We need Humanitarian-ISM"

Capitalism, socialism or communism..all such 'isms' that are devoid of
compassion and human care born out of eiher individual choice or out of
constitutionalized norms shall always end up in exploitations.

The world is still divided between 'have' and 'havenots' and dirty game of
exploitations is being carried on relentlessly by governments, banks financial
institutions under different names. The hands that have played this game on the
face of earth are not many but very powerful and they run the government,
install people of their choice and have controls of all media in their pockets
to throw the dust into the eyes of billions of people in the world. Those who
are chosen to govern the masses have no compassion in their hearts and are in
league with large corporates and hidden powers that be.

In the name of opening up, globalizations,WTO,NAFTA,GAFTA and others a New World
Order is being pushed into and the whole stretegy is being planned in such a
manner that two steps forward and one step backward to keep the masses deluded
and enthralled. Maipulations and exploitations still remain the Game and modern
capitalism and democracy is no way different than the old 'fuedal sysem'. Yet
Fuedal lords were responsible for the care of their people but here in democracy
those who control just care their own interests and would washout anything that
comes in their way. Just the manners have evolved and styles are different.

Subject:: Council election could expose rift in Mumbai Congress
ngbk2000

Vijay Singh in Mumbai | November 04, 2003 23:53 IST

So far, the ruling Democratic Front in Maharashtra had to worry only
about the rift between its major partners – Congress and the
Nationalist Congress Party.

However, the forthcoming elections to the legislative council are all
set to expose divisions within the Congress.

The problem is in the high profile Mumbai unit of the party, headed
by Gurudas Kamat, who was appointed in March 2003 overlooking the
claims of another aspirant, Minister of State for Home Kripashankar
Singh.

Kamat appointed a new executive committee, which comprised six
members from the Santacruz assembly segment alone. All are known to
be working against Singh, who represents the constituency in the
state assembly. Kamat also sidelined party workers considered close
to Singh.

Hence, both will use the elections to the Upper House in December and
the appointments to the posts of Youth Congress and NSUI presidents
to establish their turf.

The immediate issue of contention is the continuance of party
corporator Gunvant Seth in the post of opposition leader in the
Brihanmumbai Mahanagar Corporation. Singh claims Congress corporators
want him replaced.

Of the eight MLCs who will retire this year, two are those elected by
the BMC. Hence, the leader of the party in the civic body has a major
role to play in the selection of the candidates. "Our high command
will decide the party candidates for the MLC election," Singh says.

Though Kamat's predecessor Murli Deora refuses to comment on this
matter, he is believed to be backing Singh in a bid to pave the path
for his son's entry into politics. Congress sources said Deora has
his eyes on the post of Mumbai's Youth Congress president or a ticket
for next year's assembly election for his son.

Deora headed the Mumbai unit for over two decades and is known to
wield considerable influence in the party.

Singh enjoys the support of another party heavyweight. Member of
Parliament from Northwest Mumbai Sunil Dutt also wants one of his
candidates to be elected an MLC.

The Kamat faction is not keeping quiet either and is doing everything
it can to cut Singh to size. It is harping that Kamat has been a more
active president then his predecessor, who purportedly never
descended to work at the grassroots level and was considered
incapable of taking on the Shiv Sena.

Representatives of both groups are making constant trips to Delhi to
apprise central leaders of the goings-on in the metropolis. Besides
swearing their allegiance to the high command, they are also trying
to garner support for their respective candidates.

New Delhi |By Ajay Jha, Chief Correspondent | 05-11-2003
The Congress party has deliberately decided to withhold its list of
candidates for three states waiting for rival Bharatiya Janata Party
(BJP) to make the first move so that it can formulate its strategy.

Of the five states slated for polls, the party has so far released
its list of candidates for Mizoram and Madhya Pradesh. The other
three states are Rajasthan, Chhattisgarh and Delhi.

According to party sources, the Congress' Central Election Committee
(CEC) will resume its meeting on Friday, the day process to file
nominations begin.

The party does not want to give the rival BJP any leverage by
repeating the mistake of announcing its list for Madhya Pradesh. This
bold step enabled the BJP to find a safe seat for its chief
ministerial candidate Uma Bharti and put up a strong candidate in its
national general secretary Shivraj Singh Chouhan against the
incumbent Chief Minister Digvijay Singh when the BJP announced its
first list of 139 candidates for the 230-member state assembly on
Monday.

