Nationalist Congress Party (NCP) President Sharad Pawar today said his
party will support the candidature of Revenue Minister Narayan Rane in
the November 19 by-election from Malwan-Kankawali Assembly
constitutency in the Konkan region of Maharashtra.
The party had taken a decision based on its understanding with its
ally (Congress) during last Assembly elections. However, Mr Pawar said
that the same may not be applicable to the supporters of Mr Rane.

The NCP will field its candidates or stake its claim to field its
nominees from where they had won in the last Assembly elections.

To a question, Mr Pawar said he does not think that NCP's local unit
in Malwan and Kankawali would work against Mr Rane, but at the same
time, he (Pawar) also the candidate (without naming Rane) should also
try and win the confidence of the locals

Union Agriculture Minister Sharad Pawar today expressed concern
over ''negligible'' budgetary allocation to agriculture which, he
said, has been hampering the growth of this key sector compared to
other sectors.
Addressing a press conference here after attending a seminar, he
said agriculture, which sustains almost 65 per cent of the country's
population but contributes less than 30 per cent to GDP, has been
witnessing slow pace of development in the recent past.

''It is one of the facts that the budgetary allocation to
agriculture was about 2 per cent compared to 16 per cent for
telecom, a new economy sector, when almost 65 per cent of the
country's population is dependent on agriculture.'' The Minister
further said efforts have been made by the UPA Government to change
the picture by enhancing the budgetary allocation to the farm sector
and also concentrate on rural development.

Mr Pawar informed that the Centre had initiated ambitious programmes
through the National Horticulture Mission, under which rs 161 crore
has been sanctioned for Maharashtra.

Under the programmes, financial assistance would be provided to the
growers of ''kesar mangoes'' in Marathwada, ''alphonso'' in that
Konkan region besides grape and banana farmers in Western and North
Maharashtra and orange growers in Vidarbha, the former State Chief
Minister said.

The Centre wanted to convert human resources into human power by
providing Job opportunities at local levels, he said.

Agriculture and Food Minister Sharad Pawar today said the decision
to allow foreign direct investment in retail in rural areas could
only be taken after incorporating views of all those concerned,
including the Left.

"The government will have to take bold decisions to increase FDI in
rural retail marketing," he said at the Ficci-organised Rural
Marketing Summit today.

The minister said rural retail business needed huge investments from
both public and private sectors. "We have a two-pronged agenda -
pushing through specific enabling reforms in agriculture and to
convince the state governments to implement relevant reforms at the
earliest," Pawar said.

The minister also expressed concerned over insufficient public and
private investment in agriculture.

The plan outlay for the farm sector was only 2 per cent while it was
16 per cent for telecom, he said, while inaugurating the two-day
rural marketing summit organised by the Ficci here today.

He also pointed out the incongruity in the Budget which had provided
higher allocation for drought relief than for investment in
irrigation.

Productivity of most foodgrain crops was way below world averages.
There were also signs of plateauing of yields of major crops in most
regions.

Degradation of natural resources, particularly land and water, posed
a major threat to the future production potential, he said, adding
that the efficiency of most inputs, including fertilisers, water and
agro chemicals was very low.

Pointing out that the producers' share in prices of perishables was
barely 30 to 35 per cent, the minister said there was need to
improve post-harvest technologies to retrieve post-harvest losses
(reckoned at Rs 50,000 crore annually) and augment supplies.

He said the government was committed to reforms to facilitate large-
scale private investment in every step of the value chain. "We have
a two-pronged agenda - pushing through specific enabling reforms in
agriculture and convincing state governments to implement relevant
reforms at the earliest", Pawar said.

Responding to the 15-point agenda for efficient marketing of
agriculture inputs put forward by Ficci President Onkar S Kanwar,
Pawar said the industry and the private sector had a major role in
providing extension services to farmers and developing business
models for marketing of their produce.

Pawar said the government had initiated steps to increase
agriculture credit. Last year, credit disbursement rose from Rs
80,000 crore to Rs 1,05,000 crore. "We plan to double this in the
next two years to tackle the basic problem faced by the farming
community", he said.

THE Government has constituted a high-level committee under the
chairmanship of Mr Sharad Pawar, Union Minister for Agriculture, to
draw up a detailed five-year perspective plan for reforms in
agriculture and allied sectors.

The committee is charged with the responsibility of suggesting
calibrated measures to empower rural India and raise the purchasing
power of the farming community.

Announcing this while inaugurating the two-day Rural Marketing
Summit organised by FICCI here today, Mr Pawar said the committee
would have the Finance Minister, the Home Minister, the Deputy
Chairman of the Planning Commission and some Chief Ministers as
members.

The Minister said critical value addition in agriculture was
constrained by the long value chain, with the producers' share in
the price being barely 30-35 per cent in the case of perishables.

He emphasised the need for improved post-harvest technologies,
including retrieving post-harvest losses, estimated at Rs. 50,000
crore annually, and augmenting supplies.

The Government had initiated steps to increase disbursement of
agricultural credit and credit disbursement rose from Rs 80,000
crore to Rs 1,05,000 crore last year.

