the interior of IJITMA, Interface etc will be examined only after completion of

Varun Gandhi's alleged "anti-Muslim" speeches have terrified Indian & Pakistani

In the hate speech, Varun had compared Muslims to Osama Bin Laden and demanded
‘slitting of throats and cutting of hands’ of Muslims for unusual reasons!

Raza Rumi, the editor of the popular e-zine PakTeaHouse, said Pakistan could
well be Gandhi's next target if he was elected in India's upcoming parliamentary
polls.

"Varun Gandhi's remarks on Muslims...Concerns us as it only exposes us to
brigades of hatred, communalism and violence across the border. If our jihadis
or Islamists get inordinate attention, then why should a bigoted idiot like the
young Gandhi not worry us?" Rumi wrote in a post. 

"Imagine if by a stroke of misfortune he comes to power, surely we are all set

Indian Muslims," Rumi added.…. This is quite scary, is it not?

He wrote: "We in Pakistan are constantly being demonized by the Indian
mainstream media as a 'terrorist' country and that we are a great threat to the
'secular', shining India. The fissures in the secular Indian democracy get even
more evident when such speeches are delivered."

Gandhi, who is contesting Lok Sabha election from his mother Maneka Gandhi's
pocket borough of Pilibhit in western Uttar Pradesh, has been targeting the
Muslim community in his recent speeches.

the people who travels from malad station to mind space(Chincholi Bunder) and
Interface. I would like to inform you that the distance between Malad station
and Mindspace is more than 1.5 kms and Interface is more than 2 kms.There are
plenty of buses running from Malad station to Malwani, Evershine Nagar,Jankalyan
Nagar,Ushma etc.But there is not a single bus provided to Mindspace /
Interface.Also ther are two buses from Goregaon station to Mind Space and
Interface But not from Malad Even after Mind space falls as a part of Malad
itself.
The people working in the above said area are in lakh quantity.
1) Employees who are working in BPOs Call Centre and others on rich post
have their own vehicles and also they can afford a auto rickshaw from Malad
station to Mindspace / Interface and from Mindspace / Interface to Malad station
which cost them around Rs.20 to 30 daily.
2) But a low position worker like Housekeeping person ,Sweeper,Office
boys,Courier Boys etc who earns hardly 3000 to 3500 per month cannot afford this
at all.
3) Also it is very difficult to walk daily for 40 to 45 minutes especially
in this hot and also in rainy season
So I would like to request you to start a bus on route of Malad station to Mind
Space / Interface as early as possible.
And please Revert.

“I have all proofs to show that I’m an Indian and also to confirm that
I’ve been a resident here for long”, says a Hyderabadi, “but wasn’t
allowed to vote”

“Not my family alone, the whole of our building inmates were denied”, adds
another.

Lets here this surprising one, “I have a Voter Id Card even then I wasn’t
allowed to vote as my name was not found in the Voters list. I have been to 3
polling booths already and none has my name in it, not even the one where I had
voted last time. I’m retired now and was in government service all my age,
then how should I keep calm at not being allowed to vote? This is pathetic state
of Indian government. Can someone take up strongly against this denial of my
fundamental right?”

How awful is this now!
May I call it – Flaws in the first phase of General Elections 2009?

Adding to the negatives of Indian way of management, here’s an another
interesting and the most latest news.

With the new government in making, all Indians (please include me) were geared
up for their chance to vote and try bringing to fore their favorite or most
admired politicians. Voting phases were announced and days fixed; facilitating
the voters to vote (and not to disappoint them over not receiving their Voter
Id’s in time), a “13 proof system” was brought up, obviously a very great
attempt to encourage voting from all Indians, I presume.

However, forth came the same old face of authentic Indian faulty management with
voters being denied to vote on the voter day as their name was not listed in the
Voter’s list in the first phase of general elections in Hyderabad! How
surprising is that!