The BJP on the other hand has announced that it will announce the
remaining names for Madhya Pradesh, along with its list of candidates
for Rajasthan, Chhattisgarh and Delhi today. The BJP's CEC resumed
its meeting last evening and will hold another round today.

The Congress party's reluctance to announce its list of candidates
for the three states is being interpreted in political circles as its
lack of confidence although the party is in power in all these three
states besides Madhya Pradesh.

The party may have gone on the defensive after going through the
BJP's Madhya Pradesh list which is packed with candidates capable of
wresting power in the state. On the flipside, however, the delay is
causing enormous uneasiness amongst those seeking nominations as they
are staying put in the national capital in order to canvass for their
selections.

Another reason for the delay, says a senior party functionary, is to
ensure that there will be no defectors. "The list for the 70-member
Delhi assembly will only be announced on the night of October 12 so
that rebels do not join a rival party," sources said.

The Congress party has a long tradition of its leaders contesting
polls as rebel candidates when denied nominations. Since the party
has tended to readmit them into its fold, once they win as
independents, it is seen as an incentive.

Nominations must be filed by November 15.

Jagtar Singh, an aspirant for nomination from Rajasthan said "it is
alright to deny the BJP any leverage, but at the same time, we may
end up doing the same as the BJP candidates will get more time to
campaign while we will be stuck in New Delhi." The move of delaying
the list may boomerang in the ultimate analysis, he added.

The breakaway Nationalist Congress Party (NCP), which has announced
it will contest 30 seats in Delhi, is also delaying its list, keeping
its doors open for Congress rebels to join to contest polls under its
banner, adding to the woes of the Congress party.

TIMES NEWS NETWORK[ WEDNESDAY, NOVEMBER 05, 2003 05:34:59 AM ]
NEW DELHI: As the BJP prepares to pin Madhya Pradesh chief minister
Digvijay Singh down in his lair, Raghogarh, by fielding a powerful
candidate against him, it is working on a similar strategy to snare
Mr Ajit Jogi in the neighbouring Chattisgarh.

The BJP's efforts to bog Mr Jogi down in his turf, Marwahi, may get a
boost with the Nationalist Congress Party, which has emerged as third
pole in the state, agreeing to field a common candidate.

NCP stalwart Vidya Charan Shukla, who has made no secret of his
desire to have Mr Jogi vanquished in his home-turf, is, it is learnt,
in talks with the state-level BJP leaders in an attempt to realise
his ambition.

``We'll have no understanding with the BJP at all,'' NCP general
secretary Praful Patel told ET this evening, while dismissing
speculation about a secret BJP-NCP tie-up in an attempt to prevent
the division of anti-Congress votes.

``We are confident of doing well on our own. We'll get seats both at
the expense of the Congress and the BJP in Chattisgarh.''

The only exception may be Marwahi, where the BJP and the NCP may join
hands to corner the chief minister. ``We may put up a common
candidate."

The first post-monsoon poll survey undertaken by the Congress has
rung alarm bells among its ranks and files in Chhattisgarh. The party
has slided down considerably as compared the earlier surveys where it
had an upperhand over the BJP.

In the 90-member Chhattisgarh Assembly, the survey did not give the
Congress party more than 35 seats. The NCP led by VC Shukla, is being
billed as the party to watch as it may damage the electoral prospects
of several Congress candidates.

Pradip Kumar Maitra
Raipur, November 3

The ruling Congress in Chhattisgarh is in for a tough time in the
forthcoming Assembly elections. Apart from the emerging Nationalist
Congress Party (NCP), the Bahujan Samaj Party (BSP), Gondwana
Gantantra Party (GGP) and the left parties may spoil their
calculations of an easy ride to power.

Political observers here point out that though the BSP is saying that
it will ensure for preventing BJP from power, the BSP and GGP, along
with NCP, may mainly eat into the share of Congress votes and thus
affect the poll prospects of the ruling party.

The BSP had bagged three seats in 1998 Assembly elections but one of
them - Dr Chhabilal Ratre of Sarangarh defected to the Congress. The
party had also obtained over 20,000 votes in three other assembly
constituencies and overall a total of 3.11 lakh votes in the State in
last elections.