"We plan to double this in the next two years to tackle the basic
problem faced by the farming community," Mr Pawar said. The
Government was committed to reforms to facilitate large-scale
private investment in every step of the value chain.

"We have a two-pronged agenda - pushing through the specific
enabling reforms in agriculture and working with the State
Governments to convince them to implement relevant reforms at the
earliest," Mr Pawar said. The Minister pointed out that serious
constraints continued to imperil the agriculture sector.

Union agriculture minister Sharad Pawar on Friday ruled out the
possibility of importing sugar in 2005-06 season, saying production
during the season, which started October 1, would be enough to meet
the domestic demand.

"No sugar imports will be needed this year as production is expected
to be more than the requirement," Pawar said on the sidelines of
Rural Marketing Summit, organised by Federation of Indian Chambers
of Commerce and Industry (Ficci).

Sugar output this year is estimated at 18-18.5 million tonne. There
are also 4-4.5 million tonne of carry over stocks.

The situation is comfortable, Pawar said.

Besides, sugar imports will not be economical as international
prices are ruling very high, Pawar said. Last year, the country had
to import about 2 million tonne of raw sugar to meet the domestic
requirement.India had produced around 13 million tonne of sugar in
2004-05 (October-September).

The country consumes around 18-19 million tonnes of the sweetener
annually. Referring to wheat, Pawar reiterated there is no need for
wheat imports this year and the buffer stocks are comfortable.

He said earlier the country maintained a buffer stock of three
years, but now it has a buffer stock of only one year. However,
there is no cause of concern as the situation is comfortable.

According to official estimates, the government has stocks of around
10 million tonnes of wheat as of October 1, down from 14.2 million
tonne last year.

Ali Anwar is the founder of the Pasmanda Muslim Mahaz
(`Marginalised Muslim Front'), Patna, Bihar, a union
of several Dalit Muslim and Backward Caste Muslim
organisations. A well-known Hindi journalist, he is
the author of `Masavat Ki Jang' (The Struggle for
Equality') and `Dalit Musalman' (`Dalit Muslims') and
writes regularly on issues related to the Backward
Caste/Dalit Muslims, who form the majority of the
Muslim population in India. In this interview with
Yoginder Sikand, he talks about his involvement in the
struggle for the rights of the Backward Caste/Dalit
Muslims.

Q: How did you get involved in the Backward
Caste/Dalit Muslim movement?
A: I belong to the Ansari community, which is one of
the largest Muslim communities in India. The ancestral
profession of the Ansaris is weaving. They are
considered as a `Backward Class' for purposes of
reservation. My family is from the Shahabad district
in Bihar. My grand-father was a horse-cart driver and
father was a mill-worker, and before me there was not
a single person in my family who had passed the
matriculation examination. The Ansaris in my area had
practiced weaving as a profession for generations,
but, with the onset of British rule and with the sort
of capitalist `development' that India went through
after 1947, this profession of theirs almost totally
decimated. That's why my parents and relatives, even I
as a child, were forced to take to rolling beedis to
supplement the meager income of our family.

As a child itself I was sensitized to the crass
oppression and poverty that I saw all around me. As a
student I got involved in leftist politics. This was
partly due to the influence of my father, who was a
trade unionist, associated with the All-India trade
Union Congress of the Communist Party of India (CPI).
My first involvement in people's struggles was when
some students of my high school in Dumraon started a
movement against the Maharaja of Dumroan, a dreaded
feudal lord who was also the manager of the school.
Thereafter, I joined the CPI, and I remained a
card-holder of the party for around 20 years.

Q: How did you take to journalism as a career? In
particular, what made you focus particularly on issues
related to the Dalits and Backward Castes?

A: My association with the CPI inspired me to take to
writing to document and highlight the oppression of
the poor and their struggles against feudal and
class/caste oppression. I worked for many years as
chief reporter with CPI's Hindi magazine `Janashakti'
based in Patna. However, over the years I also
discovered that within the communist parties casteism
continues to be rife. Most of the leaders of the
various communist parties are themselves from the
so-called `upper' castes, which is one reason why they
rarely talk of caste, but, instead, talk only in terms
of class. In a sense, for some of them this is a way
to perpetuate `upper' caste dominance.

My perception of the reality of caste oppression, both
among Hindus and Muslims, was further strengthened as
I traveled around Bihar as a journalist, and this was
reflected in the sort of articles that I began writing
after Janshakti closed down and I joined Navbharat
Times and later Jansatta and then Svatantra Bharat.
For instance, I did a story on the Police Lines in
Patna, where there are separate barracks and kitchens
for different castes, and another story on Dasrath
Manjhi, a Dalit worker, who literally broke half a
mountain with over a period of 19 years in order to
build a road. Another story I wrote was on how, as in
the case of the Hindus, many so-called ashraf or
`upper' caste Muslims use fake `Backward Caste' caste
certificates to get jobs reserved for the Backward
Classes. One such case was that of the grand-daughter
of Abdul Ghaffur, Bihar's only Muslim Chief Minister,
who belonged to the so-called `upper' caste Shaikh
caste but got a fake Backward Caste certificate to get
a government job reserved for Backward Castes. This
article, which was published in the `Hindustan',
created a great stir and I received many threatening
mails for having exposed this racket!

