The Nationalist Congress Party today demanded effective
implementation of the findings of the Nanavati Commission and urged
the Centre to revise the Action Taken Report and take appropriate
legal action against those indicted by it.

"We do not want that the Commission become an omission... We appeal
to the Union Government to revise the ATR and take appropriate legal
action against all those indicted by the Nanavati Commission", Party
General Secretary D P Tripathy told reporters.

He reminded of the "glorious sacrifices" and historic contributions
of the Sikh community and said "it is our duty to ensure that
justice is not denied to our Sikh brethren." Asked if the NCP was
demanding the resignation of Union Minister Jagdish Tytler who was
indicted by the Commission, he said "we don't want to name anybody,
but action must be initiated against those who have been named in
the report".

However, he said it was for the government to decide on the
resignation issue adding "we do not want to pre-judge the judicial
process. We want judicial procedure to be transparent and
effective".

NCP thinks Karnataka, by not releasing Alamatti water, was solely
responsible for the floods in Kolhapur and Sangli
It accuses the Congress of treating Karnataka with kid gloves

KOLHAPUR: Five rivers — Koyana, Warana, Bhogavati, Doodhganga and
Panchganga — that were in unprecedented spate and killed a dozen
people and displaced thousands others and destroyed cane and soybean
crops in thousands of hectares, have also sharpened differences
between the Congress and NCP.

The NCP sought to suggest that its partner in power in the State,
the Congress, was treating Karnataka with kid gloves because it is
in power in that State, though Karnataka was solely responsible for
the floods in Kolhapur and Sangli. The neighbouring State did not
release water from downstream Alamatti reservoir in time and in
required cusecs.

The Deputy Chief Minister and the State NCP leader, R.R. Patil, made
an angry statement in Sangli that Maharashtra would throw its
Krishna water pact with Karnataka in the river.

The accusation that the Congress in Maharashtra is looking after its
political interests in Karnataka at the cost of the life and
livelihood of the people here was too much to ignore for the
Congress.

The State party president, Ms. Prabha Rau questioned the very locus
standi of Mr. Patil. "Who is he to make and declare such a policy
decision?" The Alamatti dam is not responsible for the floods in
Maharashtra, only the nature is responsible for that, she asserted.
At the most the dam in Karnataka is one of the factors, she asserted
at a press conference in Sangli, calling Mr. Patil's statement
`unfortunate.'

"Today's situation does not call for settling political scores but
calls for providing immediate relief to the flood-affected people,"
Mr. Patil reacted in neighbouring Jaisinghpur. He said that he held

Alamatti responsible for the floods on the basis of experts'
opinion.

The NCP president and Union Agriculture Minister, Sharad Pawar,
rushed to the rescue of Mr. Patil. He called Ms. Rau senile. "I have
advised Mr. R.R. Patil that such words come out as a result of age
and the aged at home get angry when things do not happen the way
they like but the young should overlook such a view and work," he
said here on Tuesday while touring the flood-hit Shirol taluka of
Kolhapur district.

Sangli and Kolhapur are principal segments of the sugar belt and the
power base of the NCP. All top NCP ministers and leaders are either
camping here or visiting frequently. The Congress leaders are not
lagging behind either. They and scores of their MPs, MLAs and local
bodies' office bearers want to impress upon the people that whatever
rescue and relief they have got is simply due to their efforts.

They corner and direct the government's cash doles of Rs. 1000 per
head to the places and persons of their choice. The workers of
political parties clash in the process.

Stressing that India produces sufficient foodgrains, including wheat,
to meet its domestic consumption, renowned agriculture scientist M S
Swaminthan has ruled out the country becoming a food-importing nation
in the near future.

"India achieved self-sufficiency in foodgrain production long ago.
There is no such possibility that the country would become a
wheat-deficient country," Swaminathan said Tuesday.

He, however, said that foodgrain production should be higher than the
population growth in a developing country like India in order to
ensure complete eradication of poverty and hunger from society.

Higher foodgrain production could be ensured through a greater
application of scientific findings, he added.

On India becoming a wheat-importing country by the end of this year as
apprehended in some quarters, he said "no such situation is going to
emerge in wheat production in which the country has already achieved
self-sufficiency".

We have developed a number of indigenous wheat varieties which ensure
higher productivity, he said, ruling out the fear relating to
deficient wheat production leading to import as an attempt to jack up
prices by speculators.

