Dear Sawroop,
Toilet in NE corner of the property is defenitely not recomended by
any means in vastushastra.It is considered to be a gateway to
heaven,as the head of the vastu purusha lies in NE direction.So you
should avoid making toilet in this direction(if you can).Bathroom is
ok in this direction.
As far as negative effects are considered,yes there are some like ill-
fortune & bad luck(stagnation)which have been observed in the
propertes/houses with these specifications.
And if you do not have any other option to change the above locations
in your house then best you can do is always keep your toilet door &
comode lid closed as much as possible so that negative energies are
traped inside.this may help little bit to minimise the bad effect.