In 1996 I received the K.K.Birla Fellowship for
journalists to do a study on the Dalit/Backward Caste
Muslims, a subject about very little has been written,
although these Muslims constitute the vast majority of
the Indian Muslim population. Owing, among other
factors, to caste prejudice, `upper' caste Muslim
writers, Syeds, Shaikhs, Mughals and Pathans, as well
as non-Muslim scholars, have displayed little or no
interest in writing about the non-ashraf Muslims. This
is one reason why I thought it was crucial to write
about them and to highlight their pathetic conditions
and their struggles for equality and justice. And so I
began traveling around Bihar to document the lives of
the Dalit and Backward Caste Muslims in the state, the
report of which was later published as a book in Hindi
titled `Masavat Ki Jang' (`The Struggle for
Equality'). It has recently been translated and
published in English and Urdu as well.

Q: What are the major arguments that you have put
forward in your book?
A: I have tried to show, with the help of interviews,
oral histories as well as statistics, that although
the Backward Caste/Dalit Muslims form the overwhelming
majority among the Muslims of Bihar, they are victims
of pervasive discrimination and, on the whole, are
economically and educationally extremely marginalized.
The state has done little, if anything, for them, and,
instead, has sought to promote ashraf or so-called
`upper' caste Muslims, who form only a small minority
among the Muslims, as Muslim `leaders'. I tried to
highlight the nexus between the state and the
so-called ashraf political and religious leadership in
Bihar, a phenomenon that can be observed in other
parts of India as well. This explains, as I have
shown, how under various governments in Bihar
non-ashraf Muslims have hardly received any
representation, whether in successive ministries or in
government services. Most of the few Muslims who have
been so represented have been from the so-called
ashraf, and they do little, if at all, for the
non-ashraf Muslims, being hardly concerned about their
plight at all. In addition, I have highlighted the
fact that in large parts of Bihar the Backward
Caste/Dalit Muslims continue to face social
discrimination at the hands of both self-styled ashraf
Muslims as well as so-called `upper' caste Hindus. I
have shown how the leadership of large Muslim
religious organizations is almost completely in the
hands of the so-called ashraf Muslims.

Q: Could you tell us something about the Pasmanda
Muslim Mahaz? How was it established and what are its
objectives?
A: The Mahaz is a broad front of a number of Dalit and
Backward Caste Muslim organizations from different
states of India, particularly Bihar, Uttar Pradesh,
Jharkhand, West Bengal and Delhi. In the course of
conducting the research for the book that I was doing
I realized that the Dalit/Backward Caste Muslims are
hardly organized at all and that they have few
effective leaders. Till now they have been following
the lead of the so-called ashraf, both professional
politicians as well as maulvis, who have, as I said,
taken no particular interest in addressing their
pathetic socio-economic conditions. Like their `upper'
caste Hindu counterparts, they want us to focus only
on communal controversies or narrowly-defined
religious issues, and in this way seek to completely
displace the harsh reality of the lives of Dalits and
Backward Castes from political discourse. Hence, I,
along with several of my friends, set up the Mahaz in
Patna in 1998, to organize the Dalit/Backward Caste
Muslims so as to help evolve a leadership that would
be responsive to their concerns and which would also
seek to build alliances with non-Muslim Dalit/Backward
Caste groups so that we can engage in a broad united
struggle for our rights.

Q: What sort of work has the Mahaz been engaged in?
A: We have participated in several people's struggles
for justice to the Dalit/Backward Caste Muslims
through staging demonstrations, presenting memorandums
and bringing out publications. Recently, we launched a
Hindi magazine `Pasmanda Ki Awaz' (`The Voice of the
Oppressed'). This is the only Dalit/Backward Caste
magazine in this country, although the Dalit/Backward
Caste Muslim population in India is well over 100
million! Hardly any of the hundreds or even thousands
of other Muslim magazines and papers, not to speak of
media controlled by non-Muslims, ever talks about our
issues, such is the indifference to the problems and
plight of our people.

The Mahaz has also been pressing with the demand that
the State include Dalit Muslims, as well as Dalit
Christians, in the Scheduled Caste list. Due to an
extremely discriminatory Presidential Order issued in
1950, the state denied to Dalit Muslims and Dalit
Christians all the reservation and other benefits that
had been provided in the Constitution for Dalits. It
declared, going completely against all notions of
secularism, democracy and social justice, that such
benefits would be limited only to those Dalits who
claim to be `Hindus'. Later, due to political
compulsions, the state was forced to extend these
benefits to Dalit Sikhs and Dalit Buddhists. So, why,
we ask, should Dalit Muslims and Dalit Christians,
too, not be included in the list of Scheduled Castes?
The so-called ashraf Muslim leadership has never
voiced this demand because they are not at all
interested in the plight of the Dalit Muslims. But I
think it is crucial that the Dalit Muslims be given
justice and treated by the state on par with `Hindu'
Dalits. Presently, they are classified, along with
several more powerful castes, as `Backward Classes'
instead of Scheduled Castes, because of which they
have not been able to benefit at all from `Backward
Caste' status. This is despite the fact that they
continue to practice the same occupations as `Hindu'
Dalits and face the same sort of discrimination and
oppression despite following Islam, a religion that is
fiercely opposed to caste and untouchability.

