Swati Kulkarni in Mumbai <br><br>The first
birthday bash of the Nationalist Congress Party proved to
be a non-starter for the party and its President
Sharad Pawar. Contrary to expectations, the party has
struck roots only in Maharashtra and in Meghalaya. Its
nationalist aspirations have been limited to isolated pockets
of the country. <br><br>On June 10, 1999, Pawar,
after expulsion from the Congress, formed the NCP, amid
fanfare in Mumbai. Since then it has faced Assembly and
Lok Sabha elections without much success. In the Lok
Sabha elections, it won six seats. In the Maharashtra
Assembly it has 58 legislators, while it has got some
representation in Meghalaya, largely due to the stature of party
co-founder P A Sangma. <br><br>What was started as an
attempt to create a distinct identity and a platform for
disgruntled Congressmen lost its uniqueness, following a
series of compromises, beginning in Maharashtra. It
aligned with its sworn enemy - the Congress - to stake
claim to form an alliance government. While in
Meghalaya, the NCP chose the Bharatiya Janata Party's help
in forming a government. <br><br>When the party
neared its first anniversary, it had to conjure up
something spectacular at its convention at the Talkatora
stadium, New Delhi. Contrary to hype, no Congress
stalwarts joined the party. Moreover, Pawar trained his
guns mainly at the National Democratic Alliance
government led by Prime Minister A B Vajpayee.
<br><br>Critics argue that this may be an indication that the NCP
has a stunted growth. The low turnout at the first
birthday bash unnerved the leadership. <br><br>NCP
Maharashtra General Secretary Gurunath Kulkarni denied a low
turnout. ``We were expecting around three to four thousand
people. But by the time Pawar rose to speak, people were
seen standing in the alleys of the stadium. We had
representations from the north-east, south, north and almost
every state unit had sent a representation,'' claimed
Kulkarni. <br><br>However, a senior founder member of the
NCP said, ''The party could hardly expect people from
the north and other parts of the country at the
meeting. The party has hardly any representation outside
Maharashtra. A party, which has grown on the theory of mergers
and acquisitions, cannot hope to have real grassroots
representation''. <br><br>Even the recent merger of the Sharad
Joshi's Shetkari Sanghatana with the NCP had to be put
off largely because the sanghatana's cadre refused to
see reason with their leaders' decision to merge with
a 'Maharashtrawadi Rashtrawadi' party, limited to
the state. The cadre instead favoured joining forces
with the NDA.

In a rare event setting political grapevines
abuzz, rivals Sonia Gandhi, Sharad Pawar and Mulayam
Singh Yadav Monday night participated in a dinner
hosted by CPI(M) leader Somnath Chaterjee in New Delhi
to bring about effective floor coordination in the
current session of Parliament. <br><br>Political veterans
Like Lok Morcha chairman Jyoti Basu, former Prime
Minister Chandra Shekhar, Deputy Leader of opposition in
Lok Sabha Shivraj Patil, RJD leader Raghuvansh Prasad
Singh, CPI leader Ajay Chakraborty were also present at
the dinner which decided to corner the government on
issues like POTO, Ayodhya, Venkataswami Commission,
saffronisation of education, economic situation, farmers issue
and like wise. This is the first time that rival
leaders like Congress President Sonia Gandhi, NCP Chief
Pawar and SP chief Yadav assembled at the same place.
<br><br>The gathering was in sharp contrast to attempts made
by Gandhi to coordinate floor strategy with
opposition parties during the last session which floundered