Other views, “I’ve been waiting for long, very excitedly, as it may sound
natural, to cast my vote for the very first time. However, this dream may still
take time to come true, because I live in India, where all plans take good time
to be implemented successfully!”.

Well, to conclude, I’m not sure as when was it last that these voting
officials had updated their voter lists. Also, I may point that, people living
in a certain city are not to be supposed to be belonging to it. Let’s, for
instance, consider Hyderabad. Hi-Tech city has the highest number of working
population and most of them do not belong here - they’ve come here from all
parts of India.

Now how can you suppose them to be listed in the Voter list of this area?

And I bet, if this is the case with Hyderabad in the 1st phase of election, its
gonna be the same in all the phases with all states included.

I'm gonna vote for the very first time. Wow, finally!
And as natural you may think, I really have no idea as what would the procedures
or steps needs to be taken care of!
 
Well, need not worry guys! Here’s all information about the voting process.
Its very simple and easy! Check it out:
 
How To Cast Your Vote:
 
* Voter will be called by name as usual to put his signature on Voting Register.
* Electoral Officer will put special ink on his finger as usual.
* Electoral Officer will hand over a slip containing voters serial number as
shown in the Voter      Register.
* Voter will hand over the slip to Presiding Officer. He will satisfy himself
about the genuineness       of the particulars of the voter.
* After all these formalities, voter will be asked to reach at Electronic Voting
Machine kept in a corner covered from sides to maintain secrecy of the vote.
* Voting Machine will contain candidates name and symbol against each name
…………………………………………… and….

Am I asking too much? [Issues In India]
 
An Indian citizen pleads, "I think water is one of the most essential
necessities of every human being. When I ask for a solution to the drinking
water problem, am I asking for too much?"
 
Thought to discuss something with you guys today… Let’s consider India as
our home and count the issues that plague our beloved home and its inmates. With
elections to the 15th LokSabha just days away, I wish to call all Indians
across the country to find out what's on their mind. Let’s take our chance and
figure out the one (or many) issues which need immediate attention.
 
'No politician has addressed our issue' – is the complaint often heard,
isn’t it?
 
It is unfortunate to see that politicians continue to fight within themselves
rather than address the issue of the nation which demands their immediate
attention. All I expect from our politicians is to take some time off from their
personal agendas and address the real problems, doing some justice their
dignified ranks.
 
Political rallies and promises during the election season do not have much
meaning unless the real issue is addressed. Almost all politicians promise a lot
of things at the time of the elections but once they are elected, they forget
everything. None of them keep their promises. Let alone keeping their promises,
they don't even visit the areas.
 
Coming to our point of counting the issues in India, this is what comes to my
mind:
 
There are many underdeveloped districts, towns & villages spread all over the
country wherein the living conditions are pathetic – These demand attention.
Poverty, communalism, illiteracy and backwardness are the issues that have
existed for long and yet desire not to depart from India. Lately terrorism has
come into view as the most horrifying challenge! Other issues that will be
talked about will be unemployment, recession, power shortage, price rise, etc.
 
Not to forget, the birth mark of Indian Independence - The Jammu & Kashmir
problem. (God knows better when this is going to be settled) I have no clue.. If
you have some solution in mind, let me know.
 
There is  Sikh-uprising in Punjab, the Naxal problem, Slow Economic Development
and Social Unrest, Religious and Ethnic Factors, The democratic deficit and lack
of legitimacy, economic issues which includes competition over water between
states, and also some feel that the friendships and acquaintances with other
countries also counts itself as an issue unaddressed. .
 
Not to be left behind are issues of Child Labor, Frequent Riots and Caste
systems which exist majorly in India only.

Respected Sir,
I wish to humbly submit the following information for carrying out the Reforming
of the Promotional Policy laid down for the posts of Senior Accountants serving
in the Departmentalised Accounting Organisations of the Centralised Union
Ministries under the Administrative Control of the O/o The Controller General of
Accounts, Ministry of Finance, Department of Expenditure, Lok Nayak Bhawan, Khan
Market, New Delhi.