Q: How do you think the other Dalits would respond to
the demand of including Dalit Muslims and Dalit
Christians in the Scheduled Caste list? Might they not
oppose this on the grounds that this would result in a
reduction of whatever little benefits they are able to
procure from the state?
A: This problem can easily be solved if, while
including Dalit Muslims and Christians in the
Scheduled Caste list, the Scheduled Caste quota is
proportionately increased. In this way, the other
Dalits would not oppose this demand. In fact, they
would welcome it because in this way the Dalit
movement would itself be strengthened. After all, all
the Dalits, irrespective of religion, belong to the
same race and the blood of their common ancestors
flows in their veins.

Unlike the so-called ashraf Muslims, who take great
pride in their claim of foreign extraction, the Dalit
and Backward Caste Muslims are all of indigenous
origin, being descendants of converts from the
oppressed castes.  This is why we don't use the words
`Dalit minority' or `Dalit Muslim minority' or
`Backward Caste Muslim minority'. We Dalits and
Backward Castes are not a minority at all. In fact,
taken together, we are in the majority, the `Bahujan',
forming over 85% of the Indian population, despite the
fact that we might follow different religions. We see
that the politics of communalism, fuelled by both
Hindu and Muslim elites, is aimed at divided us,
making us fight among ourselves, so that the elites
continue to rule over us as they have been doing for
centuries. This is why we in the Mahaz have been
seeking to steer our people from emotional politics to
politics centred on issues of survival and daily
existence and social justice, and for this we have
been working with non-Muslim Dalit and Backward Caste
movements and groups to struggle jointly for our
rights and to oppose the politics of communalism
fuelled by Hindu and Muslim `upper' caste elites.

Q: Some Muslim leaders, mainly from the so-called
ashraf, are demanding reservation for all Muslims in
government jobs and educational institutions. How do
you view this demand?
A: I am totally opposed to this demand. The
Constitution explicitly says that the reservation
policy is meant for socially and educationally
marginalized communities. How can anyone seriously
argue that all Muslims in the country are socially and
economically backward? Many of those who do argue in
this way actually seek thereby to promote the
interests of the educationally and economically
better-off ashraf, who would inevitably hog the lion's
share if a separate quota in jobs and educational
institutions was made for all Muslims, although they
form only a small proportion of the Muslim population.
This demand is also un-Constitutional, because nowhere
in the Constitution is there any provision for
reservation on the grounds of religion. Further, such
a demand is bound to fuel the fires of communalism and
Hindu-Muslim conflict, which would inevitably hurt the
Dalit/Backward Caste Muslims the worst, they being the
principal victims of communal violence.

Of late, some people, including some self-styled
leaders ashraf leaders, have been asking for a
separate Muslim Backward Caste quota within the larger
Other Backward Caste (OBC) quota, on the grounds that
the Muslim OBCs have not been able to benefit much
from the general OBC quota. I am opposed to this
demand as well. I think this is a crafty move to
create and promote communal strife between Hindu and
Muslim Backward Castes, which can only work to the
benefit of the `upper' caste Hindu and Muslim elites.


The claim that Muslim Backward Castes have not been
able to benefit much from the 27% quota set apart for
Backward Classes by the Mandal Commission because
these benefits have been cornered by some more
powerful and influential Hindu Backward Castes first
needs to be established. We have to conduct surveys to
show this, and this is something that has not been
done so far. Now, this claim might well be true, but
we can think of this later. We can't take up too many
issues at the same time. I believe that instead of a
separate Muslim quota in among the OBCs, we should
think of dividing the 27% quota that OBCs now have
into two, on the Bihar model: one for the `Most
Backward Classes' and the second for other OBCs. Both
categories would have Hindu and Muslim castes as well
as from other religions, depending on their
socio-educational conditions.

Q: Some Muslims, particularly from the so-called
ashraf, see the Dalit/Backward Caste Muslim movement
as `divisive' and `un-Islamic'. Some of them even go
so far as to claim that it is a `Hindu' or `Jewish'
conspiracy to set Muslims against each other. How do
you respond to this charge?

A: Yes, that is an accusation that I have been hearing
day in and day out. When we started our work we were
branded as `anti-Islamic'. Numerous maulvis, mostly of
so-called ashraf background, branded as `divisive' and
`dangerous' and appealed to Muslims to stay away from
us. Urdu newspapers, almost all controlled by the
so-called ashraf, also boycotted us, and refused to
publish anything about us. However, today, perhaps
because our movement has expanded and grown into a
powerful force, their open opposition has somewhat
declined.