Though, BSP state president Daulal Ratnakar made it clear that its
enemy number one is the BJP. After its break-up with the pro-Hindu
party in Uttar Pradesh, it is hoping to damage the BJP in the
elections by raising the issue that the upper caste party was
harassing its Dalit leader, Mayawati.

But observers here feel that BSP traditionally gets anti-BJP votes
and in the process it would only play a decisive role in affecting
the electoral fortunes of Congress candidates, and could hardly dent
the BJP. The BSP has a considerable clout in at least 20 Assembly
constituencies and of them it can upset the calculations of almost 10
candidates.

It is believed that Jogi has a good rapport with the BSP supremo
Kanshiram and he may forge a tacit understanding in some Assembly
constituencies at the eleventh hour to bail out Congress candidates
in those constituencies. However, the state BSP has a strong
reservation on Jogi, as he was instrumental for defection of the BSP
MLA, Dr Ratre, three years ago.

The BSP has decided to field 55 candidates, out of 90 Assembly
constituencies in the state. The last year, it had fielded as many as
49 candidates from the region. While releasing the list, Dr Ratnakar
said that BSP candidates were in a position to damage the BJP
equation within certain constituencies and upset the Congress
calculation in some other places.

According to him, a hung Assembly is inevitable in
Chhattisgarh. "Neither the Congress nor the BJP will be able to come
to power without the support of BSP and other smaller parties in the
state," he said and claimed that the BSP would be the deciding factor
in the ensuing elections.

Similarly, the GGP has a considerable influence in tribal belt in
northern part of the State. The tribal population constitutes around
32.5 percent in Chhattisgarh and 34 seats are reserved for ST out of
90 Assembly seats in the State.

Hira Singh Markam of GGP was elected from Tanakhar Assembly
constituency in Bilaspur in 1998 elections while it showed its
presence in 11 other seats by obtaining sizeable votes.

Besides these two parties, Chhattiasgarh Mukti Morcha (CMM), founded
by the legendary trade union leader, Shankar Guha Niyogi, and left
parties - CPI and CMP - have made some inroads in the State. Janaklal
Thakur of CMM lost to a Congress nominee by a narrow margin from
Dondilohara, while the CPI were the immediate rival of the winning
Congress candidates in Konta and Dantewada in Bastar region.

The CPI-CPM has a considerable clout in Bastar region since the
beginning. The CPM got modest votes in Narayanpur Assembly
constituency in the last elections.

The ruling Congress is worried about the division of this secular
votes in the state and trying its level best for a tacit
understanding with these outfits, where the Congress nominees are
winning position.

TIMES NEWS NETWORK[ TUESDAY, NOVEMBER 04, 2003 01:43:25 AM ]

PUNE: Republican Party of India leader and MP Ramdas Athawale on
Monday appealed to the Congress, the Nationalist Congress Party and
the RPI to join hands for the forthcoming state assembly and Lok
Sabha elections to defeat the communal forces

The proposal assumes significance, considering that Congress
president Sonia Gandhi had recently ruled out a pre-poll alliance
with the NCP, following the controversial remarks by NCP president
Sharad Pawar over her foreign origin issue.

Athawale has a good rapport with Pawar and his statement came as a
surprise to party workers.

"Mai apko jodne aya hoon. (I have come to unite you)" Athawale said
on Monday while unveiling the statue of Babasaheb Ambedkar, installed
at the Aund DP road chowk. Athawale calls for Cong.

SHOW YOUR PARTNERSHIP DEED TO INDIAN ELECTRORATE

We all know for years the sinister parternership of political parties and the
corporate sector. Business Industry supports Ruling as well as main political
opponents and hundred of crores of currency is financed by the Industry to keep
going the puppetery the way they like.

Now, do we find political parties and or corporate to come out openly and inform
general electrorate whom they are supporting and for why and with what.

Do you think dear party heads and ceos that indian industry that the eletorate
is still fool as it was during 50s when you started this game. Declaring this
will only enhance your depleting image and may give you a further lease of time
to carry on just a little more.

TIMES NEWS NETWORK[ TUESDAY, OCTOBER 28, 2003 01:05:38 AM ]
In Tamil Nadu, the BJP is working to ensure that the AIADMK does not
tie up with the Congress.