The details of the Organisational Set-up and working of the O/o The Controller
General of Accounts Organisation.
Consequent upon the separation of accounts from audit, the organization of
Controller General of Accounts was set up in 1976 under the Department of
Expenditure, Ministry of Finance. CGA is the technical policy making body on the
matters relating to Government accounting and exercise the powers of the
President under Article 150 of the Constitution of India to prescribe the Forms
of Accounts of the Union and State Government on the advice of the Comptroller
and Auditor General of India.

The Controller General of Accounts is the apex accounting body in the Government
of India. The accounts of the Civil Ministries are compiled and maintained by
the Pay and Accounts Offices, the basic accounting units.

The accounting setup is highly decentralized in the Civil Ministries. A Chief
Controller of Accounts or a Controller of Accounts heads the Civil Accounts
Units at the Ministry level and report to the CGA. The CCAs/CAs function through
a Principal Accounts Office at the Ministry headquarters and several Pay and
Accounts Officers at the field level are spread over India. The Pay and Accounts
Offices maintain a line for item wise accounts of all the transactions involving
Consolidated Fund of India, Contingency Fund of India and Public Accounts of
India. Various subsidiary accounts such as Loan accounts, Fund accounts etc. are
also maintained by these units.

The accounts compiled by the Pay and Accounts Offices are consolidated on a
monthly basis in the Principal Accounts Offices at the Ministry's headquarters.
The consolidated accounts of the Ministry are rendered to the Controller General
of Accounts. The accounts received from various Ministries are consolidated in
the office of the Controller General of Accounts to generate the accounts of the
Government of India as whole.These monthly accounts are reviewed and a critical
analysis of expenditure, revenue collection, borrowings and deficit is prepared
for Finance Minister. The PAOs have the authority to release payments on behalf
of the Government and to collect revenues of the government.

The cadre management of Group 'A' officers of the Indian Civil Accounts Service
(ICAS) vests with the Controller General of Accounts. It covers the entire gamut
of personnel management of ICAS officers including their recruitment, transfers,
promotions, training, both within the country as well as abroad and periodical
reviews of cadre strength and distribution.

The respective Chief Controller/ Controller of Accounts controls the Group 'C' &
'D' staff of various Civil Accounts Units. However, a combined seniority list of
all the employees within these grades is maintained by the Controller General of
Accounts for effecting promotions.

The details of the staff set-up under the O/o The Controller General of Accounts
is given as follows:-

The Recruitments to the post of Lower Division Clerk, Accountant and Senior
Accountant in the Central Civil Accounts Service.(Annexure-I is enclosed)

As per the powers conferred by the proviso of G.S.R.. 614(E)under article 309 of
the Constitution, and in supersession of the Central Civil Accounts Service
(Group 'C') Recruitment Rules, 1978, in so far as they relate to Lower Division
Clerk, Accountant and Senior Accountant, except as respects things done or
omitted to be done before such supersession, the President of India has laid
down the method of recruitment to the post of Accountant and Senior Accountant
in the Central Civil Accounts Service in the Departmentalised Accounting
Organisations of the Centralised Ministries  under the administrative control of
O/o The Controller general of Accounts, Ministry of Finance, Department of
Expenditure, Lok Nayak Bhawan, Khan Market, New Delhi. The copy of the CGA`s
Notification is enclosed for the Recruitments to the post of Lower Division
Clerk, Accountant and Senior Accountant in the Central Civil Accounts
Service.(Annexure-I is enclosed).

Accordingly, the appointment process of Accountants at the initial level of
recruitment is done through the Staff Selection Commission as follows:-

(1). The Appointment of Accountants (Pay scale- Rs. 4,500- 7,000 )

The appointment of Accountants is done by the Staff Selection Commission through
an open written examination conducted every year and through the process of
departmental promotions of Lower Division Clerks. The minimum educational
qualification for the recruitment of Accountants in the Pay and Accounts Office
(Departmentalised Accounting Organisation) of a Central Government Ministry
under the office of the Controller General of Accounts is a Bachelor's degree
from a recognized University.

