Nationalist Congress Party President and Union Agriculture Minister
Sharad Pawar today urged alliance partners to follow the norms of
coalition politics and avoid criticising each other.
''For a long time, the country and the state was governed by one
party but now it is an era of coalition politics, and the NCP will
try to maintain unity both in the state as well as at the Centre,''
Mr Pawar said after launching a membership drive of the party here.

''NCP had forsaken its claim over the Chief Ministership in
Maharashtra despite having maximum number of MLAs only to maintain
unity in the alliance. Nobody can, therefore, advise us as to how to
maintain coalition unity,'' Mr Pawar, who had parted ways from
Congress on June 10, 1999 to form the NCP, said.

Taking a dig at the Congress regarding allegations that members were
made by accepting money, Mr Pawar, without naming any party,
said, ''Such things will never happen in NCP and people should look
after their own party instead of blaming partners for their
problems.'' ''We respect the strength of the Congress and they
should also respect the NCP's strength,'' Mr Pawar added.

Coming down on the BJP and the Shiv Sena, Mr Pawar said the two
parties were more engrossed in their own interests rather than
serving the interests of the Marathi people.

The BJP always creates confusion in the minds of the people, Mr
Pawar alleged and referred to the statement of BJP president L K
Advani on Mohammad Ali Jinnah in Pakistan. ''The BJP never worked
for the development of minorities,'' he charged.

Dwelling on Mumbai and particularly the situation after the July 26
deluge, Mr Pawar said, ''Mumbai will continue to remain as one city
and the capital of Maharashtra. A discussion can take place about
its administration.'' His remarks comes in the wake of suggestions
to make Mumbai a separate Union Territory or divide the municipal
corporation for better administration

`King's initiative must to resolve crisis'

NEW DELHI, Oct 1 - The six-member Indian political delegation has
assessed that the three sides in Nepal's triangular conflict -
political parties, monarchy and rebel Maoists - are important for
the country's peace and stability, and King Gyanendra should manage
the worsening political crisis the same way his brother, late King
Birendra, did in the spring of 1990.
Reliable sources said the Indian delegation, which returned to New
Delhi Nationalist Congress Party leader D P Tripathi from a three-
day Nepal visit came to the conclusion. The leader of the
delegation, politburo member of Communist Party of India (Marxist),
Sitaram Yechuri, will submit a report Sunday to Indian Prime
Minister Dr Manmohan Singh.

The eight-page report, being finalized Saturday afternoon - key
contents of which was disclosed to the Post, calls on the monarch to
work toward piecing together an inclusive multiparty government to
find an exit from the crisis. Such a government should also have
representation from the outlawed Communist Party of Nepal (Maoist),
the report suggests.

In the entire process, "the influential southern neighbor, India -
rather than seeking to play any role in the crisis - should try to
diplomatically facilitate such a crisis management, which would be
possible after Nepal's transition to multiparty democracy," a source
involved in preparing the report told the Post Saturday.

He added, "Peace is the need of the hour in Nepal, and that's not
possible without democracy, for which there seems to be an
overwhelming demand from all quarters…So, the sooner the monarch
starts working to make that happen, the sooner the conflict can be
resolved."

Other leaders in the delegation, were veteran socialist leader
Surendra Mohan, CPI leader D Raja, Congress leader Chandra Shekhar
Sahu, and Samajvadi party leader Dr Sunilam. The six parties are
members of the 14-party Nepal Democracy Solidarity Committee, which
was formed last February 4.

Maharashtra Deputy Chief Minister R R Patil today launched the
Nationalist Congress Party's (NCP) membership drive in Vidarbha region
after garlanding the statue of Mahatma Gandhi here and visiting the
Sewagram Ashram and Baput Kuti in Wardha.
Mr Patil, who arrived here today, proceeded to Sewagram Ashram and
launched the party's membership drive in Wardha district. He returned
to Nagpur this afternoon and garlanded Mahatma Gandhi's statue before
launching the membership drive.

