NCP demands Modi's ouster, arrest

The Nationalist Congress Party on Friday demanded immediate sacking
of Gujarat Chief Minister Narendra Modi and his arrest under
Prevention of Terrorism Act(POTA).

NCP National General Secretary Tariq Anwar told newspersons here that
Modi should be arrested following the report of the Concerned Citizen
Tribunal, headed by former Apex Court Judge V R Krishna Iyer, in
which Modi, some of his cabinet colleagues, the State Chief Secretary
and the Director General of Police of Gujarat had been indicted for
their role in Gujarat riots.

Anwar felt that Prime Minister A B Vajpayee should immediately
concede to the demands of the NCP to protect the unity of the nation.

He also asked the Prime Minister to declare VHP, RSS and Bajrang Dal
as "terrorist organisations" as they had played a pivotal role in
instigating communal feelings across the country.

He further referred to the report of Krishna Iyer and said
the "shameful" Godhra incident as per the report, was carried out by
the people inside the Sabarmati Express.

He alleged that the incident was engineered in connivance with the
people of RSS and VHP.

Anwar further condemned the "Gaurav Yatra" of Modi and said such
religious procession was ridiculous in the state which had witnessed
heinous riots claiming thousands of lives and led to the destruction
of property worth crores of rupees

NCP demands protection of minorities in Gujarat

Nationalist Congress Party (NCP) leader Jimmy George today demanded
stern steps to ensure adequate security for the minorities and the
conduct of free and fair assembly elections in Gujarat.

At a news conference here, George, party spokesman for the south,
said the NCP was ready to compromises to any extent with the Congress
and Left forces in order to defeat the BJP.

He criticised the Kerala Government for going after the Asian
Development Bank when there were sufficient funds in the nationalised
banks here itself.

He appealed to the state and central governments to take effective
steps to contain the prices of life saving drugs.

The membership campaign of the party would commence on December one
in the state with the aim of enrolling some half a million members,
party State General Secretary Uzhavoor Vijayan, who was also present,
said.

Nationalist Congress Party (NCP) today demanded the arrest of state
leader of Opposition Narayan Rane in the wake of violence in
Kankavali in Sindhudurg district even as the Shiv Sena-BJP combine
urged governor Mohd Fazal to dismiss the Democratic Front government
in the state.
Senior NCP leaders including the state unit chief Babanrao Pachpute,
national general secretary Raful Patel, Vasant Chavan, Jitendra Ahwad
and others called on the governor at Raj Bhavan here and demanded the
arrest of Rane, senior Shiv Sena leader and former chief minister.

Another delegation of senior Shiv Sena and BJP leaders called on the
governor and demanded the dismissal of the Congress-NCP government in
the state citing that the law and order situation has collapsed in
the regime of the Congress-led government.

Meanwhile, chief minister Vilasrao Deshmukh and his deputy Chhagan
Bhujbal, who also holds the home portfolio, met Mr Fazal and apprised
him on the sequence of events of November 22 and informed him that
the state police has been asked to act impartially.

State police control sources here described the situation of
Kankavali, which falls in the Malvan constituency represented by Mr
Rane, as peaceful and said that all precautionary measures have been
taken by the police to ensure that peace prevails in this town in the
coastal Konkan belt of the state

Nationalist Congress Party (NCP) workers shook Kankavli in Sindhudurg
district yesterday after Shiv Sainiks murdered a local NCP leader
Vijay Bhise.

In the wave of violence unleashed after the killing, angry NCP mobs
burned down the palatial bungalow of leader of Opposition in the
Vidhan Sabha Narayan Rane, in his hometown Kankavli.

Not content with that, they severely damaged his petrol pump, cars
and other properties.

Bhise had recently won the Gram Panchayat polls in villages around
Kankavli. Heightened bitterness between the Sena and NCP after the
Panchayat polls acted as a disquieting prelude to yesterday's
incidents.

The state police headquarters despatched additional forces from
Mumbai, Raigad, Ratnagiri and Kolhapur to Kankavli last evening to
quell the disturbances, and the situation was well under control by
late evening, police said.

The number of persons injured in the violence had not been determined
till the time of going to press.
Sindhudurg's superintendent of police Qaiser Khalid said that late
Friday night, Bhise was travelling in his vehicle along with three
friends when the vehicle was attacked by one Milan Dalvi and 10 other
Sainiks in Kalsuli village (close to Kankavli). After massive stone-
pelting by the Sainiks, Bhise was rushed to a local hospital but
succumbed to his injuries at 11 pm.