(2).The next promotion is to the Post of Senior Accountant.
(Pay scale- Rs. 5,500- 9,000).

The Promotion of Accountants to the post of Senior Accountants is done for those
government personnels with 3 years of regular service and who have qualified the
Departmental Confirmatory Examination as per the terms and conditions specified
and conducted by the Controller General of Accounts (as per the common seniority
list drawn by the O/o The CGA in respect of all the Ministries on the basis of
seniority-cum-fitness (as per procedure laid down under sub-rule (2) of rule 5).

(3).The next Promotion is given to the Post of Junior Accounts Officer.
(Pay scale-6500-10500).

The Promotion of Senior Accountants to the post of Junior Account Officers post 
is done on the basis of passing of the Junior Accounts Examination conducted by
the O/o The Controller General of Accounts for the Selection  of  90% of vacant
posts and  the other 10 % of the vacant posts of Junior Accounts Officers  are
to be filled-up through the regular promotions on basis of
Selection-cum-seniority of Senior Accountants who are eligible for the
promotional avenues. Copy of the NOTIFICATION  issued by the CGA, New Delhi, the
2nd January, 2001 for promotion of Junior Accounts may be referred to which is
enclosed(Annexure-II).

i.e.The Promotion to the Post of Junior Accounts Officers post is done as
follows:-

(i).90% of the posts in the grade of Junior Accounts Officers shall be filled by
the promotion of Senior Accountants on the Seniority-cum fitness basis from a
common seniority list of Senior Accountants to be drawn up and maintained by the
O/o The  Controller General of Accounts of persons who have passed the Junior
Accounts Officer (Civil) Examination. The syllabus and conditions of eligibility
for the examination shall be such as may be specified by the Controller  General
of Accounts provided that the Controller General of Accounts may at his
discretion exempt any person who is qualified Chartered Accountant or Cost
Accountant from appearing in any subject in the said examination,

(ii). The other 10% of the posts in the grade of Junior Accounts Officer 's may
be filled up by promotion from  common seniority list to be drawn up and
maintained by Controller General of Accounts of Senior Accountants (pay scale
Rs. 5500-9000) who have  rendered not less than 10 years service in the grade on
the basis of Selection-cum-seniority and who have crossed the age of  53 years
as on 1st January of the year. For the purpose of this  clause service in the
grade of Senior Accountant shall include the previous service rendered  as
selection grade Auditor in  the Indian Audit and Accounts Department or the
organisation of the erstwhile Chief Pay & Accounts Officer.

For these promotions to the post of Junior Accounts Officers, the  Consultation
of the Union Public Service Commission is not necessary or required as the Posts
of Junior Accounts Officers belong to the  Central Civil Accounts Service, Group
'B' (Non-Gazetted) Ministerial post. The No. of posts to be filled-up every year
are Subject to the variation in the number of posts depending on workload of the
Accounting Organisations.

(4). Now, those Senior Accountants who have not passed the Junior Accounts
Officers Examination conducted by the Controller General of Accounts are never
promoted till their last days of retirement.

Even after working as Senior Accountants for nearly 35 to 38 yrs of Central
Government service, they are never promoted. As these posts of Junior Accounts
Officers belong to the General Central Services, Group 'B' (Non-Gazetted)
Ministerial posts, no parity has been drawn by the Central Government with the
promotional policy of the Group B &C of Central Secretariat Services (CSS) of
the Central Union Ministries vis--vis the  Central Civil Accounts Service,
Group 'B' (Non-Gazetted) Ministerial post for the posts of Senior Accountants to
be promoted as Junior Accounts Officers on regular basis in the line of their
Seniority positions.