Agriculture Minister Sharad Pawar has assured that wheat production
this year would be sufficient to meet domestic requirements, including
allocations meant for social, welfare and employment generation schemes.

The minister, however, said if need arose, there would not be any
hesitation to go for import of foodgrains.

Union Agriculture Minister, Sharad Pawar today said that sowing
operations for India's winter crops were progressing well and the pace
of the monsoon, was not a matter of concern.

"In cotton also, the area coverage is better than last year. In Kharif
and other coarse grains, sowing essentially begins in July. The
weather conditions are improving and favourable. And whatever brief
was made to us day before yesterday we expect good rains in the month
of July," said Pawar.

Pawar said the area under sugarcane and cotton cultivation had also
increased.

Groundnut, soybean, cotton, sugarcane and rice are major winter crops
sown in June and July and harvested in October and November. Cotton,
groundnut and sugarcane are mainly grown in Maharashtra, Gujarat and
Uttar Pradesh.

Earlier, the slow pace of the June-September monsoon in the first
three weeks had led to fears that sowing operations in July, could be
hit as large parts of central and western India depend on rains for
irrigation.

But the monsoon picked up after that and spread to more than
three-quarters of the country, leading to increased sowing of winter
crops.

New Delhi: The Congress today gave indications that former Maharashtra
chief minister Narayan Rane, who was expelled from the Shiv Sena,
would be welcome in the Congress.

"There is absolutely no problem from my side... there has been no such
proposal as yet. If there is one, we will certainly consider it,"
party general secretary Margaret Alva told reporters, when asked
whether Rane was welcome to the party.

Replying to a question, she said that there would not be any
bitterness in the party's relationship with the NCP if Rane decided to
join the Sharad Pawar-led party.

In the party briefing, party spokesman Anand Sharma ruled out any
change in the complexion of the Congress-led coalition in Maharashtra
if Rane and his supporters were admitted to the NCP, thereby raising
the tally of the Pawar-led party.

Sharma said the developments in the Shiv Sena which showed that the
party was heading for a split indicated that allies of the BJP in the
NDA were also "afflicted by the disease" of differences and
dissensions of the saffron party.

Mumbai: The Centre may withdraw the cess on the cash withdrawal in the
cooperative banking sector, considering difficulties being faced by
small traders, tiny industries and farming communities.

Indicating this, Maharashtra Chamber of Commerce, Industry and
Agriculture President Ekanath Thakur, MP, said that the Union
Agriculture Minister Sharad Pawar, a pioneer in the cooperative
movement, had initiated a dialogue with Finance Minister P Chidambaran
who agreed to consider the plea of the Cooperative sector to revoke
the cash withdrawal tax.

In its last budget presentation, the Finance Minister proposed to
impose a cess on Rs 10,000 and above cash withdrawals from commercial
banks including cooperative banks, sparking severe resentment among
the banking and industrial fraternity. Later, the amount was hiked to
Rs 25,000.

In the cooperative sector, the inter-bank transfer of cash attracted
the tax on withdrawal amount. The issue was taken up with Reserve
Bank, which is reviewing the situation arising out of such taxes,
Thakur said.

To highlight the problems of the cooperative sector, Thukur said, the
Maharashtra Chamber in association with Maharashtra Urban Cooperative
Banks Federation is holding a daylong national conference on July 8,
which will be inaugurated by Haryana Governor A R Kidwai.

Are you a Secularist? Then please answer these questions ,
This is not against any community or religon, but Just a concern. The
information provided here is not to point against any individual or a
group, but just a thought on the increasing global criticism against
the indian majority community as communals...!!

1. There are so many Muslim countries. Show one Muslim country
which
provides Haj subsidy.

2. Show one Muslim country where Hindus are extended the special
rights
that Muslims are accorded in india?

3. Show one Muslim country which has a Non-Muslim as its President
or
PrimeMinister.

4. Show one country where the 85% majority craves for the
indulgence of
the 15% minority.

5. Show one Mullah or Maulvi who has declared a 'fatwa'against
terrorists.

6. Hindu-majority Maharashtra, Bihar, Kerala,Pondicherry,etc. have in
the past elected Muslims as CMs; Can you ever imagine a Hindu
becoming the
CM of Muslim - majority J&K?

7. Today Hindus constitute 85% of the Indian population. If Hindus
are
intolerant, how come Masjids and Madrassas are thriving? How
come
Muslims are offering Namaz on the road? How come Muslims are
proclaiming 5 times a day on loudspeakers that there is no God
except Allah?