Explaining the build-up to the Sena-NCP conflict, the SP said, "The
enmity between Sena and NCP goes back to last year, when Bhise's
brother Bala defeated Rane's associate Rajan Teli (then Zilla
Parishad president) in the ZP poll. Conflict had been rising ever
since, and things got worse when Bhise won the elections on November
14 this year."

Police sources said Bhise had also been a key witness in the murder
case of Shridhar Naik, in which Rane was one of the accused.

As news of Bhise's killing spread, the SP said, an 800-strong mob of
NCP workers planned an attack on Rane's house. "Despite bandobast at
Rane's house, the mob overpowered the police and set the house on
fire, burning down the furniture as well.

They also attacked his petrol pump," he said. Two vehicles in the
compound of Rane's house were also gutted in the fire, Additional
Director-General of Police, Establishment, T K Choudhary, said.

Choudhary said NCP activists also attacked the residence of a local
Sena leader Anil Shetye and damaged a shop owned by Teli's brother-in-
law Sudhir Ale. However, the mob was dispersed by police when it
tried to set Teli's house ablaze.

Khalid said Teli and Dalvi had been arrested for Bhise's murder and
charged under Sections 302, 307, 147, 148 and 149 of the Indian Penal
Code. Seventeen NCP activists had been detained for the arson, he
said, adding that another case had been registered for setting Rane's
house afire.

Chief Minister Vilasrao Deshmukh said he had asked the police to take
strict action. However, he claimed, "No one's house has been burned
down. There has only been stone-throwing."

Rane, on his part, flew down to Kankavli last evening from
Aurangabad, where he had gone to participate in a Sena agitation. He
told this paper, "I have just arrived in Kankavli and am taking stock
of the situation.

The rioters have burned down my house and other properties, burnt
shops of Sainiks and damaged about 50 vehicles." Asked if he had
lodged a complaint with police, Rane said, "I am not in a mood to
speak to the press right now."

Meanwhile, all parties have called for a bandh in Kankavli on Sunday.
Also, Sena leader Uddhav Thackeray will meet Governor Mohammed Fazal
in Mumbai on Sunday to protest the attack.

What do you expect when leaders are
killed, asks Bhujbal

Chhagan Bhujbal, Deputy CM and NCP leader

What happened at Kankavli is unfortunate. But what do you expect when
people get angry after they find their leaders are murdered? This is
the second political murder in this area. Sridhar Naik, Congress
candidate against Narayan Rane in the Assembly elections, was
murdered a few years ago. Yesterday's violence happened because
murderers in an earlier case are  roaming around freely. Bhise's eyes
were gouged out by the attackers, and some of his colleagues are
still critical. So one can understand how serious the attack was.

Certain sections don't want any opposition, political or otherwise,
and have time and again targeted their political opponents. I have
also suffered their wrath when they attacked my official residence
when I was leader of Opposition with the intention to kill me. So I
can, at least partially, understand Rane's anguish. There was no need
for anyone to take the law into their own hands. I think leaders from
the area will do well to stop the language of revenge.

I have asked for two companies of the State Reserve Police for
additional security and have instructed police to ensure the
situation does not go out of hand.

What India has lacked for last half a century, is an intelligent prime minister,
or to be more precise, a shrewed prime minister, who could have made India an
important   political as well as economical player, globally. Most of hte PMs
did nothing more than starting a few trains from their constituencies in UP.
Sharad Pawar is perhaps the only reson who can keep personal gains for hold,
while, looking over a greater goal, of making India, at par with the developed
nations, but alas, unlucky India; with so many uneducated and educated but
narrow minded people, we might have to wait for a quite a long time before
something like this happens.

sport which matters in India and which each of us has grown up with - cricket.




Prelude
Above all, Lagaan is about people. Ordinary, average people, who are going about
their lives - like each of us. Who, when the moment demands, do extraordinary
deeds. It is about the power of a Team - the muthi ("closed fist"). As a team,
they were fighting for the future of tens of thousands of their countrymen
against a heartless enemy (the British). They had few resources, and little
knowledge of the game of cricket. What they did not lack was fighting and team
spirit, and the will to win. They were not playing a game; they were fighting a
war.



The India of today, too, faces a lot of challenges. If we can learn from Bhuvan
and his bunch of motley cricketers, the New India that is being built can be a
different place, one which occupies pride of place in the world economy, one
which is respected and feared but not ignored, one in which the community and
nation come before self, one which Bhuvan's XI would have been proud of.