Promotional avenues of The Indian Civil Accounts Services (ICAS) Officers.
(All in a span of 32 yrs to 35 yrs of Central Government service.)

1.Eligibility for Appoinment  is a minimum Bachelor's degree from a recognized
    University.
2.The Examination for recruitment is conducted by the Union Public
    Service Commission (UPSC) every year.

3.The details of promotions are:-

(a)The Junior Scale : First Appointment is of  Assistant Controller of Accounts
in the office of the CGA (Controller General of Accounts), Department of
Expenditure (Ministry of Finance) Delhi / or in the offices of the Chief
Controller of Accounts  in one of the  Central Government  Ministry  in the
Govt.of India.

(b).In the Senior Scale he is promoted as the Deputy Controller of Accounts. In
the Senior Administrative Grade he is promoted as the Chief Controller of
Accounts. He can also hope to become the Additional Controller General of
Accounts in the Additional Secretaries Grade. The highest career post for an
ICAS officer is Controller General of Accounts and has a salary fixed higher
than that of the Additional Secretaries' Scale.

As such, the promotion policy for Senior Accountants followed by the O/o The CGA
is totally unrealistic and a setback to the employees. The employee over a
period of time get demoralized and ultimately the work efficiency also tend to
decline. As these officials have to work very hard to fulfill the ever
increasing demands of the Accounting Organization, a positive view may kindly be
shown towards them for streamlining their promotional avenues urgently. Any
further delay would definitely harm the service interests of these hardworking
officials at the ground level. Here, I would also like to mention the details of
the workload the Accountants and Senior Accountants have to perform at the
ground level while working in the Departmentalised Accounting set-up of a
Central Government ministry (Pay and Accounts Offices). Over a period of time,
these officials become experts in their allocated work. Are they not entitled
for a regular promotional avenues? Over a period of time.

Waiting for promotions endlessly in one grade for nearly 30 to 35 is a curse and
has brought immense heartburn and a sense of de-motivation among the existing
Senior Accountants. It is quiet natural that every human being on earth will
expect a value on his / her career. To boost the staff from loosing interest in
work and develop a sense of better service motivation to the nation & above all
to preserve the dignity of Senior Accountants working in Central Govt. service,
it is very essential that a favorable regular promotional policy may be framed
and drafted urgently. Even the Assured Career Progression scheme implemented by
the Government of India for Senior Accountants is not realistic and is offered
when the employee reaches his maximum of the pay scale. Virtually there is no
Career Progression for these employees.

As such, the concept of promotions of Senior Accountants to the next high post
of Junior Accounts Officers should be introduced at the rate of 50 % on the
basis of Seniority of these Central Government employees and the next 50 % on
the basis of Limited departmental Examinations. This will ensure justice to the
demoralized Senior Accountants who have remained stagnant in their same posts
over a period of nearly 30 to 35 years of Central Government Service rendered by
these central government employees and no promotional avenues in sight.In this
regard the orders of the THE CENTRAL SECRETRIAT SERVICE RULES may be referred to
regarding the promotional avenues of Assistants to the post of Section officers
mentioned below for reference.

The Copy of the order No.21/39/03-CS.I, dated.  28 th October`2003 to Change the
mode of recruitment in the Section Officer's (SO) Grade of Central Secretariat
Service (CSS) is indicated below for your reference and record.(Annexure-III ).

Sub :  Change in mode of recruitment in the Section Officer's (SO) Grade of
Central Secretariat Service (CSS).
 	 The Government had set up a Committee on Cadre Restructuring of Central
Secretariat Service (CSS) in February, 2001.  The Committee submitted its report
in February, 2002.  The Report of the Committee has been considered by the
Government and inter alia following decisions, have been taken:

(i)To discontinue direct recruitment to the grade of Section Officer through
Civil Services Examination of UPSC.

(ii) To change the mode of recruitment to the grade of Section Officer by way of
50% through Limited Departmental Competitive Examination (LDCE) and 50% by
seniority.