8. When Hindus gave to Muslims 30% of Bharat for a song, why should
Hindus now beg for their sacred places at Ayodhya, Mathura and
Kashi?

9. Why temple funds are spent for the welfare of Muslims and
Christians, when they are free to spend their money in any way they
like?

10. When uniform is made compulsory for school children, whythere
is no
Uniform Civil Code for citizens?

11. In what way, J&K is different from Maharashtra, TamilNadu or
Uttar
Pradesh, to have article 370?

12. Why did Gandhiji support the Khilafat Movement (nothing to do
with
our freedom movement) and what did he get in turn ?

13. Why did Gandhiji object to the decision of the cabinet and
insisted
that Somnath Temple should be reconstructed out of public fund, and
not with government funds; when in January 1948, he presurrised
Nehru and
Patel to carry on renovation of the mosques of Delhi at government
expenses?

14. If Muslims & Christians are minorities in Maharashtra,UP, Bihar
etc., are Hindus not minorities in J&K, Mizoram, Nagaland,
Arunachal Pradesh,
Meghalaya etc.? Why are Hindus denied minority rights in these
states?

15. Do you admit that Hindus do have problems that need to be
recognized. Or, do you think that those who call themselves Hindus
are
themselves the problem?

16. Why has post-Godhra been blown out of proportion, when no-one
talks
of the ethnic cleansing of 4 lakh Hindus from Kashmir?

17. In 1947, when India was partitioned, the Hindu population in
Pakistan was about 24%. Today it is not even 1%. In 1947, the Hindu

population in East Pakistan (now Bangladesh) was 30%. Today it is
about7%.

What happened to the missing Hindus? Do Hindus have human rights at
all?

18. In contrast, in India, the Muslim population has gone up from
10.4%
in 1951 to about 14% today; whereas the Hindu population has come
down
from 87.2% in 1951 to 85% in 1991. Do you still think that Hindus
are
fundamentalists?

19. Do you consider that -
Sanskrit is communal and Urdu is Secular,
Mandir is Communal and Masjid is Secular,
Sadhu is Communal and Imam is Secular,
BJP is communal and Muslim League is Secular,
Dr. PraveenBhai Togadia is ANTI-NATIONAL and Bhukari is Secular,
Vande Matharam is communal and Allah-O-Akbar is secular,
Shriman is communal and Mian is secular,
Hinduism is Communal and Islam is Secular,
Hindutva is communal and Jihadism is secular, and at last,
Bharat is communal and Italy is Secular?

20. When Christian and Muslim schools can teach Bible and Quran, Why
can't Hindus teach Gita or Ramayan?

21. Abdul Rehman Antuley was made a trustee of the famous Siddhi
Vinayak Temple in Prabhadevi, Mumbai. Can a Hindu - say Mulayam
or

Laloo - ever become a trustee of a Masjid or Madrassa?

22. Dr. Praveenbhai Togadia has been arrested many times on flimsy
grounds. Has the Shahi Imam of Jama Masjid, Delhi, Ahmed Bhukari
beenarrested
for claiming to be an ISI agent an d advocating partition ofBharat?

23. When Haj pilgrims are given subsidy, why Hindu pilgrims to
Amarnath, Sabarimalai & Kailash Mansarovar are extra taxed?

24. A Muslim President, A Hindu Prime Minister and a Christian
Defence Minister carried out the affairs of the nation with a unity
of purpose.

Can this happen anywhere, except in a HINDU NATION - BHARAT?

Vasant Chavan elected to RS
DH News Service Mumbai:
The Shiv Sena chose not to contest, while the Congress conceded the seat to NCP.

Nationalist Congress Party's Maharashtra spokesperson Vasant Chavan has been
elected to
the Rajya Sabha unopposed in a byelection. Mr Chavan's was the only nomination
that was
declared valid on the day of scrutiny by the chief returning officer for the RS
elections.

The byelection was necessitated following the resignation of maverick MP Sanjay
Nirupam,
formerly with the Shiv Sena. The formal declaration of Mr Chavan's election will
be made
shortly after the last date of withdrawal.

The fact that Shiv Sena chose not to contest the RS seat took everyone by
surprise. While
the reasons are not known, the party leaders point to the number arithmetic in
the
legislative assembly which forms the electoral college for the RS poll.

In the assembly, the ruling Congress-NCP coalition has a clear edge over the
Sena-BJP
combine, and in a straight fight, there would have been no chance whatsoever for
the Sena
to retain the seat.