Think of Problems as Opportunities
When Captain Russel challenges Bhuvan to a cricket match, Bhuvan accepts it
because he knows that there is really no option. It is a risk, but without
taking risks, there are no rewards. Given the state of his brethren (and with no
looming rains), Bhuvan viewed the incrementalism of trying to reduce the "double
tax" as a non-option against the possibility of a "10-100x" quality of life
improvement offered by a victory in the cricket match.



In our lives too, we face a lot of problems. We need to think of these as
opportunities for innovation.


Dream Big and Define the Goal
Once Bhuvan accepted the challenge, his dream was three years of no tax. It may
have seemed unrealistic or even improbable, but then that's what dreams are.
Dreaming is about imagining a different future. In the case of Bhuvan, he not
only dreamt big but also put in place a strategy to make that a reality. Another
name for Dream is Vision.
To make things happen the way we want, we have to envision the future, and paint
a picture in front of the others of what we want to achieve.


Put Community Before Self
The important thing about Bhuvan's dream was that it was not for himself, it was
for the community. Never in his talk or action did Bhuvan put himself or his
self-interest before that of what his village needed. Bhuvan's dream of greater
good thus elicited (after some initial resistance) the support of the entire
province.



Put organization first… If organization succeeds we succeed

Be Determined in face of Opposition

This comes across many times in the movie. Right from the start when the entire
village opposes Bhuvan's having taken up the challenge to when the rest of his
team refuses to play because Bhuvan wants to take on board Kachra, who is an
untouchable. On all occasions, Bhuvan knows he is right, and faces up and
answers his critics with courage, winning their support in the end. We face this
situation many times in our organisations.



Many a time, we give up and accept what we feel is perhaps a lesser decision. It
is at times like these that we need to speak up - as long as we know we are
fighting for the right issue, and not against an individual.


Give Examples to Enhance Understanding
Even though Bhuvan didn't know the difference at that time, he simplified the
challenge of learning cricket by portraying it as something similar to
gilli-danda. By doing this, he made the impossible seem achievable, he made the
mountain seem climbable. Analogies have that effect and can be powerful in
helping tame the seemingly difficult.
As managers and leaders, we too have the task of motivating the troops to take
up challenges in the marketplace. Vision needs to be translated into a series of
tasks that the team can understand, thus building a path through the fog.


Make a Beginning
Bhuvan did not wait to start. He did not see around. He made a bat and a ball,
got the kid interested and started. Many times, we brood and end up thinking too
much.
The only way one can test out new ideas is by jumping in, by getting started.
Only when we close the door behind us will we see the doors in front start
opening.


Small Victories are Important at the Start
The first time Bhuvan hits the ball, he does so in public, in full view of the
entire village. He makes it seem easy, he makes them want to participate. In the
film, watch the faces of the villagers after Bhuvan's first strike.
When starting any project, it is important to have small wins at the start to
motivate the team.
Support the Team Members
Bhuvan backs his people to the hilt, even when they make mistakes. He is willing
to give Kachra a second chance (on the second afternoon of the match) despite
the skepticism of others. He knows Kachra can be a match-winner - and Kachra
proves him right.
It is very important in any team that the captain support his team, backing the
right person at the right time for the right job.


Make the Best of Limited Resources
Watch how Bhuvan makes the bat and ball, and later how the pads are made. Look
at the scene where Bhuvan and his team are practicing at night - the entire
village is gathered around their team with mashaals to create the light. The
villagers of Champaner have limited resources, but they make the best use of
them.
One cannot always wait for the perfect tools or for the availability of infinite
resources. As entrepreneurs, we must innovate - focus on getting the work done.
When one has fewer resources, the brain and body work that much harder and much
more imaginatively.
Value based leadership is the need of the hour. The set of eight lessons
discussed above will help in the development of an ethical leadership that is
critical for organizations today.

their partner every night?

Who runs a successful business ?
The one who desires to become rich, or the one who gets up early and plans day
every day and works hard on it to complete it ..

Who makes the most sales? The one who believes they can become a great
salesperson, or the one who makes 10 sales calls a day?

You can have an awesome future, filled with great achievements and results if
you begin today to take action and make it a reality!

The Nationalist Congress Party (NCP) is in turmoil following the
stunning debacle in the recently held elections to the chairmanship
of the Ward councils of the Thane Municipal Corporation (TMC). A
section of councillors and leaders of the party are reportedly
engaged in a campaign to oust the current leader of Opposition in the
TMC house blaming him for the debacle.