If the BJP again emerges as the single largest party, then a majority
of the regional parties will coalesce around it — while the AIADMK
will not have even ideological problems joining hands with the BJP,
neither Mulayam Singh Yadav nor Sharad Pawar feel very positively
about Sonia Gandhi.

They could back either the BJP or the Congress after the next
elections, with the numbers deciding which way they will
go. And between the SP, the NCP and the AIADMK they can bring in a
kitty of anything between 50 to 70 seats.

Simultaneously, the BJP, mainly through different non-political
intermediaries, is encouraging the prime ministerial ambitions of
Mulayam Singh, Pawar and Jayalalithaa and the idea that if
individually any of them brings in a big enough block of votes, he or
she can emerge as the leader of a Third Front government, backed by
the Congress.

If NDA convenor George Fernandes is in touch with Mulayam Singh,
Pawar, reportedly, has the backing of former Prime Minister
Chandrashekhar and has the advantage of still having many friends in
the Congress, such as Kerala's K Karunakaran.

This ambition, the BJP feels, will also help keep the Congress
numbers down while boosting the BJP tally and placing it in a
position once again to form the next government.

NDA sources added that on the other hand if the Congress touches 180-
200, then, with the backing of the Left parties and Laloo Prasad
Yadav, it will be close enough to a simple majority for it find
support from a few other parties.

TIMES NEWS NETWORK[ TUESDAY, OCTOBER 28, 2003 01:05:38 AM ]

NEW DELHI : The BJP is not entirely confident that along with its
current NDA allies, it can form a government after the next general
elections.

So, sources said, the party is in close touch — directly and through
intermediaries — with Mulayam Singh Yadav's Samajwadi Party, Sharad
Pawar's Nationalist Congress Party and J Jayalalithaa's AIADMK, with
the long-term objective of getting them to back the NDA.

The BJP's gameplan is to ensure that these three parties help keep
the Congress' numbers down, so that the BJP again emerges as the
single largest party.

In UP, the BJP by ``helping'' the SP to form the government is hoping
that it won't come to an arrangement with the Congress in the state.

In Maharashtra, the NCP gave evidence of its affection for the BJP by
helping to sabotage the Congress candidate's chances in the Solapur
LS by-election and in the forthcoming assembly elections, it is
putting up candidates in Chhattisgarh in the hope that it will cut
into the Congress votebank, apart from the fact that Sharad Pawar
again recently raised the foreign origin issue

Vajpayee, Advani, Sonia to lead campaign in five states
Our Political Bureau in New Delhi
Published : November 3, 2003

Two crucial factors—the number of official and "unofficial"
candidates left in the fray after November 17, the last day for
withdrawal of candidates; and the plans of the Bahujan Samaj Party
(BSP)— will decide the Assembly election outcome in Madhya Pradesh,
Delhi, Rajasthan, Chhattisgarh and Mizoram.

If the Bharatiya Janata Party (BJP) wins even three out of these five
states, it could consider pressing for an early Lok Sabha poll.

The two week period from November 17 to 30 is going to see excited
campaigning with all the big guns of both the Congress and the BJP—
including Sonia Gandhi, Prime Minister Atal Bihari Vajpayee, Deputy
Prime Minister LK Advani—intensively touring the states going to
polls.

The BJP's internal assessment is that except Delhi, victory is
assured in all the others. In Delhi, BJP leaders say the party's
biggest drawback is chief ministerial aspirant Madanlal Khurana, who
is just unable to dent the image or following of his rival Chief
Minister Sheila Dikshit.

However, observers say the level of infighting in the Delhi Congress
unit is very high. After November 17, it is going to be hard for
Dikshit to rein in rebel candidates because of two important
conditions laid down by the party —that corporators will not contest
the elections; and that the spoken reputation of sitting MLAs will
feature in their renomination to the seat, which will not be
automatic.

Both these decisions will set off a chain reaction in the party and
will spur new political alignments.

In Madhya Pradesh, where Chief Minister Digvijay Singh is battling
for a third term as chief minister, the incumbency factor is weighing
heavily against him.

This is tough call in a state where the BJP had won over two-third of
the seats in the general elections in 1996, 1998 and 1999 but has
still remained out of power for 10 years.