The Congress conceded the RS seat to the NCP, thanks to the pressure exerted by
NCP
chief Sharad Pawar on the party high command. It is believed that the Congress
will
demand its pound of flesh at the time of biennial RS elections to be held next
year. In the
assembly, the NCP is the largest single party with 71 MLAs, while the Congress
comes
second.

Mr Vasant Chavan hails from Pune and is close to Mr Pawar. He had been a cabinet

Mr Nirupam quit the membership of the Rajya Sabha on the instructions of party
supremo
Bal Thackeray, after he tried to embarrass BJP general secretary Pramod Mahajan

The charges were related to allotment of shares of Reliance Infocomm at
throwaway price
to individuals, one of whom, according to Mr Nirupam, was close to Mr Mahajan.
The BJP
leader was the communications minister in the Vajpayee government when Reliance
Infocomm was launched.

However, Mr Nirupam's attempts to create a stir in Rajya Sabha failed when Union
Finance
Minister P Chidambaram steered clear of the issue, stating that Reliance
Infocomm did not
come under the purview of SEBI, which ruled out investigation of share allotment
by the
SEBI.

Mr Nirupam had never made any direct allegations against Mr Mahajan. However,
his
attempts to raise the issue backfired, with Mr Thackeray telling him to get out
of the party
and resign from Rajya Sabha.

MUMBAI, FEBRUARY 13: Shiv Sena chief Bal Thackeray has accused the
Congress-ncp-led government in Maharashtra for slowing down on the
demolition drive and demanded illegal slums built after 1995 be
demolished at all costs.

In an interview published in party mouthpiece Saamna today, Thackeray
said "there is no need for showing any sympathy to slum-dwellers who
have built the slums after 1995".

He criticised Union Agriculture Minister Sharad Pawar for asking the
Maharashtra government to first rehabilitate the slum-dwellers and
then demolish the slums. Thackeray said the ncp is unnecessarily
taking a "U-turn" onthe issue.

"Pawar has done nothing but put the ministers of his own party and his
partner's in a fix," the Sena chief said and added: "Why should Mumbai
rehabilitate people who have illegal houses?"

Thackeray said the situation was very bad as it was not possible to
distinguish between the slums that have come up before and after 1995.
The Sena leader said the government should demolish illegal slums
irrespective of caste, creed or religion of the people staying in them.

He asked the state government to ensure that new slums don't come up
in the places that were vacated. He also said there was a lot of
corruption in various ministeries and therefore many Bangladeshi
migrants have procured ration cards. "It is difficult to identify who
is legal and who is illegal," he said. He asked the government not to
pay attention to social worker Medha Patkar who was demanding that the
government stop demolitions.

MUMBAI, JAN 28:  Union agriculture minister Sharad Pawar on Friday
rapped Maharashtra's bureaucracy for its apathy and negative attitude
in pushing through airport development in Nagpur, Navi Mumbai and
Chakan (Pune district) and redevelopment of slums on the adjoining
land of Mumbai airport. The state government has proposed development
of multi modal international airport at Nagpur, new airports at Navi
Mumbai and Chakan and expansion of Mumbai airport in a bid to boost
the development process.

Ironically, Mr Pawar, in the presence of chief minister Vilasrao
Deshmukh, at the high level meeting expressed his severe displeasure
over lack of any progress on these projects mainly due to
administrative wrangling. Mr Pawar, who enjoys good rapport with
bureaucracy in general, preferred to wind up the meeting.

A senior bureaucrat confirmed this development and told FE, "Mr Pawar,
who was present with Union civil aviation minister Praful Patel, was
quite eager to pursue development of three airports at the central
government level. He had held four meetings in the past. However,
following lack of any substantial progress made by the state
government, Mr Pawar expressed his disappointment."

Sources said that the development of Mumbai airport has been stuck up
due to over 600 slums situated on the land of Airports Authority of
India (AAI). The civil aviation ministry through AAI had already given
compensation for the removal of other slums. The ministry at Friday's
meeting also expressed its desire to shell out additional fund for the
removal and rehabilitation of remaining slums.

However, some of the bureaucrats raised the issue of rehabilitation of
those slums which have come up after January 1, 1995, the cut off line
finalised by the state government. The government has already launched
massive demolition drive against those illegal hutments and buildings
which have come up after January 1, 1995.

Mr Pawar and Mr Patel wanted to know the hurdles in carrying out
demolition and the subsequent rehabilitation.