Addressing the gathering, Mr Patil said NCP, floated six years back,
has been able to reach to the poor people who have given their mandate
to the party which emerged as the largest party in Maharashtra in the
last Assembly elections under the able leadership of Mr Sharad Pawar.

The National General Secretary, Nationalist Congress Party, Shri.
Tariq Anwar, MP, has issued a show-cause notice to the NCP's newly
elected MLA from Jharkhand Shri Kamlesh Singh as to why action
against him under section 10 of the Constitution of India for
disqualifying him from the Member of the Jharkhand Legislative
Assembly should not be initiated. Copy of the show-cause notice by
Shri Tariq Anwar is attached herewith for your information.

The charges made against him were that he had taken oath as the
Minister in the NDA government of Jharkhand led by Shri Arjun Munda
inspite of the fact that he was aware that NCP is a part of UPA and
opposed to the NDA. Not only this, he had also been issued number of
whips by NCP General Secretary Shri Tariq Anwar to vote against the
NDA government as well as its candidates for Speaker.

The option, however, has been given to him that if he resigns from
the Jharkhand cabinet and vote against NDA alliance in the
Legislative Assembly, proceedings so initiated by the NCP, will be
dropped.

Somjibhai Damor, as Advasi leader born in Adivasi family joined
politics with original Indira Congress (constitued new Congress at
that time) in the year 1970-71.

He is popular Adiwasi leader and is President of Akhil Bharatiya
Adivasi Vikas Parishad since last 21 years, Gujarat Adviwasi Vikas
Parishad since last 33 years, and Delhi Adwasi Vikas Parishad since
last 28 years.

Shri Somjibhai Damor, an original Congressman retained the MP seat
as Congress candidate from Dahod ST constituency of Gujarat for 7
consecutive terms at lok Sabha.

With his hold among the Adiwasi in the area, he has never lost the
election till 1999 even during the anti-curruption wave and the BJP
waves when many stalwarts including Indiraji herself lost election.

He has been given warm welcome by the NCP President Shri Sharad
Pawar and has been officially inducted to the NCP through a function
organised at Delhi on 30th May, 2005.

Shri Somjibhai Damor is strong enough to introduce a new party in
his area. This is well known from the facts that he was the first
person to join new Indira Congress alongwith Shri Kantilal Ghia,
Shri Jinabhai Darji and Shri Ratubhai Adami in the year 1970. His
dauntless efforts resulted in popularity of the Indira Congress in

Shri T.P. Peethambaran Master, National General Secretary, NCP,
accompanied by Chaudhary Ved Pal, NCP Haryana State President, Shri
Sunny Thomas, General Secretary, Nationalist Youth Congress and Shri
Virendra Singh Dadha, General Secretary, Nationalist Kisan Congress
visited the workers of Honda Motors, Gurgaon, who had been injured
in the police action in front of the Mini Secretariat, Gurgaon at
the General Hospital today.

The atrocities inflicted on the workers of Honda Motors Gurgaon by
Haryana Police were unprovoked and pre planned. The workers who
wanted to submit a memorandum to the District authorities were
stopped by the police at the park before the Secretariat. Being
stopped, the workers sat on a dharna. The police thereupon closed
down on them from all sides and brutally attached them. Many of them
have sustained multiple fractures and also head injuries. Thirty-two
of the injured workers are still in the hospital.

There is no justification for lathi charging the workers who sat on
a peaceful dharna. That they were rounded up and beaten and not
allowed to disperse shows that the lathi charge was not meant to
disperse them, but an organized plan to beat them brutally and to
terrorise them. This is something quite unheard of in democratic
system.

The workers had been agitating on some demands for the last two
months. The Labour Department or the State Administration of Haryana
did not care to interfere in the dispute. Instead they chose to use
police force against them.

It is understood that the labour unrest started with the refusal of
the Labour Department to register the union formed by the workers,
which they had applied for, seven months ago. The management, it is
understood, had announced that they would never allow their union to
get registere4d. So, the action of the government seems to be an
effort to break their union by terrorising. It is to be presumed
that the government was acting at the behest of the management.