As much as Digvijay Singh has tried out a little populism —a Dalit
Agenda, increasing reservations for other backward castes (OBC) from
14 per cent to 27 per cent in government jobs and educational
institutions, waiving power dues of small farmers, those living below
the poverty line and Scheduled Castes and Scheduled Tribes for three
years—he has concentrated on the classical vote bank politics by
trying to woo solid chunks of traditional Congress voters like the
Dalits, largely ignoring the other upper castes.

But refusing to be drawn into the politics of Hinduism, his rival Uma
Bharati is focusing on issues of development to drive home the point
that another term for Digvijay Singh as chief minister will drive the
Madhya Pradesh economy and the problems of the poor into a deeper
morass.

In Rajasthan, the BJP's greatest challenge is not the Congress or the
image of Chief Minister Ashok Gehlot, insiders say, but the Sangh
Parivar itself.

The Sangh has strong roots in the state. It is asking for its due in
the elections even though the BJP is uncertain about the winnability
of many of the candidates it has proposed.

A clash with the RSS is the last thing the faction-ridden BJP needs
in Rajasthan, with Vasundhara Raje Scindia trying to establish
herself as a new party president in a state where veteran BJP leaders
like Bhairon Singh Shekh-awat tower over her.

In Chhattisgarh, the Congress and the BSP have done a quiet deal.
Where the BSP was originally going to contest all the seats, it will
now contest only 55 of the 90 seats.

This means where the Congress is sure of winning the BSP will not cut
into its votes but will urge its followers to transfer their vote to
the Congress. It has announced it will not oppose Chief Minister Ajit
Jogi in his constituency.

The BJP is quite strong in Chhattisgarh and is playing up Ajit Jogi's
strong likes and dislikes of party cadres to foment rebellion in the
Congress. The Nationalist Congress Party (NCP) is the unknown entity
in the state.

But in Chhattisgarh, with the Congress and the BJP getting roughly
the same number of seats, and the NCP bagging even 15 seats, the
chances of the NCP forming a government with the outside support of
either the BJP or the Congress are seen as strong.

All the results should be out by December 3, around the time
Parliament is likely to convene. Indications are that the Prime
Minister's year-end musings this year will have some indication about
the country's political future

My Vision for India - 1 I envision a day when it becomes obvious to all of
us on earth that everything we see out of us is born out of Consciousness
including the vast expanse and our universe. The state where outer and inner
world fuse into one Reality beyond expression. I envision the mystical moods and
states of great ecstasy becoming a permanent feature of human personality so
that we dwell more on matters of spirit and everything else may seems trash to
us. I envision material desires springing in us Only to relieve the pain of
others I envision mankind out of her sleep and ready to install a system of
Peace, plenty, abundance and joys for all. I envision a day when we shall learn
how to separate our soul from the imperfect brain and remove handicaps,
sufferings, pains and grief and convert all this into shadows of the past by
learning to pull us apart from these malice with which we have been living for
many epochs.. I envision when we learn to have dreams of Nature's
glory spread near and far and find new ways to end pain, war and all kind of
suffering and yet remain humble because all the learning comes from a Cosmic
Source where we are all reaching out. I also envision that we all remember for
ever that we are Unborn and Eternal and in fact cream of all this Creation and
were lost in some kind of a dream life after life.. I envision the day when
grown up will learn to look at everything like a child looks at the starlit sky
with wide open eyes and wonders to give a joyful cry and like this we set our
life to a mission to explore the outer cosmos by a magic by opening of an inner
hole in our consciousness. I envision times where there is no religion for the
mankind expect to worship the Nature dwelling in us in form of our Consciousness
and when all religions are united in one human race in love and service to
humanity becomes a prayer of this new found love for ourselves and for others.
When we always remember that it is one Absolute whole
acting in countless forms between you and me. I vision when we can be free of
the prisons that we built for us that debarred us from the celestial eyes and
divine properties existing in us. I envision a world where we all realized that
we allowed their soul to roll in dust and knowing this now we start and sets on
to a path of exploration of the glorious Empires of our inner being,
consciousness and our soul. And I envision when the earth with all of us
suddenly becomes introspective for a day and rises next morning in a new
knowledge that will shake off all that we carried all our life at the expanse of
our inner joys and abilities to manifest.. And I also envision prosperity
programs to be announced by our government to relieve the pains and acute
suffering of millions of our people enabling most of us for a much needed
psychological shift to attain real growth and a kind of life that we all
desire..And there is much more to come……… With Love to all my fellow Indians

ngbk2000

New Delhi |By Ajay Jha, Chief Correspondent | 02-11-2003
With only a month before Chhattisgarh goes to elections, the state
Chief Minister Ajit Jogi is finding it heavy going.