According to reliable sources the disgruntled party workers and
councillors have even organised a signature campaign against Subhash
Bhoir, the Leader of Opposition seeking to remove him from the post
of TMC opposition leader. With this the differences between the three
factions of the party has reportedly widened further.


The NCP failed to secure even a single seat in the nine ward council
polls. The party had 25 councillors in the 116 members TMC House. The
Congress had only 16 councillors. Despite the small number, the
Congress managed to romp home in three wards while the NCP could not
even get one.


Interestingly eight of the nine winners to the post of chairmen had
won their elections unopposed with their opponents walking out in the
last moment. They included five of Shiv Sena, one of the BJP and two
from the Congress. Election was witnessed in the Manpada seat only
where Congress and NCP candidates were pitted against each other.


While the congress had four seats in the 12-member council, the Sena
had two. The NCP enjoyed absolute majority as it had six members in
the council. Sanjay Bhoir of the NCP was sure of a comfortable win
while the chances of Bhaskar Shetty, the Congress nominee was
relatively bleak.


Notably in the elections, the Shiv Sena voted for Bhaskar Shetty
resulting in both candidates getting equal number of votes.
Harischandra Patil of the Shiv Sena broke the tie by casting his vote
in favour of the Congress candidate and Shetty won the seat thereby
denying the NCP of even one seat.


The incident has sparked off rumours that the Congress and the Shiv
Sena supported each other in the council polls. Rumours are also rife
that the Congress has avenged the defeat of its candidate in the
coveted Education Committee elections due to the fact that the NCP
members voted for the Shiv Sena.


Subhash Bhoir has however denied that there was any campaign going on
in the party to oust him from the post. He however declined to give
any reasons for the defeat of his party in the ward council polls.

MUMBAI: Nationalist Congress Party (NCP) president Sharad Pawar is
all set to make major changes in the state unit of the party. These
changes will be made keeping in view the next assembly elections.


Mr Pawar held a closed door meeting of his trusted aides on Sunday
to discuss the proposed changes. According to NCP sources, the state
unit of the party may have a new face in the place of Babanrao
Pachpute. The names of two ministers R R Patil and Dilip Valse-Patil
are being mentioned in this regard.


Mr Pawar has also expressed his desire to shift a few ministers for
party work and induct new faces in the cabinet. Mr Pawar also
discussed the charges of corruption levelled against two NCP
ministers Vijaykumar Gavit and Subhash Thakre.


Deputy chief minister Chhagan Bhujbal, Mr Valse-Patil, finance
minister Jayant Patil, PWP minister Vikramsinh Patankar and other
ministers were present at the meeting.


The mood at the meeting was to defend Mr Gavit and Mr Thakre. A
criminal case has been filed against Mr Gavit since he was the
chairperson of a committee in Nandurbar which distributed funds
under the Sanjay Gandhi Niradhar Yojana. It is alleged by the police
that funds were distributed to persons who were not eligible for
benefits under the scheme.


The party has taken the stand that legislators are members and
chairmen of different committees and if they are held responsible
for acts of ommission and commission by these panels, then it will
be impossible for them to work.


The NCP feels that the member-secretaries of the panels should be
held responsible since it is their job to certify eligibility of
beneficiaries of different social welfare schemes.


In the case of Mr Thakre, he was member of the board of director of
Akola district cooperative bank which disbursed funds to a
cooperative sugar factory above the permissible limit. In his case
also, the NCP is taking a stand that in many other districts banks
have given loans to cooperative sugar factories more than their
prescribed limits as most of the sugar factories are facing
financial problems.


These sugar factories will be closed down if they do not get
adequate funds, NCP ministers noted. They have decided to back these
two ministers and wait till the court give orders in these cases.

I am a new member of this group and curiously read all the E-mails
sent. Since, your party is dealing in political activities, I would
like to narrate story of one of my friends who is victim of
deliberate ghost haunting.

Twelve years before, he (name withheld) was the most wanted man in
Bombay. He was never a bad guy but was adorable guy in his twenties.
He was from Bombay where people haunted him ghosts with the help of
persons who deal with evil spirits.  Today, the number of ghosts
haunted is more than 20 and the main purpose of these ghosts has
changed to  mental torture from curiosity.