NCP strongly condemns the unprovoked preplanned police atrocities on
the workers. NCP wants that the authorities, who were responsible
for the atrocities should be suspended from service before the
judicial enquiry, promised by the government, starts. Sufficient
compensation should be paid to the workers who sustained major
injuries. It is also reported that some of the leaders of the
workers who were arrested by the police are now missing. The terms
of reference of the Commission should cover the question of mission
workers also.

NCP National Labour Cell has called upon the people to join the
Haryana State Bandh called by Trade Unions on 28th July and also to
support the National Bandh called by Left Trade Unions on 1st August
2005.

What is Islam¿

ISLAM AND MUSLIM

The name of this religion is Islam, the root of which
is Silm and Salam which means peace. Salam may also
mean greeting one another with peace. One of the
beautiful names of God is that He is the Peace. It
means more than that: submission to the One God, and
to live in peace with the Creator, within one's self,

Islam is a total system of living. A Muslim is

MUSLIMS AND ARAB

The followers of Islam are called Muslims. Muslims are
not to be confused with Arabs. Muslims may be Arabs,
Turks, Persians, Indians, Pakistanis, Malaysians,
Indonesians, Europeans, Africans, Americans, Chinese,
or other nationalities.
An Arab could be a Muslim, a Christian, a Jew or an
atheist. Any person who adopts the Arabic language is
called an Arab. However, the language of the Qur'an
(the Holy Book of Islam) is Arabic. Muslims all over
the world try to learn Arabic so that they may be able
to read the Qur'an and understand its meaning. They
pray in the language of the Qur'an, namely Arabic.
Supplications to God could be in any language.
While there are one billion Muslims in the world there
are about 200 million Arabs. Among them, approximately
ten percent are not Muslims. Thus Arab Muslims
constitute only about twenty percent of the Muslim
population of the world.

ALLAH THE ONE AND THE ONLY GOD

Muslims believe that Allah is the name of the One and
Only God. He is the Creator of all human beings. He is
the God for the Christians, the Jews, the Muslims, the
Buddhists, the Hindus, the atheists, and others.
Muslims worship God whose name is Allah. They put
their trust in Him and they seek His help and His
guidance.

MUHAMMAD

Muhammad was chosen by God to deliver His Message of
Peace, namely Islam. He was born in 570 C.E. (Common

Church in Jerusalem is still in the hands of the
Muslims.
Jews fled from Spain during the Inquisition, and they
were welcomed by the Muslims. They settled in the
heart of the Islamic Caliphate. They enjoyed positions
of power and authority.
Throughout the Muslim world, churches, synagogues and
missionary schools were built within the Muslim
neighborhoods. These places were protected by Muslims
even during the contemporary crises in the Middle East

                     IT is said that the people get the government, the
administration, they deserve. Perhaps this is true. Though what Mumbai
did to deserve Johnny Joseph, we do not know. Municipal commissioners,
like police commissioners, are appointed by the overnment. And in
giving us Mr. Joseph, no doubt, the government knew what it was doing.
The citizens, unfortunately, realise how good or bad and how efficient
or inefficient their municipal commissioner is only after he succeeds
or fails in tackling a civic issue. Most often, this is a municipal
workers' strike for higher emoluments and bonus before Diwali. At
various times, eparate departments of the corporation lay down tools
and agitate for individual causes. The octroi department is notorious
for this. Also the conservancy fellows. And sometimes the resident
medical officers of the municipal hospitals. The firemen who are also
municipal servants, poor chaps, threaten to go on strike often, but
never really do so. But all this, the city can take in its stride.
Octroi does not really bother the citizens until the prices of
commodities shoot up because trucks carrying them into the city are
lined up at the check nakas. Uncleared garbage is not such a big issue
anymore.