The civil aviation ministry has already launched a make over project
at the cost of Rs 62 crore for the Mumbai airport. The project is
expected to be complete by June this year. The ministry has been
pursuing the development of runway and the subsequent facilities at
the airport in view of burgeoning load.

The Union Agriculture Minister Shri Sharad Pawar has asked the states
to consider treating poultry as agriculture. Shri Pawar has written a
letter to all the state governments in this regard and asked the
poultry federations and industry to follow it up with their respective
states. The Minister chaired the first meeting of re-constituted
Central Poultry Development Advisory Council (CPDAC) here today.

The Poultry at present is not defined under agriculture or industry
and therefore the benefits especially with respect to Sales Tax,
Octroi and Land & Labour laws, Electric tariff etc. do not accrue to
the poultry farming.

The Minister said that the government is keen to promote poultry by
all means to support and supplement the rural economy. The rural
backyard poultry, he said, is concept aimed at intermediate rung of
poultry farmers, suitable NGOs and Self Help Groups in setting up of
mother units.

Shri Pawar released feed standards for poultry in meeting. The CPDAC
also discussed feed standards, strengthening of quarantine stations,
training, trade and several issues related to poultry. The Meeting was
attended by the Minister of State for Agriculture Shri Kantilal
Bhurai, members from ICAR, APEDA, NAFED, NABARD and NCDC. Non-official
members representing the Poultry Industry, Compound Livestock Feed
Manufactures Association of India (CLFMA), NECC, World Poultry Science
Association (Indian Branch) and poultry farmers.

NEW DELHI, FEBRUARY 11: While Finance Minister P Chidambaram would
love to keep his subsidy bill of Rs 26,800 crore in check so as to
meet his fiscal deficit targets in order when he presents his Budget
17 days from now, a gentle reminder from colleague Sharad Pawar, Food
and Agriculture Minister Sharad, could upset all his plans.

Pawar has demanded that his ministry be provided Rs 17,000 crore
outstanding for the Sampoorna Grameen Rozgar Yojana (SGRY) and other
Food for Work programmes that have given the UPA government its
``human face''.

In a letter to the FM last month, Pawar has stated that the Food
Corporation of India (FCI) has run up a huge bill of Rs 15,129 crore
till December 16, for ``foodgrains supplied under SGRY I, SGRY II and
the special component.''

The interest cost of this ``works out to Rs 1,376 crore'' as FCI draws
cash credit from ``a consortium of banks at a high rate of interest to
fund its operations, states the letter. Pawar has also underlined that
``the position has now become unsustainable, we would be left with no
other option but to add the interest component of pending amounts to
the outstanding dues... which would mean an additional burden on the
Central Budget.''

Chidambaram and his team met Pawar on Thursday to sort out this issue
and other issues relating to the Budget. Pawar reiterated his
ministry's demand for intervention by finance ministry to provide
budgetary support to the rural development ministry.

resulting in stalling of the Enron project, Union Agriculture Minister
Sharad Pawar today appealed that no new controversy should be whipped
up over the project as Maharashtra's development was involved.

"If everthing goes well in the next six months, stalled projects
including Enron could become operational which would help the state
tide over the present power crisis," he said after inaugurating a
railway overbridge at Mundhawa on the city outskirts.

The Minister said he had laid stress on expanding and launching new
power projects when he was the Chief Minister 15 years ago
apprehending the power crisis currently being faced by the state.

"Some of the projects were commissioned while others like Enron got
mired in controversy created by political parties and media," he said,
adding Maharashtra was buying electricity at the rate of Rs 3.10 paise
per unit to tide over the major power shortage faced by it.

Commenting on increasing pollution levels in Pune, Pawar cautioned
that people should be prepared for some tough measures in future as a
committee appointed by the Supreme Court under former bureaucrat Bhure
Lal was studying the issue and is expected to come out with a stern
recommendation.

About some politicians in the state evading toll tax on expressways,
the Minister said they should follow Prime Minister Manmohan Singh who
never failed to pay the tax whenever using the expressway.

PUNE, FEBRUARY 13: Almost a decade after he sanctioned Enron's Dabhol
Power Company (DBC) as the Chief Minister of Maharashtra, Union
Agriculture Minister Sharad Pawar today said the closed plant can
mitigate the acute power shortage being faced by the State.

And Pawar followed his observation with an appeal to alliance partner
Congress not to bring politics in re-starting the power company. In
Pune to inaugurate two Railway Over-Bridges (RoBs) at Wadia College
and Mundhwa, Pawar expressed his deep anguish over alleged concessions
to Enron.