Let me set the record straight here. We Dalit/Backward
Caste Muslims are believing Muslims. We take our faith
in Islam seriously. Islam, as the Qur'an says and as
the Prophet Muhammad showed in his own life, stands
for social equality and justice. It is completely
opposed to social hierarchy. So, when we are
protesting against inequality and injustice, how can
we be said to be going against Islam? On the contrary,
what we are doing is, in my view, actually mandated by
our religion. On the other hand, those who keep silent
on the plight of the Dalit/Backward Caste Muslims are
actually working against Islam, for they are
indifferent to its mandate of social justice and
equality. Among these are several maulvis who have
elaborated fanciful theories to argue the case for
caste hierarchy in the name of what they call in
Arabic kafa'a! And few of these maulvis take any
interest in our plight, being more concerned with the
details of minor fiqh or jurisprudential issues or
with promoting their own sectarian brand of Islam
while denouncing other Muslim sects as deviant.

Some so-called ashraf accuse us of dividing Muslims.
They say that caste has no sanction in Islam and they
accuse us of injecting the poison of caste into Muslim
society. Such people are completely blind to social
reality. Islam, it is true, has no conception of
caste, but Indian Muslim society is, by and large,
characterized by the existence of multiple castes. And
the so-called ashraf, for centuries, have taken pride
in being of foreign extraction, Arab or Iranian or
whatever, and considering the other Muslims, who are
all of indigenous Indian extraction, as being of `low'
caste. So, all this while the so-called ashraf have
been championing caste and division among Muslims
based on caste, but this does not strike our opponents
as `casteism' or as `un-Islamic', but the moment we
non-ashraf begin to speak oppose this system of ashraf
hegemony we are dubbed as divisive and `anti-Islam'
and so on. This reaction is no different from that of
many `upper' caste Hindus, who brand the Dalit
movement as `divisive', accusing it of reinforcing
caste, simply because the Dalit movement seeks to do
away with `upper' caste hegemony.

My answer to those who falsely accuse us of dividing
Muslims is that, far from doing so, we are trying to
untie the dozens of Dalit/Backward Caste Muslim
communities who have been kept divided for centuries!
We are trying to bring them—Ansaris, Halalkhors,
Kunjeras, Kalals, Dhuniyas, Mochis, and who knows how
many more such castes—together on a common platform to
voice their demands and concerns. Now, you tell me,
are we dividing these Muslims or uniting them? We are
not setting the Dalit/Backward Caste Muslims against
the so-called ashraf Muslims. Our movement is not
directed against them. Rather, we seek to strengthen
and empower our own people, to enable them to speak
for themselves and to secure their rights and justice
from the state. We welcome well-meaning people of
so-called ashraf background as well as non-Muslims who
are concerned about the plight of our people to join
us in our struggle.

When we are accused of dividing Muslims, our response
is, `You so-called ashraf have kept us divided for
centuries by fanning sectarian (maslaki) differences.
Why don't you put an end to this instead of telling us
what to do? You have created and magnified these
sectarian divisions for your own interest, to run your
own little religious and political shops, for which
you have not stopped even at promoting bloodshed and
hatred. First you put an end to this sectarian hatred
and division that you have created and then talk to
us'.

Today, numerous maulvis of different maslaks,
Deobandi, Barelvi, Jamaat-i Islami, Shia, Ahl-i Hadith
and who knows how many more, issue statements against
each other, some going to the extent of branding all
Muslims but themselves as `apostates' and even as
`enemies of Islam'! Is that not `dividing the
Muslims'? Why don't those who accuse the
Dalit/Backward Caste movement of dividing Muslims
condemn the way these maulvis are spreading such
serious sectarian conflict and dividing Muslims? Is it
because the vast majority of the leaders of these
maulvi groups are from the so-called ashraf, so that
when they fight on sectarian lines it is okay because
this does not threaten so-called ashraf hegemony, but
when they see the Dalit/Backward Caste Muslims getting
together to struggle for their rights, they set apart
their sectarian differences for the time being and
come together to condemn them as `divisive'?

This said, let me point out that not all so-called
ashraf Muslims behave this way. Not all of them are
opposed to our demands. In fact some of them, as well
as some Hindus of so-called `upper' caste background,
have been supporting our movement and demands. Yet, I
cannot help saying with deep regret that while several
`upper' caste Hindus have been supporting the Dalit
movement in different ways, very few `upper' caste
Muslims have taken any interest in the concerns of the
Dalit/Backward Caste Muslims.

Following the recent crisis in the Shiv Sena, NCP chief Sharad Pawar
is trying to woo Sena rebels.

In the past, NCP has been successful in weaning away key Shiv Sena
leaders including Chagan Bhujbal and Ganesh Naik.

Just a few days ago, former Sena leader from Thane Satish Pradhan
had also met up with Pawar.

''The Shiv Sena has forgotten the common man and the 'Marathi
manoos'. Now it's a party that is only working for individual
gains," said Pawar.

"The effects of that are for all to see. We know in which direction
the party is heading," he added.

"So for those who want to work honestly and diligently have no place
in these parties anymore. In reality joining the NCP is their only
real option," Pawar said.

Harsh words

Speaking at a party function, Pawar also had a few harsh words for
the NCP's ally, the Congress.

Tensions between the NCP and Congress have grown after reports that
few of Rane's supporters may be fielded by the Congress in the
future.