                     It is an eyesore. But then Mumbaikars have been
suffering from sore eyes for ever on account of overflowing bins,
choked gutters, and garbage on the road. That is nothing new. Strikes
in municipal hospitals, of course, are trying. They test the city's
patience. But this too has happened before, several times and passed.
And if you look at what conditions the poor municipal doctors work and
live in, you would be sympathetic towards their strikes. The complete
civic machinery shutting shop just before Diwali is what the city
cannot bear. It is generally believed that municipal staff don't do
any work rest of the year and to see them being dissatisfied and
agitating for bonus, is galling. But for all this, the city has never
gheraoed the municipal commissioner or demanded his resignation. Now
this has come to pass because Mumbai is on the verge of an epidemic.
Deaths are being reported from suburban Mumbai where people are
suffering from water-borne diseases as a result of the July 26 deluge.
Not only did the BMC fail in its management of the floods, but in
their aftermath, there was no great sense of urgency in hauling the
city back on its feet. Tonnes of garbage continued to lie about and
added to this, were carcasses of animals and other refuse. This is
where Mr. Joseph should have shown whatever talents he has that the
government saw in him at the time of his appointment. He should have
been visible, on television, at public places, meeting the media
instead of hiding from it, and telling the city that he was sorry for
what had happened, but he was ready to make up and needed the people's
support and cooperation.

                     Instead of making excuses, he should have warned
us of the epidemic, he should have taken the decision on his own to
ban food hawkers on the roads, he should have requisitioned additional
para-medic staff from wherever, more medicines, he should have ensured
that municipal hospitals were geared to face the deluge of fever
victims if and when they came, he should have had teams of the
municipal health department going from door-to-door warning people who
could be potential victims of lepto, dengue, malaria, cholera and
hepatitis. None of which was done. Only when the fever had set in and
people started falling down like flies (it hurts us to say), did Mr.
Joseph rise and rush to the suburban municipal hospitals. There, when
gheraoed by victims' families, and by ingratiating politicians, Mr.
Joseph showed himself as being incapable of answering charges and
making reassuring speeches. Don't know what he is doing "camping" at
the fever sites. The municipal hospitals and camps there have been
functioning as efficiently or inefficiently without him.

                          But he is part of the picture now. Too bad.
Too bad for us, because in our darkest hour, when push came to shove,
we found we had Mr. Joseph in our team.

How to achieve World Class Efficiency?

1. The best `home grown' or `Swadeshi' effective human capital is the
answer!

At present, we cannot always use the best quality and lowest cost
`Swadeshi' effective human capital to run our own country including
our own public and private sector.

When future generations of Indians read Indian history, this will go
down as one of the reasons for hindering India's fast growth.
1070 million people but we cannot place our best teams in position and
put our `house in order' to World Class standards!
No amount of money or technology can ever replace the presence of
effective human capital. In fact, effective man-power teams, know, how
to rustle up other resources in a highly competitive and global
environment, the reverse is not true.

2. The `engine' of the Economy

The organized sector is supposed to be the `engine' of the economy of
India. It should be `World Class'. A total of 18 million people work
with the Public Sector and about 9 million people work with the
Private Sector. Total employment is about 27 million in this sector.

It needs to be accountable, responsible and should be a used as a
benchmark for efficiency, good governance and good administration.

The key objective of this sector is to administer and govern and to
serve and benefit the citizens and the country of India in the best
possible manner. Government can only facilitate jobs, education,
health, the economy, provided it is efficient and world class! It
should be the `torch bearer' for our economic reforms. 29 million are
born & 10 million die every year.

The 18 million employees of the union and state governments need to be
of a world class standards & extremely effective. 1070 million people
of India, depend upon them!


3. India Human Capital admired world wide…but in India!

We have some of the best human resources in the world, but due to some
of the constraints, as mentioned below, we cannot use them always in
our own country!

Indias run some of the largest organizations in the world, both in
manufacturing as well as in service sectors. Indians also help as
advisors to many nations. Who ever brings in the best and effective
team to govern and administer, will be the winner.

Today, all good politicians, all over the world, talk economics first.
The best Politicians and Leaders `Walk the Talk'.