``The media and politicians, including those from my own party,
castigated me for concessions to Enron. But if restarted immediately,
the DPC can bail out Maharashtra,'' he said. Pawar said individuals
and industries alike were suffering in Pune from load-shedding even as
the DPC plant, with a capacity of 2,600 MW, is gathering dust.

He said it was unfortunate that the Maharashtra government had not
given its nod to the Centre's proposal on supplying power from DPC at
Rs 2.30 per unit. ``Instead the state buys power at Rs 3.10 per unit
from neighbouring states,'' he said. Pawar added that politicising
such sensitive issues would only corrode DPC's infrastructure further.

Earlier, Pawar also listed rising pollution levels and infrastructure
bottlenecks as issues of immediate concern for Pune and Pimpri Chinchwad.

Significantly, Kalmadi said the Pune Municipal Corporation would not
have any problems in handing over construction of roads and flyovers
not covered in the civic budget to the Maharashtra State Road
Development Corporation (MSRDC). Only last month, the MSRDC had tabled
a revised Rs 1,600-crore proposal for PMC and PCMC as part of the
Integrated Road Development Plan.

District Guardian Minister Ajit Pawar and MSRDC Minister Anil Deshmukh
said IRDP projects would be finished soon with assistance from the State.

NEW DELHI: NCP, which could hold key to formation of the next
government in the event of a hung Lok Sabha, on Saturday ruled out the
possibility of aligning with BJP-led NDA.

"There is no question of going with NDA whatever be the situation",
party General Secretary Tariq Anwar said.

Asked about the issue of leadership of the secular alliance, he said
that the matter would be decided after May 13 when the election
results would be out. "All allies will sit together and take a decision".

To a query about the Congress changing track on the leadership issue
and now speaking about a coalition led by it, Anwar hoped the Congress
would stick to the stand that all parties in the alliance would take
decision together on the issue after the polls. "No decision can be
taken unilaterally", he said.

Anwar had a meeting today with NCP President Sharad Pawar who returned
here from London after a medical checkup.

A three-week delay in giving the list of illegal buildings in Mumbai
and innumerable  excuses.

That's the reason Deputy Chief Minister R R Patil finally lost his
cool yesterday and thundered at civic commissioner Johny Joseph.

"I have been asking for the list for the last three weeks and all I
get is excuses. This is intolerable."

"Why should the police continue to bear the brunt of the anger of the
poor slumdwellers? If I don't get the list of illegal buildings in the
city by Monday, you will not get police protection for your slum
demolition squads from Tuesday," Patil warned Joseph.

`Burden on city'

Patil said he was terribly upset that the BMC had dillydallied over
the list of unauthorised buildings, even after being asked to present
the list, time and again.

He pointed out that while the BMC staff was quick to prepare a list of
unauthorised slums in the city, there was an inexplicable delay in
preparing a list of unauthorised construction by the rich.

"Just as illegal slumdwellers are placing a burden on Mumbai's
infrastructure, residents of illegal buildings too are a burden on the
city.

Why should we tolerate their encroachments when we are going all out
against the slumdwellers?" he asked.

List... what list?

Joseph is understood to have assured the Deputy CM that the list will
be sent by Monday, but civic officials say that no such list exists in
the BMC.

Senior BMC officials are angry with additional municipal commissioner
Vijaysinh Patankar who told Patil two weeks ago that the list was
ready and he would despatch it the next day.

"Patankar had gone to Mantralaya to invite Patil for his daughter's
wedding and the Deputy CM asked him if the BMC had a list of
unauthorised buildings in the city. In his eagerness to please Patil,
Patankar told him the BMC did have one.

"After that, the Patil has been asking about the list every now and
then. We have dodged him for long but it seems we can't escape now,"
said a senior BMC official.

Face-saving measure

A mad rush is now on at the BMC to compile details on the unauthorised
constructions and the building proposals department officials have
been asked to submit a report at the earliest.

"As of now, it seems impossible to make a comprehensive list, as the
illegal constructions are on private layouts unlike slums that are on
BMC or government land. As a face-saving measure, we are now trying to
have a shortlist ready," said a senior BMC official.

Patil's list

Patil, however, is not one to sit complacently — he claims he has his
own list.

"If I don't get information from BMC, I will ask my officers to
prepare a list, maybe then the BMC will be forced to take action. They
must know we cannot be biased against the slumdwellers alone," he said.

