you
remain back ward, so that you get all the sympathy and benefits,
through various means", instead of attempting for sweeping social
reforms. I won't be surprised if a Constitutional Amendment is brought
in, to effect reservation on religious lines (vote bank politics), in
a country, which is a shining example of communal harmony, diversity &
equal opportunity with a Muslim President, a Sikh P.M, a
Hindu-Christian heading the ruling party and a dalit Supreme Court
Chief Justice!

WE SAW WE CAME AND WE CONQUER
Indian Economy has covered a long ground since it was liberalized in
1991. Today, India has the fourth largest economy in terms of
purchasing power parity (PPP) behind only the USA, China, and Japan.
It is slated to overtake Japan and b.come the third major economic
power in the next ten years. India is also one of the few markets in
the world which offers high prospects for growth and earning potential
in practically all areas of business. Indian economic growth has been
among the fastest in the world in the recent years.
Indian Economy grew at an annual average growth of 7.6 per cent during
the Tenth Plan and has set a target of 9 per cent for the Eleventh
Five Year Plan. One of the landmark structural changes achieved by
Indian economy is that today services sector contributes more than 50%
of India's GDP, which is a general characteristic of any developed
economy.

We need to implement more on practical education then on theory, every
child has a hidden potential inside, they should be given more chioce
on subjects of their interest, which will also lead to reducation of
students attaining coaching classes or private tuitions.this wil help
students to concentrate on the subject suited to their intelligence
quotiont level,as well as no extra burden of common entrance test
after standerd twelth.
There are many boards in maharashtra ,LIKE ICSC,CBSC and NCETRT,whose
students score much higher persentage than students of SSC board which
leads again a though competition for ssc board students.why not
maharashtra have one board?
There are few new age schools in mumbai like tridha and
ecomondiale, which aim at hostalic growth of childs personality,
there children are thought gardening, painting music, they dont have to
mugup englisg poems but they make their own songs.
Its a stress free education for parents as well as children.
We wish to put India on a map with rest of the world.
There ned to be a drastic change in education system.