Coming close on the heels of the Election Commission lambasting him
for violating the model code of conduct, two allies of the Congress
party have now come out in the open against him.

While the Nationalist Congress Party (NCP) has already entered into a
seat adjustment with the Bharatiya Janata Party (BJP) in
Chhattisgarh, the Samajwadi Party (SP) has announced its decision to
contest all 90 seats in the state. This is bound to eat into the
traditional Congress party vote bank.

The NCP shares power with the Congress party in western Maharashtra
whereas the Samajwadi Party came into power in Uttar Pradesh with
crucial support from the Congress in late last August.

Samajwadi Party president and Uttar Pradesh Chief Minister Mulayam
Singh Yadav arrived here on Friday night and met those seeking party
nominations in the state yesterday. The party is scheduled to release
its first list of candidates containing 36 names today. The second
and final list will be released towards the end of the process of
filing nominations.

According to Samajwadi sources, the idea is to keep the door open for
Congress leaders who may rebel if denied nominations.

The fate of some 16 Congress party members of the outgoing state
assembly hangs in the balance. They had defected to the Congress
party after the state was carved out of Madhya Pradesh in 2000.

There are indications the Congress may deny them nominations. The SP
on the other hand is faced with shortage of good candidates.

To overcome this problem, the party has decided to nominate as
candidates an ex-Naxalite as well as a popular Chhattisgarh filmstar
Kshamanidhi Mishra. The party is looking for candidates who bring
votes on their own popularity rather than depend on Mulayam Singh to
make their lives easier.

"We have a strong organisational base in Chhattisgarh. We have our
units in 16 districts. Although it may be our first venture into
Chhattisgarh, we are confident that the work done by the Yadav
government in Uttar Pradesh during the past two months will attract
voters. We are going to focus on issues like ruling parties ignoring
people in the state," the SP general secretary in-charge for
Chhattisgarh, Ompal Singh Nidar, told Gulf News yesterday.

"It is shameful that even 56 years after independence, there are
villages particularly in the tribal belt where there is no potable
water, no electricity and no job opportunities," Nidar said, adding
that Yadav will extensively campaign in the state for at least two
days, covering as many seats as possible.

Nidar was curt in saying that the Samajwadi Party is not entering the
fray to help any one or damage the other party. "It is for others to
assess; our aim is to win as many seats as possible so as to become a
national party," he said. The Samajwadi Party right now is not
revealing its hand, but it is obvious that if their support becomes
crucial, given their newfound bonhomie with the BJP, the party may
prefer to lend its support to the BJP rather than the Congress.

In any case, the presence of the Samajwadi Party will cut into the
backward caste vote of the Congress in the state.

The NCP on the other hand is clear about its goal of defeating Jogi
at any cost. The two parties have entered into an understanding under
which the BJP will not put up its candidates on 15 out of 18 seats it
has never won. The NCP will also leave aside 15 seats for the BJP,
including Marwahi from where Jogi is likely to seek re-election.

Political observers feel that while the BJP-NCP understanding could
upset calculations of the Congress, together, the NCP and the
Samajwadi Party may mar chances of the Congress party to retain power
in the state, where it is already on a shaky wicket.

K. SUBRAHMANYA

http://www.telegraphindia.com/1031101/asp/nation/story_2523118.asp

the daily New Delhi, Oct. 31: Ajit Jogi today opened a second
battlefront — he is already on a clash course with the Centre — by
pitting himself against the Election Commission.

The Chhattisgarh chief minister met Chief Election Commissioner J.M.
Lyngdoh at Nirvachan Sadan to vent his anger against the
commission's "unfair" directives to his government to ensure
compliance with the model code of conduct. The code came into force
in poll-bound Chhattisgarh on October 6.

Jogi was angry at the commission directives to his government to
transfer the Jashpur and Jagdalpur district collectors, suspend
distribution of school bags with his portrait and message to children
and stop transferring government publicity hoardings to the Congress.