''I have seen that our coalition partners try and put the blame on
us whenever they are faced with an internal problem," said Pawar.

''I can only say that they should try and solve they internal
differences on their own. We work together and intend to do that in
the future," he contended.

NCP emerged as the single largest party in the state after the last
assembly elections. This is a position that Pawar would not let go
off so easily.

New Delhi: Agriculture Minister Sharad Pawar Tuesday stressed that
water management was the key if India is to realise its objective of
achieving four percent annual farm growth.

Addressing a meeting of the National Development Council (NDC)'s sub-
committee on agriculture, Pawar said the challenge before India
is "to attain four percent annual growth in the agriculture sector
within the shortest possible time and in a broad-based fashion".

He said: "Water management holds the key to achieve such a growth
rate in a sustainable manner. It has been estimated that about 20
million hectares of additional land can be brought under irrigation
by completing ongoing major and medium irrigation projects and by
constructing field channels in command areas."

Pawar assured states that the central government was committed to
finding adequate resources for this purpose.

"Efficiency in the use of water can be greatly improved through
installation of drip, sprinkle and fertigation systems," he said.

Emphasising the need for diversification, Pawar said for too long
states remaining outside the pale of the green revolution had borne
the brunt of climatic change and weather vagaries.

This issue needs to be addressed within a systemic approach aimed at
improving soil moisture retention, groundwater recharging and
alternate crop use through the integrated adoption of "agri-horti-
livestock".

"This will enhance productivity and sustainability of dry land
agriculture in rain-fed areas and bring income stability (to) our
farmers. The establishment of a 'National Rain-fed Area Authority'
will be a major step in this direction," he said.

Pawar urged states to join the move to implement marketing reforms
by amending their Agricultural Produce Marketing Committee Acts "to
allow for contract and free marketing, smooth flow of raw materials
to agro-processing industries, setting up of marketing
infrastructure in the private sector and adoption of innovative
marketing systems and technologies".

So far only six states have implemented the model legislation framed
by the central government.

Pawar also drew attention of the states to the low outlay allocated
for agriculture, which in most cases constituted only four or even
less percent of the total outlays.

Rajasthan Cricket Association (RCA) president and Sharad Pawar
loyalist Lalit Modi today claimed if their group comes to power in
the forthcoming elections, the Board of Control for Cricket in India
(BCCI) will have its own channel.
The idea mooted by Mr Modi and former BCCI chief I S Bindra was
earlier shot down by the current regime.

''If Mr Pawar comes to power, the sports channel will be a
reality,'' said Mr Modi at the unveiling of the new logo of RCA by
former India captain Ajay Jadeja, who will represent the state this
season.

Mr Modi said the new logo represents the resurgence of the game in
Rajasthan and said English coach Derek Semmence has been appointed
as coach for the junior team while Australian Bob Simpson will also
join as advisor for the Ranji team.

Talking about improving the game in the state he said, ''Rajasthan
will have an indoor cricket academy in the premises of the under-
renovation Sawai Man Singh Stadium at Jaipur. A proposal has already
been received by RCA from Australia and the same will be finalised
after the October 31 ODI between India and Sri lanka scheduled here
gets over.'' He said that to bring up the standard of Rajasthan
cricket, RCA will also have more coaches for the senior team and
names of them will be announced soon.

A known bete noire of the present BCCI establishment, Mr Modi
said, ''There is no transparency in the working of BCCI as it is in
the grip of Jagmohan Dalmiya. The states falling in line with
Dalmiya are given benefits while the rest including Rajasthan are
ignored.'' He said that he was confident that Mr Pawar will contest
the BCCI elections and come to power.

Mr Modi came down heavily on the present selection committee for
continuing with captain Sourav Ganguly in the team.

He said, ''Ganguly was continuing as India captain at the insistence
of Mr Dalmiya as the selection committee was fully under his
influence. Similarly, Ranbir Singh Mahendra is a non-existing
president of the Board as everything is controlled by Mr Dalmiya.

party but now it is an era of coalition politics, and the NCP will
try to maintain unity both in the state as well as at the Centre,''
Mr Pawar said after launching a membership drive of the party here.

''NCP had forsaken its claim over the Chief Ministership in
Maharashtra despite having maximum number of MLAs only to maintain
unity in the alliance. Nobody can, therefore, advise us as to how to
maintain coalition unity,'' Mr Pawar, who had parted ways from
Congress on June 10, 1999 to form the NCP, said.

Taking a dig at the Congress regarding allegations that members were
made by accepting money, Mr Pawar, without naming any party,
said, ''Such things will never happen in NCP and people should look
after their own party instead of blaming partners for their
problems.'' ''We respect the strength of the Congress and they
should also respect the NCP's strength,'' Mr Pawar added.

Coming down on the BJP and the Shiv Sena, Mr Pawar said the two
parties were more engrossed in their own interests rather than
serving the interests of the Marathi people.

The BJP always creates confusion in the minds of the people, Mr
Pawar alleged and referred to the statement of BJP president L K
Advani on Mohammad Ali Jinnah in Pakistan. ''The BJP never worked
for the development of minorities,'' he charged.