The three new faces inducted into Mawlong
ministry today were Rasor Rani (UDP), Methrona Marak and A
Sangma (both NCP). The six promoted to cabinet rank were
P T Sawkmie, R A Lyngdoh, R L Tariang, J A Lyngdoh
(all UDP), B K Sangma and Cyprian Sangma (both NCP).
At a joint meeting last night with major alliance
partner United Democratic Party which has 21 MLAs, the
NCP had reposed full faith in the Chief Minister.
Some of the NCP demands conceded by Mawlong included
scrapping of the Meghalaya House deal, shifting of the
General Administration (GAD) Minister Nimarson Momin and
removal of GAD officials. <br><br>Both A H Scott Lyndoh
and Power Minister Martle Mukhim, who also belongs to
UDP and resigned on October 31, alleged corruption
over the Meghalaya House deal. The BJP, which has
three members in the assembly and had withdrawn from
the government, today decided to withdraw support to
Mawlong ministry. The other partner in the ruling
coalition, Peoples Democratic Movement has two legislators.
Meghalaya Chief Minister E K Mawlong on Wednesday
staved off the crisis in his government following a
split in key ally Nationalist Congress Party majority
of whose 15 MLAs remained with the ruling coalition
defying party high command's directive to pull the rug.
<br><br>Mawlong forced the split in NCP by undertaking an
expansion of his one-and-half-year-old ministry and
elevating to cabinet rank two of the 10 ministers of the
state belonging to the ally and giving ministerial
berths to two more of its MLAs. All the 12 NCP ministers
were present at the swearing in ceremony held
today.<br><br>Earlier, NCP state President Robert Kharshing told
reporters in Shillong that the party withdrew support to
Mawlong ministry on the directive of NCP high command.
But a division in NCP came to the surface almost
immediately when Leader of NCP legislature group and Planning
and Development Minister Lotsing Sangma, tipped for
deputy Chief Ministership, said the party continued to
support the government. <br><br>In fact, Lotsing Sangma
told newspersons that he had received instructions
from P A Sangma to continue to support Mawlong.
Kharshing, on the other hand, said NCP MLAs met Governor M M
Jacob and conveyed to him withdrawal of support to
Mawlong-led Meghalaya Parliamentary Forum coalition, which
had strength of 41 in the 60-member state assembly.
Raj Bhavan sources confirmed NCP had submitted a
letter withdrawing support. <br><br>Asked about NCP MLAs
siding with Mawlong, Kharsingh admitted most of them
were not abiding by party high command instruction to
withdraw support. Echoing the view, NCP General Secretary
P A Sangma said, "there appears to be a split in
the NCP legislature wing but not in the party."
<br><br>Kharsingh said NCP withdrew support as Mawlong had not
conceded the demand for the removal of Chief Secretary J P
Singh in connection with the controversial joint
venture with a private builder for construction of
'Meghalaya House', a deal shelved by the Chief Minister
later. <br><br>"We cannot accept Mawlong as he is a
tainted leader after the Meghalaya House deal in
Kolkata," Kharsing said, adding however, NCP would support
the government without Mawlong as Chief Minister.
Kharsing said Lotsing Sangma had defied his order asking
MLAs not to accept any post till the political affairs
subcommittee of the party submitted its report on the
political situation in the state.<br><br>"It is unfortunate
that party MLAs are not listening to the order of the
state party president," Kharshiing said. "Everything
will be clear when Purno Sangma arrives here on
Thursday," Kharshing said. <br><br>Asked whether his party
would support Finance minister A H Scott Lyngdoh of MPF
leader United Democratic Party (UDP) who resigned on
November 13, as the new Chief Minister, Kharsing said
anyone was acceptable to NCP for one year till the next
assembly elections.<br><br>Kharsiing said a meeting would
be held tomorrow at the residence of A H Scott
Lyndoh to discuss a new leader in place of Mawlong to
head the MPF and expressed the hope that all 15 NCP
leaders would attend the meeting.
The state government has decided to dissolve the
Brihanmumbai Municipal Corporation (BMC), but this is how it
will affect the common man. <br><br>Will water supply
be affected? No <br>Will development plans of roads,
maintenance of streetlights be affected? No<br>Will garbage
collection be affected? No<br>Will the services of the
municipal hospitals, municipal schools, and cemeteries be
affected? No<br>Will birth registration be affected?
No<br><br>In normal course, the municipal commissioner does
not take any policy decision till the new body is
elected. However, he can take all the decisions that the
House can take if elections are delayed. " The
commissioner will have all the powers of the House in case it
is dissolved. So the dissolving of the BMC will not
have any effect on the corporation's functioning,"
said Additional Commissioner Subodh
Kumar.<br><br>Sources say it will take at least two months for the
state government to actually dissolve the corporation.
According to the Election Commission, the Code of Conduct
will take effect from January 4, 2002, for the
February civic polls. The municipal commissioner will be
the whole and sole authority till the formation of
the new House.<br><br>Retired Joint Commissioner Y C
Pawar said, " Had the decision caused a midterm poll,
the common man would have been affected. There would
have been additional expenditure for elections, which
would have been recovered from the public via taxes.
But considering that elections were already due, I
don't think it will bother the
public."<br><br>According to Ramdas Padhye, Mumbai resident, " The decision
(to dissolve the BMC) is clearly a political one. It
has nothing to do with the common man's problems. The
present situation will not change. (And that includes the
financial mismanagement and negligence towards the people's
problems)."<br><br>Javed Anand, former deputy editor of The Sunday
Observer, said, " Since the dates of the civic poll have
already been declared, I don't think the decision will
affect the people. The Tinaikar committee has found
cases of financial mismanagement in the BMC. They had
to accept the recommendation. If not, what was the
point in appointing the committee?"<br><br>Former
municipal commissioner S S Tinaikar who headed the one-man
panel which probed cases of corruption in the BMC under
the Shiv Sena-Bharatiya Janata Party regime, has
recommended that the House be dissolved. The state government
has accepted the recommendations and a notice will be
given to the mayor. The corporation will have to answer
within 30 days. <br><br>Only once in the history of the
corporation, on April 1, 1984, when Janata Party was the
ruling party, the House was dissolved. Thereafter, for
405 days, the corporation was functioning without
people's representatives.
Shiv Sena <br>Uddhav Thackeray, Sena leader: We
will meet after Diwali and decide the course of
action. Everyone is now in a festive mood. The boundaries
will be finalised after November 19.<br><br>BJP
<br>Vinod Tawde, city BJP chief: We feel that at least
seven of the sitting corporators should be re-elected.
If the wards of the sitting corporators are
reserved, we will not give tickets to their wives or
sisters. The party will accommodate them in some other
ward. And I feel that the reservations should not
change for 10 to 15 years. Otherwise how will a
candidate know whether he will be able to contest from his
ward or not.<br><br>Deputy Mayor, Arun Dev: It's a
lottery. When we accept a system we should not complain.
<br>Dadar corporator, Babubhai Bhawanji (whose ward has
been reserved for OBCs): Let someone else get a chance
to contest from my ward. I will contest from another
ward.<br><br>Congress <br>The Congress, which has 34 corporators, has
also been affected. Former mayor R R Singh's ward has
been reserved for OBCs, but he is a little lucky as he
is from the Kurmi Chattri, an OBC community. " But I
prefer to contest on an unreserved seat," says Singh.
<br>Similarly, the ward of B K Tiwari in Mulund has been
reserved. But the Congress is yet to assess the
damage.<br><br>Virendra Bakshi, general secretary of the Mumbai Regional
Congress Committee, said, " The lottery system should have
been done as per the government resolution. In some
cases, a cluster of wards have been reserved for women.
We will appeal to the government and get the
changes. Else we shall move the court." <br><br>NCP
<br>Nationalist Congress Party (NCP) leaders R T Kadam, who is a
former mayor, and Baban Kanavje, group leader of the
party, are also in a lurch after their wards were
reserved. Kadam said, " My ward has been reserved for
ladies. But a clear picture will emerge on November 17.
But nothing is wrong in this system. I will contest
on a ticket from an open ward," Kadam
said.<br>Kanavje said, " We had expected this. Anything can happen
in the lottery."<br><br>Samajwadi Party <br>The
Samajwadi Party (SP), which has 26 corporators, may not be
able to send three key corporators back to the BMC.
Yusuf Abrahani's ward is reserved for ladies. Abdul
Hannan and Mohsin Haider's wards have also met with the
same fate.<br><br>Abu Asim Azmi, Mumbai SP chief,
said, " We will have to find some way. Our corporators
can contest from other wards. Anyway, some of the
corporators were to be dropped for not performing
properly."<br><br>Unlike the Sena which gave tickets to wives of
corporators, Azmi says that the SP will not do this because "
most Muslim women do not understand