2.The above decisions will be effective from 03.10.2003.

3. The Select List of S.O. grade for the years 2001 and 2002 against 40% quota
of vacancies each for LDCE and seniority is under finalization by this
department.  The vacancies against 20% quota, earmarked for Direct Recruitment
for the years 2001 and 2002 could not be filled up through Civil Services
Examination because the process of their certification through the screening
committee could not be completed by the respective cadres.  Even for the
examination 2003, no vacancies have been intimated to UPSC because several cadre
authorities have not yet furnished the information on this count.  In view of
this, it has been decided that the Select List for the year 2003 onwards shall
be prepared in accordance with the revised mode of recruitment by way of 50%
through LDCE and 50% by seniority.

4. Necessary notification relating to amendments to the CSS Rules will be issued
separately.

1. Short title and commencement.(1) These rules may be called the Central Civil
Accounts Service (Group 'C') Recruitment Rules, 2000.
(2) They shall come into force on the date of their publication in the Official
Gazette.
2. Definitions.In these rules unless the context otherwise requires,
(a) "Appointing authority" shall have the same meaning as it has in the Central
Civil Services (Classification, Control and Appeal) Rules, 1965;
(b) "Cadre" means the cadres of Lower Division Clerk, Accountant and Senior
Accountant respectively. Each Ministry shall have its own separate and
independent cadres of Lower Division Clerk, Accountant and Senior Accountant
comprising of total number of posts, as specified in the Annexure to these
rules, in the respective grades of Lower Division Clerk, Accountant and Senior
Accountant;
(c) "Government" means the Government of India;
(d) "Commission" means the Staff Selection Commission or any other recruiting
agency for the cadres covered by these rules, which the Government may
constitute;
(e) "Controller General .of Accounts" means the Controller General of Accounts
in the Department of Expenditure, Ministry of Finance and includes Additional
Controller General .of Accounts or Joint Controller General of Accounts
authorised by the Controller General of Accounts to exercise powers under these
rules:
f) "Ministry" means a Ministry in the Government of India and includes a
Department of the Ministry or an Office specified in the Annexure to these
rules;
(g) "Organised Accounts Services" includes the Accounts Services in the
Departments of Audit and Accounts, Defence Accounts, Railway Accounts, Post and
Telegraph Accounts and Telecom Accounts in the Government;
(h) "Schedule" means Schedule annexed to these rules;
(i) "Service" means the Central Civil Accounts Service (Group 'C').
3. Number of posts, classification and scale of pay. Number of said posts,
their classification and scale of pay attached thereto shall be as specified in
columns 2 to 4 of the Schedule annexed to these rules.
4. Method of recruitment, age limit, educational qualifications, etc. The
method of recruitment, age limit, educational qualifications and other matters
relating thereto shall be as specified in columns 5 to 14 of the said Schedule
5. Regulation of promotion. (1) Promotion in the cadres of Lower Division Clerk,
Accountant and Senior Accountant shall be regulated by the Controller General of
Accounts as prescribed under this rule.
(2) (a) Where promotion is based on seniority-cum-fitness, each Ministry shall
hold a Departmental Promotion Committee meeting each year to consider all
eligible candidates with minimum qualifying service in the feeder grade as per
column 12 of the Schedule and prepare a select list of the candidates found fit
for promotion in order of their seniority and forward the same to the Controller
General of Accounts.
(b) From the said select lists, the Controller General of Accounts shall prepare
a Combined select list of candidates in accordance with the provisions contained
in sub-para (c) below.
(c) The combined select list shall be prepared by merging names from the select
lists of the ministries in order of seniority. The number of candidates to be
included in the Combined select list shall depend on the total number of
vacancies available in respective cadres in the Ministries on a date specified
by the Controller General of Accounts. The inter-se seniority of the candidates
from different Ministries in the Combined select list shall be determined on the
basis of length of service rendered by them in the feeder grade and in terms of
general principles for determining seniority in this regard as laid down by the