Dwelling on Mumbai and particularly the situation after the July 26
deluge, Mr Pawar said, ''Mumbai will continue to remain as one city
and the capital of Maharashtra. A discussion can take place about
its administration.'' His remarks comes in the wake of suggestions
to make Mumbai a separate Union Territory or divide the municipal

`King's initiative must to resolve crisis'

NEW DELHI, Oct 1 - The six-member Indian political delegation has
assessed that the three sides in Nepal's triangular conflict -
political parties, monarchy and rebel Maoists - are important for
the country's peace and stability, and King Gyanendra should manage
the worsening political crisis the same way his brother, late King
Birendra, did in the spring of 1990.
Reliable sources said the Indian delegation, which returned to New
Delhi Nationalist Congress Party leader D P Tripathi from a three-
day Nepal visit came to the conclusion. The leader of the
delegation, politburo member of Communist Party of India (Marxist),
Sitaram Yechuri, will submit a report Sunday to Indian Prime
Minister Dr Manmohan Singh.

The eight-page report, being finalized Saturday afternoon - key
contents of which was disclosed to the Post, calls on the monarch to
work toward piecing together an inclusive multiparty government to
find an exit from the crisis. Such a government should also have
representation from the outlawed Communist Party of Nepal (Maoist),
the report suggests.

In the entire process, "the influential southern neighbor, India -
rather than seeking to play any role in the crisis - should try to
diplomatically facilitate such a crisis management, which would be
possible after Nepal's transition to multiparty democracy," a source
involved in preparing the report told the Post Saturday.

He added, "Peace is the need of the hour in Nepal, and that's not
possible without democracy, for which there seems to be an
overwhelming demand from all quarters…So, the sooner the monarch
starts working to make that happen, the sooner the conflict can be
resolved."

Other leaders in the delegation, were veteran socialist leader
Surendra Mohan, CPI leader D Raja, Congress leader Chandra Shekhar
Sahu, and Samajvadi party leader Dr Sunilam. The six parties are
members of the 14-party Nepal Democracy Solidarity Committee, which
was formed last February 4.

The National General Secretary, Nationalist Congress Party, Shri.
Tariq Anwar, MP, has issued a show-cause notice to the NCP's newly
elected MLA from Jharkhand Shri Kamlesh Singh as to why action
against him under section 10 of the Constitution of India for
disqualifying him from the Member of the Jharkhand Legislative
Assembly should not be initiated. Copy of the show-cause notice by
Shri Tariq Anwar is attached herewith for your information.

The charges made against him were that he had taken oath as the
Minister in the NDA government of Jharkhand led by Shri Arjun Munda
inspite of the fact that he was aware that NCP is a part of UPA and
opposed to the NDA. Not only this, he had also been issued number of
whips by NCP General Secretary Shri Tariq Anwar to vote against the
NDA government as well as its candidates for Speaker.

The option, however, has been given to him that if he resigns from
the Jharkhand cabinet and vote against NDA alliance in the
Legislative Assembly, proceedings so initiated by the NCP, will be
dropped.

Somjibhai Damor, as Advasi leader born in Adivasi family joined
politics with original Indira Congress (constitued new Congress at
that time) in the year 1970-71.

He is popular Adiwasi leader and is President of Akhil Bharatiya
Adivasi Vikas Parishad since last 21 years, Gujarat Adviwasi Vikas
Parishad since last 33 years, and Delhi Adwasi Vikas Parishad since
last 28 years.

Shri Somjibhai Damor, an original Congressman retained the MP seat
as Congress candidate from Dahod ST constituency of Gujarat for 7
consecutive terms at lok Sabha.

With his hold among the Adiwasi in the area, he has never lost the
election till 1999 even during the anti-curruption wave and the BJP
waves when many stalwarts including Indiraji herself lost election.

He has been given warm welcome by the NCP President Shri Sharad
Pawar and has been officially inducted to the NCP through a function
organised at Delhi on 30th May, 2005.

Shri Somjibhai Damor is strong enough to introduce a new party in
his area. This is well known from the facts that he was the first
person to join new Indira Congress alongwith Shri Kantilal Ghia,
Shri Jinabhai Darji and Shri Ratubhai Adami in the year 1970. His
dauntless efforts resulted in popularity of the Indira Congress in
his area. He has now accepted the challenge to popularise and bring
to new heights the NCP in his area as also at all India level with
special approach to Tribals.

Shri T.P. Peethambaran Master, National General Secretary, NCP,
accompanied by Chaudhary Ved Pal, NCP Haryana State President, Shri
Sunny Thomas, General Secretary, Nationalist Youth Congress and Shri
Virendra Singh Dadha, General Secretary, Nationalist Kisan Congress
visited the workers of Honda Motors, Gurgaon, who had been injured
in the police action in front of the Mini Secretariat, Gurgaon at
the General Hospital today.