15,2001 <br> <br>The mayor of Mumbai, Shiv Sena's
Hareshwar Patil and the deputy mayor, Arun Dev of the
Bharatiya Janata Party, are among the few who will not be
able to contest the civic elections this time after
their wards were reserved for women and Other Backward
Classes (OBCs) respectively.<br>And that's just the top
veteran corporators who are stranded.<br><br>The Election
Commission, which had to effect reservation of wards for
Scheduled Castes, women and OBCs, used the lottery system
this time, leading to many Brihanmumbai Municipal
Corporation (BMC) stalwarts not being able to contest from
wards they have been nursing for years.<br>The mayor
had been concentrating on his ward in Dahisar and had
even made a lot of funds available for the campaign.
<br><br>Patil said, " I may not contest elections this time,
but I have not decided. I will consult seniors and
workers from my ward. If I contest from any other ward,
it will be an injustice to the person who is
grooming his ward with the aspiration to contest. In the
last few years, I have worked extensively for the
Dahisar-Borivali area and winning from any of these constituencies
will not be a problem."<br><br>Many corporators
alleged that this was a bad system. " It will be improper
after the lottery of reservations was drawn. I was
present for the lottery and it will not be proper to
protest now," he said.<br><br>Sources in the Sena said
that the party may give tickets to relatives or wives
of corporators whose wards have been reserved.
Leader of the House in the BMC, Digambar Kandarkar, too
has lost his ward, which is now reserved for an OBC
candidate. Kandarkar is a Maratha. " What can we do about
this?" he said. The Shiv Sena had been considering him
for the mayoral post if he won. <br>Former mayor
Nandu Satam's ward at Worli has also been reserved for