Joseph, meanwhile, denied he was issued any ultimatum by Patil and
claimed he had been asked to submit only a progress report on the
demolitions.

He said the list of the unauthorised constructions was being compiled
and it would be submitted as early as possible.

R.R. Patil elected NCP Legislature Party leader

The new legislature party leader of the Nationalist Congress Party,

MUMBAI, OCT. 29. Raosaheb Ramrao Patil, president of the Maharashtra
unit of the Nationalist Congress Party and former Home Minister, was
today elected leader of the NCP Legislature Party.

The Maratha leader from Tasgaon in western Maharashtra's sugar
beltwill be the new Deputy Chief Minister.

Consensus candidate

Although a secret ballot was held, the counting of votes was put off
as all other candidates, including the favourite, Vijaysinh
Mohite-Patil, Deputy Chief Minister, opted for consensus and
unanimity, the NCP's central observer, Tariq Anwar, told reporters.

Mr. Mohite-Patil proposed Mr. R.R. Patil's name and the other
contenders, Padamsinh Patil, Chhagan Bhujbal and the Finance Minister,
Jayant Patil, seconded it. Mr. Anwar denied that the decision to go
for consensus was taken after it was found that Mr. Patil had polled
more votes than others. He insisted that counting was not done at all.
However, an inside source said that 84 legislators, including 70 MLAs
and 14 MLCs, attended the meeting. Of these, Mr. Patil polled over 50
votes.

Mr. Anwar said the legislators had earlier authorised the NCP
president, Sharad Pawar, to select the legislature party leader but he
refused, saying the legislators should elect their leader. By doing
so, he broke the old tradition of imposing a leader from above and
upheld "inner party democracy."

The newly-elected leader of the NCP legislature party, Mr. R.R. Patil,
said that only the NCP could give such an opportunity to the son of an
ordinary farmer. He said his thrust areas would be promotion of
agriculture and industry in the State with a view to generating
employment opportunities, besides maintenance of law and order and
taking care of the weaker sections of society and minorities.

The 48-year-old Mr. Patil began his political career as a member of
the Sangli district panchayat in 1979. He was elected to the Assembly
from Tasgaon in 1995 and won the Best Legislator award of the
Commonwealth Parliamentary Association the next year.

In 1999, he became the Rural Development and Water Supply Minister.
Last year, Mr. Patil got the Home portfolio held by Mr. Bhujbal after
the latter quit in the wake of the Telgi scam.

Known as 'Mr Clean' in political circles, R R Patil's career graph
from a zilla parishad member to the deputy chief minister's chair in
Mumbai has been marked by impressive achievements, astute
organisational skills and result-oriented leadership.

R R PatilGroomed by the Nationalist Congress Party chief, Sharad
Pawar, it was Patil's strong organisational skills and result-oriented
strategies that paid rich dividends for the party in western Maharashtra.

Patil beat strong NCP contenders like Vijaysinh Mohite-Patil, Chhagan
Bhujbal, Jayant Patil and Padamsinh Patil to the deputy chief
minister's post.

Inducted for the first time in the Democratic Front government in 1999
as rural development minister, Patil was assigned the Home ministry in
2003-end after the then deputy chief minister Chhagan Bhujbal resigned
in the wake of the Telgi scam disclosures.

Patil, 48, popularly known as 'Aba', is a grassroots politician. After
spending 11 years as zilla parishad member, Patil was first elected to
the legislative assembly in 1990 from Tasgaon in Sangli district.
Patil has since won the seat four times.

Known for his aggressive oratory skills, Patil played an effective
role on the opposition benches during the erstwhile Shiv
Sena-Bharatiya Janata Party rule.

Subsequently, he was appointed the chief of NCP's Maharashtra unit.

It was Patil who spurred village after village to adopt a more
hygienic approach to life by launching the 'Sant Gadge Baba Sanitation
Campaign.' The campaign helped in providing villages an incentive for
maintaining a clean environment.

His strong rural roots helped Patil identify the needs of the villages
and democratise the functioning of Panchayati Raj institutions.

An advocate by profession, Patil has earned the tag of an "efficient
minister."

Patil's clean image has been endorsed by anti-corruption crusader Anna
Hazare. Narmada Bachao Andolan leader, Medha Patkar, too has spoken in
his support.