The atrocities inflicted on the workers of Honda Motors Gurgaon by
Haryana Police were unprovoked and pre planned. The workers who
wanted to submit a memorandum to the District authorities were
stopped by the police at the park before the Secretariat. Being
stopped, the workers sat on a dharna. The police thereupon closed
down on them from all sides and brutally attached them. Many of them
have sustained multiple fractures and also head injuries. Thirty-two
of the injured workers are still in the hospital.

There is no justification for lathi charging the workers who sat on
a peaceful dharna. That they were rounded up and beaten and not
allowed to disperse shows that the lathi charge was not meant to
disperse them, but an organized plan to beat them brutally and to
terrorise them. This is something quite unheard of in democratic
system.

The workers had been agitating on some demands for the last two
months. The Labour Department or the State Administration of Haryana
did not care to interfere in the dispute. Instead they chose to use
police force against them.

It is understood that the labour unrest started with the refusal of
the Labour Department to register the union formed by the workers,
which they had applied for, seven months ago. The management, it is
understood, had announced that they would never allow their union to
get registere4d. So, the action of the government seems to be an
effort to break their union by terrorising. It is to be presumed
that the government was acting at the behest of the management.

NCP strongly condemns the unprovoked preplanned police atrocities on
the workers. NCP wants that the authorities, who were responsible
for the atrocities should be suspended from service before the
judicial enquiry, promised by the government, starts. Sufficient
compensation should be paid to the workers who sustained major
injuries. It is also reported that some of the leaders of the
workers who were arrested by the police are now missing. The terms
of reference of the Commission should cover the question of mission
workers also.

NCP National Labour Cell has called upon the people to join the
Haryana State Bandh called by Trade Unions on 28th July and also to
support the National Bandh called by Left Trade Unions on 1st August
2005.

What is Islam¿

ISLAM AND MUSLIM

The name of this religion is Islam, the root of which
is Silm and Salam which means peace. Salam may also
mean greeting one another with peace. One of the
beautiful names of God is that He is the Peace. It
means more than that: submission to the One God, and
to live in peace with the Creator, within one's self,
with other people and with the environment. Thus,
Islam is a total system of living. A Muslim is
supposed to live in peace and harmony with all these

the world whose obedience, allegiance, and loyalty are
to God, the Lord of the Universe.

MUSLIMS AND ARAB

The followers of Islam are called Muslims. Muslims are
not to be confused with Arabs. Muslims may be Arabs,
Turks, Persians, Indians, Pakistanis, Malaysians,
Indonesians, Europeans, Africans, Americans, Chinese,
or other nationalities.
An Arab could be a Muslim, a Christian, a Jew or an
atheist. Any person who adopts the Arabic language is
called an Arab. However, the language of the Qur'an
(the Holy Book of Islam) is Arabic. Muslims all over
the world try to learn Arabic so that they may be able
to read the Qur'an and understand its meaning. They
pray in the language of the Qur'an, namely Arabic.
Supplications to God could be in any language.
While there are one billion Muslims in the world there
are about 200 million Arabs. Among them, approximately
ten percent are not Muslims. Thus Arab Muslims
constitute only about twenty percent of the Muslim
population of the world.

ALLAH THE ONE AND THE ONLY GOD

Muslims believe that Allah is the name of the One and
Only God. He is the Creator of all human beings. He is
the God for the Christians, the Jews, the Muslims, the
Buddhists, the Hindus, the atheists, and others.
Muslims worship God whose name is Allah. They put
their trust in Him and they seek His help and His
guidance.

MUHAMMAD

Muhammad was chosen by God to deliver His Message of
Peace, namely Islam. He was born in 570 C.E. (Common
Era) in Makkah, Arabia. He was entrusted with the
Message of Islam when he was at the age of forty
years. The revelation that he received is called the
Qur'an, while the message is called Islam.
Muhammad is the very last Prophet of God to mankind.
He is the final Messenger of God. His message was and
is still to the Christians, the Jews and the rest of
mankind. He was sent to those religious people to
inform them about the true mission of Jesus, Moses,
Jacob, Isaac, and Abraham.
Muhammad is considered to be the summation and the
culmination of all the prophets and messengers that
came before him. He purified the previous messages
from adulteration and completed the Message of God for
all humanity. He was entrusted with the power of
explaining, interpreting and living the teaching of
the Qur'an.

NON-MUSLIMS

Muslims are required to respect all those who are
faithful and God conscious people, namely those who
received messages. Christians and Jews are called
People of the Book. Muslims are asked to call upon the
People of the Book for common terms, namely, to
worship One God, and to work together for the
solutions of the many problems in the society.
Christians and Jews lived peacefully with Muslims
throughout centuries in the Middle East and other
Asian and African countries. The second Caliph Umar,
did not pray in the church in Jerusalem so as not to
give the Muslims an excuse to take it over. Christians
entrusted the Muslims, and as such the key of the
Church in Jerusalem is still in the hands of the
Muslims.
Jews fled from Spain during the Inquisition, and they
were welcomed by the Muslims. They settled in the
heart of the Islamic Caliphate. They enjoyed positions
of power and authority.
Throughout the Muslim world, churches, synagogues and
missionary schools were built within the Muslim
neighborhoods. These places were protected by Muslims
even during the contemporary crises in the Middle East