In a 10-page memorandum submitted to Lyngdoh, Jogi charged the
commission with unilaterally acting against his government on the
basis of "frivolous, false and fabricated" complaints by his BJP and
Nationalist Congress Party (NCP) rivals in the state. By not
bothering to take the government's version, the poll panel was guilty
of denying "natural justice" to him, the Congress chief minister
contended.

The commission's action on the basis of his rivals' complaint
amounted to a "sheer violation of an axiom that constitutes the very
basis of the judicial process — the principle of natural justice",
the bureaucrat-turned-politician said. While so doing, the poll panel
also deprived children of the benefits of his government's scheme to
promote education.

Jogi said that if only he had been told about the poll panel's
objections, he would have gladly got his pictures removed from the
bags so that the scheme that his government had started well before
the model code came into force could continue. He also contended that
his wife, Renu, had been distributing spectacles among needy tribal
women for the past three years and did not start on the eve of the
poll.

Defending the two collectors, he claimed they did not violate the
poll code by accompanying him during his visits to the respective
districts. His "Z-plus" security cover required that either the
collector or the superintendent of police accompany him, he argued.

While Nirvachan Sadan appeared too "eager" to arrive at conclusions
and act on complaints from the BJP's Pramod Mahajan and NCP leaders,
it was turning a blind eye to instances of code violation by the
Centre through misuse of the official machinery and official media
for campaign purposes, he alleged.

Specifying his complaint of violation of the model code against the
BJP and the Centre, Jogi urged the commission to withhold permission
for starting a 24-hour Doordarshan news channel.

Masquerading as "news", the new channel would
disseminate "Goebbelsian propaganda... The Election Commission cannot
and should not allow these fascist ploys to be translated into
reality. The EC should also take notice of the BJP's communal
campaign that violated the code", he added.

GULF NEWS Online edition says
on 31.10.2003
Confronted with the stark reality of political oblivion, federal Food
and Civil Supplies Minister Sharad Yadav yesterday reluctantly
vacated the chair manship of the Janata Dal (United), paving the way
for the birth of a new political party.

The new party, created with the merger of the Janata Dal (United) and
the Samata Party, both constituents of the ruling National Democratic
Alliance (NDA), will be called the Janata Dal (United) with the
Samata Party chief and federal Defence Minister George Fernandes
becoming president of the new party.

Political circles view the merger as a marriage of convenience
although officially the move is being termed as an effort to unite
the like-minded parties, sharing the same socialist ideology.

Yesterday's merger thus is a mere beginning before roping in more
political parties from both outside and within the NDA to emerge as a
formidable political force for the next year's general elections.

Besides retaining the name of Janata Dal (United), the new outfit
will also retain the Arrow as its symbol, while adopting the flag of
the Samata Party.

Senior Samata Party leader and federal Railways Minister Nitish Kumar
had to use all his powers of persuasion to get Yadav to agree to
vacate the president's chair when he called him up last morning. The
breakthrough was achieved at another round of talks between senior
leaders of the two parties held at Fernandes' 3 Krishna Menon Marg
residence. Yadav relented when he was offered the post of chairman of
the new outfit's parliamentary board. This will give him the final
say in the selection of candidates during polls.

Later Fernandes, Yadav and Kumar addressed a joint press conference
at which they insisted that the merger has taken place due to the
unrelenting pressure of workers of the two parties.

"Both parties were under constant pressure of workers to come
together. Talks in this direction started a couple of months back and
we have come together accepting wishes of our workers and to
strengthen the party and the ideology we follow," Yadav said.

The trio also comprise the coordination committee that has been
formed. The committee, besides working out modalities of formal
merger will also finalise list of new office bearers.

The parliamentary party leader's post may go to Kumar since both
Fernandes who belongs to Karnataka and Yadav who hails from Madhya
Pradesh are heavily dependent on him to ensure they manage to retain
their Lok Sabha seats from Kumar's home state of Bihar during next
year's general elections.

Incidentally, both Fernandes and Yadav sounded evasive when faced
with uncomfortable questions like whether they may keep the option of
converting their unity move into the third front, which may mean
breaking off ties with the Bharatiya Janata Party (BJP).

"No thought has been given to this idea," was all that Fernandes had
to say, amidst speculation that the new outfit may try to bring in
the Samajwadi Party, the Nationalist Congress Party and the All India
Anna Dravida Munnetra Kazhagam.