The ghosts can easily read minds of human being. Initially these
ghosts were only reading his mind and telling it to people around him
but now every thing is fair in war and love. There is no visual
pictures seen but only voices are being heard, strangely these voices
can not be recorded on tapes. That guy does not know what ghosts tell
the people but ghosts also communicate him to have their influence
and play with his mind. For example, if he is feeling about
something, the ghosts will speak about it continuously to him and to
others.

For people living around that guy, this is common since it is going
on for last 12 years. The number of ghosts is not constant and it
depends upon favourability. Since he does not live in Bombay, outside
people are against it, so they shout or speak against it. As a
result, ghosts run away temporarily out of fear or cries. Even many
times ghosts are passing stools (invisibly). It has become a joke but
this happens only out of fear and only bad smell is experienced.
Ghosts do confirms this by speaking about it with embarrassment.

At night these ghosts do not sleep but cries whole night because of
worries that they might be forced to leave that guy. Ghosts do get
angry and are more focused on that guy so new ideas are being
experimented on him to get rid of people's wrath. These ghosts have
overpowered his dreams too. Mere touch of a ghost can create shocks
waves and he felt the touch many times even when he was asleep.

PUNE: Vice-chairman of the National Committee for Disaster Management
(NCDM) Sharad Pawar on Monday emphasised upon the need for the nation
to focus on community-level preparedness and state-of-the-art
technological inputs for becoming resilient to natural and man-made
calamities.
Delivering the inaugural address of the first regional conference of
the NCDM here at the Yeshwantrao Chavan Academy of Development
Administration (Yashada), Pawar said, quick response to disasters is
possible only when planning is done to mitigate the loss at various
levels.
"Preventive planning should be done at the state, district, local and
community levels to analyse disaster vulnerability and available
resources to get over them," said Pawar.
In this regard, the senior leader said, the role of Panchayati Raj
institutions and Urban Local Bodies (ULBs) is extremely crucial as
they have to actually implement the plans prepared at higher levels.
The NCDM vice-chairman put great stress on involving the youth and
the private sector in these initiatives.
Importantly, Pawar said relatively smaller investment in disaster
preparedness is much better than spending thousands of crores of
rupees later to meet the loss to social and economic assets of the
nation. Pawar said he had toured various developed countries in the
last one year to study the use of the latest technology,
organisational set-up and detailed legislations pertaining to
disaster management.
Recalling his study in the West, Pawar said, volunteers of private
groups play an extensive role in reacting to calamities, thereby
showing a community-level commitment to disaster control exercise.
The same concept has to be developed in India, too, he added.
The NCDM, which is headed by the Prime Minister, has divided the
country into five regions and would hold as many regional
conferences. The states and Union territories participating in the
first regional conference included Maharashtra, Madhya Pradesh,
Rajasthan, Gujarat, Goa, Chattisgarh, Daman and Diu, Dadra Nagar
Haveli.
Speaking on the occasion, chief minister Vilasrao Deshmukh said the
state has been the pioneer in forming the first District Disaster
Management Plan, which involves risk and vulnerability analysis,
response and mitigation plans. "Maharashtra has first-hand experience
of tackling a devastating earthquake in Khillari, Latur district, in
1993. It definitely taught us a lot of lessons," he said. Deshmukh
also highlighted the features of the Mumbai Disaster Management Plan.
Rakesh Singh Choudhary, minister for housing and environment in the
Madhya Pradesh government, asked the NCDM to form a tribunal, which
could look into water conservation in Rajasthan, Madhya Pradesh and
Uttar Pradesh. "Every year, hundreds of acres of land in Madhya
Pradesh turns into ravines or gets submerged due to torrential rains
or floods. This water, if properly stored, can prevent not only
damage to property and life but also be used for constructive
purposes," said Choudhary.
J.C. Pant, chairman of the working group of the NCDM, said the draft
of the National Disaster Response Plan has been circulated amongst
all the states for preparing plan at the local-level. "After all, its
the states and their district administrations which have to
anticipate the disasters in their region and follow the guidelines in
the draft report," he said.
Pant indirectly criticised the states for their complacent attitude
by contending that today no district in the country is ready to deal
with a remote situation such as plane crash. "All these things have
to be thought about to save lives and assets," he said.