Government from time to time:
Provided that inter-se seniority of the candidates from the same Ministry shall
be retained in the Combined select list.
(d) The Controller General Of Accounts shall allocate candidates to the
Ministries from the Combined select list.
(3) (a) Where promotion is based on departmental qualifying examination, each
Ministry shall, in accordance with the directive of the Controller General of
Accounts, forward to it a list of candidates considered fit to appear in the
departmental qualifying examination.
(b) The Controller General of Accounts shall conduct departmental qualifying
examination from time to time and prepare a list of successful candidates who
secure percentage of marks as determined by the Control lei-General of Accounts.
(c) From the list of successful candidates prepared as per sub-para (b), a
select list of candidates in order of their seniority as per sub-para (d) below
shall be prepared. The number of candidates in the select list shall be
restricted to the total number of vacancies available under the departmental
qualifying examination quota unless otherwise ordered by the -Controller General
of Accounts.
(d) In the select list, the inter-se seniority of the candidates from different
Ministries shall be determined on the basis of the length of service rendered by
them in the feeder grade and in terms of general principles for determining
seniority in this regard as laid down by the Government from time to time:
Provided that inter-se seniority of the candidates from the same Ministry shall
be retained in the select list;
(e) The Controller General Of Accounts shall allocate candidates to the
Ministries from the select list.
(4) (a) where promotion is based on departmental competitive examination, each
Ministry shall, in accordance with the directive of the Controller General of
Accounts, forward to it a list of candidates considered fit to appear in the
departmental competitive examination.
(b) The Controller General of Accounts shall conduct the departmental
competitive examination from time to time -and prepare a list of candidates in
order of their merit in the examination.
(c) The number of candidates in the select list shall be restricted to the total
number of vacancies available under the departmental competitive examination
quota unless otherwise ordered by the Controller General of Accounts.
(d) The Controller General of Accounts shall allocate candidates from the select
list to the Ministries.
6. Transfer.(1) the Lower Division Clerks, Accountants or Senior Accountants
shall be liable to serve any part of India.
(2) The Controller General of Accounts may, if satisfied that it is necessary or
expedient in public interest so to do, by order, and for reasons to be recorded
in writing, transfer a Lower Division Clerk, Accountant or Senior Accountant, as
the case may be, from one Ministry to the other in the same grade.
8. Disqualification. No person,-
(a) who has entered into or contracted a marriage with a person having a
spouse.living; or
(b) who, having a spouse living, has entered into or contracted a marriage with
any person,
shall be eligible for appointment to the said post:
Provided that the Central government may if satisfied that such marriage is
permissible under the personal law applicable to such person and the other party
to the marriage, and that there are other grounds for so doing, exempt any
person from operation of this rule.
8. Power to relax.Where the Central Government is of the opinion that it is
expedient so to do, it may, by order, for reasons to be recorded in writing,
relax any of the provisions of these rules with respect to any class or category
of persons.
9. Savings.Nothing in these rules shall affect reservations, relaxation of age
limit and other concessions required to be provided for the Scheduled Castes,
the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special
categories of persons in accordance with the orders issued by the Government
from time to time in this regard.

sub-rule (4) of rule. 5.
		 (3) 5% in each cadre shall be filled by promotion on the basis of limited
departmental qualifying examination.  Promotion from amongst Group 'D' staff who
have rendered 7 years regular service in the grade as per procedure laid down in
sub-rule(3) of rule 5.
		 (4) 10% in each cadre shall be filled by promotion on seniority basis through
common range of seniority.  Promotion from amongst Group 'D'employees who
possess Matriculation or equivalent qualification on seniority-cum-fitness
basis, as per procedure laid down in sub-rule(2) of rule 5.