He did say however that the new party will contest elections in all
five states due for polls soon and would try to have alliance with
the BJP, "if possible".

They had no reply on why they did not go ahead with their merger
after contesting the 1999 general elections under one symbol. They
had parted ways within months of the polls.

Yadav took over as president of the Janata Dal after former prime
minister V.P. Singh quit as its president in 1993. The party split
repeatedly during the last one decade as he refused to hold party
elections or make room for someone else to replace him.

There are many in the party who say if Yadav had agreed to step down
as the Janata Dal president, parties like the Rashtriya Janata Dal,
Samata Party and Lok Janshakti Party would never have come into
being.

It is turn of the Public Now....

Thank you Mr Bookwala for posting this news to the list.

Let us hope that in this tactical war of the sorts the welfare of the farmers is
not grilled further. Not only Rs 2700 to farmers I am of the view that farmers
must get free electricity and water in their fields from the state. I am asking
the leaders of this country to think hundred times before they contest coming
elections because they will now onward have to really be on their toes and
perform. Their performance would mean that they are working like servants of
society 24 hours with love and selfless attitude of the party and politics.

Over a 1000 million people in India has continued to live in grief and pain as
MINORITY HAS RULED THE MAJORITY RIGHTS and a majority has been treated
continuously as Slaves and exploited by the Minority that controlled. To
reciprocate Nature is life and the reverse is Death... Gone are now the previous
old days of ruling the masses like Lords. Times have changed and this time it is
going to to unprecedented and unexpected sudden shift in the whole game and it
is going to be public and public and poor people of this country who will not
stop and will want those governing with a sly hand to be out and out of this
sphere immediately and will stop at nothing till corrupt politicians are seen
amazed divested of their pover positions and standing perplexed at national
crossings..

Let us work together for better times.

Najmudin Bookwala wrote: By: A Mid Day Correspondent November 1, 2003 From the
appointment of the new state Director General of Police to fixing the
procurement price for cotton, the Congress and Nationalist Congress Party (NCP)
now not only differ on every decision, they have started openly cribbing about
each other. New DGP S M Shangari was kept biting his nails till the last minute
as Chief Minister Sushilkumar Shinde did not sign on the file recommending his
appointment despite receiving it a couple of days in advance. Angst was writ
large on his deputy Chhagan Bhujbal's face when the media quizzed him on
Wednesday at the weekly briefing. He said no decision had been made and hastily
left the dais even as the CM kept looking at him. Shangari's appointment took
time even though Shinde had consulted NCP chief Sharad Pawar much earlier.
Pawar, sources said, advised Shinde to go by seniority, but Shinde still played
the waiting game. Bhujbal, however, is still happy that at last, he
could prove to everyone that it is the CM and not he who is the final authority
while making appointments in the police force. "Good he took so long. At least
there will be no allegations against me," he is said to have told his
colleagues. At the same briefing, Excise Minister Anil Deshmukh and Food and
Civil Supplies Minister Sureshdada Jain, both belonging to NCP, sat behind
Shinde and according to sources, kept sending notes to him seeking a last-minute
hike for the procurement price for cotton. The Cabinet meeting preceding the
media briefing had been a stormy one where the CM was urged by NCP ministers to
offer a higher price than Rs 2,500 per quintal. Rural Development Minister R R
Patil had made it clear he would settle for nothing less than Rs 2,700 and put
his views in the Cabinet in a forthright manner, only to be stubbornly refused
by Shinde. The spat continued at the briefing, where Shinde shrugged and said
the decision to offer higher procurement price would mean a cut
in the budget for all development works. A NCP minister later said Shinde's
remark was completely off the mark. "Cotton crop all over the world has
suffered. It's only in India and more so in Maharashtra that the crop has done
fairly well. So cotton is going to fetch a high price in the international
markets this year, much higher than what we are offering to our farmers. Even in
the worst of the scenarios, we will get at least Rs 2,400 per quintal, giving us
a loss of Rs 70 crore. What's Rs 70 crore in an election year?" he asked.
Another NCP minister said Congress and especially Shinde were playing too hard
after the spat between state Congress president Ranjit Deshmukh and NCP. "How
long shall we suffer this? Not long," he said, suggesting there will be a review
of ties after the Assembly elections in five states in December