MUMBAI: Vice-president of the Maharashtra Pradesh Congress Committee
(MPCC) Gurudas Kamat has challenged the Nationalist Congress Party
(NCP) to pull out of the Democratic Front (DF) coalition government
in Maharashtra.
He was responding to the tirade launched against Congress president
Sonia Gandhi by senior NCP leader P.A. Sangma here recently. Sangma
had said that he planned to shortly publish a book which would focus
attention on the danger to the nation if Gandhi, a person of foreign
origin, became the Prime Minister.
Kamat said Sangma assailed Gandhi but he was not averse to his party
sharing power with the Congress in Maharashtra. This clearly showed
that his opposition to Gandhi was not based on any principle. "I
challenge him to ask his party to withdraw from the government,''
Kamat said.
Kamat said a person of Sangma's stature was least qualified to attack
Gandhi, specially since the courts have unambiguously upheld the
validity of her Indian citizenship. In a separate statement, the MPCC
said Sangma was pursuing a politically suicidal course. It warned
Sangma that Congressmen from Maharashtra would never tolerate any
attack on Gandhi.
Meanwhile, there is speculation about MPCC president Govindrao Adik
being replaced by Sushilkumar Shinde, former state minister. However,
it is learnt that Shinde, who unsuccessfully contested the post of
vicepresident of India recently, was not keen on becoming MPCC
president.
He is more inclined to become the CM. But the NCP and a vast section
of the Congress are keen on Vilasrao Deshmukh continuing as the chief
minister. It is stated that for the past more than two years,
Deshmukh had successfully handled the DF coalition and defeated plans
of the Shiv Sena-BJP alliance to pull down the government.
It is learnt that Deshmukh plans an extensive tour of the state to
ensure that the demands made by party MLAs are being implemented.

MUMBAI: The state government is considering cancelling the annual
school examination for standard four students, following protests
from parents about subjecting eightyear-olds to both a board exam and
an annual exam.


The government recently announced a board exam for Std IV students,
to be followed by an annual school exam. Students are to be promoted
on the basis of their performance in the school examination, while
scholarships are to be awarded according to the board exam results.


On Friday, school education minister Ramakrishna More said the
government was considering promoting Std IV students on the basis of
the average of the three school unit tests and their performance
throughout the year.


"The matter of cancelling the annual exam is under consideration,''
he added. A final decision on the issue will be announced in less
than a week, Mr More told this TNN.


The board exam is to be held in February, according to a government
notification issued in June,while the school exams are usually
conducted in March. However, as principals have expressed fears that
they will not be able to complete the syllabus by February, the
government "is thinking of conducting the exam in April 2003,'' Mr
More said.


The state government has also decided to arrange an exam centre
within 5 km from a student's home.


Mr More defended the decision to introduce the board exam, saying
that several committees on education had recommended it.


"It was found that students could not read or write and that they
were not familiar with maths even when they finished primary
education,'' he said.


While promotions won't be based on the board exam, Mr More said it
would help to standardise the work done in schools and make teachers
more accountable.


Remedial steps could also be chalked out on the basis of the
students' results, he added.


Many educationists and parents, however, have opposed the board exam,
stating that it would put unnecessary pressure on children. But Mr
More contended that the examination would provide an "equal
opportunity to every school and student to prove their merit'' and
compete among themselves.


As students would have to appear for several competitive exams
throughout their academic life, the board exam would prepare them for
this, he added.


Asked about coaching classes and publishing houses minting money from
parents' distress, Mr More said the government could not prevent
parents from enrolling their children in special classes or buying
guides.


"The curriculum is the same for the annual and the board exams and
there is no reason why parents should be anxious.''


The government is also considering increasing the number of
scholarships for students to encourage them, Mr More said.


"We are planning to introduce a scheme whereby students from each
centre will be awarded a scholarship.''


There are over 4,600 exam centres in the state. Scholarship exams are
immensely popular among students, he said, as proved by the fact that
over 3 lakh students are appearing for these exams now as against
10,000-odd over 30 years ago.


Regarding protests about the fact that the government was charging Rs
40 from each student as board exam fees, Mr More said the state had
exempted children from below poverty line families.


Over six lakh students will benefit because of this. The government
is also considering reimbursing fees of students from scheduled
castes and tribes, covering around three lakh students, he added.

country, if communal elements succeed in the polls in the state".

"It is a ploy to fan communal passions to polarise society on
religious lines and create a division among poor and destitutes",
Pawar said while speaking at a function to mark centenary
celebrations of reservation policy initiated by erstwhile ruler of
princely state of Kolhapur, Chhatrapati Shahu Maharaj at
Shanmukhananda Hall in central Mumbai. Pawar said 'certain
responsible persons+ are advocating early elections in Gujarat +to
encash flared up communal passions'. The NCP president, however, did
not name any political party or leader.