Maharashtra Finance Minister Jayant Patil was almost prevented from
presenting the Budget this year because of a serious accident. It was
only due to his will power that he came on a wheel chair with large
doses of painkillers to deliver the Budget speech on Tuesday. The
opposition was in no mood to listen though. Excerpts from an interview
with Sanjay Jog.

How would you like to describe this year's Budget?
I have gone in for continuity in the approach which we outlined in
last year's Budget speech. In economic matters, stability and
predictability are the most important factors. People should feel
reassured that the government is not going to give shocks. It is for
the same reason that we have been emphasising on transparency. Even if
a situation is bad, it is best to tackle it in full view of everyone.
At least this way, there will be no Tehelka.

How are you faring in your approach? Have you been able to achieve the
targets that you set for yourself?
Our medium-term strategy is centred around controlling deficits, the
revenue deficit in the first phase and the fiscal deficit over a
slightly longer period. It is true that we have not been able to
restrict the revenue deficit to the Budget estimates for the year
2000-01. I have already clarified in my speech, the reasons for our
inability to limit our revenue deficit to the Budget estimates. In my
opinion it was more important to set the MSEBs house in order as that
has long- term structural implications and affects the state economy
as a whole. At the same time, you will note from the tables and graphs
in the Budget that both the fiscal and primary deficits are trending
downwards as a percentage of gross state domestic product.

Have you been able to cut down on salary expenditure and interest
payments?
We have contained salary expenditure to the extent it is possible.
Thus, we have not been making payment of dearness allowance and bonus
as per the Government of India formula during 2000-01, to our
employees.The commitment made by the previous government on account of
the 5th Pay Commission recommendations has to be honoured by us and
large amounts by way of arrears have had to be paid in the last 18
months. I hope that we would be able to absorb all the arrears due on
this account in the coming year.

Jayant Patil is the son of the doyen in the Maharashtra's cooperative
and political fields late Rajarambapu   Patil.  Jayant   Patil
secured   B.E.   Civil from   the  renowned  Institution    of
Engineering and Technology VJTI Mumbai.

His   social  contribution  could  be   measured  through   his
working as President of " Sangli Zilla    Vyasan    Mukti  and
Vanikaran  Sanstha",   and  by   his  initiative  in  arranging
various conferences    and    seminars    of social     interest.He
is   also    the    founder   member   of "Rajarambapu Patil
Dnyanprabhodini".

Being    an  ardent  advocate  of  "education for all,"   he  has
provided  various  facilities   for education  in  the  Sangli
district. He is the President of Kasegaon Education Society which runs
  an  Engineering  College, Polytechinc    College,   Arts   and
Commerce   College  and several  schools.  He  was   a   member  of
Executive  Council  and  Senate Member of Shivaji University Kolhapur.

His   active   participation  in  the  field  of    Co-operative
Sector  is  seen  in the area of Sangli district    through   his
involvement   in   the   various  co-operative  ogranisations.  He  is
   the Chairman  of  Rajarambapu   Patil  Co-operative   Sugar
Factory   which   incidentally    is      a pioneering  factory  to
introduce computerisation a long time ago. He is the President of the
Advisory    Board   of   Rajarambapu   Co-operative   Bank  Ltd, Peth,
Dist. Sangli. He was also instrumental to popularise computer usage in
the co-operative sugar factory and bank.

He took the initiative in the modernization and  commercialization of
Agriculture. To achieve this  goal  he launched various programs,
organized  farmer    rallies  to  educate   them   and established
"Shetkari   Sheti   Mal  Prakriya Sanstha" . He has also set up milk
co-operative societies  in   every     village   where   from  the
milk    is  gathered,  processed and effectively marketed in urban
areas such as Pune and Mumbai.

Jayant Patil ,   is   currently   holding   an    important  portfolio
of Finance and Planning in the Government  of    Maharashtra.  His
passion  for  information   technology and E-Governance has made him
to take several initiatives for giving a much awaited facelift to the
department. Simultaneously he has introduced information technology at
various levels.

As a first step in this direction ,  the Web site of the department is
now made available  to the common man.

House, Rafi Marg, New Delhi) to discuss the state of affairs in the
Indian media.

Media, the most powerful instrument to put a check on the functioning
of the legislature, executive and judiciary, is itself going through
a chequered phase. Media of yore is media no more!


Since media is increasingly losing its credibility, it is time to
introspect and formulate an effective strategy to put our own house
in order.

Like a plague, corruption, commodification and commercialization of
news have marked the media and shortchanged the role, relevance and
ethics of the profession.