ideological differences with the SP, the NCP is the only
party which can fight communal forces in the state. It
will allow me to work freely and keep intact my

that I was pressurising a prominent leader to withdraw
a defamation suit against Shiv Sena chief Bal
Thackeray. When I asked them to name this leader, they could
not. There is lot of unrest within the SP. Several
leaders like Husain Dalwai, Bashir Patel and Tushar
Gandhi have left. There are many non-political people
who are making all the decisions, while the
politically savvy worker is being sidelined.<br><br>There are
rumours of further defections from the SP.<br>The SP is
no longer a political force in the state. My leaving
is just the beginning. I’m sure many will

21,2001 <br><br>Maharashtra Deputy Chief Minister Chhgan
Bhujbal today lashed out at the opposition Shiv Sena-BJP
for trying to derive political mileage by organising
Maha Aartis to protest against the 10 pm deadline for
dandiya-ras celebrations.<br><br>Talking to reporters at his
official residence 'Ramtek', he said "the ban on use of
loud speakers after 10 pm was the directive of the
union environment ministry, which was upheld by the
supreme court.<br>The state government was just
implementing the decision. <br><br>''In the backdrop of the
ongoing US-Afghan war, the situation is grave and
security is the utmost concern and the Shiv Sena-BJP is
trying to disturb the peace and harmony of the
society,'' he said.

21,2001 <br><br>NCP president Sharad Pawar has accused
the BJP-led NDA government of exposing its weakness
by offering all possible help to US against its
fight against terrorism.<br><br>"The centre's
announcement of all help to US after September 11 terrorist
strikes has only exposed its weakness, since America had
not asked for India's assistance", he said while
addressing a rally at Nehrunagar in central Mumbai last
night.<br><br>The rally was organised on the occasion of
Maharashtra minister of state for housing Nawab Malik, who
was expelled from Samajwadi Party recetly, joining
NCP. The September 11 strikes has changed the views of
US on terrorism, which was neglecting India's pleas
for forming a front to combat the menace till
recently, the former Defence Minister said.<br><br>"US has
realised the threat posed by terrorism now, but India has
paid a heavy price in its fight against terrorism",
Pawar said adding that the country lost two Prime
Ministers, one former Army chief and Chief Minister of
Punjab to terrorism.<br><br>NCP would protect the
interests of people of the country, Pawar said assailing
the centre and the main opposition party Congress for
"failing" to deliver their duties

MUMBAI: Minister of state for housing, Nawab
Malik, expelled from the Samajwadi Party, on Wednesday
joined the Nationalist Congress Party (NCP) along with
his supporters in the presence of deputy chief
minister Chhagan Bhujbal.<br><br>Mr Bhujbal said, ``we
have not lured the Samajwadi Party minister. He was
expelled from the SP and now he has joined our party. No
one can blame us.''<br><br><br>While the NCP inducted
Nawab Malik, the Congress is all set to admit most of
the followers of former minister and NCP veteran
Abhaysinhraje Bhosale from Satara. Mr Bhosale, a direct
descendent of Chhatrapati Shivaji, has also reportedly
decided to join the Congress. However, he will wait for
some time as he does not want to invite the provisions
of the anti-defection act.<br><br><br>His son will
be formally joining the party in Satara on October
20 at a meeting scheduled to be addressed by MPCC
president Govindrao Adik.<br><br><br>Recalling that Bashir
Patel has also left the Samajwadi Party and joined the
NCP, Mr Bhujbal said, ``Mr Patel has been accorded the
status of a minister of state. I do not find any
difficulty in Mr Malik continuing in the DF
cabinet.''<br><br><br>When it was pointed out that Makhram Pawar who was
expelled from the Bharatiya Republican Party had to resign
from the cabinet, Mr Bhujbal said,``That was under
different circumstances.'' Samjwadi Party spokesperson
Majeed Memon reacted saying that Mr Malik should first
resign from the Kurla assembly seat and then fight on
the NCP ticket.<br><br><br>NCP spokesperson Vasant
Chavan said all those who have joined the NCP along with
Mr Malik will be given ``proper position'' in the
party. Mr Chavan said in view of Ramzan, the NCP has
asked the state election commission to postpone the
municipal elections slated for December 2 and hold them
after December 17.