"The environment in Gujarat is changed and before it subsides, they
want to exploit the situation by holding early elections", the
Maratha strongman said. Later talking to reporters, Pawar opposed
BJP's move to hold early elections in Gujarat, saying 'the situation
in the state is not normal'.


Many voters have migrated to other places in the aftermath of the
unprecedented communal violence in the state and holding elections at
this time would be denying them their right to vote, he added.

A Cabinet reshuffle in the DF government is on the cards, as Congress
and NCP leaders look to accommodate a few disgruntled elements of the
ruling alliance into the ministry. This could mean not only new faces
in the Cabinet, but an expanded ministry. The reshuffle is expected
to take place in 15 days to a month.

Deputy Chief Minister Chhagan Bhujbal promised yesterday, "The
reshuffle will happen.'' Chief Minister Vilasrao Deshmukh had earlier
said the same thing. The reshuffle is likely to place after June 20,
when NCP chief Sharad Pawar returns from abroad.


NCP spokesperson Praful Patel said, "There are some unhappy MLAs in
the party, but as long as they are loyal, we don't mind. As they've
respected party discipline, we don't mind satisfying them. But we
can't satisfy everyone." Patel said some current ministers may have
to leave the government and take up party work. In the NCP, there has
been dissatisfaction with Bhujbal and Irrigation Minister (Krishna
Valley) Ajit Pawar.


But Patel said there will be no change in the designations of either
Pawar or Bhujbal. "There has been bitterness, but we will sort the
differences out," he added. There was even talk of having a Kamraj
plan, getting ministers to resign and then allowing party bosses to
decide who would be given back their ministerial berths.


A senior Congress leader has confirmed that a few ministers of state
may be asked to resign so that disgruntled MLAs can get to travel in
lal batti cars. The leader pointed out that there was a chance that
Minister of State for Home Kripashankar Singh would be promoted to a
cabinet berth for his crisis management tactics.


The last Cabinet reshuffle took place on June 4, when three
Independents were inducted following vacancies created due to
resignations of the PWP ministers.


Deshmukh has also given the NCP an indication that, in the reshuffle,
it should expands its social base while selecting candidates. At

NEW DELHI: Following is the text of address delivered by A P J Abdul
Kalam in the Central Hall of Parliament after being sworn in as the
President of India.


Respected Shri Narayananji, Mr Vice President, Mr Prime Minister, Mr
Deputy Prime Minister, Chief Justice of India, Speaker of Lok sabha,
Members of the Union Council of Ministers, Governors, Chief
Ministers, Deputy Chairperson of Rajya Sabha, Deputy Speaker of Lok
Sabha, Members of Parliament, Excellencies, friends and children --
my greetings to all of you.


When I see in front of me, the distinguished dignitaries including a
number of senior diplomats representing their countries and other
eminent personalities, a beautiful Thiagarajaswamigal's Keerthana in
Sri Raga echoes from my heart: "Endaro Mahaanubhavalu andhariggi
vandanamulu," which means, "I salute all the great noble hearted
human beings."


I thank the members of Parliament and State Legislatures for having
elected me. The endorsement I have received from the nation, giving
me the responsibility to realise our shared dream of India with
prosperity, harmony and strength is really overwhelming. Ten
illustrious personages have adorned this office of the President and
contributed to the nation building with their outstanding personal
qualities.


I salute them all. While I assume the office of the President of
Republic of India with humility and gratefully recognising the
immense trust, the people of the country and the political system
have resposed in me, I promise to endeavour to fulfill the
aspirations of our people.


Indian civilisational heritage is built on universal spirit. India
always stood for friendship and extends warm hands to the whole world.


We have made significant achievements in the last 50 years in food
production, health sector, higher education, media and mass
communication, industrial infrastructure, information technology,
science and technology and defence. Our nation is endowed with
natural resources, vibrant people and traditional value system. In
spite of these resources, a number of our people are below the
poverty line, undernourished and lack primary education itself. Our
aim is to empower them to be poverty free, healthy and literate. A
country needs to have the characteristics as defined in Thirukkural,
composed over 2,000 years ago:


"Pini inmai Selvam Vilaivinbam Emam, aniyenba Nattirkiv vainthu."


That is, "The important elements that constitute a nation are: being
disease free; wealth; high productivity; harmonious living and strong
defence." All our efforts should be focused towards building these
five elements at various levels in a coherent and in an integrated
manner. I am convinced that our nation with a strong, vibrant and
billion plus population can contribute to realise these elements.