		 (3) 5% in each cadre by promotion on the basis of limited departmental
competitive examination.  Promotion shall be made from Lower Division Clerks
belonging to the service with 3 years of regular service in the grade and who
qualify in the departmental competitive examination conducted by Controller
General of Accounts, as per procedure laid down under sub-rule (4) of rule 5.
Note : Promotees to the grade of Accountant who fail to qualify the Departmental
Confirmatory Examination as per terms and conditions specified and conducted by
Controller General of Accounts within two years from the date of' promotion are
liable to be reverted to the post which they held prior to their promotion as
Accountant.

of the Constitution and in supersession of the Central Civil Accounts Service
(Group 'C') Recruitment Rules, 1978 relating to the post of Junior Accounts
Officer and Central Civil Accounts Service (Assistant Account Officer)
Recruitment Rules, 1990, except as respect things done or omitted to be done
before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the posts of Junior Accounts Officer and
Assistant Accounts Officer of the Central Civil Accounts Service, namely : , .
1. Short title and commencement.(1) These rules may be called the Central Civil
Accounts Service (Junior Accounts Officer and Assistant Accounts Officer)
Recruitment Rules, 2000.
(2) They shall come into force on the date of their publication in the Official
Gazette.
2. Number of Posts, Classification and Scales of Pay.The number of the said
posts, their classification and the scales of pay attached thereto shall be as
specified in columns 2 to 4 of the said Schedule.
3 Method of recruitment, age limit, qualifications, etc.The method of
recruitment, age limit, qualifications and other matters relating to the said
posts shall be as specified in columns 5 to 14 of the said Schedule.
4 Controlling Authority of the posts.The posts shall be controlled by
Controller General of Accounts in Ministry of Finance.
5. Liability for transfer.The Junior Accounts Officer and Assistant Accounts
Officer shall be liable to transfer anywhere in India.
6 Disqualifications.No person,

Note : The direct recruits will be selected on the basis of an Entrance
examination conducted by Controller General of Accounts or any Authority
specified by him.
During the period of probation they should qualify the Junior Accounts Officer
(Civil) examination for substantive appointments failing which they arc liable
for discharge from service. 100% by promotion.  Promotion :
(i) 90% of the posts in the grade of Junior Accounts Officers shall be filled by
promotion on Seniority-cum fitness basis from a common seniority list to be
drawn up and maintained by the Controller General of Accounts of persons who
have passed the Junior Accounts Officer (Civil) Examination. The syllabus and
conditions of eligibility for the examination shall be such as may be specified
by the Controller  General of Accounts provided that the Controller General of
Accounts may at his discretion exempt any person who is qualified Chartered ;
Accountant or Cost Accountant from appearing in any subject in the said
examination,
(ii) 10% of the posts in the grade of  Junior Accounts Officer 's may be filled
up by promotion from  common seniority list to be drawn up and maintained by
Controller General of Accounts of Senior Accountants (pay scale Rs. 5000-8000)
who have  rendered not less than 10 years service in the grade on the basis of
Selection-cum-seniority and . who have crossed the age of  53 years as on 1st
January of the year. For the purpose of this  clause service in the grade of
Senior Accountant shall include the previous service rendered  as selection
grade Auditor in  the Indian Audit and Accounts Department or the organisation
of the erstwhile Chief Pay & Accounts Officer.
Deputation :
Officers from any Organised Accounts service under the Central Government :
(i) Holding a post of Junior  Accounts Officer or analogous posts on regular
basis; or
(ii) Senior Accountants/Senior Auditors who have qualified  the SAS or
equivalent to Junior Accounts Officer Exam with , 3 years regular service in the
grade. The departmental Officers in the feeder category who are in the direct
line of promotion shall not be eligible for consideration for appointment on
deputation. Similarly, Deputationists shall not be eligible for consideration
for appointment by Promotion. (period of deputation including period of
deputation in another ex-cadre post held immediately preceding this appointment
in the same or other organisation/ department of the Central Government shall
not ordinarily exceed 3 years. The maximum age limit for appointment by
deputation shall be not exceeding 56 years as on the closing date of receipt of