India needs to be competitive in the global markets. Our World Trade
is only 0.8%, while our population is 17%. The GDP of India is only
1.7% of World GDP. In India, Demand is very high, but Buying Power is
low, due to a low per capita income of only US$ 1.66 per day! As per
the World Bank definition of Poverty Line, the per capita earning per
day was US$1 which is now revised to US$2 per day.

  In order to survive and create employment, India needs to bench mark
Employee Laws with competing countries in Asia, Latin America, Middle
East and Eastern Europe.


4. Reasons for India's problems

Sometimes we protect some employees at any cost to the Organization
and the Nation! Article 311, of the Indian Constitution, protects
employees of the Union and State Governments.

This needs to be suitably amended, as it is not desirable in today's
context, since it over-protects only 1.7 % (18 million people) of
Indians who are the employees of the State and Union Government, and
indirectly, the employees of the organized private sector, (9 million
people) representing a total of 2.6% (27 million people) of the
population of India.

There is no fear of loss of job whether you deliver or not!

Sometimes, these employees, seek and get protection for lifetime
employment, even if,

    1. they work or not,
    2. they are honest or corrupt, or caught red handed taking a bribe
    3. they are absent but marked present,
    4. they are efficient or inefficient,
    5. they subcontract their work to others
    6. willfully destroy public property
    7. take sick leave of 30 days/year, year after year! It is
impossible to be sick, every year,   exactly for 30 days!
    8. restrict retraining, redeployment and restructuring, for
productivity improvement within the same organization and
    9. disrupt work, and damage or sabotage the fixed assets of public
enterprises, in order to pressurize managements.

No country can run efficiently, especially, if some critical sections
are protected, in this manner! 1.7 % of India's population is not even
the Vote Bank!

Union Ministers, MPs, MLAs, municipal councilors can be changed after
a term of 5 years or even earlier, as per the wishes of the people.

Under the present system, employees of the Union and State Governments
and their affiliates, as stated above, are given life long employment,
irrespective of their performance!


5. Action Plan for India

India needs an `Employee Policy' to protect the citizens from
exploitation!

  We should protect employment, but not employees who do not come up to
expectations and do not perform to normal standards of work culture
and work ethics. Especially when we have 45 million unemployed
registered with employment exchanges. The total number of unemployed
able bodied Indians is estimated to be 2 to 6 times this number. (Our
estimate)

This includes C2C or from CEO or Chairman to Coolie! The word Labor
Law, refers to the 19th century, and should be termed as Employee Law.
The leaders and the people of India must decide by public debate in
the media and the Parliament to finalize the best course of action.

We are not suggesting any form of National Policy on retrenchment.
Individual organizations should be allowed to decide themselves, about
downsizing, retrenchment and reduction or increase of manpower. Only
Healthy Organizations can generate new employment.

Organizations should be allowed to change employees, if they fall in
some of the areas as mentioned under paragraph # 4. Especially, under
clauses #4 (2), #4 (3), #4 (5) &  #4 (7).

This one point action plan will unleash the `Latent Potential' of the

Any way I remembered 100 years of struggle against the partition of
Bengal unitedly.Hanging of Khudiram Basu,Dinesh Roy in 1908. The
starting of modern 20th century freedom struggle which was taken over

Bilaspur, aug 12 Chhattisgarh High Court today posted to August 24
the next hearing of the bail application of Amit, son of former
state Chief Minister Ajit Jogi, in connection with the murder of NCP
state treasurer Ram Avatar Jaggi last year.

Chief Justice Anang Kumar Patnaik posted the next hearing for bail
application to August 24, when Amit's advocates sought time to reply
after the CBI counsel raised several points claiming they have ample
evidences against junior Jogi.

Arguing for bail, Ram Jethmalani on behalf of Amit, said there was
no direct evidence of Amit's involvement in the case, and hence he
should be granted bail.