Today our country is facing challenges such as cross-border
terrorism, certain internal conflicts and unemployment. To face these
challenges, there must be a vision to ensure focused action of one
billion citizens of this great country with varied capabilities.


What can be that vision? It can be none other than transforming India
into a developed nation. Can the government alone achieve this
vision? Now, we need a movement in the country. This is the time to
ignite the minds of the people for this movement. We will work for
it. We cannot emerge as a developed nation if we do not learn to
transact with speed. I recall the saintly poet Kabir's wisdom to
us: "Kaal kare so aaj kar, aaj kare so ab". that means, "What you
want to do tomorrow do it today, and what you want to do today do it
now."


This vision of developed nation needs to be achieved with
Parliamentary democracy, which is the core of our governance system.
The basic structure of our Constitution has stood the test of time. I
am confident that it will continue to be responsive to the demands of
changing situations. The first and foremost task is to respect and
uphold the Constitutional processes, in the best interest of our
people and our nation, without fear or favour and with fairness and
firmness.


India is a Union of States based on the framework of co-operative
federalism. Within the co-operative framework, there is also a
requirement to develop competitive strengths for the States so that
they can excel at the national level and the global level.
Competitiveness helps in ensuring economic and managerial efficiency
and to be creative to meet new challenges. These are essential to
survive and prosper in a fast changing world of today. In addition,
in order to strengthen democratic processes and institution, we
should all truly strive for substantive decentralisation.


I wish to emphasise my unflinching commitment to the principle of
secularism, which is the cornerstone of our nationhood and which is
the key feature of our civilisational strength. During the last one
year I met a number of spiritual leaders of all religions. They all
echoed one message, that is, unity of minds and hearts of our peple
will happen and we will see the golden age of our country, very soon.
I would like to endeavour to work for bringing about unity of minds
among the divergent traditions of our country.


Along with speedy development aimed at elimination of poverty and
unemployment, national security has to be recognised by every Indian
as a national priority. Indeed, making India strong and self reliant -
- economically, socially and militarily -- is our foremost duty to
our motherland and to ourselves and to our future generations.


When the child is empowered by the parents, at various phases of
growth, the child transforms into a responsible citizen. When the
teacher is empowered with knowledge and experience, good young human
beings with value systems take shape. When individual or a team is
empowered with technology, transformation to higher potential for
achievement is assured. When the leader of any institution empowers
his or her people, leaders are born who can change the nation in
multiple areas. When the women are empowered, society with stability
gets assured. When the politcal leaders of the nation empower the
people through visionary policies, the prosperity of the nation is
certain. The medium for transformation to developed India is the
empowerment at various levels with power of knowledge. A roadmap of
realising this vision of developed India is in front of us.


At this juncture, I recall a beautiful though of Dr G G Swell, an
eminent leader from the North East: "We must have a mental
infrastructure. Mental infrastructure means sincerity of purpose, of
vision, or purity of heart and mind."


When I travel across our nation, when I hear the sound of waves of
the three seas around the shores of my country, when I experience the
breeze of wind from the mighty Himalayas, when I see the bio-
diversity of North-East and our islands and when I feel the warmth
from the western desert, I hear the voice of the youth: "When can I
sing the song of India?" What can be the answer? I have so far
interacted with over 50,000 school children during the past one year.
I would like to share with you my answer to the urge of these
children. If youth have to sing the song of India, India should
become a developed country which is free from poverty, illiteracy and
unemployment and is buoyant with economic prosperity, national
security and internal harmony.


To create this transformation we all have to resolve ourselves to
work and sweat for the national development. I would like to share
the song of youth, which I normally recite with the school children,
here at this juncture. I am very happy to see the children present
here representing the future generation. Through them I would like to
convey the song of youth to all children of our country and the
people.


As a young citizen of India, armed with technology, knowledge and
love for my nation, I realise, small aim is a crime.


I will work and sweat for a great vision, the vision of transforming
India into a developed nation, powered by economic strength with
value system.


I am one of the citizens of billion; Only the vision will ignite the
billion souls.


It has entered into me; The ignited soul compared to any resource is
the most powerful resource on the earth, above the earth under the
earth.


I will keep the lamp of knowledge burning to achieve the vision -
Developed India.


If we work and sweat for the great vision with ignited minds, the
transformation leading to birth of vibrant developed India will
happen. This song, when sung in our own beautiful languages will
unite our minds for action.