"Today's argument was not on the merit of the case rather on the
bail and since there was no possibility Amit could abscond, he
should be given bail by the High Court as was done with other
accused of the case," he said.

He also claimed Amit was being implicated in the case as a part
of "political conspiracy".

However, rejecting the arguments, CBI counsel K K Sood said the
court should consider the role of the accused before granting him
bail.

Jaggi was shot dead in Raipur city on June 4, 2003. Amit was
arrested at Delhi on July one this year and has also been made the
main accused by the agency while filing its chargesheet.

Currently, Amit is in Raipur Central Jail under judical remand.

The Nationalist Congress Party today demanded effective
implementation of the findings of the Nanavati Commission and urged
the Centre to revise the Action Taken Report and take appropriate
legal action against those indicted by it.

"We do not want that the Commission become an omission... We appeal
to the Union Government to revise the ATR and take appropriate legal
action against all those indicted by the Nanavati Commission", Party
General Secretary D P Tripathy told reporters.

He reminded of the "glorious sacrifices" and historic contributions
of the Sikh community and said "it is our duty to ensure that
justice is not denied to our Sikh brethren." Asked if the NCP was
demanding the resignation of Union Minister Jagdish Tytler who was
indicted by the Commission, he said "we don't want to name anybody,
but action must be initiated against those who have been named in
the report".

However, he said it was for the government to decide on the
resignation issue adding "we do not want to pre-judge the judicial
process. We want judicial procedure to be transparent and
effective".

NCP thinks Karnataka, by not releasing Alamatti water, was solely
responsible for the floods in Kolhapur and Sangli
It accuses the Congress of treating Karnataka with kid gloves

KOLHAPUR: Five rivers — Koyana, Warana, Bhogavati, Doodhganga and
Panchganga — that were in unprecedented spate and killed a dozen
people and displaced thousands others and destroyed cane and soybean
crops in thousands of hectares, have also sharpened differences
between the Congress and NCP.

The NCP sought to suggest that its partner in power in the State,
the Congress, was treating Karnataka with kid gloves because it is
in power in that State, though Karnataka was solely responsible for
the floods in Kolhapur and Sangli. The neighbouring State did not
release water from downstream Alamatti reservoir in time and in
required cusecs.

The Deputy Chief Minister and the State NCP leader, R.R. Patil, made
an angry statement in Sangli that Maharashtra would throw its
Krishna water pact with Karnataka in the river.

The accusation that the Congress in Maharashtra is looking after its
political interests in Karnataka at the cost of the life and
livelihood of the people here was too much to ignore for the
Congress.

The State party president, Ms. Prabha Rau questioned the very locus
standi of Mr. Patil. "Who is he to make and declare such a policy
decision?" The Alamatti dam is not responsible for the floods in
Maharashtra, only the nature is responsible for that, she asserted.
At the most the dam in Karnataka is one of the factors, she asserted
at a press conference in Sangli, calling Mr. Patil's statement
`unfortunate.'

"Today's situation does not call for settling political scores but
calls for providing immediate relief to the flood-affected people,"
Mr. Patil reacted in neighbouring Jaisinghpur. He said that he held

Alamatti responsible for the floods on the basis of experts'
opinion.

The NCP president and Union Agriculture Minister, Sharad Pawar,
rushed to the rescue of Mr. Patil. He called Ms. Rau senile. "I have
advised Mr. R.R. Patil that such words come out as a result of age
and the aged at home get angry when things do not happen the way
they like but the young should overlook such a view and work," he
said here on Tuesday while touring the flood-hit Shirol taluka of
Kolhapur district.

Sangli and Kolhapur are principal segments of the sugar belt and the
power base of the NCP. All top NCP ministers and leaders are either
camping here or visiting frequently. The Congress leaders are not
lagging behind either. They and scores of their MPs, MLAs and local
bodies' office bearers want to impress upon the people that whatever
rescue and relief they have got is simply due to their efforts.

They corner and direct the government's cash doles of Rs. 1000 per
head to the places and persons of their choice. The workers of
political parties clash in the process.
